Our endowment has grown, enabling us to support more nonprofits with grants and more students with scholarships; we have strengthened our partnerships to have a greater impact on issues; and we’ve become better able to identify and respond to community needs. These opportunities speak directly to the strength of a community foundation: bringing people together – young and old, urban and rural, of great and of modest means – to work together to build a stronger Oregon. The outcomes are impressive: To students, it can be the support that ensures a successful future. To rural families, it can mean accessible health care. To donors, it is the way they can connect their giving to their passion. OCF has confidence in what I do, and I have confidence in what they do. Together, we have great synergy,” she says. Erin also loves that OCF encourages family dialog to develop an intergenerational philanthropic ethic. “That’s a huge selling point when I am working with my clients,” she says. “Many of them like the idea of encouraging their children and grandchildren to think about how they can become engaged and involved in philanthropy. That’s just one of the things that is wonderful about working with OCF.” Tom Norton Sr. Memorial Scholarship Fund Evelia Sandoval, Volunteer Evelia Sandoval is living the concept of “paying it forward.” She was the first in her extended family to go to college: “I had a lot of really good mentors who helped me along the way because my family didn’t know anyone who had gone to college and didn’t really know what going to college entailed.” She applied her master’s degree in higher education administration to her job as Latino Program coordinator at Central Oregon Community College. Through OCF’s Latino Partnership Program she helped institute Oregon’s first Latino parent education conference conducted in Spanish, a gathering of 200 kids, parents and service providers. Just as Oregon weather flows from the Pacific Coast, a great idea can catch the wind at the coast and sprout up in the high desert. When Madras rancher Tom Norton Sr. died in 2007, his good friend Jon Englund, an Astoria marine supply dealer, suggested a college scholarship fund in Tom’s name. Tom Jr., who now runs the family business and helps select scholarship recipients, said, “It’s very humbling that he did that. He was a true friend of Dad’s and he got it going. Its mission is to provide “educational, social and economic opportunities for Native Americans through artistic development.” In addition to offering workshops on traditional native arts, CSIA teaches emerging and established artists new skills and expands their portfolios through printmaking with a master printer trained at Tamarind Institute. OCF’s grant will build CSIA’s organization and capacity. “We just celebrated our 20-year anniversary,” says administrator Kay Fenimore-Smith. “Now, with OCF’s help, we’re looking ahead and planning for the next 20 years.” La Grande resident Jan Harris is a member of OCF’s Eastern Oregon Leadership Council, which supports regional youth education and enrichment, and Northeast Oregon Heritage Fund Advisory Committee. She’s passionate about mentoring — “especially helping kids with writing,” she notes. “That’s so important.” Her first experience with OCF came when she and her neighbors secured the community grants that helped turn an unused lot into Sunnyhill Park. “I look out my window and see kids playing in that park,” she says, “and it warms my soul to think, ‘We did this.’ I’ve seen firsthand what OCF has done for my community, and I’m proud to be a volunteer.” Joe Town, Donor Many of OCF’s advised fund donors are active on the issues they are passionate about, and Joe Town is no exception. Jeanette Johnson, the assistant manager of Community Connection of Wallowa County, and Joe, who serves on the board, (both pictured here) have been heavily involved in the Wallowa Senior Center Advisory Group Endowment. The seniors began saving all memorial and endowment donations in 1996, and the center now has an endowment of $80,000, enabling the group to distribute $3,000 this year. For Orcilia Zúñiga Forbes and her late husband, Richard, myriad interests converged in surprising ways as they sought grantees for the Zúñiga Forbes Family Fund through OCF. Richard, a PSU biology professor, focused on environmental issues; Orcilia, raised in New Mexico, has an affinity for Hispanic organizations. Their fund has provided donations to both causes and more. Tualatin Riverkeepers and the Latino Network are great examples. According to Orcilia, Riverkeepers brought the convergence full circle “by reaching out to the Latino community for environmental stewardship in Washington County.” Oregon Child Development Coalition, Grantee Founded in 1971 and serving more than 4,000 children and families in 14 counties, OCDC is one of Oregon’s largest early childhood education and child care networks. Its comprehensive services include parenting education, literacy, cooking classes and health screening. “We prepare children for school and life, and help parents stay involved with their children and communities,” explains executive director Donalda Dodson. OCF grants have helped OCDC expand its child care networks and launch a new facility in Hillsboro. Donalda says, “The great thing about working with OCF is that we have a common interest in making things better for children and families.” Portland professional advisor Stephen Kantor is quick to point out OCF’s advantages for his clients: “Charitable giving involves a certain conviction to satisfy a specific need, and OCF shares that conviction. It couples that conviction with performance to provide a compassionate and businesslike approach to giving.” And Kantor praises the vision behind OCF’s strategy: “Last year, OCF emphasized early childhood education. I want to do good things that help our state in the long run. There are a lot of groups working toward improving things in Oregon, and OCF touches so many of them and their activities through grants, scholarships, the Regional Action Initiative and statewide coordination of a variety of activities. It makes me proud to be a part of it.” “My mother said to me, ‘There is just too much to do here. I feel like a college girl again,” says Astoria artist Bill Dodge. That’s just part of what moved him to honor the care and love his mother received at Clatsop Care Center with a designated fund through OCF. To help ensure the center continues this level of care, the fund will, according to Dodge, “enhance the lives of its residents on a daily basis,” creating experiences that “more closely resembled their former home life.” His ideas run from funding excursion transportation to building a meditation garden. Lower Nehalem Community Trust, Grantee LNCT works to protect Oregon’s beautiful Lower Nehalem River watershed. “We also help people appreciate and understand this ecologically rich place,” says Executive Director Erich Miller. To date, LNCT has conserved 105 acres of natural land; its many volunteers work tirelessly to clear invasive species and restore native habitats. They’re always made up of people from the faith community, from government, from the neighborhoods and from business.” One regular faith-community collaborator with Mayor Peterson is Sam Skillern, director of the Salem Leadership Foundation. Both are finishing their terms with OCF’s Northern Willamette Valley Leadership Council. “Despite our current and historical challenges, we believe Salem will become the healthiest community in Oregon,” Skillern says, “truly the ‘City of Shalom.’ And OCF has been a great collaborator in the capital city.” Mid-Valley Literacy Center, Grantee Fara Etzel, Donor For pediatrician Fara Etzel, giving is an extension of her work at Childhood Health Associates of Salem. She has a special place in her heart for children in foster care, especially medically fragile or drug-affected infants, and the word is out that she welcomes them to her practice. “They kind of find me,” she says. Beyond that welcome, Dr. Etzel set up a deferred fund at OCF that will support groups that help foster kids. “I chose Liberty House, our local child abuse assessment center, and CASA, which is a court-appointed special advocate group for children and people who help foster kids,” she says. MVLC provides literacy services for adult learners. Based in Keizer, it serves ESL students from around the world and English speakers preparing for the GED. They were considered bad investments because their education would likely be wasted once they married and had children. But Coquille’s Dorothy Heagy bucked the trend and won scholarships that helped her through state teachers’ college, a master’s degree at Duke and a doctorate from Penn State. After 60 years of teaching, she decided to pay it forward, establishing the Dorothy Heagy Scholarship for graduates of Coos County high schools. So how does Dorothy spend her time at age 94? She teaches spelling games to her caregivers. Putting all your eggs in one basket can be a good thing. For South Coast Leadership Council chair Penny Allen, it was the best way to tackle OCF’s challenge to create a program providing long-term community benefit. Rather than fund a number of causes, they focused on children’s dental health, creating the Ready to Smile program in 2010. The program’s success means the region’s kids will have healthier teeth; as a result, their general health will improve, school attendance will be better and parents will be better informed about the importance of dental health. Says Allen, “Whole communities in Coos and Curry counties are becoming engaged in Ready to Smile. They see a positive difference in children’s lives, and it’s exciting!” Port Orford Arts Council, Grantee At a time when many Oregon schools have cut or eliminated arts funding, POAC is ensuring that local children can explore their creativity and enjoy the academic benefits of arts education. He is proud that the Ousley Fund volunteers have worked hard to get at-risk students into the applicant pool and, with the help of the local mentoring program, have been increasingly successful. Hernandez believes that using local volunteers adds to OCF’s credibility. “It’s great that OCF pulls in volunteers from rural Oregon,” says Hernandez. “The volunteers certainly add local perspective from knowledge of the local community.” Not only has Ashland’s Jack Davis connected clients to OCF, he also volunteered on the first Reed and Carolee Walker Fund advisory committee. OCF charged Davis and some of his Jackson County neighbors to set priorities for the Walker Fund, a multimillion dollar OCF fund “to support programs for the needy.” So they dug into learning all they could about poverty in their region. One lesson for Davis was that when you’re poor, little problems quickly become big ones. Davis says, “These families are fragile ... so many forces are trying to pull them apart.” And as a lawyer, Davis believes in the OCF endowment model that “preserves donor dollars, whether large or small, to achieve the goals desired by the donor.” Jim and Nancy Hitchcock, Donors Jim and Nancy Hitchcock of Grants Pass established an advised fund through OCF “to use the legacy from my parents to involve our sons in charitable giving,” says Nancy. “We decided as a family some of the themes we were interested in: environment, arts and women’s issues.” One group they’ve helped is the Siskiyou Field Institute, which provides education about the unique Siskiyou region. The environmental focus is a direct result of their sons’ involvement. How do they feel about being included? Keith Hitchcock says, “My parents modeled philanthropy for me. In Sweet Home, Oregon, it means you should ask Jo Ann and Tim McQueary. For decades the McQuearys have combined interests in public service and philanthropy, taking on projects from regional transportation to children’s dental health. Many of these efforts involve committee work through OCF’s Southern Willamette Valley Leadership Council. Jo Ann says, “Some of my most meaningful opportunities to serve come from being connected in so many places, not just in our little town but also in our region and across the state. Sharing the OCF vision and message is always a pleasure.” Strengthening Rural Families is a collaborative network providing parenting education and related services to families in rural Benton County. “Smaller towns in our county often don’t get served,” interim director Lauri Lehman explains. “The connections we make help bigger agencies reach rural families in need.” OCF grants support SRF’s Promise Project, which is creating a continuum of services for families in the county. “The fabulous thing about OCF is knowing that when we have a great idea, we can get advice and support as well as funding,” Lauri says. Stephen Lane, Professional Advisor For Eugene attorney Stephen Lane, The Oregon Community Foundation provides a unique philanthropic partner for the families he advises. “A client will say, ‘I don’t know how to support a particular charity,’ and I’ll say, ‘let’s call my friends at OCF and see if they can help,” Stephen says. That call can turn a one-shot contribution into a sustained endowment, provide an efficient alternative to a family foundation and ensure a safe long-term investment strategy for the endowment. And how do Stephen’s clients react to working with OCF? “They’re very appreciative of the service and the openness,” he says. “It’s a fantastic organization for people who are interested in accomplishing things for their community.” THE OREGON COMMUNITY FOUNDATION 2012 23 OCF Initiatives As a community foundation, OCF has never been merely a funder. Throughout our history, we have taken on the role of leader and partner, creating programs in areas where long-term needs are greatest and where we can have a lasting impact. These areas include education, children and families, and jobs and the economy. We’ve highlighted three of our programs in this year’s annual report. In 2012, OCF donors stepped up to the plate and established 16 new scholarship funds. Because of these donors, our statewide scholarship program is among the largest of its kind in the U.S. – helping 2,400 Oregon students from every part of Oregon with higher education and workforce training in 2012 alone. Our donors are joined by community volunteers and educators to ensure that this scholarship program runs smoothly and students have the support they need. But the hurdles for many students are not only financial. Many communities, especially those with high numbers of low-income, minority or rural students, lack a college-going culture. OCF also supports programs that are helping turn that around through college-readiness programs, such as ASPIRE, and also through communitywide efforts to raise the expectations of their young people. Increasing the number of students who aspire to and succeed in postsecondary education will result in better employment opportunities and will strengthen the economic base in communities around the state. the OREGON COMMUNITY FOUNDATION 2012 25 Boomers and Babies program boosts kids and grown-ups Each year, approximately 40 percent of children born in Oregon are exposed to risk factors such as poverty, family stress and lack of health care that adversely impact their ability to succeed in school. While awareness of this issue by policymakers, foundations, media and the public is growing, many early childhood education programs struggle to find adequate resources to meet the needs of the families they serve. Boomers and Babies joins two core priorities of OCF: to promote school readiness and to encourage community engagement. This volunteer engagement program links the time and talents of boomer-age adults with programs and services to nurture and educate at-risk children through age five. The goals of Boomers and Babies include strengthening early childhood programs, promoting volunteerism and bringing more caring adults into the lives of vulnerable children. The program is now in its fifth year. It supports a learning community of 16 early childhood organizations focused on skill building, funds projects for seven organizations throughout Oregon to develop older adult volunteer programs and promotes awareness of the power of volunteerism. Funding for the project comes from The Atlantic Philanthropies. In addition to OCF, local partners include Knowledge Universe, the PGE Foundation, the Juan Young Trust and United Way of the Columbia-Willamette. 26 THE OREGON COMMUNITY FOUNDATION 2012 Creating Jobs and Strengthening the Economy Staying competitive in the job market of today and tomorrow requires better education, training and support. To address the important need of developing a skilled workforce, OCF’s Community Grants program supports organizations that connect young people with hands-on workplace experience. In 2012, OCF supported the Rogue Workforce Partnership, Oregon Tradeswomen Inc. and Portland Workforce Alliance, among others. OCF also invests directly in job creation. To help drive job growth, OCF allocates a small portion of its endowment to early-stage capital investments focused on building Oregon businesses. In 2012, OCF invested assets in the Oregon Angel Fund (OAF), which provides investors access to promising startups and early-stage growth companies, and in the Southern Oregon Angel Investment Network, which encourages entrepreneurship and investment in that region. In addition, OCF makes grants to develop the infrastructure for a strong economy. Effective investment management of these funds allows the Foundation to respond to today’s needs while preserving and enhancing the real value of the funds for future needs. ASSET ALLOCATION A diversified portfolio is fundamental to OCF’s investment strategy. A welldiversified investment portfolio helps maximize investment returns and reduce volatility. Acres of rich farmland. A close-knit community. Here in the Willamette Valley during the Depression, a fatherless boy worked the summer fields — his future waiting for him, as fertile as the earth at his feet. Today, John Delton Gray (1919-2012) is celebrated as one of Oregon’s most respected large-scale property developers and compassionate philanthropists, improving lives with his love of the land and its people — from Salishan Lodge and John’s Landing to the Sitka Center for Art and Ecology and Gray’s Landing. “My father had imagination. He always listened to other people and relied on their expertise to help him turn a possibility into a reality,” says Janet Webster. Born in Ontario and raised in Monroe, Gray graduated from Oregon State University, served in the Army’s 82nd Airborne Division and earned a Bronze Star Medal, married his college sweetheart, Betty, and went to Harvard Business School. With his education and strong work ethic, he stepped into the Oregon Saw Chain Manufacturing Company (now Omark) and walked out a few years later with $74 million. Gray gave liberally and diversely, always with community — and his family — in mind. Says grandson Nick Walrod, “He had high expectations for me. With gentle, clear guidance, he taught me to be a responsible, contributing member of my community.” It’s what Gray learned growing up. “He felt that’s how communities should be,” says Webster, “and he wanted to give back.” Every dollar that he gave — and keeps giving, through the Gray Family Foundation — can be felt all over Oregon. And we are forever changed.
