it signals to us that the seasons
are indeed changing.
Well, the seasons aren’t
the only things changing this
fall in Palmdale. Probably
the biggest change is in our
General Municipal Election
which will be held Tuesday, November 8. This will mark the first election in
Palmdale with districts for City Council seats. You may learn more about this
change on page 11 of the Magazine.
We’re also introducing a new special event that I know you’ll enjoy. It’s called
Kaleidoscope and it is a fun-filled music and arts extravaganza for all ages that’s
coming to the Palmdale Amphitheater on October 8. Details are on page 14.
As an animal lover, I am excited to announce Yellen Park is now under
construction, which includes the City’s first dog park. Changes to City codes
are also underway to allow for pet hotels in Palmdale, and the first new
Animal Shelter built by the County in 45 years has opened to care for our
furry friends. You may even get the opportunity to adopt-a-pet at our City
Council meetings!
Finally, changes are happening all around the landscape of Palmdale. Right
now, tens of millions of dollars are being invested into our economy with the
construction of two new hotels, a Carmax auto showroom and refurbishment
center, two charter schools and the Palmdale campus of Antelope Valley College.
Several other large projects are in
the planning stages and will soon be
under construction.

Palmdale Under
Construction!
Drive around Palmdale and you’re bound to see dirt graders,
construction workers and new buildings rising. Here are some of the
larger projects happening right now — with more to come!
Carmax - Located on the corner of Technology Drive and Fifth Street
West, it will open an auto reconditioning facility, showroom and a car
wash, and is expected to employ up to 150 people.
Elements Hotel – Rising up behind Best Buy and across from
Embassy Suites is the new Element hotel, part of the Starwood family.
The 123 room hotel will be environmentally friendly "eco-chic."
Home2 – Expected to open mid-2017, this 93-room, four-story hotel
is being built on the corner of Ave. Q and 5th St. West. The all-suite
extended stay hotel in the Hilton chain is thoughtfully designed for
savvy, sophisticated, cost-conscious travelers.
AVC Palmdale Center – This $15 million dollar project will renovate
a former supermarket and medical buildings on the north side of the
2200 block of Palmdale Blvd., tripling the size of its current location
at Palmdale Blvd. and 15th St. East, with the capacity to accommodate
more than 7,000 students.
The Palmdale Aerospace Academy – The new $50 million dollar
16-acre campus, on the corner of 35th St. East and Palmdale Blvd. will
serve up to 1,650 students in grades six through 12.
Guidance Charter School – Coming to 40th St. East and Ave. R, this
$25 million grade 6 through 12 campus will sit on 31 acres.

Coming to AV Mall
Known as the “ultimate trampoline park,” Rockin’
Jump is coming to the Antelope Valley Mall! Enjoy the
foam pit, dodgeball, x-beam and the slam dunk zone.
Their mission is to make Rockin’ Jump the preferred

clean and fun experience through continuous innovation

Preparedness
Presentation
September is National Preparedness Month and
the City’s Neighborhood Services department will
be hosting its annual Emergency Preparedness
presentation on Monday, Sept. 26 at 7 pm in the City
Council Chamber, located at 38300 Sierra Highway,
Suite B. Guest speakers from the Los Angeles
County Sheriff’s Department, Los Angeles County
Fire Department and the American Red Cross will
provide information on what residents can expect
during a major disaster and how to prepare now. The
presentation is free and handouts, checklists and
preparedness guides will be available to take home.

Rights Clinics
Free housing rights walk-in clinics are available every
3rd Thursday of the month from 1 to 4 pm to answer
your questions, advocate on your behalf and assist
with landlord-tenant issues.
The clinics cover questions about fair housing,
evictions, security deposits, repairs, rent increases
and more. They are held at South Antelope Valley
Emergency Services (SAVES) located at 1002 East
Avenue Q-12.

Shelter Now Open
The much anticipated state-of-the art Palmdale Animal Care Center
is now open. Located at 38550 Sierra Highway, the 25,900-square-foot
facility is estimated to house between 10-15,000 animals. The facility
includes a veterinary/spay and neuter clinic, individual visitation areas for
cats and dogs, a central courtyard for enrichment and training, specially
designed cat condos for adoptable cats, and separate housing for isolation
and quarantine animals. The large adoption gallery, with self-service
access, features civic art by artist Mark Lere.

Boulevard Overlay
The City of Palmdale has 504 miles of roads,
totaling over 91.8 million square feet of asphalt.
Regular maintenance of roads is an important
part of the City’s ongoing Capital Improvement
Projects.
One recent road project was the $1.8 million
cape seal program, which took place in several
neighborhoods throughout the City. Cape sealing
is a pavement preservation method that gives
roads an additional 10 to 12 years of life before
they will need to be revisited.
The City will soon begin resurfacing Rancho
Vista Blvd. from 30th St. West to Ave. N-8. This
$1.5 million road investment will provide an
additional 20 years before the area will need to
be revisited.
These two projects combined will cover
approximately seven percent of the City’s total
road inventory. More projects will be underway in
the future.

Palmdale City Council meetings are held on the
first Wednesday of the month beginning at 7 pm.
Palmdale Planning Commission meets on the
second Thursday of the month beginning at 7 pm.
The Board of Library Trustees meets on the third
Tuesday of each month at 5:30 pm.

Preventing
Illegal Dumping
In the final report of a three part series, the City will highlight its efforts in the
prevention of illegal dumping.
With grant funding assistance from CalRecycle, the City had a customized
app created by the developers of the MyWaste App. The MyWaste App not
only helps keeps track of street sweeping and trash/recycling collection days,
but it also allows you to report illegal dumping and other issues. The app
allows users to send photos and the GPS location of dumping sites which
helps staff track locations.
Another way the City is combating illegal dumping is through our voucher
program with Waste Management. Each residential customer receives two
vouchers per year good for free disposal of up to one ton of solid waste at
the Palmdale Landfill. Waste Management also provides bulky item pick up
services to all residential accounts, allowing customers to place up to four
bulky items curbside for pickup, four times a year, at no cost. The Antelope
Valley Environmental Collection Center provides free recycling and disposal
of your household hazardous waste and electronic waste on the first and third
Saturday of each month from 9 am to 3 pm.
In addition, the City meets quarterly with the Antelope Valley Illegal
Dumping Task Force, which includes individuals from the County and
surrounding neighborhoods. The Task Force discusses outreach approaches
and alternative ways to problem solve this on-going issue. They partnered
with Joel Greene on his award-winning television show, Curiosity Quest Goes
Green, for a special episode on illegal dumping. This video is available at the
Palmdale City Library.
Other ways the City works to get the message out about illegal dumping is
through press releases, social media, our website, and through informative
public service announcements which you may watch on YouTube by searching
for “Palmdale Illegal Dumping.”
Despite all the time, staff, and financial resources put into preventing illegal
dumping, we need your help to put an end to it. All of us have a duty to keep
our desert beautiful. After all, it is the place we call home.

Changes in Palmdale̓s
General Municipal Election
When is the City’s next election?
The City of Palmdale’s next General Municipal Election is Tuesday,
November 8, 2016 and will mark the first election under the new
Citywide voting districts.
The City’s General Municipal Election is held on the first Tuesday
following the first Monday in November of even-numbered years.
How are the Mayor and City Councilmembers elected?
The Office of the Mayor of the City is an elective office with a term
of two years. The Mayor is elected by a city-wide election.
Starting with the November 8, 2016 General Municipal Election,
City Councilmembers will no longer be elected on a city-wide basis.
Councilmembers will be elected by four geographic districts. Each
resident will vote for one Councilmember to represent their district.
Council candidates must reside in the district they are seeking to serve.
For the November 8, 2016 General Municipal Election ONLY, City
Council Districts will have staggered terms as indicated on the table
below. After the November 8, 2016 election, all Council district seats
will have four year terms.

the interactive district Map found at www.cityofpalmdale.org/
Your-City-Hall/City-Elections. Click on the district map, follow
the instructions, and enter your residential address to find your
Council district number.
If you have questions regarding the election, you may contact the
City Clerk’s Office at 267-5151 for assistance.
Council District 1 is generally located in the southern portion
of the City; Council District 2 is generally located in the western
portion of the City; Council District 3 is generally located in the
central portion of the City; and District 4 is generally located in
the eastern portion of the City. For full details, please refer to the
District Map on the City of Palmdale’s Elections webpage at
www.cityofpalmdale.org.
If no one or only one person is nominated for an elective
office, appointment to the elective office may be made as
prescribed by §10229, Elections Code of the State of California.
The polls will be open between the hours of 7 am and 8 pm.

City Council, then the Palmdale Partners Academy
is for you! Registration is open for the fall 2016
Academy. The eight-session class will be offered
Wednesdays, Sept. 14-Nov. 2, 7-9:15 pm. Designed
to offer a first-hand look at City operations and
services, the classes are a great way to connect. Recent graduates have proclaimed:

A Community in Action!
2016 Season of Service
The 2016 Season of Service completed another successful year with Stamp Out
Hunger on May 14.
The Season began on January 16 at the MLK Day of Service: Adopt-a-Block
event where residents worked with YouthBuild students to revitalize a
focus neighborhood. The Season continued with a Homeless Services Awareness meeting where
service providers and residents learned about the varied programs offered to
assist homeless and at risk families and individuals. The annual Los Angeles
Homeless Service Authority (LAHSA) Homeless Count brought volunteers
together to count the valley’s homeless population to assist with funding and
services. Spring Cleaning: Airpark Edition prepared Joe Davies Heritage Airpark
for another great summer season. South Antelope Valley Emergency Services
(SAVES) received a Spring cleaning in March, and the season wound down with
the Hammack Neighborhood Adopt-a-Block and Global Youth Service Day in
April. Thank you to the residents who came out to serve their community, donating
their time, passion and skills. The 2017 Season of Service dates will be available

There is no doubt, Coach Darrell Davis cares. Darrell
has been a volunteer coach for the City of Palmdale
for the past 25 years! He lends his knowledge and
talent to youth participating in the winter and summer
basketball programs. While his own children are grown
and no longer participate, Darrell has continued to
donate time to assist developing athletes. According
to Recreation Supervisor Ryan Herman, who oversees
sports programs, “Darrell has been a positive role
model for children participating in our youth
basketball programs for years, teaching them the
game, sportsmanship and life skills. We appreciate his
dedication and passion for helping the youth in our
community!” Thank you Darrell!

The successful Palmdale Works! Youth Job
Academy will present a Train the Trainer session
this fall. If you’re interested in becoming a trainer,

Volunteer Coaches Needed!
Do you have some spare time to make a difference in your community? If
so, we need you! The City of Palmdale Recreation and Culture Department is
seeking volunteer coaches to assist in a wide variety of sports. No experience? No problem! We will provide all materials and training. Our youth sports teams
are recreational and committed to developing a strong foundation of skills and
sportsmanship in young athletes. You need not have children participating in
the program, just have a desire to help and an interest in sharing your skills and
knowledge with our community.

Safety Awareness – Orange & Above
This program combines self-defense instruction in a fun,
structured environment. Students learn and practice
verbal and physical skills for self-defense against bullies
and strangers. Course content includes breakaways,
close contact techniques, communication skills and
confident posture. Weekly safety awareness information
addresses the lures strangers use to attract and abduct
children and teens. Students progress in rank and earn

Lifeguard Academy
Lifeguard Academy participants successfully completing
requirements will receive American Red Cross certification
and are guaranteed an interview with the City of Palmdale for
a lifeguard position. A completed employment application
and pre-screening test are required during recruitment.
Course fee includes textbooks and supplies. A pocket mask
must be purchased by the participant and an additional $35
certification fee is due the first day of the class. Participants
must be able to swim 300 yards continuously prior to the
first day. Participant meeting will take place Wednesday,
September 14, at 6 pm at Marie Kerr Pool. All lifeguard
candidates who wish to apply for a job must be 17 years of

Tiny Tots
This program offers recreational curriculum. Your child
will build social skills and independence while being
introduced to the alphabet, numbers, colors and shapes
in a developmentally appropriate environment. Children

Afterschool Programs
A structured environment is provided with opportunities
to participate in group and individual activities. Recreation
staff offer daily homework assistance and organized
activities such as sports, games and unique crafts.
Participants must be registered with payment prior to
participation. A weekly rate is charged; you can register in
advance online or at the recreation and culture office for a
discounted fee. On-site registration is not available. A $5
late registration fee will be assessed per child, per day for
registrations after 12 pm Monday the week of attendance.

Legacy Commons provides adults age 55+ the
opportunity to remain young-at-heart with a wide range
of drop-in activities in a modern, contemporary center.
Experience camaraderie, enhance your overall health,
continue learning and foster self-reliance through our
fitness and exercise classes, visual and performing arts
programs, informational seminars and special interest
groups. Adjacent Legacy Park features walking paths
and picnic tables, bocce ball courts, horseshoe pits and
a croquet lawn. Visitors are invited to pick up a detailed
schedule of activities. No membership required.

Commons. On the fourth Monday of each month, birthday
