Number of deaths among children aged 0 to less than 5 years old was 402 out of 61,256, or
equivalent to 0.7 percent. The municipalities of Santa Elena, Paracale, Vinzons and
Mercedes have a proportion of 0.8-0.9 while the municipality of Labo registered a high
number of mortality at 68.

The number of infant deaths in the province were around 256 out of the total 11,303 infants
or 2.2 percent. The municipality of Labo has the most number with 48 while the
municipalities of Santa Elena, Paracale, San Lorenzo Ruiz registered the highest proportion
of 2.6 to 2.9%

Condom usage rate was also low, with only 2.7 percent among couples practicing
contraception. This is due to the influence of the religious sector on the resistance to the use
of modern family planning methods.

5. Basis of the selection of beneficiaries of the Focus - Food
Production Assistance for Vulnerable Sectors (FPVAS)
funded by the European Commission (EC) with counterpart
fund from the Seameo Regional Center for Graduate Study
and Research in Agriculture (SEARCA) and the provincial
government. The project aims to reduce poverty, improve
well being of the farmers and ensure access to safe food,
particularly the vulnerable sectors;
6. Used as basis for the selection of waterless municipalities
submitted to DILG Central Office. Two municipalities
(Basud and Capalonga) are now recipient of the
MDGF 1919 program.
7. Preparation of project proposals that were submitted for
funding. Most of these are MDG related such as the
provision of facilities on water and sanitation which were
positively responded with a total amount of P 2.20 M.
8. Basis for selection of locally funded projects such as
WATSAN, nutrition and other social infrastructure.
