opens in Huntington Park

HUNTINGTON PARK —
Students at Aspire Ollin University Preparatory Academy Charter School celebrated the school’s
new 34,000-square-foot facility
Jan. 10 with a ribbon cutting and
tour of the facility at 2540 E. 58th
St.
The school opened in 2006
and serves 540 students in grades
six through eight.
The new facility includes a
state-of-the-art science lab, funded through the Parsons Foundation, updated technology labs
and larger classrooms, a spokesperson for the Aspire charter
school group said.
A new 9,000-square-foot recreational facility, which includes
a gymnasium and soccer field,
offers outdoor space accessible
to the Huntington Park community through a partnership with
the city, the spokesperson said.
Operating eight schools in
Huntington Park, one in every
eight local students attends an
Aspire school, the spokespersons
added.
Aspire serves nearly 2,200
students from kindergarten
through high school.
With its first Huntington Park
school opening in 2005, Aspire
has grown to operate the four
highest-performing elementary
schools and top-performing middle school serving local students,
the spokesperson said
During this time, the average
state Academic Performance Index of a public school in Huntington Park has grown from 636
to 767, while Aspire schools average 816.
More than 1,700 local students are currently on the waiting
list to attend an Aspire school in
Huntington Park, the spokesperson said.
Aspire Charter Schools was
established in 1999 and now operates 37 schools in California
and Memphis, Tenn.

HUNTINGTON PARK —
The Nitro Group, a Latino production company, will conduct
and film a series of monthly family events, open to the general
public, at city parks in the coming year.
The City Council Jan. 6 approved 12 film permits for the reality-type show, which produces
and records public competition
events to show on Mexican television networks.
City Manager Rene Bobadilla said the first event will be Feb.
9 at Robert Keller Park, next to
City Hall, 6550 Miles Ave. Its title is “Song of Love” with a Valentine’s theme. The event will
include serenades, love declarations and a kissing contest.
Other monthly events, still
tentative, will be at both Robert
Keller and Salt Lake Park, the
latter at 3401 Florence Ave.
The Nitro Group will be
charged a special event, park use
and film fee of $280 for the 12
productions, said Finance Director Julio Morales.
Tentative themes are March,
Women’s Day; April, Easter;
May, Mother’s Day; June, Children or Father’s Day; July, Independence Day; August, family
weekend; September, bike race;
October, Halloween; November, Thanksgiving; December,
Christmas tree lighting; and January, 2015, New Year’s Day.

would be enhanced of the film

live presentations, family games,

In other action Jan. 6, the
council:
• Placed on a future agenda
the issue of relocating Chamber
of Commerce street fairs, one in
the spring and one in the fall, to
Salt Lake Park instead of Pacific Boulevard. Several merchants
have said the street closures for
the three- to four-day events hurt
business. But Leticia Martinez,
executive director of the Greater
Huntington Park Area Chamber
of Commerce, said the street
fairs are designed to promote
businesses on Pacific Boulevard
and should continue there. The
city must give permission to
close public streets.
• In an effort to save money, agreed to abolish the Traffic
Authority, established in1939 to
handle requests for blue (handicapped) curb parking and other parking issues, and have the
council decide such issues in
the future. The action came after Public Works Director James
Enriquez reported that the panel
consists of city administrators
and a private firm, the latter
costing $6,000 a month. Staff
costs were estimated at $2,000 a
month.
• Agreed to consider on a future agenda the request of Councilman Valentin Amezquita to
allow elected officials to attend
more educational conferences.
Current funding allows a council
member to attend one conference
a year.
• Approved for another 10
years the use of city right-of-way
for its fuel lines by Exxon Mobile Oil Corporation. The 10-year
franchise was approved in 1993
and again in 2003, Enriquez said.
Exxon will pay a franchise fee of
about $1,700 a year.
Robert A. Rizzo, the disgraced
former top administrator in the
city of Bell, pleaded guilty Monday to federal tax evasion charges.
The 60-year-old Rizzo pleaded
guilty to two counts — conspiracy
and filing a false federal income
tax return with the Internal Revenue Service. He faces a maximum
of eight years in federal prison,
plus restitution, fines and penalties.
“Are you pleading guilty because you are guilty?” U.S. District Judge George H. King asked
Rizzo during the 30-minute hearing.
“Yes, your honor,” the defendant responded.
King scheduled sentencing for
March 10, two days before Rizzo
is set to be sentenced in state court,
where he previously pleaded no
contest to 69 counts of corruption
in a scheme in which he and top
Bell city officials were paid exorbitant salaries and benefits.
He is expected to be allowed
to serve both sentences concurrently in the federal system, where
white-collar crime offenders are
usually housed in minimum-security prison camps.
Rizzo’s attorney, James Spertus, said outside court that his client would ultimately be viewed as
someone who “accepted responsibility” and “tried to make it right.”
Rizzo had no comment.
In his plea agreement filed
last month in Los Angeles federal
court, Rizzo admitted he created a
corporation to fraudulently claim
losses on his income tax return.
The IRS suffered losses of more
than $300,000 for the years 200610, according to the U.S. Attorney’s Office.
According to federal prosecutors, Rizzo, sometime in 2002,
created a corporation called R.A.
Rizzo Inc., which he used to
claim bogus losses of more than
$400,000 in relation to a purported
rental property in Auburn, Wash.
He was assisted in the scheme
by co-conspirators that included his tax preparer, Robert J.
Melcher, who has pleaded guilty
to aiding and abetting the filing of
a false tax return, prosecutors said.
Rizzo also admitted in his plea
agreement that he used an R.A.
Rizzo Inc. account to pay for more
than $80,000 in personal expenses
in 2009 and $120,000 in construction work on his former residence
in Huntington Beach in 2010.
The corporation’s tax returns
falsely claimed that the expenses
were related to the rental property,
according to court papers.
Questioned closely by King
to determine if he understood the
charges and the consequences
of his plea, Rizzo repeated “Yes,
your honor” more than two dozen
times.
Asked what the extent of his
education was, Rizzo answered
that he held a master’s degree in
public administration.
As Bell’s chief executive, Rizzo was taking in more than $1
million a year in illegal compensation, officials said.
After Rizzo pleaded no contest to the state charges, Superior
Court Judge Kathleen Kennedy
said she would allow him to serve
his sentence concurrently with the
time he serves on the federal tax
charges. He faces between 10 and
12 years in the state case.
Angela Spaccia, Bell’s former assistant city administrator
and Rizzo’s second-in-command,
was convicted in state court of 11
felonies for conspiring to misappropriate public funds and looting
the working-class city’s coffers
through exorbitant salaries and
personal loans of taxpayer money.
She faces nearly 17 years in prison, with sentencing tentatively set
for Jan. 22.

faces new guidelines

DIAMOND BAR — The
Southland’s air-quality management agency approved stricter
guidelines last week on emissions of arsenic and other toxic
substances from lead-acid battery recycling plants.
The action by the South
Coast Air Quality Management
District’s board was targeted at
the Exide Technologies plant in
Vernon and the Quemetco Inc.
facility in Industry, which are the
only two lead-acid battery plants
on the West Coast, according to
the AQMD.
“These measures will fur-
ther strengthen the toughest air
pollution rule in the nation for
lead-acid battery plants,” said
William Burke, chairman of the
AQMD board.
The new requirements limit arsenic emissions from the
plants to 25 pounds per year,
with the allowable concentration dropping to 10 pounds per
year by 2015. Benzine emissions
must be limited to 450 pounds
per year. By Feb. 1, the ambient
concentration of arsenic cannot
exceed 10 nanograms per cubic
meter.

LAUSD board approves phase two of technology project

School District school board
voted unanimously Tuesday
to approve up to $114 million
in voter-approved bond funds
to continue with phase two of
the Common Core Technology Project. This will be the
second purchase order within the long-term Apple Inc.
board-approved contract. In
February 2013, the board approved phase one of the project, allocating $50 million in
bond funds to fund a computing device for every student at
47 schools. Phase two will equip 38
additional schools with oneto-one access to devices for
the Common Core State Standards-based learning and assessment preparation; providing phase one and two schools
and magnet centers with
keyboards, providing phase
two schools with storage and
charging carts; providing sufficient number of testing de-
vices to enable the 2014 field
testing at schools this year; and
providing seven high schools
to be determined with laptop
computers. “We are on our way to
closing the digital divide in
our communities by providing
our teachers and students with
the tools necessary for 21st
century learning and the implementation of the Common
Core State Standards,” school
board member Mónica García
said. “It’s about time. I wel-
come schools signing up for
phase three.” “I am pleased that the
board recognized the importance of moving forward
with the district’s technology initiative, and especially
the decision to purchase the
equipment needed to pilot the
state’s new standardized tests,”
board member Tamar Galatzan
said. “Enabling our students
to take practice math and English exams this spring will
help them make a smoother
transition to the more rigorous
Common Core standards being
introduced next fall.”
District staff will present an
assessment of phase two before
requesting full funding of the
remaining phases. Assessment
will include feedback from
teachers, students, parents and
other key stakeholders. The technology project
supports the district’s transition to the new Common
Core State Standards, and its
commitment to provide an in-
dividualized, interactive and
informative-rich learning environment. “This vote is another step
forward in the district’s plan
to equip every one of our students with a personal computing device to help our students
succeed in the 21st century,”
Superintendent John E. Deasy
said. “When completed, we
will be the largest district in
the nation to provide each and
every one of our students with
the technology they deserve.”
Maywood council changes rules, permit fees for yard sales

MAYWOOD — Residents
may have twice as many yard
sales but will pay a higher permit
fee and must follow new regulations, under an ordinance tentatively approved Monday night.
Final action is expected at the
next council meeting Feb. 10.
The vote was 4-1 with Councilman Thomas Martin dissenting. He did not comment on his
concerns and left the meeting
immediately after it ended before he could be approached and
questioned.
City Manager Lilian Myers
said both residents and businesses complained about the current
law, which allows just two yard
sales a year.
“With high unemployment in
the city, residents said two yard
sales a year were not enough,”
Myers said, apparently referring
to those who need to make some
additional money.
Under the new law residents,
may have four yard sales a year,
but they will be limited to the
third weekends in February, May,
August and November.
Limiting all sales on the same
weekend will make it easier and
less expensive for city enforcement officers to make sure the
sales are legal under the ordinance.
That ordinance still requires
city permits, which will now cost
$15 instead of the current $11.50.
Myers said $15 is still about half
the cost of city staff processing
the permits.
A key complaint of residents
and merchants are those who sell
new merchandise as a business,
possibly in competition with

“Exide is making significant
investments to upgrade the recycling facility, comply with regulatory limits and protect public
health,” according to the company. “The company generally
supports the new rule for arsenic
that [AQMD] is considering …
and believes it will be able to

The Exide plant has had
troubles over the past year with
state regulators over arsenic
emissions leading to protests by
residents.
The Exide Technologies
plant was shuttered for about
two months last year in response
to an order from the state Department of Toxic Substances
Control, which cited health risks
from arsenic emissions.
The plant reopened in June
when a Los Angeles Superior
Court judge determined that the
items will be limited.
Homeowners may have three
similar bicycles but few would
have three similar major appliances, Myers said.
Councilwoman
Veronica
Guardado agreed, saying she has
seen tables with 10 to 12 pairs of
similar shoes for sale.
In other action Monday night,
several residents complained
about construction of a 16-room
motel nearing completion on
Slauson Avenue at Corona Street.

it’d be best if he resigned from

other appointed field deputies are
also resigning, due to Baca’s upcoming retirement. Their names
were not released.
Baca, 71, announced Jan. 7
that he was retiring at the end of
the month, before completing his
fourth term, and was dropping
plans to seek re-election.
His surprise retirement comes
amid allegations of mistreatment
and corruption within the department that remain under investigation.
Turner, who ran the department’s Multi-Faith Clergy Council, was relieved of duty in November after the ABC7 report
linking property he owns to a
medical marijuana dispensary
that is not allowed under a voter-approved Los Angeles city ordinance.

Also in December, the Los
Angeles Times reported that the
department hired dozens of officers in 2010 despite evidence
of significant misconduct found
during their background checks.
Baca, who was first elected
sheriff in 1998 and has been with
the department for 48 years, denied his decision to step down
was prompted by the possibility
of federal charges against him.
However, Baca told ABC7
he plans to offer his services as
a department volunteer after his
retirement.
“I want to be a reserve deputy
sheriff,” he told the station. “That
doesn’t mean I’ll be in the middle
of the administration. That means
I’ll be out in some line function
doing the things that I love doing
— being with the community and
having the responsibility of helping the community be stronger.”

USA and St. Pius X–St. Matthias

have teamed up to raise funds to
build a 100-home village in the
Philippines in a “Goodness Rising” musical event at the school
from 3 to 7 p.m. Jan. 20.
Activities will include a tailgate party with food trucks from
White Rabbit Filipino Fusion
and the Grilled Cheese Truck, the
Lucky Penny Photo booth and
music by DJs Roy Samson and
VREAL starting at 3 p.m. followed by a benefit concert at 5
p.m., a school spokesperson said.
Scheduled to perform are Paul
J. Kim, Love, Resonate, Jacob
and Matthew Band.
Admission to the concert is
$10 with all proceeds going to the
Human Nature USA project for
Goodness Rising.
A live web stream of the event
will be transmitted to the Philippines, the spokesperson said.
Typhoon Yolanda did tremendous damage to the Philippines
in November, with 5,260 fatalities and thousands of homes destroyed.
“We are excited to partner with
St. Pius X-St. Matthias Academy
for our first event of 2014,” said
Marc Leon and Marlene Pinel,
directors of fundraising with Human Nature USA. “Answering the
call to be our ‘brother’s keeper’ is
a responsibility that we at Human
Nature have decided to live out in

rebuild and transform the lives of
those affected by the devastation

St. Pius X-St. Matthias Academy is a Downey school that was
previously home to the co-ed Pius
X High School from 1953-95, and
from July 1, 2013 was the site
of the all-girls St. Matthias High
School.
Last September the school
became a co-ed school again and
renamed itself St. Pius X–St. Matthias Academy to honor the traditions of both school communities
that have been associated with the
campus and served the community since 1953, a school spokesperson said.

important voice on policy concerns for the women and girls of
California, and Ms. Garcia will

is a nonpartisan state agency that
is committed to empowering
women to enhance their contributions in their communities.

in positions of leadership,” Garcia

for his confidence and support.” Garcia is also chair of the
Assembly Select Committee on

She is one of three Assembly

The commission was established in 1965. It provides a

Penny worth a fortune to Norwalk

At Norwalk High School, the
value of a Penny rose dramatically.
When it concerned Rashaad
Penny, nobody got more value
from the senior wingback/cornerback than the Lancers, who
went to a CIF Southern Section
final for the first time in 36
years.
In leading Norwalk to a 13-1
record, the Wave Newspapers
East Region Player of the Year
rushed for 2,504 yards (11.6
yards per carry), caught 21 passes for another 665 yards and
scored an astounding 53 touchdowns. His all-purpose yardage
was 3,416.
He played defense, as well,
and was in on 64 tackles and had
two interceptions.
Even in defeat, he was sensational.
Although the Lancers lost in
double-overtime to La Serna
in the Southeast Division title
game, Penny scored four TDs
(two rushing, two receiving),
rushed for 124 yards, caught
three passes for 87 and blocked
an extra-point try in the first
overtime that would have given
La Serna the victory at that
point.
Over the past two seasons, he
scored 90 TDs and rushed for
4,376 yards. He had 103 TDs
during his career.
The Wave’s East Coach of the
Year is St. John Bosco’s Jason
Negro, who directed the Braves
to a 16-0 record, the first section
(Big-5) title in school history
and the State Open Division
crown.

Salesian High School’s football team had been to the CIF-SS
Northeast Division semifinals the
previous two seasons, so it had
experienced its share of success.
But it had never taken the next
step. That is until this season.
Not only did the Mustangs reach
the Northeast title game, they
dominated Mission Prep, 34-0 in
the final to win the first football
title in the school’s history.
On a team marked by balance, two who managed to
stand out were senior tight end
Marquis Ware and senior linebacker Jamardre Cobb, chosen the
Wave Newspapers North Region
co-Players of the Year.
Salesian’s Angelo Jackson is
Coach of the Year.
Ware, selected the Northeast
Division’s defensive player of the
year, did most of his damage on
the offensive side where he caught
32 passes for 639 yards and seven
TDs and ran the ball 36 times for
438 yards and four scores.
The Arizona commit was also
effective on defense with 42 tackles and 3.0 sacks.
Cobb, a 6-2, 225-pounder who
has also committed to Arizona,
recorded 121 tackles, 92 of them
solo, five sacks and an interception. Like Ware, he was an AllCIF selection.
Jackson, in his first year at
the helm, was also the division’s
coach of the year.

The versatile quarterback led
the Rough Riders to an 8-3 season
and the City Division I playoffs
by rushing for 1,552 yards and 14

and two scores. He also caught
a scoring pass. He was All-City
second team.

(Montebello), 5-7, 127, Soph.
Mendibles led the Oilers to the
Almont League crown by carrying
225 times for 1,775 yards and 19
TDs. He also had 10 catches for
187 yards and another score for
an 8-4 team. He was the league’s
co-player of the year and an AllCIF Mid-Valley Division pick.

5-6, 155, Sr.
Delancy carried 244 times for
1,635 yards and 24 TDs in leading the Bulldogs to the Eastern
League title and the second round
of the City Section Division I
playoffs. He was first-team AllCity.

Soracco carried 211 times for
1,708 yards and 22 TDs to lead
the Eagles to an 11-1 record and
the Northern League title. He had

receptions.

He helped the Tigers finish second in the Northern League and
go 8-3 overall with 54 catches for

Governor unveils budget with added funds for schools

Gov. Jerry Brown unveiled a
state budget Jan. 9 that provides
for new spending on schools,
health care, social services and
environmental programs as California reaps the benefits of an
economic turnaround.
The governor touted his
spending proposal during a trio
of public appearances across
the state, including an afternoon
news conference in downtown
Los Angeles.
Brown’s proposed budget
would increase spending on
K-12 schools and community
colleges, and provide more money to the University of California
and California State University
systems — as long as they don’t
increase student tuition and fees.
Colleges would need to come up
with more creative budgets that
don’t depend on rising fees or
out-of-state tuition, he said.
“The good news is that we’re
putting $10 billion into the
schools of California after years
of drought and cutbacks and pink
slips for the teachers, we’re finally being able to provide a substantial amount of new money
for all the schools of California,”
Brown said.
The governor also wants the
state to pay down its $11 billion
debt to school districts and local
governments, which have seen
funding cuts and payment deferrals in recent years — causing the
agencies to make tough budget
choices.
Los Angeles Unified School
District Superintendent John
Deasy said he was “pleased” with
the increased education funding
included in the governor’s budget proposal.
“For all the good news, however, we are still many millions
of dollars below the 2008 funding level, when the state budget
crisis officially began,” Deasy
said. “During the past five years,
the LAUSD has continued to pay
for vital programs with fewer resources, resulting in an ongoing
structural deficit.
“We hope that the governor’s
proposal will enable the LAUSD
to nearly eliminate without layoffs the 2014 structural deficit,
which stands at over $350 million,” he said.

State University system, also applauded the increased education
funding, calling it good news for
administrators and students.
“This investment enables us
to serve California’s future economic growth, and social mobility for our populace, through
affordable access to high-quality
education and degrees,” White
said. “The good news for the
CSU and its students is that the
proposed budget will enable the
university to improve existing
programs and services, and maintain tuition at the current rate for
the fourth consecutive year.”
The state would begin issuing
refunds to schools in the next fiscal year, and cities and counties
the year after, state Department
of Finance Director Michael Cohen said.
In all, the state owes around
$25 billion in deferred payments
and loans that the governor calls
“a wall of debt.”
Spending in the general fund,
which pays for basic state services, would increase 8 percent
over this year to $106.8 billion,
with most of the hike going to
schools, under the governor’s
proposal.
The proposed budget would
also stash $1.6 billion in a reserve
fund as a buffer against future
economic turmoil.
California is coming out of
several rough budget years as
the recession and weak recovery
buffeted the state’s revenue from
capital gains taxes.
Capital gains became a large
part of the state’s income in the
1990s as Californians became
wealthier, but annual revenue
from the taxes has swung wildly
in recent years — while obligations remained constant, the governor said.
California has about $355
billion in long-term liabilities, including $217.8 billion in unfunded pension costs to retired state
employees and $64.6 billion in
deferred maintenance, according
to data provided by the governor’s office.
Lawmakers must pass a
spending plan by June 15 so it
can be signed into law and enacted by July 1.
Administration officials now
expect a $4.2 billion surplus by
the end of June as opposed to the
$26.6 billion deficit Brown encountered when he took office in
2011.
Senate Republican Leader
Bob Huff, R-Diamond Bar, said
there are some good points in the
budget proposal, but more needs
to be done to bolster the state’s
reserve fund.
“As [Brown] notes, there is
a $355 billion mountain of debt
that isn’t going away,” Huff
said. “His high-speed rail proposal is a non-starter. Even if
his idea to take money from the
Cap & Trade fund is legal, which
we don’t believe it is, businesses throughout the state will be
forced to pay for it. That means
higher gas costs and fewer jobs
for middle-class families.
“Too many people, too many
families, are still hurting and
looking for work,” Huff said.
“We need to help California
workers find jobs.”

Family Restaurant, 4466 E. Gage
Ave., has been serving quality
Mexican food since it opened its
doors in 1976.
The business was started by a
local family, Augustin and Maria
Delgadillo.
Augustin had worked in the
food industry around Los Angeles
since he arrived from Mexico in
1961. He worked at many wellknown establishments, including
Chianti, Scandia, Antonio’s and
the Jonathan Club.
During those years, he
dreamed of running his own
restaurant some day.
Those dreams came true
when the Guadalajara Inn Family
Restaurant opened, his son Manuel Delgadillo said.
Maria has been involved
since day one. A housewife-turned-restaurateur, she is
the backbone of the business,
making sure things are done right
without cutting corners, her son
said.
Augustin died in 1994, but
Maria Delgadillo has continued
running the restaurant. For many
years, she was there for seven
days a week and still maintains
a hand in running the operation,
Manuel Delgadillo said.
Manuel acknowledged the
Southeast area has changed considerably since 1976, but Guadalajara Inn continues to thrive.
“We still have a very reasonable and well-served daily special
and we pride ourselves on our excellent service,” he said.
On the weekends, the restaurant is busy serving residents
of Bell and other nearby cities.
During the week, the restaurant
has a loyal business clientele.
