I would like to begin my Chief’s Message by offering
sincere congratulations to all of our students who have spent the
last year working tirelessly towards completing their school.
Completing secondary school studies and going on to earn a
diploma or degree in your chosen field is a huge accomplishment
and not only am I proud of you but you should know that your
community is as well. This stage in your life is important, please
relish in accomplishments as you transition into the next phase of
your life.

With education as the topic, as a member of the
Anishinabek Nation, we along with 40 other First Nations
communities are currently in negotiations with Canada over First
Nations education. The eventual goal is to create the best
education system for our children. In order to do this we need to
ratify the Anishinabek Nation Education Agreement. Votes will be
held in our community in late November, early December and this
is an important step to self governance and asserting First Nation
jurisdiction. I encourage you to learn more and get involved.
Please remember that education is vital to the future of our youth
and our community. Say YES to the Aboriginal Education System.

MICHIPICOTEN FIRST NATION
My husband, Jesse Daly (nee McMillan), competed in the Provincial
Martial Arts Association Championship in Calgary on April 23,
2016 (http://www.provincialmartialarts.ca/upcomingevents.html). He placed 1st in the Men’s Black Belt Weapons
Division and 4th in the Men’s Black Belt Forms Division. The
Calgary Championship was a Team Canada qualifier. By placing
first in a division, he earned a spot on Team Canada and is invited
to participate in the W.O.M.A.A. World Martial Games XVI in
Essenbach, Germany during July 2016 (http://www.womaa1.com/).
I’m really proud of him, especially seeing him succeed amidst so
much loss and grief recently. His brother and sister passed away in
summer 2015. So I wanted to share this story with the band. Attached are a few photos from the weekend.

William passed away unexpectedly at the Sault Area Hospital. Beloved son of the
late Angeline and Lloyd Buckell. Dear brother to Chief Joe Buckell (Luan),
Dorothy Nolan (Rick), Lloyd Buckell (Jr.), Mildred Dingman (late Ron), Theresa
Turmel (Michael), Donna Buckell, and the late Lois Buckell. Bill will be
remembered by his many nieces and nephews.

Michipicoten First Nation Boundary Claim Settlement Trust Agreement – Application to Pass Accounts
x
The Passing of Accounts is required every five years under The Boundary Claim Trust Agreement.
This allows for all the beneficiaries of the trust (including children and unborn heirs) to have the
every dollar accounted for in the trust and is essentially an exercise in transparency and
accountability.
x Pursuant to orders issued by the Superior Court of Justice, legal counsel for The Canada Trust
Company (TD), Pascuzzi & Berlingieri Law Firm LLP has scheduled a Notice of Application to Pass
Accounts on September 29, 2016. Only those who have objections are required to attend court on
this date. Members are welcome and able to review details of the trust in and encouraged to ask
questions at the Band Hall.

Michipicoten Community Constitution
x Michipicoten First Nation will be undergoing community engagement throughout the months of July
and August in order to complete The Michipicoten Community Constitution. The Michipicoten
Community Constitution is an important foundation to which all of our policies and procedures can
be written and community input is valuable. Focus groups, surveys and interviews will be conducted
in order to complete this important document.

Strategic Planning

x The Economic Development Committee met June 14 and has made a formal recommendation to
Chief & Council that we proceed with the Community-Based Strategic Planning Process covering the
time period of 2017-2022. I look forward to meeting with the membership during the upcoming Youth
& Elders Gathering and Pow-Wow to hear what you feel are key priorities and issues.
COMMUNITY SERVICES

The Youth & Elders Gathering and Pow-Wow Committee meet every second week during the weeks of
June and July and they are dedicated to hosting another successful event. This year Lee-Ann SwansonAndre has stepped up to Chair this committee. Please reach out to her at 705 856 1993 ext. 229 if you wish
to provide any idea and/or services that you feel will add to either event. Donations, either in-kind or financial are also appreciated.
PUBLIC WORKS, OPERATIONS & MAINTENANCE
x
Approvals for Residential Rehabilitation Assistance Program (RRAP’s) have been trickling in and work began in early June on residences in the community. Roofing materials, cupboards, wood stoves and windows have all been ordered and will be installed. Additional RRAP’s are expected to be approved in June
and July under the new guidelines.

x The Rink Project has also begun on June 20 and a new concrete pad will be poured, new rinks roads and
with any luck even a new roof will be erected in time for the start of the 2016-2017 hockey season.
ECONOMIC DEVELOPMENT & PROJECTS
x
Applications will be made to the Tourism Development Fund through the Ministry of Tourism, Culture and
Sport in order to investigate how MFN may benefit in three areas of potential interest; tourism investment,
tourism product development, industry capacity building.
