Summary
The Manual of Good Practices for Sustainable Development was worked out to facilitate
implementation of the Regional Operational Program for Zachodniopomorskie Voivodeship for the
years 2007-2013. The main objective of the Manual is to identify which practices for sustainable
development will better contribute to coordination and stimulation of development processes in the
Voivodeship, taking into account economic, environmental and social aspects and bearing in mind that
they should pose the least threat to the environment, not hamper the economic growth and not
increase the poverty margin.
It is also expected that the Manual will inspire to undertake actions aimed at promotion of sustainable
development using structural funds, improve the quality of projects applying for funding and stimulate
innovativeness, particularly in the context of environment quality.
The principles and examples of good practices presented in this Manual can serve all parties
interested in the development of local communities and shaping conditions for social and economic
growth in the Zachodniopomorskie Voivodeship.
− The Manual was developed according to the following plan:
− Analysis of conditions and necessity for socio-economic growth in Zachodniopomorskie
Voivodeship,
− Review of the already completed projects financed or co-financed by EU and national funds,
realized both in Poland and abroad,
− Expert selection of exemplary projects according to a defined a set of criteria,
− Expert development of principles of good practice for selected thematic areas,
− Verification of information on selected projects based on a questionnaire and expert
evaluation.
The Manual contains examples of good practices in particular categories of projects of the Regional
Operational Program for Zachodniopomorskie Voivodeship and shows how to build regional potential
for using these funds for promotion of sustainable development.
The principles and examples of good practice presented in the Manual can be used for development
of proposals and realization of projects under the Regional Operational Program for
Zachodniopomorskie Voivodeship for the years 2007-2013.
This mainly refers to investment projects realized within the following priority axes:
− Priority axis 1: Economy – Innovations - Technology – projects focused on the development
of innovative products and technological processes in SMEs,
− Priority axis 2: Development of transport and energy infrastructures – projects focused on
local energy-efficiency solutions based on renewable energy, development of heating
systems and power network; effective transport and communication solutions: construction of
optimal road systems, efficient and attractive public transport,
− Priority axis 4: Environmental protection infrastructure – projects focused on advanced
solutions for complex municipal management systems, including waste management, water
and wastewater management aimed at reduction of energy consumption, energy recovery
from technological processes, reduction of environmental impact,
− Priority axis 6: Development of metropolitan functions and Priority axis 5: Tourism, culture
and revitalization – projects integrating sustainable use of natural and cultural assets,
transport and development of local communities.
Apart from the investment projects also non-investment projects that can be realized under other funds
than the Regional Operational Program for Zachodniopomorskie Voivodeship 2007-2013 were
presented in the Manual. These projects play the key role in creating conditions for sustainable
development in the Voivodeship. The actions contribute to better and more effective use of funds
offered by ROP by developing good project proposals, effective realization and application of the
project results in the future. They address such areas as education, information and regional support
of innovativeness.
It was observed that the use of structural funds can be an effective tool for creating sustainable
development by practical actions connected with the realization of investments and by simultaneous

carrying out non-investment actions. This, however, requires deliberate actions to be undertaken by
beneficiaries of the structural funds and entities responsible for allocation of these funds.
The carried out review of Polish and European experience shows great potential in this field, which
includes better and more integrated planning, better involvement in implementation of innovative
solutions, application of complex solutions as well as diligent preparation and realization of the
projects.

1. Introduction
Structural funds are and always should be an important element of shaping sustainable development,
the aims and principles of which have been defined in international, EU and Polish documents. The
main assumption of the Manual of Good Practices for Sustainable Development is to support the use
of structural funds to create the basis for sustainable development in Zachodniopomorskie
Voivodeship.
The Manual of Good Practices for Sustainable Development is addressed to beneficiaries of the
Regional Operational Program for Zachodniopomorskie Voivodeship (RPO WZ) for 2007-2013, local
and regional administration as well as project evaluators. The main objective of the Manual is to
identify which practices for sustainable development will better contribute to coordination and
stimulation of development processes in the Voivodeship, taking into account economic,
environmental and social aspects and bearing in mind that they should pose the least threat to the
environment, not hamper the economic growth and not increase the poverty margin.
The development of the Manual was based on the main focus areas of the EU Sustainable
Development Strategy, which contribute to:
− Implementation of EU legislation in environmental protection,
− Implementation of the Kyoto Protocol with regard to climate changes (by increasing energyefficiency and the use of renewable energy),
− Development of new solutions enabling the elimination of relationships between economic
growth and environmental effects,
− Use of sustainable and environmentally-friendly solutions in the transport sector,
− Implementation of the EU Water Framework Directive,
− Proper management of the network Natura 2000.
The Manual contains examples of good practices in particular categories of projects submitted to the
Regional Operational Program for Zachodniopomorskie Voivodeship and shows how to build regional
potential for using these funds for promotion of sustainable development.
It is also expected that the Manual will inspire to undertake actions aimed at promotion of sustainable
development using structural funds, improve the quality of projects applying for funding and stimulate
innovativeness, particularly in the context of environment quality.
The Manual presents principles and examples of good practices selected from projects already
completed in Poland and abroad. The principles of good practice were determined on the basis of the
analysis of projects, literature surveys, questionnaires distributed among beneficiaries of structural
funds and interviews with experts.
The scope of the carried out analysis was defined according to strategic documents defining
principles, requirements and directions of sustainable development in the world, Europe and Poland:
− Strategy for Sustainable Development of Poland till 2025,
− EU Funds in the Environmental Sector – Handbook for 2007-2013,
− Lisbon Treaty,
− Renewed Lisbon Strategy 2005,
− Third Report on Economic and Social Cohesion – Cohesion Report,
− The Sixth Environmental Action Program of the European Community: “Environment 2010:
Our Future, Our choice 2005”,
− Agenda for sustainable and competitive European tourism from 2007.
An analysis of the Zachodniopomorskie Voivodeship was carried out, based on strategic documents of
the Voivodeship. Goals and priorities of its development as well as demand for integration of actions
were taken into account. The analysis allowed to describe the specific character of the Voivodeship in
order to select the best projects supporting the development of this region. The following documents
were taken into consideration:
− Strategy for Development of Information Society in Zachodniopomorskie Voivodeship for
2006-2015,
− Development Strategy for Zachodniopomorskie Voivodeship till 2020,
− Environmental Impact Assessment of the Development Strategy for Zachodniopomorskie
Voivodeship till 2020,

Detailed Regional Operational Program for Zachodniopomorskie Voivodeship for the years
2007-2013.
Good practices will be presented within particular types of interventions and priority axes of the
Regional Operational Program for Zachodniopomorskie Voivodeship for the years 2007-2013, defined
as particularly important for the development of the Voivodeship. Project categories were defined
according to activities and actions defined in the Program, therefore they will include all types of
projects that may appear in project applications.
Good practices for promotion of sustainable development include two project categories:
•
Projects financed under RPO WZ and actions supporting preparation, realization and evaluation of
projects:
− Programs and plans (regional),
− Information society,
− Ecological education,
− Innovation support,
− Local activity and public dialogue,
− Regional and transregional cooperation,
− Preparation, evaluation and realization of projects.
•
Investment and non-investment projects focused on realization of objectives defined in particular
priority axes of RPO WZ:
− Environmental protection infrastructure,
− Transport and mobility
− Tourism and recreation,
− Energy infrastructure,
− Revitalization,
− Small and medium enterprises (SMEs),
− Protection of natural assets.
Project categories, within which examples of good practices were illustrated in the Manual are closely
connected with criteria used for evaluation of the compliance with principles of sustainable
development:
− Promoting initiatives of the private sector aimed at incorporating environmental factors into
sustainable production,
− Breaking the relationship between economic growth and use of resources and generation of
wastes, including construction of modern sewage treatment plants,
− Prevention and counteracting the degradation of urban and rural area,
− Promotion and implementation of a “sustainable society model” in urban agglomerations and
rural areas,
− Promotion and implementation of a “sustainable tourism model”,
− Protection and recovery of ecosystems and natural areas and stopping the degradation of
biodiversity, including proper management of the network Natura 2000,
− Cooperation on a local, regional and international level ( including transborder cooperation ),
cooperation between local authorities, non-governmental units representing different sectors,
economic growth organizations, innovativeness centers and RTD units,
− Use of sustainable and environmentally-friendly solutions in transport sector,
− Increasing energy-efficiency and use of renewable energy,
− Integration of environmental protection and sustainable development with particular regional
development strategies,
− Promotion of sustainable development,
− Use of sustainable solutions in social infrastructure, including education and health care.

In the search for examples of good practice the first target was Zachodniopomorskie Voivodeship.
When no project with the required practice was identified, the investigated area was extended to the
whole country. If it was still impossible to find an exemplary project other European countries were
investigated.
A detailed methodology applied in the development of the Manual was described in the next chapter.

2. Development of the Manual of Good Practices for
Sustainable Development - Methodology
The Manual of Good Practices for Sustainable Development was based on results of projects realized
under structural funds both in Poland and abroad, as well as on questionnaires and interviews with
project evaluators.
The Manual was developed according to the following plan:
− Analysis of conditions and necessity for socio-economic growth in Zachodniopomorskie
Voivodeship
− Review of the already completed projects financed or co-financed by EU and national funds,
realized both in Poland and abroad,
− Expert selection of exemplary projects according to a defined a set of criteria,
− Expert development of principles of good practice for selected thematic areas,
− Verification of information on selected projects based on a questionnaire and expert
evaluation.
Complex studies on good practices including guidelines available on EU websites and websites of
European regions and non-governmental organizations in Poland were used. A list of reference
sources is presented in Attachment No.1.
The following programs were analyzed:
− INTERREG: INTERREG III A, CADSES, Baltic Sea Region Program,
− Integrated Regional Development Operational Program (IRDOP),
− Sectoral Operational Program – Transport (SOP Transport),
− Sectoral Operational Program – Agricultural (SOP Agricultural),
− Sectoral Operational Program – Improvement of the Competitiveness of Enterprises (SOP
ICE),
− Cohesion Fund,
− Program CONCERTO.
The selection of projects was based on information concerning projects developed under the abovementioned programs, obtained mainly from surveys focused on examples of good practices. One of
the information sources were materials on the ecological contest organized under the patronage of the
Ministry of the Environment: Leader of Polish Ecology.
In order to define principles and identify examples of good practice high integration of goals of
sustainable development was taken into account in the project selection. The criteria were universal,
regardless the type of the project. This was the basis for identifying principles of good practice in
particular areas of the discussed issues.
The following criteria were used:
− Sustainable results ( continuation and further use of the project results),
− Solutions used in one project can be used in other projects,
− Measurable project results with reference to environmental impact or quality (result indicator),
− Project brings measurable social, environmental and economic effects (result indicators).
In the selection of examples of good practices the following criteria were taken into consideration:
− effectiveness (whether and how good practices in sustainable development affect the
development of the Zachodniopomorskie Voivodeship in the context of economic, social, and
environmental aspects, and economic growth and competitiveness of the region),
− usefulness (whether and how the implemented practices in sustainable development
stimulate motivation and commitment of projects applicants and beneficiaries for integration
of such aspects as environmental protection, sustainable economy and social development,
connected with the planned regional development in the Zachodniopomorskie Voivodeship),
− sustainability ( whether positive aspects of good practices in sustainable development will
integrate environmental, geographical and social issues and stimulate innovations in the
projects realized within the perspective for 2007-2013 or whether they will be beyond the
current programming and will be able to generate additional effects ),

will the commitment of partners representing environmental protection sector ( authorities responsible
for environment, non-governmental organizations, etc. ) contribute to the development of long-term
local and regional strategies, directions, plans and programs for better understanding of the integration
of environmental protection aspects and promotion of sustainable development principle within all
aspects of operational programs,
The carried out analysis allowed to collect materials and information on projects realized in Poland and
abroad within the defined RPO priority axes and intervention categories and thereby – to formulate
principles of good practice and select projects which best reflect the principles of sustainable
development.
In the project evaluation process the following criteria of model solution applicability were taken into
account:
− Application scale within the Voivodeship – possibility of duplicating the applied solution within
the Voivodeship,
− Implementation and operating costs,
− Technical potential,
− Consumption of energy and raw materials,
− Negative impact on the environment,
− Legal restrictions,
− Funding possibilities,
− Realization deadlines,
− Local and translocal integration of the solutions,
− Ecological, social and economic effects in a voivodeship scale.
In the project evaluation process the following criteria of model solution applicability were taken into
account:
− Application scale within the Voivodeship – possibility of duplicating the applied solution within
the Voivodeship,
− Implementation and operating costs,
− Technical potential,
− Consumption of energy and raw materials,
− Negative impact on the environment,
− Legal restrictions,
− Funding possibilities,
− Realization deadlines,
− Local and translocal integration of the solutions,
− Ecological, social and economic effects in a voivodeship scale.
− Based on the available information sources data on more than 1000 projects realized in
Poland and abroad were analyzed. As a result of the preliminary selection over 100 projects
were chosen that met the previously defined criteria.
A special questionnaire was prepared to monitor good practices for sustainable development in
Zachodniopomorskie Voivodeship. Beneficiaries of projects realized under structural funds were asked
to assess to what an extent structural funds contributed to sustainable development. The
questionnaire was distributed among Marshal’s Offices and Voivodeship Funds for Environmental
Protection. in Poland and those who are responsible for structural funds in the Baltic sea Region. As
a response lists of completed projects including addresses of beneficiaries and recommendations of
people responsible for structural funds were obtained. Based on the collected contact details the
questionnaire was sent to the beneficiaries of structural programs in the Zachodniopomorskie
Voivodeship and selected voivodeships in Poland. Due to the carried out opinion poll about 30
questionnaires were obtained. The questionnaire is attached to this Manual as Attachment No.2.
As a result of the carried out inventory a working material was collected, which included projects
realized in Poland and abroad ( about 50 projects ) within the scope defined by priority axes and
intervention categories of the Regional Operational Program for Zachodniopomorskie Voivodeship.
This allowed experts in particular thematic areas to formulate principles of good practice and identify
projects which best reflect the principles of sustainable development. The projects were verified once
again by sending them to those beneficiaries who had not provided information on the project or by
direct telephone interviews and consultations with experts. The filled in questionnaires and the experts’
comments concerning the selected projects constituted the basis for working out project descriptions.

It should be mentioned here that in many cases the projects selected in this manual are representative
for the group of projects identified in this work as examples of good practice.

3. Sustainable development in municipality and region
Complying with the principles of sustainable development in a municipality or region is a process of
improving the solutions worked out within undertaken actions. This includes identifying goals and
policies in the municipality, defining tasks and methods for their coordination in a short-, medium- and
long-term perspective as well as methods for verification and evaluation of the obtained results and
the assumed plans.
Sustainable development of the municipality can be achieved by, for example, proper administrative
decisions, infrastructure projects, local regulations, development of public awareness. Apart from that,
projects co-financed by structural funds may and should be of great significance.
Global perspective
A practical aspect of sustainable development are the principles of its implementation.
The first global reference was made during the United Nations Conference on Natural Environment
and Development in Rio de Janeiro in 1992 and formulated in Rio Declaration as 27 principles defining
rights and responsibilities of the states with regard to their actions aimed at development of mankind
and improvement of their living conditions. Another important document adopted during the
st
conference is a Global Action Plan for the 21 century - Agenda 21. The document, agreed by 179
countries, is an example of global partnership aimed at reconciliation of requirements for healthy
environment and sound economy all over the world. Apart from that, during the conference,
a Framework Convention of the United Nations Organization on climate change was adopted, the
main objective of which was stabilization of greenhouse gases in the atmosphere at the level posing
no significant threat to the global climate system.
In 1997 a Climatic Conference in Kyoto was held. It focused on problems connected with the reduction
of greenhouse gas emission. Representatives of 160 countries decided that by 2012 the developed
countries would have to reduce the emission of greenhouse gases by 5,2% in comparison to the level
in 1990.
The main goal of the World Summit on Sustainable Development, which was organized in 2002 in
Johannesburg, was to sum up global changes which had taken place within the previous 10 years and
recommend actions that should be undertaken to improve our living conditions and protect natural
resources. The Summit ended with adoption of a Declaration, in which heads of states and

governments renewed their commitments adopted in the Global Action Plan for the 21 century –
Agenda 21.
European perspective

A long-term, socio-economic EU program is the Lisbon Strategy adopted in March 2000 , Goeteborg
Strategy of 2001 and Renewed Lisbon Strategy from 2005. The aim of these documents was to
transform the economies of EU countries into a leading, knowledge-based global economy by 2010.
To achieve this the following actions were planned:
− Fast transformation into knowledge-based economy, in that supporting innovativeness,
− Liberalization and integration of those markets and sectors which were not included in the
common market,
− Promotion of entrepreneurship,
− Increase of the employment rate and change of the social model,
− Complying with the principles of sustainable environmental development, including reduction
of climate changes, effective use of environmental resources.
Most of the actions undertaken within the Lisbon Strategy are connected with modernization of
employment policy and creation of positive changes at the labor market. The main idea is to facilitate

conducting one’s own economic activity, particularly in SMEs sector, in which the largest number of
workplaces is created.
Among actions aimed at implementation of the Lisbon Strategy particular attention should be paid to

the Environmental Technologies Action Plan – ETAP . The Plan identified methods for supporting
development and effective use of potential of innovative technologies in EU.

In 2006 a renewed EU Sustainable Development Strategy was adopted. The document pointed out to
the necessity of gradual change of non-sustainable production and consumption standards and
adopting a more integrated approach to the policy of sustainable development. The main objective of
the Strategy is defining actions aimed at improvement of living conditions of the society by developing
sustainable societies, which effectively manage and use the resources, can take benefits of the
innovative economic potential and are able to ensure welfare, environmental protection and social
cohesion. The Strategy identified goals and actions for seven thematic priorities up to 2010, most of
which focus on environmental issues:
− Climate changes and clean energy,
− Sustainable transport,
− Sustainable consumption and production,
− Conservation and management of natural resources,
− Public health,
− Global poverty and challenges for sustainable development.
Political frames in the area of EU environmental protection for the years 2002-2012 are defined by the

6 Environmental Action Plan - EAP . It reflects the environmental dimension of the EC strategy for
sustainable development and identifies priorities for environmental protection.
Due to the EU policy there are various financial support instruments available. At the level of EU DG
Environment financing is provided within three programs:
− LIFE +,
− Financial instrument of civil defense,
− Financing eco-innovations.
The programs are realized within the awarded grants.
National perspective
According to various national and international documents both central authorities and local
governments are obliged to comply with the principles of sustainable development. According to the
Global Action Plan – Agenda 21 each municipality should have worked out a sustainable development
program by the middle of the nineties. On the United Nations Organization Conference in New York in
1997, which was summing up the 5 years’ period of implementation of eco-development principles at
all management levels, the importance of these programs for sustainable development was
emphasized. It was also agreed that by 2002 all countries should have developed national strategies
of sustainable development.
In Poland the document POLAND 2025 was adopted – a long-term strategy of sustainable

development , which defined directions and principles for implementation of sustainable development
in Poland.
Sustainable development became the basis for working out assumptions for the National Development
Strategy 2007-2015, adopted by the Cabinet in 2006. The document is a primary document for other
strategies and programs, formulating a multi-year strategy of socio-economic development in Poland.
On its basis National Strategic Reference Frameworks, including operational programs and
government and local government development programs are worked out.

Challenges for the region resulting from the policy of sustainable development are defined in the
Voivodeship’s strategic documents:
− Strategy for Developing Information Society in Zachodniopomorskie Voivodeship in 20062015,
− Strategy for Development of Zachodniopomorskie Voivodeship till 2020,
− Environmental Protection Program for Zachodniopomorskie Voivodeship in 2008–2011
including Perspectives 2012 – 2015,
− Prognosis of Environmental Impact Assessment of Zachodniopomorskie Voivodeship
Development Strategy in 2008 – 2011 including Perspectives 2012 – 2015,
− Spatial Development Plan for Zachodniopomorskie Voivodeship,
− Strategy for Transport Sector Development till 2015.
The above-mentioned documents define development goals and priorities and point out to the
necessity of undertaking integrated actions.
The basic document is the Strategy of Development of Zachodniopomorskie Voivodeship till 2020,
which determines frames for the development processes in the Voivodeship and identifies basic
structural components of operational documents, sectoral strategies and plans. According to this
document the key issue in the sustainable development of Zachodniopomorskie Voivodeship is the
increase of attractiveness of the Voivodeship for investors, maintaining balance and alleviating
discrepancies in social, economic and spatial development as well as providing the effective use of EU
structural funds. Particular attention is also paid to multi-dimensional international cooperation based
on partner relationships with border regions in Germany, Denmark, Sweden and other regions
surrounding the Baltic Sea.
A document complementary to the above-mentioned one is the Spatial Development Plan for
Zachodniopomorskie Voivodeship. It identifies key investment locations connected with governmental
tasks realized in the Voivodeship as well as locations of investments realized for translocal public
purposes. The document defines conditions, development and spatial development directions for the
Voivodeship and tasks aimed at fulfilling translocal public purposes. The Plan covers the entire
Voivodeship within its administrative boundaries, in that a metropolitan area including Szczecin, Nowe
Warpno, Police, Dobra, Kołbaskowo, Gryfino, Stare Czarnowo, Kobylanka, Goleniów and Stargard
Szczeciński – town and municipality.
Based on these two documents a regional development perspective for the Voivodeship is worked out,
including socio-economic, environmental and spatial aspects.

4. Structural funds as an instrument of sustainable
development
Structural funds are a tool of structural policy of the European Union. Their main task is supporting
restructurization and modernization of economies of EU countries. As such they influence economic
and social cohesion of the Union. The funds are directed to these sectors of economy and these
regions, which would not be able to keep up with the average economic level in the EU without any
financial support. In the European Union there are both well developed regions, such as southern
England, areas surrounding Paris or the Netherlands and those whose development level differs
significantly from the “European average”. These are Greece, Ireland, Portugal, Northern Scandinavia
and southern Italy and new member states of the EU. The Structural Policy and the Funds are to
support central and regional authorities of less developed regions in solving their most important
economic problems. During the period of 2000-2006 four structural funds existed, which were to
support the cohesion policy objectives:
− European Social Fund,
− European Agricultural Fund,
− European Regional Development Fund,
− Financial Instrument for Fisheries Guidance.
Apart from these there is a Cohesion Fund, a financial instrument of the EU, not belonging to the
Structural funds and implemented on the level of selected countries not regions. Its main objective is
to improve integration of less developed countries by construction of transportation networks and
environmental protection facilities of transregional scale.
In the years 2007-2013 as a result of the cohesion policy reform, the number of structural funds was
reduced to two: European Social Fund and European Regional Development Fund. Also the Cohesion
Fund was included in the main stream of programming, which in the period of 2007-2013 will come
under similar principles as the structural funds. The funds supporting investments in agriculture and
fisheries have been included in the Common Agricultural Policy and Common Fisheries Policy,
respectively.
Structural Funds in Poland in 2007-2013
National Cohesion Policy (National Strategic Reference Framework) is a document defining directions
and the level of financial support from the Structural Funds for realization of development projects in
Poland in the period 2007-2013. National Cohesion Policy is a strategic document defining priorities
and areas of funding as well as implementation system for the European Regional Development Fund,
Social Development Fund and Cohesion Fund in the framework of the Community budget for 20072013.
The total amount of financial resources involved in the realization of the National Strategic Reference
Framework will amount to approximately 101,7 billion EUR, out of which about 82,3 billion EUR will be
the public contribution. Out of this sum the estimated value of the allocation of the Community
contribution amounts to 62,9 billion EUR.
The National Cohesion Strategy will be complemented by the following operational programs:
− Operational Program Infrastructure and Environment – 27,9 billion EUR,
− Operational Program Human Capital – 9,7 billion EUR,
− Operational Program Innovative Economy – 8,3 billion EUR,
− Operational Program Development of Eastern Poland – 2,3 billion EUR,
− Operational Program Technical Assistance – 0,5 billion EUR,
− European Territorial Cooperation Programs – 0,7 billion EUR,
− 16 regional programs (1 for each voivodeship) – 16,6 billion EUR.
The ERDF aims at strengthening economic and social cohesion in the European Union by elimination
of imbalances among its regions. In short, the ERDF finances:
− direct aid to investments made within companies (in particular SMEs) to create sustainable
jobs;

infrastructure notably linked to research and innovation, telecommunications, environment,
energy and transport;
financial instruments (risk capital funds, local development funds, etc.) to support regional
and local development and to foster cooperation between towns and regions;
technical assistance measures.
The ERDF can intervene in the three objectives of regional policy:
− Convergence,
− Regional Competitiveness and Employment,
− European Territorial Cooperation.
Convergence
In regions covered by the Convergence objective, ERDF focuses its intervention on modernization and
diversification of economic structures as well as on safeguarding or creating sustainable jobs, with
actions in the following areas:
− research and technological development (RTD),
− innovation and entrepreneurship,
− information society,
− environment,
− risk prevention,
− tourism,
− culture,
− transport,
− energy,
− education,
− health.
Regional Competitiveness and Employment
For the Regional Competitiveness and Employment objective, the priorities are based on three
sections:
− innovation and knowledge-based economy: strengthening regional capacities for research
and technological development, fostering innovation and entrepreneurship and strengthening
financial engineering notably for companies involved in knowledge-based economy;
− environment and risk prevention: cleaning up polluted areas, boosting energy efficiency,
promoting clean public transport within towns and drawing up plans to prevent and limit
natural and technological risks;
− access to transport and telecommunications services of general economic interest.
European Territorial Cooperation
For the European Territorial Cooperation objective , the ERDF focuses its aid on three main areas:
− development of economic and social cross-border activities;
− establishment and development of transnational cooperation, including bilateral cooperation
between maritime regions;
− increasing the efficiency of regional policy through interregional promotion and cooperation,
the networking and exchange of experience between regional and local authorities.
Specific Territorial Characteristics
The ERDF also pays particular attention to specific territorial characteristics. ERDF action is designed
to reduce economic, environmental and social problems in towns. Naturally disadvantaged areas geographically speaking - (remote, mountainous or sparsely populated areas) benefit from special
treatment. Lastly, the outermost areas also benefit from specific assistance from the ERDF to address
possible disadvantages due to their remoteness.

There are several new tools and initiatives enabling the most effective and sustainable use of
Structural Funds and Cohesion Fund in 2007-2013. They combine knowledge on project management
and financial engineering providing efficiency of investments and long-term regional development.
These three instruments are the following:
− JASPERS (Joint Assistance in Supporting Projects in European Regions)
is a technical
assistance partnership between the European Commission’s Regional Policy DG, the
European Investment Bank (EIB) and the European Bank for Reconstruction and
Development (EBRD) and the KfW which recently joined the partnership. The main objective
of the program is to provide technical expertise to the Member States with a view to
developing large-scale, high-quality infrastructure projects, mainly in the transport and
environmental sectors, with the help of EIB and EBRD experts, thus expecting the grant
funding they may obtain from the Commission.
− JEREMIE (Joint European Resources for Micro to Medium Enterprises) is an initiative which
was developed by the European Commission (EC) and the European Investment Fund (EIF),
which is a part of the European Investment Bank (EIB) in the context of the EU Structural
Funds allocation 2007-2013 for the European Member States and regions. The initiative
offers EU Member States, through their national and regional Managing Authorities, the
opportunity to use a part of their European Union (EU) Structural Funds to finance small and
medium-sized enterprises (SMEs) by means of equity, loans or guarantees, through
a revolving Holding Fund acting as an umbrella fund.
− JESSICA (Joint European Support for Sustainable Investment in City Areas) is an initiative
developed by the European Commission and the European Investment Bank (EIB), in
collaboration with the Council of Europe Development Bank (CEB). Under new procedures,
Member States are being given the option of using some of their EU grant funding, their socalled Structural Funds, to make repayable investments in projects forming part of an
integrated plan for sustainable urban development. These investments, which may take
a form of equity, loans and/or guarantees, are delivered to projects via Urban Development
Funds and, if required, Holding Funds.
All the European policies have to guarantee sustainable development and high level of environmental
protection. Legal basis and regional policy guidelines also impose the necessity for considering
economic, social and environmental priorities. The regional sustainable development will be achieved
only if it is carried out in compliance with environmental requirements.
The EU regional policy may contribute to realization of sustainable development by promoting
environmentally friendly technologies and initiatives in the field of transport, energy and infrastructure
providing high quality of water, air and soil. Besides, the Member States are obliged to make
environmental impact assessments and get approval from environmental protection authorities as well
as from the public during the procedures of cohesion policy implementation.
The total amount of funds from the Structural Funds and Cohesion Fund for environmental protection
programs has doubled since the previous period reaching about 100 billion EUR (30% of the total
funds). Half of this sum will be used for infrastructure investments connected with water purification
and solid wastes utilization, reclamation of degraded areas, reduction of pollution as well as nature
protection and risk prevention.
The other half will be used for investments affecting natural environment such as transport and power
systems, eco-innovations, environmental management in enterprises, regeneration of urban and rural
areas and eco-tourism. For example, for supporting energy efficiency and renewable energy sources
over 7 billion EUR have been planned.
The cohesion policy may also be of a significant importance in supporting regions in their efforts
towards adaptation to climate changes and may contribute to reduction of their negative impact on the
regions. New regional policy programs, more than ever, support development of renewable and
alternative energy sources, which entails more possibilities for the European enterprises.
The growing dependence of Europe on import of energy and permanent increase of the load of roads
and air routes reduce the competitiveness of the European industry. Therefore, creation of renewable
energy networks, which generate less pollution from transport means and use of environmentallyfriendly technologies are the main priorities in the field of modernization of production and reduction of
emitted pollution.

5. Good practices - Integration, co-ordination and
stimulation of sustainable development in the region
In this chapter good practices concerning support of good preparation, realization and application of
the results of projects applied to RPO WZ were presented. Ensuring high quality level of the realized
projects in relation to goals and priorities of sustainable development requires social and economical
potential, and effectiveness of administration actions during realization of the projects.
Most of the examples and the good practices presented in this chapter cannot be financed within the
Regional Operational Program for Zachodniopomorskie Voivodeship (West Pomerania) for the years
2007-2013. They constitute a good practice worth promotion in activities carried out by the public
administration and all parties involved in the programs and plans on local and regional scale. It is
important to note that most of the presented activities should be carried out in the region as
complementary to actions covered by RPO WP. They should be carried out to built up regional
capacity for development and realization of the investment projects and application of their results.
They can be co-financed from other sources, including European structural funds. It is important that in
all potential projects other activities should be taken into account as a integral part of the investment
projects.
Preparation and realization of projects of high economical performance and high ecological and social
values require good identification and analysis of the local community needs, existing problems, and
possibilities of finding a solution to them. Very important are such elements as: concept creation,
appropriate planning of the tasks, assessment and verification of goals, analysis of the existing and
future conditions for application and use of the proposed solutions. Furthermore, it must be stressed
that the projects should be assessed in terms of long-term local development perspective, future
changes of socio-economic development conditions and with respect to the framework of local and
regional planning.
It must be also noted that most of the projects already completed in Poland, which were financed from
structural funds, were carried out in a routine way, based on the current state of the art, standards and
codes of practice. They address well understood problems and aspects. They are the response for
legal requirements and the needs of the local communities.
In a long strategic perspective this practice can become insufficient. Having in mind the dynamic
changes of global, regional and local conditions of socio-economic development it is necessary to
raise the effectiveness and efficiency of the applied solutions. It is particularly important in the case of
projects, which in a decisive way determine future development of local communities.
For that reason it is essential that actions aimed at raising public awareness, competence of
management bodies, development of information infrastructure and improving the management quality
in all aspects of life should be undertaken. Those actions are the guarantee of absorbing the funding
opportunities and, on the other hand - the guarantee of long-standing effectiveness of the achieved
results.

5.1.
Programs and plans of sustainable development (local
and regional )
Programming of sustainable development on a regional and local level is fundamental for the efficient
use of structural funds and realistic accomplishment of the strategic goals in the long run. Strategic
management defines and determines favorable conditions for achieving the goals, stimulates the
planners to use better solutions and ensures their further utilization. Strategic management is the key
element of the socio-economic development. The strategic management is defined by the goals and
means of their accomplishment. The basis of the sustainable strategic planning are strategic plans
such as AGENDA 21, Sustainable Development Program, Environmental Protection Program and the
thematic strategies such as tourism development program, renewable energy development,
revitalization programs and detailed plans such as municipal plans for energy supply. The
effectiveness of programs and plans depends on the level on which the plans are the real reflection of
the social needs of the community and – on its willingness to take action.
Programming is a key element in the management of socio-economic development. Regional
development programs fulfill the following functions:
− Regulatory and control, which is the basis for assessment of the effectiveness of the
undertaken actions,
− Information – Program is a document containing guidelines for organizations and institutions
in the region,
− Co-ordination - Program is an element ensuring accomplishment of goals at defined means
− Activating – Program is a document stimulating authorities to look for the best directions of
regional development,
− Promotion – emphasizing strong points of a given region and its potential.
Each regional development program defines the so called regional development missions and
determines strategic goals and the corresponding operational goals.

Initiated by the Prime Ministers of the Baltic Sea countries in 1996, Baltic 21 is a regional expression of the
global Agenda 21 adopted by the United Nations “Earth Summit.” Being an open and transparent co-operation
network, Baltic 21 links together a wide range of stakeholders in a common endeavor for regional sustainable
development.
As a multinational team, the Baltic 21 members are various government ministries and agencies from the 11
Baltic Sea states, the European Commission, numerous intergovernmental and non-governmental
organizations, academic and financial institutions, as well as local, city and business networks. Baltic 21 bring
together people who are active in a variety of different sectors, including agriculture, education, energy,
fisheries, forestry, industry, tourism, transport and spatial planning. By way of sectoral platforms, their members
carry out joint actions and cross-sectoral activities.
Their mission is to contribute actively towards advancing sustainable development in the Baltic Sea Region by
coordinating goals and activities, and by serving as a forum for cooperation across borders and between
stakeholder groups. They provide a platform for governments, organizations, communities and people to seek

The aim of the project was to prepare and develop a transboundary tourist offer based on the cultural heritage of
the Parsęta River Basin. Parsęta Basin and Mecklenburg – Pomorze Przednie are areas of high natural
amenities, great tourist and recreational potential, long history connected with salt exploitation from saline sources
and its transportation, but also with changing and rich culture of its inhabitants.
Within the project a „Marketing strategy of the Polish-German brand tourist product SALT TRACK” and “Subregional plan for revitalization of towns, municipalities and counties of the Parsęta
River Basin” were developed. Both documents are compatible with local plans for
revitalization of 24 towns and municipalities belonging to the Union and 5 counties
including: Koszalin, Białogard, Kołobrzeg, Szczecin and Świdwin. Apart from that
a lot of studies were carried out, aimed at inventory of tourist infrastructure,
attractions and amenities as well as at identification of tourist products already
existing in this region and gathering reliable and practical information on them also
for the tourists.

It has been estimated that realization of the project contributed to the increase of: economic activity in tourist and
semi-tourist traffic by 15%, the number of domestic and foreign tourists by 15% and the use of tourist
infrastructure in and off the tourist season by 10%. semi-tourist traffic by 15%, the number of domestic and foreign
tourists by 15% and the use of tourist infrastructure in and off the tourist season by 10%.

The project was realized in the framework of the Community Initiative INTERREG IIIA by Poland–Lithuania Kaliningrad Region. The project partners are: City of Gdynia, Municipal Offices of Kosakowo, Reda, Rumia,
Wejherowo and City of Klaipeda in Lithuania.
The main objective of the project is reduction of pollution discharged with rainfall water to the Baltic Sea from the
south-eastern areas of the Baltic Sea Region.
Main activities of the project include concept of water management system development and preparation of cost
and design documentation for all the partners for investment of a key importance for improving water quality in the
Baltic Sea. Apart from this an experience exchange forum was established on improving water management
systems by organizing two seminars, consultations, website, publication and promotion of the project in the
media.

The main objective of the project is increasing the attractiveness of the region to enhance its competitiveness by
creating conditions for sustainable development of the coastal zone on both sides of the border.
The direct objective of the project is environmental protection by improving water quality of the Baltic Sea along
the coast. The water quality in Gdańsk Bay is an important element affecting life conditions, tourism development,
recreation and entrepreneurship of the inhabitants of this region and therefore, its social and economic
development.
The project consists of three components:
- Investment part – modernization of the retention reservoir called Staw Reja in Sopot. The pond is an element of
the system collecting rainfall runoff water and discharging this water into the Baltic Sea. Modernization aims at
cleaning the reservoir and its surroundings, reconstruction of outlet chamber enabling flow control and
assembling pre-treatment installation at the inlets to the pond. Apart from that lightning of the area is planned. It
is expected that a new shape will be given to the pond surroundings and an attractive area for walking and
recreation will be created.
- Non-investment part i.e. study tour of administration officials from Swietlogorsk in Sopot to exchange experience
in environmental management.
- Project management.

- the project is a good example due to complexity of objectives, which are achieved by a simple investment. It is
an example of good choice of a high efficiency action.

5.2.
Information society
Information is a crucial element in shaping the path towards sustainable development. It helps,
stimulates and supports many basic actions being undertaken towards achieving sustainability goals
such as: planning the socio-economical development, public communication, public dialog, supporting
small and medium enterprises and supporting the decision making process. For that purpose Internet
based tools are used.. They include mainly decision support tools for environmental protection
planning, spatial planning, processing and presenting the information on environment, enabling the
access to administrative procedures and environmental management. It should be stressed here, that
the access to the environment-related information is the basic requirement of environmental
management. Each administrative unit in Poland is obliged to maintain basic obligatory environmental
information services. Apart from that additional efforts can be undertaken to support environmental
management on a local and regional level. That kind of services is also provided by NGOs and local
agencies.

Identification System of Air Pollution Inflow (Polish acronym - SINZaP) is a
real time operating system resembling a neural network. It is designed for
modeling of pollutant emissions and air pollutants concentrations, addressed
to specialists or decision makers responsible for air quality management. The
system stores actual information on air pollutant emission sources located on
the monitoring area, determines actual emission volume, models
concentrations of monitored pollutants in selected receptors and compares
them with measured concentrations. On this basis the most probable
pollutant emission and the most probable levels of pollutant concentrations
within the boundaries of the monitored area can be identified.
The System was implemented in the MARQUIS project as a tool for
forecasting air quality for selected monitoring stations in Silesian
Voivodeship.
Currently, the system generates current and forecast data for two information
systems:
- Identification System of Air Pollutant Inflow – source of information for
specialists or decision-makers responsible for air quality management in the region.

Ecological education
Education is fundamental in ensuring sustainable development. It helps in the development of social
potential, building of the local and regional identity, development of the competence of individuals and
organizations. Education guarantees the effectiveness of socio-economic development. Therefore,
proper education in that matter is required on elementary level, in higher education and in the
professional development. It is especially important to improve the skills of people participating in
planning and projects aimed at improving the environmental quality in particular sectors and aspects of

Fundacja Kaliski Inkubator Przedsiębiorczości together with local communities from the counties of Kalisz, Ostrów
and Pleszewo realized a project entitled “Education for the environmental protection” (PL2003/004-379.01.01.03)
financed within Phare 2003 "Non-governmental organizations for sustainable development".
The main goal of the project was to encourage local administration to solve problems related to environmental
protection and energy-efficiency. This was achieved by:
- Providing the local administration with knowledge on European Environmental Policy along with tools for the
assessment of implementation of the required EU standards, available sources of financing the investments in
environmental protection sector and energy saving,
- Strengthening the knowledge of the administration on renewable energy sources including "good practices" in
the environmental protection sector, preparation of local energy supply plans. Addressing the environmental

aspect of the plan (air protection through reduction of energy consumption and use of renewable energy
sources), and European Community Environmental Law,
- Strengthening the knowledge and skills of the environmental department and investment administration on
preparation and realization of projects,
- Focus on environmental aspects in plans ( protection of the air by reduced consumption of energy and wider
use of renewable energy ), EC regulations on environmental protection
- Broadening the knowledge and experience through opening new possibilities for exchange of experience and
good practices in environmental protection.
Within the project practical tools were developed including "Audit of environmental protection compliance with EU
regulations". It allowed all local communities to identify in a clear manner its level of achievements in the particular
environmental protection areas. On the basis of a questionnaire the audit of environmental compliance was
carried out for three counties: Kalisz, Ostrów and Pleszewo. It showed how the local communities participated in
providing project compliance with EU regulations.
Project actions were divided into components. Each component covers specific tasks organized in a logical
scheme and they are fulfilled through: training - theoretical knowledge, workshops - exercise allowing for practical
use of the achieved knowledge. The projects outcomes are training materials, presentations, data base of good
practices, materials supporting development of plans and projects. The following components were included:
- "Environmental protection",
- "Instruments of local development management in the context of environmental protection – practical
experience, opportunities and perspectives of implementation in communities and in the counties",
- "Local planning of energy supply for the local community",
- "Energy saving in local administration – good practices",
- "Financing possibilities for investments in environmental protection infrastructure",

Program GLOBE is an international program focused on
development and implementation of interactive ways of learning in
the area of environmental protection.
The program includes:
- raising ecological awareness of the Program participants, whole
school community and local cooperation;

The main objective of the CreActive NET project is creating conditions for development of transboundary
cooperation network in the field of active education in Klaipeda and Gdynia.
Project partners: Gdynia Innovation Center – Budget Unit of the City of Gdynia, College of Social Sciences
from Klaipeda, Institute of Pedagogic of Gdańsk University and Pomeranian Pedagogic Academy from Słupsk.
Activities planned in the CreActive NET project concern the cooperation of Gdynia and Klaipeda in the field of
education of children and youth. In the framework of the project an interactive exhibition was organized in spring
2007 called Nature&Fun in Pomeranian Scientific & Technological Park in Gdynia. The exhibition consists of
several dozens of interactive stands serving explanation of particular phenomena and natural processes. The
offer will be addressed to school children, teachers, students and parents. The pupils will get an organized, well
equipped area, where they will be able to learn in an active way, without any external instruction “touch to
understand” and supported by students and trained teachers. The teachers will be able to improve their
professional skills and first of all to realize the teaching program, complementing it with active elements which are
unavailable in daily teaching at schools. And the families will be given interesting and useful possibility of
spending their free time by integrating and learning at the same time.
Apart from this, the following events were organized in the framework of the project:
- 2 international conferences in Gdynia and Klaipeda,
- 2 workshops in Gdynia for students and teachers,
- 4 video lectures in Gdynia and Klaipeda,
- 3 training courses for teachers.
An Education program was worked out by all the partners together promoting active way of teaching, promotion
and didactic materials were published and scientific publications are available on the project website.

but at the same time it has an important social dimension, it serves integration of various
groups: teachers, school children, students and parents.

5.4.
Innovation support
In the 21st century innovation became one of the basic ways of achieving the environmental goals in
the European Union. It is perceived as a big chance for effective implementation of sustainable
development aims. It should be stressed here that supporting and stimulating any innovation should
be directed on solutions characterized by high environmental performance.
There are many examples in Poland and in Europe of scientific and demonstration projects,
implementation cases and investments in infrastructure supporting transfer of knowledge and sharing
of the experience, which are financed from various national and EU sources, including the structural
funds. These initiatives include: clusters, innovation incubators, technological parks and industrial
areas. These frontline actions should be carried out according to sustainable development goals, and
with a focus on efficient creating and stimulating the eco-innovative solutions. It should be stressed
here that supporting innovations is one of the priorities in the Regional Operational Program for
Zachodniopomorskie Voivodeship (West Pomerania). It is the Priority 1: Economy - Innovation –
Technology in which activities covering technology transfer centers, development of IT networks and
support for development and establishment of innovative clusters and cooperation networks are
financed.

One of the main goals of the pilot project Europe Trade Axis NETA was to define and assess the possibility of
applying good practices for sustainable development in industrial parks. A review of several selected industrial
parks was made, which included parks located in: the Netherlands, Germany, Great Britain: Almere and
Enschede, Drechtoevers, Hengelo, Rheine, Twente, Wrrington.
The following practices of sustainable development were
identified in the parks:
- sustainability of industrial processes,
- exchange of energy, raw materials for production,
including water,
- mutual use of equipment and available production
functions by the companies,
- common waste collection and disposal system,
- sustainable location of industrial areas in the region,
- intensive use of the space in the park for production
purposes,
- use of high-efficient and effective equipment in production
process,
- providing access to multi-modal transport and high quality
public transport,
- providing access to business support services.
Apart from that, the role of local administration in supporting the implementation of good practices in industrial
parks was defined. For example, in Gelderland, the Netherlands, a good practice in the activity of local
governments in stimulating, initiating and managing particular stages of sustainable development of industrial
parks ( both new and the already existing ones ) was proposed. The activity is based on interactive meetings
aimed at defining policy and accomplishment of goals of the sustainable industrial park.
At the same time the basic principle is that representatives of all departments of the Municipal Office participate in
the planning process ( including economic, spatial planning, environmental and local development departments).
In many cases some changes in the organizational structure were introduced, the aim of which was, for example,
to combine the competence of the economic and environmental departments. Moreover, in order to enhance
cooperation a consultation group was appointed within the Municipal Office and cooperation with local
governments was developed. Principles of sustainable development are also taken into consideration in spatial
planning. For instance, in the local development plan the intensity of space use can be assesses and for each
type of the economic activity environmental requirements can be determined on the basis of an ecological survey.

Fundacja Partnerstwo Dla Środowiska (Polish Environmental Partnership Foundation) carries out a number of
actions aimed at supporting Integrated Environmental Management for SMEs under a CLEAN BUSINESS
Program. The program is addressed to small and medium enterprises, large companies and local governments. It
is a good example of long-term activity supporting the implementation of the principles of sustainable

development in SMEs. One of the projects is “MENADśER
ŚRODOWISKA” (Manager of the Environment), developed under
LIFE Program (LIFE04 ENV/PL/000673). The main goal of the
project was to develop an Internet tool for monitoring of the
company’s impact on the environment and facilitating the
implementation of environmental management systems, including
EMAS, based on the experience of 250 SMEs associated in the
Clean Business Clubs.
The main project tasks include:
- identification of the main areas where environmental problems
occur in SMEs,
- development of simple solutions for environmental problems based
on the support provided by CB Program experts, educational and
information support, development of branch products under CPB
Program for 8 selected sectors of SMEs, development of
educational materials and guidelines for environmental management for particular branches and in various
areas the company’s activity, development of tools and methods for monitoring of the companies’ impact on the
environment, providing easy access to current information on legal issues, educational materials and guidelines
for environmental management in SMEs, examples of typical documents and the best available practices
implemented by SMEs, financial principles for ecological activities within the company (templates of studies,
analyses, rules and regulations, examples, available funds), organizing a platform for exchange of experience
and information.
Besides, the Foundation is involved in the realization of the following projects:
- Program "Zielone Biuro" (Green Office Program) – focused on energy efficiency, efficient use of materials,
reduction of wastes. The waste reduction program is realized in companies by specially appointed teams for
minimization of wastes and losses, managed by the Co-ordinator in close co-operation with the company’s
executives and employees.
- Zielone szlaki (Green tracks) - multi-functional transport tracks for non-vehicle transport.
- Waste review – review made by experts from Clean Business Program and company’s specialists.
- Projekt Zielonych Parków Przemysłowych (Green Industrial Parks) – developing co-operation among companies
operating within the Park, local governments and local communities. The partnership is based on participation in
the work of the Steering Committee - a decisive body composed of representatives of all stakeholders of Green
Industrial Parks.

The project was developed under BSR INTERREG IIIB
Neighborhood Programme in the period of 2005-2007.
Project partners (44) came from ten countries of the Baltic
Sea Region, including Russia and Belarus.
The project is a good example of supporting the development
of tourism in the Baltic Sea macro-region. Within the project
tools and methods supporting the development of sustainable
tourism were selected and/or developed, according to the
requirements defined by the Baltic 21 Tourism Task Force
(TOUTF) Network. They were implemented in selected pilot
projects. They include:
- tools for integrated development of sustainable tourism with
spatial planning at local and regional level
- market research as a tool for tourism development planning
- development of sustainable tourist products
- labeling of sustainable tourist products
- strategic cooperation in tourism sector
- methods for verification of tourist project sustainability
The main project outcomes:
- principles of sustainable tourism developed in the form of a manual
- YepaT database - The Baltic Sea-Tourism Info Base containing information and materials on all projects and
aspects of sustainable tourism. The database contains also data and information on currently realized and

5.5.
Social infrastructure, local activity and public dialog
Efficient preparation, implementation and dissemination of the results of the projects financed within
the Regional Operational Program requires a public dialogue. It should secure the participation of the
local communities during the preparation phase and as the final beneficiaries. The projects should be
viewed as their own. Public dialog is extremely important in the case of projects potentially conflicting.
For example, road construction on urbanized or nature protection areas, wastewater treatment plant,
waste incineration plants might be negatively perceived by the inhabitants living in the vicinity of the
investment area. At the same time local activity is one of the elements ensuring the effectiveness of
preparation, realization and dissemination of the results of the projects financed from the Regional
Operational Program for Zachodniopomorskie Voivodeship. In many cases the projects are the effect
of public activity understood in a broader sense, especially those in which the project success
depended on the real participation of the people (e.g. waste management systems).

The aim of this twin project was implementation of an
Information system FIS, which is a management support
system including::
- GIS (Geographical

economy, tourism and social issues,
- tools and unification of coefficients for assessment of conditions and
development tendencies in Kołobrzeg and Barnim counties.
The project goals were achieved by:
- development of a pilot system of geographical and statistical information in Barnim and Kołobrzeg counties as a
basis for the development of EURIS,
- development of data infrastructure (mainly GIS data),
- collection, unification and documentation of all basic data in Starost's Offices of both counties, particularly
statistical and economic data as well as data on tourism, and social issues,
- development of unified coefficients for the assessment of the conditions and development trends in both
counties,
- development of a public Internet portal ( in 2 language versions).
EURIS system contains the following data:
- GIS data, including orthophotomaps, topographic, sozological and hydrographic maps,

Within the project (LIFE 97 ENV/DK/344) the District board of the
city Nřrrebro in Denmark implemented good pro-ecological
practices in the process of local urban planning through the
development of tools supporting actions of local administration.
The project aimed at demonstrating actions supporting
sustainable development in one of the district’s in Copenhagen,
on the basis of cooperation between local district boards and
non-governmental organizations. Within the project a set of
guidelines was developed, which can be used in promotion of
good practices in recycling and reuse of products.
The project focused on building of the ECO-city demonstrated
possible directions of model development of pro-ecological urban
district. It was based on new forms of cooperation between non-governmental organizations and the district
board, which stimulated participation of the local community, brought changes in behavior concerning the
environment and taking upon common responsibility for sustainable development in densely populated urban
areas.
TheECO-city project covered many various pro-ecological activities and improved life quality in the area. The
performedactions helped bring together inhabitants and the city authorities. Close cooperation was launched
between the district administration and non-governmental organizations and people supporting the process of
spatial planning.
Within the project in the district recycling centers, ecological children gardens and friendly green jobs were

5.6.
Regional and transregional cooperation
Currently, regional and transregional cooperation is invaluable in fulfilling measurable goals of
sustainable development. It helps with decision making and integration of the locally undertaken tasks
in many aspects of socio-economic development. This refers particularly tothe environmental
management. In Poland, there are legal conditions for launching such initiatives. These are, for
example, local community associations, foundations and partner groups. In Poland, for instance,
partner groups have already been operating for more than ten years. Such examples as „Naszyjnik
Północy” from Debrzno, „Zielone Bieszczady”, „Partnerstwo dla Ziemi Bocheńskiej” and many others
show in practice the high efficiency of mutual actions.
The actions undertaken within various forms of regional cooperation might constitute a basis for
preparation of proposals for co-financing from regional operational programs and other sources of
financing. Organizations having the legal status of NGO and classified as pubic entities can be directly
the beneficiaries of the ROP for Zachodniopomorskie Voivodeship. Other examples are informal
organizations realizing precisely defined ecological goals. The “Friendly Kłodnica“ initiative is an
example of actions aimed at improving surface water quality in the Upper Silesia RegionThose

Lokalna Grupa Działania „Wstęga Kociewia” (Local Activity
Group - WSTĘGA KOCIEWIA ) is a intersectoral partnership,
the aim of which is to support the development of rural areas
of Kociewie Tczewskie. The partnership gathers all rural and
urban municipalities, active social organizations and local
representatives of economic sector. Organizational structure
of the Group: Managing Board, Supervisory Board and
Programming Board which is appointed to raise the rank,
effectiveness and optimization of actions undertaken by the
Group. In order to meet the requirements of PP LEADER+
and ensure higher operational efficiency the Group undertook
actions aimed at becoming a legal entity. In the case of
Partnership, WSTĘGA KOCIEWIA decided to establish a
foundation-Fundacja Lokalna Grupa Działania Wstęga
Kociewia. The Group developed an Integrated Strategy for Development of Rural Areas of Kociewie Tczewskie.
Among the key objectives of the Strategy are: improvement of the living conditions of the inhabitants of this region
and the use of natural resources and cultural heritage, including network potential of NATURE 2000.

Klaster 3x20 is a carrier of rights on the basis of a consortium agreement. Klaster
3x20 is focused on market coordination of entities acting for realization of EU
energy package 3x20. Klaster includes innovative enterprises (SMEs), academia,

management, agricultural municipalities developing energetic agriculture, ecological
and energy technology suppliers, suppliers of solutions for innovative dispersed

Competence Center for Waste Management HeRo is an association registered in Witzenhausen in 2004,
gathering about 50 partners, including representatives of the authorities, scientists, firms, enterprises and design
offices. The aim of the center is supporting research and use of biomass in rural areas and exerting influence on
regional energy policy. The main tasks of the center include: creating a network gathering all stakeholders
interested in the use of natural resources, conducting scientific research, providing information and consultation,
technological transfer, information campaigns and project management. The subject of interest of the center are
fuels and oils of biological origin, biogas, sustainable vegetable fuel materials, building and insulating materials
based on biomass.

- large support from the government – the association is financed in 90% by the Ministry of Environmental
Protection in Hessen,
- great commitment of stakeholders to the activity of the center,
- fostering different forms of cooperation: in spite of a relatively small group of full-time employees (12 persons)

5.7.
Preparation, evaluation and realization of projects
Preparation, evaluation and realisation of projects, as well as monitoring of their results constitute a full
cycle of project management. The overall quality of the management is a decisive factor of the project
environmental quality, its social effects and economical effectiveness. It is decided by those preparing
the project and the experts making the evaluation. To guarantee the incorporation of the sustainable
development criteria within the Regional Operational Program more detailed
evaluation of projects
and requirements concerning the descriptions of the proposed solutions is required. In the case of
direct support of enterprises’ investments innovation should be the one of the key criteria taken into
account during the evaluation process. Furthermore, in the realisation of the projects the green
procurement rules should be applied.
For the evaluation of projects financed from structural funds and proposed on a voivodeship level ,
extremely important are clear and precise rules and criteria of project evaluation. The evaluation,
according to the developed procedures and recommendations of the Ministry of Regional
Development, should cover both the formal aspects and the substence of the projects. The rules of
preparing a project application form is determined in relation to the Regional Operational Program
according to the goals, aims (directions) and priorities (priority axis). The selection of projects for
financing is carried out according to defined paths of selection, which differentiate projects with the
respect to divisions established in a given voivodeship. They are used for initial verification of the
project and should take into account the beneficiary’s declaration on the compliance with national and
EU requirements, and particularly with public procurement rules, regulations on public finance
support, environmental protection: e.g. energy efficiency improvement, protection of biodiversity and
all the aspects of sustainable development.

Diligent verification whether a given project is in accordance with the strategic and planning
documents of local development (plans/strategies of town development, plan of village

Green public procurement
Green public procurement is realized by public sector, i.e. state and budget institutions, state target
funds, local governments and other organizations administering public funds. This approach is based
on implementation of environmental criteria in the tendering procedure. Green public procurement is
addressed to such product market sectors as: purchase of energy-efficient computers, energy-efficient
buildings, ecological office materials, recycled paper, electric cars, environmentally-friendly public
transport, organic food in canteens, energy from renewable sources, air-conditioning systems
designed according to ecological requirements. Deliberate purchase can contribute to material and
energy efficiency, reduction of wastes and pollutants as well as to encourage other customers to follow
green patterns of consumption. Potential savings refer both to administration realizing the purchase
and the whole society.

same intensity of light, but reduced the amount of consumed energy by at least 50%. As a result of this investment,

Kolding, Denmark
In Kolding a new school building was constructed according to passive house standards, which allowed the
authorities of Kolding to save over 50% of energy and exploitation costs. A passive house is a building in which the

consumption of energy in providing thermal comfort is not higher than 15 kWh per 1 m
of floor space. Thermal
comfort is guaranteed by passive sources of heat (residents, electric appliances, solar heating, heating recovered
from ventilation systems) so the building doesn’t need a separate active heating system. Heating demand is met by
heat recovery and heating the air ventilating the building. As a comparison, heating demand of a conventional

building is about 120 kWh/1 m per year. According to estimated data, construction costs of the passive house are
10% higher than of a standard building.

Project evaluation
To monitor the proces of sustainable development and improve the planning process it is essential to
introduce indicators of performance within a given area of interest which can be helpful in assessment
and coordination of sustainable development initiatives. For example, the World Tourism Organisation
proposed the use of selected indicators of sustainable tourism. Initially selected indicators were tested
in 10 touristic locations in Europe. Results of the test led to establishing a set of core indicators for
which the data are easily accessible or easy to be provided by the beneficiary. Similar assessment
schemes with indicators are proposed for economic activities, urban areas management, small and
medium enterprises’ performance, mobility and transportation.
Information on good practice examples
There are many examples of Polish and foreign information services on the good practices and
projects financed in the framework of programs and EU funds. For example Akademia Techniczno –
Rolnicza in Bydgoszcz in 2004 was granted co-financing from EU structural funds for the initiative
„Transfer of good practices – chance for innovative development of the region”. (Priority II, Action 2.6
„Regional Strategies of Innovation and knowledge transfer” Integrated Operational Program of
Regional
Development).

6. Good practices – sustainable development projects
In this chapter general recommendations and examples of good practices referring to particular
investments and non-investment actions carried outunder the Regional Operational Program for
Zachodniopomorskie Voivodeship for the year 2007-2017 are presented. The general
recommendations and examples of good practices were defined on the basis of the obtained
information on completed projects financed from structural funds and other financing sources in
Poland and in Europe. In definition and selection of the good practice examples, general criteria with
a stress on eco-innovation and project results application were used.
The examples of good practices chosen on the basis of a review carried out for projects already
implemented may be an inspiration and at the same time a reference for initiatives and projects, which
can be applied in the Zachodniopomorskie Voivodeship.Good practices and the assumptions are
presented in the following sections:
− Environmental protection infrastructure,
− Transport and mobility
− Tourism and recreation,
− Energy infrastructure,
− Revitalization,
− Small and medium enterprises (SMEs),
− Protection of natural assets.
It should be underlined that many of the presented investment projects are directly or indirectly linked
with actions undertaken locally and presented in the previous chapter. Although those actions cannot
be financed with the ROP WZ but it is strongly recommended that the investment and non- investment
initiatives and projects should be merged using various funding mechanisms. At the same time it
should be stressed that one of the important criteria of sustainability of the projects is the level to
which they are integrated in a vital way with strategic plans defined on a local and regional level.
The review of the already completed EU-funded projects allowed to identify standard approaches to
investments in environmental protection, tourism andtransport in Poland. The review of experiences of
other European countries shows a progressive level of requirements for investments in these sectors
as well as identifies barriers and obstacles that might be found during their implementation.
General and detailed recommendations on good practices, presented in this manual, together with
examples of their implementation, can be used as a reference material for projects submitted for
financing under RPO WP. For each of the above-mentioned sectors several examples representing
various aspects, and different levels of advancement of the applied solutions were shown. Both
examples of minimum requirements as well as the most innovative ones were illustrated.

6.1.
Environmental protection infrastructure
The environmental protection infrastructure is the basic element in performing the pre-ecological tasks
in the region. It is within the competence of the local communities and enterprises. High requirements
in this matter, come from the European Union and Polish environmental policies, environmental law
requirements and real local needs. Investments in the infrastructure, are often the priority issues for
local governments. They build conditions for development of local communities and as attract private
investments.
Investments in environmental protection usually have strategic and systemic dimensions. For that
reason they require good planning and careful selection of the technical, organizational and planning
solutions Well planned investments in the environmental protection infrastructure should secure their
long-term economical and environmental effectiveness. They must satisfy the needs of the local
communities and must be accepted by them.
In the Regional Operational Program ( Priority axis 4: Environmental Protection Infrastructure) the
following activities are financed: investments in water and wastewater management, waste
management according to the Voivodeship Plan of Waste Management, National Plan of Municipal
Wastewater Treatment in the scope of building, modernization and rebuilding of sewerage systems,
pumping stations, reservoirs, organizing and implementation of systems of selective waste collection,
recycling of wastes, biochemical utilization of wastes, carrying out information and educational
campaigns, and modernization of the existing and closed landfills. Among the financed investments
there are also air protection installations and technologies.

Municipal waste management system is based on cooperation of
19 towns and municipalities of the Wielkopolskie and Łódzkie
Voivodeships. The system complies with the principle of
sustainable development and the best available technique. The
Association is a Coordinator of all activities connected with waste
management and ecological education. The logistic center is a
modern Municipal Waste Disposal Plant ORLI STAW. The total
potential processing capacity of the plant is 100 000 tons of
wastes yearly. ORLI STAW Plant is a complex of technological facilities located on 10 ha within the municipality of
Ceków Kolonia. The technological line includes: municipal waste sorting, processing of construction and
demolition wastes, dismantling of large-size wastes, composting of selected and mixed organic wastes, temporal
disposal of hazardous municipal wastes and transfer of disposed wastes to ballast waste disposal sites

The main objective of the project is to increase public awareness among local and regional authorities and other
organizations dealing with protection of the sea coast in Klaipeda and Pomorze in the field of effective use of
prognostic tools by sea service coping with oil spills in the sea. The forecast model for oil spill movement is
addressed to sea services and it includes information on possible coast contamination caused by moving oil spill
plumes.
In the framework of the project an experiment was carried out on simulation of oil spill to the sea, during which
model users were trained. Thus a new group of users was established, which represented the same level of
knowledge and skills in both regions. The project will result in better cooperation between people responsible for
management in emergency situations, creating – on one hand - a new picture of crisis (scientific approach –
maritime service – and crisis management from the land) and on the other hand - a spatial picture of the same
problem in Poland and Lithuania.
Good practice principles:
- the project provides a universal tool to cope with effects of oil spills in the sea. At present sea coasts in all three
regions are exposed to potential contamination with oil, caused by accidents connected with the transport (oil
extracting platforms and drilling in Polish and Russian part and oil terminals in Lithuania, Poland and Russia),
- the prevailing part of the Baltic Sea coastal areas in this region are picturesque, sandy dunes which are the
main attraction and a basis of tourism. They are particularly exposed to oil contamination and therefore should
be protected on the highest possible level.

For sewage sludge drying free solar energy is used and the
amount of additional energy is relatively low. To increase the
efficiency of the drying process and its flexibility high-efficient
machines like heat and waste heat pumps were used as well
as electric energy from biogas combustion.
The main advantage of this technology is the reduction of a
final sewage sludge mass (up to 80%), and thereby - great
savings in transport, storing and further management of the
sewage sludge.
The technology of drying sewage sludge using solar energy
does not cause higher emission of CO2. There is no need for
the use of fossil fuels. Energy balance is based on the
principle of energy efficiency. Another advantage of this
technology is health safety and no negative impact on the natural environment.
The final product of the drying process is a dried, biologically stabilized, easily stored sludge of neutral smell
which makes up a new kind of fuel. The use of this fuel may partially oust traditional fuels. It can be assumed that
in many cases combustion of biogas from fermentation of sewage sludge and dried sludge entirely in the sewage
sludge treatment plant may decide on its self-sufficiency with regard to the balance of fuels indispensable for its
operation.
The obtained dried product is not suitable for natural or agricultural use.

The project aims at increasing the amount of treated
sewage in Ruda Śląska from 60% to 95%, according
to Polish and EU standards. The project is based on
the Sewage Management Master Plan for Ruda
Śląska adopted by the Municipal Office in 1996 and
updated for the project in 2001. It is expected that the
project will contribute to the development of a coherent
sewage management system. The area of the town
will be divided into three catchments: HALEMBA
CENTRUM - a newly built sewage treatment plant,
ORZEGÓW – a currently modernized plant and
BARBARA – the existing sewage treatment plant.
Technologies applied in these facilities will allow to
achieve the required sewage treatment level and
proper disposal of sewage sludge. HALEMBA I,
HALEMBA II, RUDA POŁUDNIOWA and MICKIEWICZ
sewage treatment plants will be liquidated and the
whole area will be reclaimed. According to the Financial Memorandum the project realization was planned for the

years 2002 –2007. On the 15 of December the European Commission issued a decision to extend the project till
the end of 2009 [Decision No. K(2006) 6980] and reduced the project estimated budget. The following project
goals are to be achieved:
- Ecological goal - environmental protection: meeting the required legal regulations concerning the quality of the
treated sewage, significant reduction of contaminant loads discharged to collectors, remarkable improvement of
surface water quality
- Health-related goal - improvement of sanitary conditions and reduction of health risk
- Social goal – improvement of living standards of the inhabitants
- Organizational goal - development of sustainable and effective sewage management system
- Legal goal – compliance with Polish and EU sewage treatment standards
- Economic goal - raising the attractiveness of the area for potential investors
The project: „Sewage treatment plant - Ruda Śląska" can be divided into 6 investment tasks:
- Construction of HALEMBA CENTRUM sewage treatment plant
- Modernization of ORZEGÓW sewage treatment plant
- Construction of a sewerage system for HALEMBA sewage treatment plant
- Designing and construction of a sewerage system for BARBARA sewage treatment plant
- Construction of a sewerage system for ORZEGÓW treatment plant
- Liquidation of four old sewage treatment plants

6.2.
Transport and mobility
Transport and communication are the basic socio-economic pressure on the environment.
Transportation solutions, including construction of roads, have an important, long-term impact on
changes in the environment, spatial development, efficiency of economical processes and quality of
life of the communities. Many initiatives in this sector , undertaken on the local and regional levels,
depend on general economical, cultural and legal conditions. There are many good examples of
sustainable transport but not all of them are universal. For example, in many cities in Poland buses
using ethanol as a fuel are being tested. Implementation of this approach is flawed with risk embedded
in the prices of alternative fuels and the relevant tax policies.
In the Regional Operational Program (RPO WZ)activities in transportation are financed in two
Priorities: Priority 6: Development of metropolitan functions and Priority 2: Development of transport
and energy infrastructure. In Priority 6 the following initiatives are financed: modernization of the
existing and construction of new elements of linear and point infrastructure, development of effective,
attractive and environmentally friendly public transport, and - initiatives aimed at improving its
effectiveness and safety of passengers.
Initiatives financed within Priority 2 include: building, rebuilding and modernization of voivodeship
roads according to the program: Program of investments on voivodeship roads in 2007-2013,
modernization of county and municipal roads, and additional infrastructure connected with road
safety. The Priority also covers improvement of public transport, modernization of the basic
infrastructure , modernization of regional railroad systems including: purchase of new wagons and
supporting works in this field.. As far as airport infrastructure is concerned, modernization of the airport

in Zegrz Pomorski nearby Koszalin is planned.

cyclic lights system and 2 repaired tram overpasses.
Project results:
The project outcome is the increase of the number of passengers using public transport, reduction of the level of
pollution emitted by transport, improvement of safety and easier access to public transport vehicles as well as
saving energy resulting from more smooth trams run. Purchase of trams will allow to achieve 6000
persons/places, which is not the increase of potential but a qualitative change, shortening the trams run time,
reduction of noise in the surroundings. The project will also contribute to the reduction of negative environmental
impact, improvement of travel standards among handicapped, elderly people and persons accompanying small
children. One of the main objectives of the project is also maintaining the present level of public transport (60%)
despite the expected increase of the number of individual cars. In the framework of the project also the exchange
of old exploited trams into new modern low floor vehicles will take place.

- the project is an example of strategic, long-term approach to the problem of public transport in large
agglomeration,
- the project is based on the effective use of the existing infrastructure,
- measurable (given in numbers), multi-aspect project results.

The project was focused on the development of public transport infrastructure and construction of a trolley bus
depot, new trolley bus lines of the total length of 10,6 km and purchase of 10 low floor trolley buses.
The aim of the project was to improve the efficiency of the ecological public transport in the city and increase its
availability. The project contributed to the socio-economic development and increased attractiveness of the region
by:
- increasing the attractiveness of the already existing investment areas and identification of the new ones,
- stimulating revitalization of urban areas,
- improvement of the efficiency of the public transport system,
- extension of the public transport system,
- improvement of environmental quality by reduction of vehicle traffic pollutants.
The project contributed to the development of investment potential of Trójmiasto, creation of 340 workplaces
connected with trolley bus transport and 26 places in trolley bus depot and newly purchased vehicles as well as
raised the comfort of commuters.

The project assumed building a bicycle route in Police

(6 361,99 m ) – I stage and connecting it with the
already existing one. The final product of the project
was a functional and safe communication route of the

total area of 13 887 m , along Rurowa, Jasienicka and
Kuźnicka streets.
Socio-economic effects of the project:
- integration of local communities (Polish and

- improvement of road safety.
From the total planned route (5700 m) under the
INTERREG IIIA program 2266 m were already
completed. Currently, the Police Municipality
completed the construction plan for the bicycle route
along the voivodeship artery no. 115 between
Plichowo and Tanów, obtained a construction permit and is applying for funding.

National road K52 was the only convenient east-west artery in Andrychów,
both for transit and intra-urban traffic. In rush hours the traffic load
considerably exceeded the road capacity. Therefore, it was necessary to
separate the main intra-urban traffic, i.e. 200-lecia housing estate – industrial
area – K52 national road from the transit traffic on K52.
As a result of the project investment areas of the economic activity zone of
42 ha became available and development of better road infrastructure
increased their attractiveness and contributed to more effective use of the
existing facilities. Moreover, the local traffic on K52 as well as time required
to get to industrial and residential areas of Andrychów were reduced.

6.3.
Tourism and recreation
Tourism and recreation are important elements of the socio-economic development. They are
particularly important in the Zachodniopomorskie Voivodeship which is well known for many tourist
attractions. Tourism and recreation help in raising the quality of life in the region. They are essential for
managing natural resources. Sustainable development in this sector requires cohesive initiatives in
many areas of management: from spatial planning through planning of the regional development,
realization of action plans to individual projects and conducting one’s own economic activity. There are
many Polish and European examples in this area.
There are two priority axes within which activities in this sector are financed: Priority 6: Development of
metropolitan functions - with projects focused on raising tourist and cultural attractiveness of the
Szczecin Metropolitan Area and Priority 5: Tourism, culture and revitalization, which covers such
initiatives as construction and development of tourist infrastructure including water tourism, golf,
business and active forms of recreation, complementary tourist infrastructure and accommodation
facilities.

Revitalization of the already existing railway line in the
Municipality of Rewal - The Nadmorska Narrow-Gauge
Railway, one of the most interesting attractions in industrial
tourism in Poland, having over a hundred years’ tradition, was
opened for tourists in summer 2008. In that season it
attracted about 120 000 tourists. The railway came into use in
July 1896. Railway tracks of the width of 750 mm connected
Gryfice, Trzęsacz, Rewal and Niechorze. In 1916 the line was
extended to Pogorzelica and Trzebiatów. When the
modernization of the whole line was completed the gauge
was increased to 1000 mm. Travelling by the oldest narrowgauge railway in Pomorze Zachodnie is the main attraction in
this region and allows to visit various interesting places in this
part of the seaside.
The railway line is 10 km long and the historic locomotive PARYS goes with the speed of 20km/h.
The Nadmorska Narrow-Gauge Railway is on the list of cultural heritage of the Zachodniopomorskie Voivodeship
(No. A 1286). The next step of the railway revitalization will be modernization of buildings and facilities including
premises. The project is on the list of 24 key individual projects realized under the Regional Operational Program
for Zachodniopomorskie Voivodeship.
Good practice principles:
- positive social aspects of the investment: there was a positive response of the local community to the
investment as it was expected that this way the tourist attractiveness of the Municipality would increase,
- return to traditions – The Nadmorska Narrow-Gauge Railway is a throwback to the pre-war period when there
was a well developed network of public narrow-gauge railways in Pomorze Zachodnie. The total length of the
railway tracks was 740 km, which made it one of the biggest narrow-gauge railways in Europe,
- Re-use of the railway line allows to reduce motor traffic during holiday season.

The aim of the project was the construction of tourist infrastructure, which
would contribute to transboundary bicycle tourism in the area of Uznam –
Wolin.
Paths constructed within the project are a part of the Bicycle Track around
the Szczecin Bay. This track starts from the Polish side of the frontier
crossing Świnoujście - Ahlbeck and then goes to a well developed network of
German bicycle paths. It enables German and Polish tourists to practise safe
bicycle tourism. This investment fulfills the needs and expectations of both
Polish and foreign tourists.
Paths construction contributes to the development of transboundary active
tourism and extension of a regional tourist offer. There are also some economic benefits: bicycle paths contribute
to the economic development of the region. Another important project outcome is the improvement of safety of
both Polish and German tourists.

In the first stage about 2700 m of the amber route were made, which included walking
and biking paths, International Baltic Culture Park (5 hectares) and walking path in
Pruszcz Gdański. The project partners were to exchange experience in cultural heritage

The project „Malbork and Mosedis Welcome Centers – investment support for transboundary tourism
development” is a continuation of the project called “Baltic Welcome Centers (…)” (BWC) realized by the City of
Malbork in the years 2003/2004 in the framework of the INTERREG IIIB Program and the project „Malbork
Welcome Center – Baltic Welcome Center for a high quality sustainable development of cities and regions in the
Baltic Sea Region in the frame of spatial planning aspects” supported by Phare in 2004.
The main objective of this investment project is supporting tourism development in Malbork as well as in Mosedis
and Skuodas (Lithuania) based on the existing tourist amenities of both towns: Castle in Malbork being on the
worldwide list of UNESCO and a unique Museum of Rare Stones in Mosedis.
In the framework of the project the partner towns were planning:
- to raise the role of the towns as tourism centers in northern Poland and in the region of Klaipeda, and indirectly
also in the area of Kaliningrad Region (by the increase of tourist traffic in areas along the border Poland-RussiaLithuania).
- to raise the quality of the tourist offer
- to create (Mosedis) and develop (Malbork, Skuodas) the existing structure of the Tourist Information Centers, to
make them meet requirements of a present-day tourist.
As a result of the project realization the Malbork Welcome Center was established and the lacking documentation
concerning the future Mosedis Welcome Center – was worked out. The Tourist Information Center in Skuodas
(Lithuania) was re-equipped.

6.4.
Energy infrastructure
Energy is another crucial element of the socio-economical development. There is a huge potential for
shaping energy systems in a regional and local scale. This refers to production, transmission,
distribution and final consumption of energy in production processes, transportation, as well as
individual consumption. In the development of energy systems short and long-term conditions
including fiscal aspects and future needs must be taken into account.
There are many examples, Polish and European, of eco-innovative solutions. These include, for
example: recovery of heat and electric energy from waste biogasification, combustion of biomass, use
of wind energy and solar radiation. The implementation of particular solutions requires detailed
analysis of the conditions in a given location. It is essential that the solutions should be implemented in
conditions guaranteeing long-term achievement of the expected results.
Activities in the energy sector are financed within RPO WZ in the Priority 4: Environmental protection
infrastructure and in Priority 2: Development of transport and energy infrastructure. In the priority 4 the
following investments are financed: investments in renewable energy including construction, rebuilding
and modernization of installations for production and transmission of energy from renewable sources,
especially solar panels, fotovoltaics, wind turbines, heat pumps, small water power generators,
geotherms, installations for production of energy from biomass and building and modernization of
power network. Other projects that can be financed are projects aimed at improving the production,
management, distribution and use of energy, including production of energy in co-generation units. In
the Priority 2. the main projects that can be financed are those focused on building and modernization
of local distribution grids for electricity and gas transmission.

The wind farm is located in Tymień, Zachodniopomorskie Voivodeship (Municipality of Będzino, District of
Koszalin). It is the biggest wind farm in Poland. The arrangements lasted over four years and the whole
construction process took one year. The work started in 2006. The investment was located on the former
agricultural farm. It was constructed by the Polish company EEZ (company dependent on Polish company
Energia-Eco, British company Renewable Energy Generation and American Invenergy Wind). The farm’s annual
electric energy production is 125 GWh - which is an adequate amount of energy for 100 thousand of households.
The investment is co-financed by Bank Ochrony Środowiska BOŚ S.A. (Environmental Protection Bank, a joint
stock company) and Narodowy Fundusz Ochrony Środowiska i Gospodarki Wodnej (National Fund for
Environmental Protection and Water Management). The EEZ received co-financing within the EU Structural
Funds, from the Sectoral Operational Program and from EkoFundusz. It is estimated that at the production of
100.000 MWh of electric energy by wind power plant, the pollutants emission to the air will be reduced as follows:

- NOx 320,0 Mg per year,

The main objective of the project is creation of
conditions for effective development of wind energy
sources in the Baltic Sea coastal areas of Lithuania,
Poland and Russia. The use of renewable energy
sources is a significant element of sustainable
development of these three countries.
This objective should be achieved by encouraging
potential investors in wind energy to build wind
energy farms by means of a map of optimum
location of coastal wind energy farms and by
working out an information brochure on how to apply
for construction permit.
The project results will be disseminated by public
and internet presentations. There will also be seminars organized in each of the partner countries, addressed to

According to strategic documents the development of Hillerod
and Apeldoorn is based on the principles of sustainable
development.
Apeldoorn authorities set oneself the task of changing
Apeldoorn into a city of “0” CO2 emission.
Therefore, a number of activities were initiated, in that –
installation of solar systems.
An independent power supply plan was developed, which was
based on wind energy from wind turbines, biogas from
biomass gasification, incineration of poultry farm wastes, and
the Winnerway technique. This is a technique by which heat is
recovered from asphalt with the road surface functioning as a
solar collector. It was also assumed that by 2020 the energy used by the town of Apeldoorn will come entirely
from renewable sources (100%). Apart from that, the town organizes a lot of information and educational
campaigns on power systems.
An example of the implementation of innovative techniques in local energy sector is SORCER project (Stimulating
Obtaining Results in Communities in relation to Energy-efficiency and Renewables), which has been developed
within the CONCERTO initiative. The main elements the project are construction of energy efficient dwellings, the
use of renewable energy (based on biomass) and heating systems. These elements are successful tools for
reduction of fuel consumption and CO2 emission. On a selected area of Apeldoorn, Zuidbroek, the building of
1,000 dwellings, representing standards significantly exceeding new regulations, will be constructed. To achieve
this, a biogas plant will be installed in the Sewage Treatment Plant in Zuidbroek to convert sewage sludge into
energy. The plant will be used for the planned heating system and will contribute to the reduction of fossil fuel
demand by about 80%.
On the other selected area, in Hillerød, “0” CO2-emission community will be developed, due to a greater number
of buildings representing the energy class I, which will contribute to 41% and 100% heat savings and higher
consumption of RES in comparison to normal Danish practice, as well as a larger number of the energy class II
buildings, which - in turn - will result in 25% heat savings if compared to the normal Danish practice. Installation of
a bio-gasification plant, biomass boiler, wind turbines and solar collectors is also included in sustainable planning.

The idea of the project was to make local community independent from
coal supplies for energetic use. The project was based on local biomass
resources. The main objectives of the project were: improvement of air
quality, management of large amount of biomass from private forests,
individual farms, Biebrzański National Park and the surrounding forests, as
well as from haymaking. Besides, the project aimed at:
- elimination of grass and straw burning on fields,
- boosting of forestry procurement for firewood,
- development of high-efficiency boiler production.
The project was realized in two stages:
- Stage 1: Modernization of boiler-rooms – total power 400 kW (after
modernization) in public utility buildings, change of windows,

The aims of the project were fulfilled. The use of biomass for energetic needs was popularized. The Trzcianne
community continues project activities within other initiatives and plans new investments in the energy sector
based on renewable energy sources.

Revitalization
Revitalization is a process of continuous renewal of cultural and natural assets. It is an essential factor
of sustainable development, especially in periods of strong structural changes in the society and
economy. The experience shows that the use of the already developed areas including degraded
areas for future redevelopment in long-term contributes to reduction of social and economical costs
and reduction of pressures on natural resources. Well developed revitalization plans and their

In the Regional Operational Program for Zachodniopomorskie Voivodeship revitalization activities are
financed in Priority 6: Development of metropolitan functions and in Priority 5: Tourism, culture and

management of facilities and metropolitan areas according to local revitalization plans, including
complex revitalization of degraded areas (including postindustrial and military sites). In the Priority 5

The project is focused on the ideas of sustainability in the spatial development of the city and the surroundings
and aims at combining urban functions, housing investments, with opening the quays for pedestrians and mooring
facilities for river boats and sea yachts. To support the core function of the Old Town, the following investments
are taken into consideration: ferry terminals for tourists, a marina and hotels, recreational facilities with a leisure
center, trade and administration facilities and a conference center. The planning requires undertaking such
initiatives as creating new communications links (pedestrian bridges, ferries), preserving and revealing the historic
value of the cultural heritage and the orientation of new buildings to the historical character of the area and the
skyline of the city. The basic directions for the transformation process are preservation of buildings of historical
values and the historic urban framework. The main issue is to preserve the port atmosphere at the river banks
with its port cranes, Baroque and Gothic brick warehouses and the use of old building materials. Another
important project is to create a visual relationship between the Old Town and the historic slaughterhouse. A part
of the process is to create flexible plans as a basis for long-term realization.
Good practices of the project:
- positive social aspects ensuing from rebuilding and revitalization of the central urban area,
- transformation of the coastal industrial area with creation of public space,
- revitalization of degraded areas as a part of city development, strengthening of the local identity with respect to
local community relations with the sea and its function in the city landscape.

Small and medium enterprises
Development of small and medium enterprises (SMEs) is extremely important for the implementation
of sustainability of socio-economic development. Small and medium enterprises produce significant
share of the regional income (around 60%) and they constitute a working place for most of the labor
force (up to 80%). At the same time the SMEs have a dominant position in some segments of the
environmental protection branch (recycling). They represent great potential for development of ecoinnovativeness in the region.

The MetalERG enterprise provides a wide range of eco-innovative solutions based on
burning of biomass. Straw-fired boilers, type RM EKOPAL (8 types) are lowtemperature boilers. Since 1994 these solutions have been exported to Denmark,
Norway and Sweden. Steel heating boiler EKOPAL D is designed for burning
deciduous and coniferous wood, fire-wood, sawdust and energetic plants. It can work
in two heating configuration: constant and cyclic. BIOWAT boilers are feedstock

boilers for heating large houses (over 320 m of floor space). The capacity of the
chamber allows to avoid night refueling even in the extreme conditions (-20°C, wind).
In response to high interest in ecological and relatively cheap solutions for maize
drying, MetalERG started to construct straw-fired air heaters for maize drying
chambers.
Ecological effect: It can be observed that boiler houses with straw boilers of the
capacity of 1 MW can reduce emission of CO2 by 1.093 Mg per year and SO2 by 3,46
Mg yearly. Straw burning also contributes to lower emission of CO, NOx and dust in
comparison to coal combustion. In the case of straw boilers no wastes like slag are
produced, which is quite common in the case of coal boilers (straw ash is a mineral fertilizer used by farmers as it
contains potassium, calcium and phosphorus compounds).
Economical effect – according to boiler-house construction plans the capital return is estimated for 2-5 years,
depending on the boiler-house capacity and intensity of boiler exploitation, replaced amounts of coal, price of
straw, etc. The most economical are investments in the cases where the users have got their own straw. In
comparison with coal boilers the straw boilers show greater durability as the content of sulfur in straw is much
lower than in coal. Poland has not gained any experience in this field yet but the Danish experience shows that
straw boilers can be used for 20 years.
Good practice principles:
- adjustment the offer of the enterprice to the demand on the market,
- generation of high quality and solid products which cause moderate commercial success but contributes to
creation of good mark and positive picture of the firm.

The main objective of the project was to increase competitiveness of domestic products such as fresh fish and
ready-made fish products by development and implementation of ecological cellulose packaging in the form of
surface-modified container trays of high resistance to water and fat.
Description: The project focused on development of innovative and ecological methods for modification of
cellulose packaging, based on typical processes of water borne dispersion coating used in production and
modification of cardboard to improve its properties (reduction of water and fat absorbability, increasing barriers
for water vapor and oxygen) at full biodegradability of the obtained packaging. Materials used for modification
included biodegradable substances of natural origin, particularly modified starch, soya biopolymers, India-rubber
and synthetic biodegradable polymers. All the obtained coatings / modified cellulose materials were characterized
using typical specialist analyses applied for this type of materials. On the basis of the carried out analyses the
best method which met both operational and technical requirements defined by potential economic partners was
selected.
Achieved ecological goals:
- development of a new method for modification of biodegradable packaging
- reduction of synthetic packaging

The main objective of the project was optimization of the
municipal heating system in Koszalin. The project included
modernization of the heat sources, in that: dust emission
reduction, modification of fuel used in one of WR-10 boilers
towards renewable fuel, modernization of the heat
distribution network, including replacement of the existing
network by a pre-isolated one and modernization of heat
distribution centers, modernization of technological units,
centers, automation installation and adjustments of the
heat distribution centers for the purposes of telemetry.
Dust emission reduction system – building of two-stage
systems with multi-cyclone and cyclone batteries. This
solutions allow to achieve particle emission reduction
meeting new emission standards (Ordinance of the Ministry
of Environment on emission standards from installations –
Official Journal of Laws No. 163 item 1584 dated 1 January 2006 ).
Heat distribution grid – application of a pre-isolated pipe technology, i.e. using pipes which are less susceptible to
damage and are characterized by low heat losses in comparison to traditional technologies. They are also
equipped with an electronic alarm system for tightness control, which signals the humidity parameters of the
isolation layer, which, in turn, enables quick repair.
Heat distribution centers – modernization of the heat distribution centers to ensure proper control of the heat
delivery to the consumers. The applied technology allows for reduction of heat demand with improvement of the
heat comfort of the users.
Co-burning biomass (wood chips) – installation for co-burning of wood with coal dust allows for reduction of sulfur
dioxide and dust emission to the air.
Realization of the planned tasks enabled better adjustment of the heating system in Koszalin to higher
requirements of environmental protection and to the requirements of heat users in terms of quality and
accessibility of the service. The project will help improve the air quality in Koszalin, and - at the same time - make
the town and the region more attractive as a place of living, work, investment and recreation.

6.7.
Protection of natural assets
Protection and sustainable use of natural resources is one of the goals of sustainable development.
The natural assets are usually intensively used as tourist attractions, being exposed to environmental
pressure from transport and urbanization. They are integral part of social development. They serve
such purposes as: education, recreation, reflection. Their protection requires effective spatial planning,
integration of plans and programs as well as environmental impact assessment. Implementation of
certain protection regimes often restricts development possibilities in a given area. In that respect
aspects of local development should be taken into account in the projects developed in this area.
Initiatives of active nature protection covering protection of habitats and biodiversity of species are
financed in Priority 4: Environmental protection infrastructure of the Regional Operational Program for
Zachodniopomorskie Voivodeship.

The main objective of the project is to stop
draining and over-drying of peatbogs – to
reduce threats to biodiversity caused by
draining of the peatbogs. The project was to
broaden the knowledge of natural assets,
ecology and hydrology of particular
highmoor Baltic peatbogs and help develop

comprehensive knowledge.
Particular attention was paid to promotion of
a modern approach to highmoor Baltic
peatbogs, including active protection
methods if required, as well as building up
public awareness of the natural value of
these areas, necessity of protection and
their importance in a European scale. Within
this initiative the following actions are carried out:
- Natural inventory and development of protection plans
- Removal of coating on pine and birch caused by over-drying of peatbogs

- Experimental removal of peat earth and transplantation of peatmoss

Ogólnopolskie Towarzystwo Ochrony Ptaków (OTOP) initiated a
partnership of five non-governmental organizations and two National
Parks for realization of a project focused on protection of the rarest
singing bird in Europe – aquatic warbler.
Aquatic warbler (Acrocephalus paludicola) is the rarest and the only
one species endangered globally, classified to the order of
Passerine (status according to IUCN - endangered), which occurs in
the continental part of Europe. Its population reaches not more than
12 000 - 20 500 nesting pairs.
Formerly widespread and numerous on the mires and wet meadows as a species with high habitat prevalence,
now disappears from most of the areas in North Germany and Poland. The main reason is the loss and
degradation of the habitats.
The project aims at stabilization of the aquatic warbler population through protection of key areas in Poland and
Germany. It will be fulfilled through concurrent actions: improving of the habitat conditions on the existing areas
and enlargement of the habitat areas, especially in places where it occurs e most frequently (Biebrza), and
prevention of further decline in the population in the Pomorze and Mecklenburg regions.

7. Conclusions
Structural funds can be potentially used as an effective way of creating sustainable development
through practical actions covering investments and carrying out parallel non-investment actions such
as educational campaigns or by supporting institutions. This requires initiatives on the part of the
structural funds’ beneficiaries, project evaluators and fund managers. Practical examples presented in
this manual can serve all parties involved in local development and building of the potential for socioeconomic development in Zachodniopomorskie Voivodeship. The review of European and Polish
experience in that matter shows huge potential for improvement. The possibilities refer to better and
more integrated planning, higher involvement in application of eco-innovative solutions through
complex approaches and better preparation and realization of the projects.
Consequently, a few rules of good practice can be defined:
− Projects should be realized in the strategic perspective of local development goals, through
integral strategic planning on a local and regional level, encompassing realistic strategies,
implementation programs and plans.
− Projects should deliver a true added value for the local community development.
− Planned and accomplished goals should be consistent with the results of analyses of the
needs of the project addressees.
− Projects should be developed as steps of a long perspective roadmap towards established
goals with appropriate decisions, time schedules and priorities.
− Existing infrastructure, land and environmental assets should be appropriately and efficiently
used.
− Project should be complex e.g. projects concerning municipal waste management should
cover selective collection of wastes, recycling and recovery facilities, biological and
mechanical utilization of wastes, information and education campaigns; projects on water and
wastewater management should cover sewerage systems, wastewater treatment plants run
off facilities, drainage system, sewage sludge management, energy efficiency of the system.
− Ensuring public acceptance for the solutions through public dialog, information and carrying
out tasks supporting public participation in
the planning process.
− Use of codes of conducts, environmental
quality

the following priority axes:

Priority axis 1: Economy – Innovations - Technology – projects focused on the development
of innovative products and technological processes in SMEs.
Priority axis 2: Development of transport and energy infrastructures – projects focused on
local energy-efficiency solutions based on renewable energy, development of heating
systems and power network; effective transport and communication solutions: construction of
optimal road systems,
efficient and attractive public transport.
Priority axis 4: Environmental protection infrastructure – projects focused on advanced
solutions for complex municipal management systems, including waste management, water
and wastewater management aimed at reduction of energy consumption, energy recovery
from technological processes, reduction of environmental impact.
Priority axis 6: Development of metropolitan functions and Priority axis 5: Tourism, culture
and revitalization – projects integrating sustainable use of natural and cultural assets,
transport and development of local communities.
Apart from the investment projects also non-investment projects that can be realized under other funds
than the Regional Operational Program for Zachodniopomorskie Voivodeship 2007-2013 were
presented in the Manual. These projects play the key role in creating conditions for sustainable
development in the Voivodeship. The actions contribute to better and more effective use of funds
offered by ROP by developing good project proposals, effective realization and application of the
project results in the future. They address such areas as education, information and regional support
of innovativeness.
