The sensitivity of Polish filmmakers towards the plight of the simple people, as well as issues concerning the spiritual state of contemporary man and social processes of 21st century civilization, deserves recognition and respect. In making their films, these filmmakers often address subjects that are controversial, surprising, or even forgotten. They show images of the world and people's emotions, about which we, the audience, sometimes may not have the slightest idea, not realizing that they exist and occur, often right next to us. Polish documentary films are certainly worth the wait. WWW.PISF.PL/EN This latest publication on Polish documentary films features our selection of film projects produced in recent months. Many of these have already been successful in the festival circuit, often winning prestigious awards. In 2012, documentaries by Polish filmmakers screened at almost 250 film festivals, including such renowned events as IDFA in the Netherlands, DOK Leipzig in Germany, Visions du Réel in Switzerland, and Hot Docs in Canada. Over 50 awards and special mentions in 2012 alone serve as proof of worldwide appreciation for Polish documentary filmmakers. The ‘Polish Documentaries’ catalogue also features a number of fresh projects that have yet to be released. I am confident that several of these titles will gain international acclaim. 5 CONTENTS POLISH DOCUMENTARIES 2012/2013 WWW.PISF.PL/EN Documentaries 6 INDExOFDIRECTORS INDExOFPOLISHTITLES CONTENTS INDExOFDIRECTORS INDExOFPOLISHTITLES Abu Haraz WRITTENANDDIRECTEDBY Maciej Drygas tel. +48 501 319 003, e-mail mvfilm@onet.pl CO-PRODUCEDBY Telewizja Polska SA CO-FINANCEDBY the Polish Film Institute 74MIN POLAND2013 Abu Haraz is a village in the desert of North Sudan. For centuries, its inhabitants followed the rhythm of nature determined by the flooding of the Nile. Their stern, albeit joyful, world is now in danger. The plan to build a gigantic dam means that their village is to be flooded and their existence as they know it will end. The protests of Abu Haraz residents have no effect and they are soon displaced. Once again, tradition clashing with socio-economic progress produces human dramas. He found Poland to be a strange place, where people queued for hours as if wanting to spend time together, yet not talking to each other. They performed strange rituals at large stadiums. The rain was louder here, as if it was a country of deaf people, and in wintertime, evil ‘white water’ fell from the sky; water that did not relieve thirst. Amon decides to perform a voodoo ceremony, calling on the spirits of the ancestors to free Poles from the evil powers. A battle ensues, in which the dead and the living unite in a joint war effort. The name ‘Katowice’ was annulled by a decree of the Council of State dated March 7, 1953. Was the idea to commemorate the Soviet leader an initiative of the local residents? Why exactly was Katowice chosen for this honour? The director shows the events of the day in a wide context. INDExOFDIRECTORS INDExOFPOLISHTITLES WWW.PISF.PL/EN Polish Film Insitute POLISH DOCUMENTARIES 2012/2013 CONTENTS 89 CONTENTS The Polish Film Institute (PFI) carries out the statutory tasks of state policy in the field of cinematography. Among its other duties, it is responsible for creating conditions for the development of Polish film production and international co-productions. PFI provides subsidies and loans (in the case of films with significant attendance potential), acting within the framework of its Operational Programme priorities. INDExOFDIRECTORS In 2013, there are four Programmes: In 2013, PFI will spend over 32 million EUR to carry out its tasks. 1. Film Production PFI subsidizes both film production and project development. The participation of PFI in a film production underwritten by foreign funds is possible if Poland co-produces said film in accordance with the European Convention on Co-production, and artistic contribution of Polish artists is commensurate with the assumed co-production participation on the Polish side. The minimum co-production, contribution is at least 10% of the financial or financial-and-material input in the case of a multilateral co-production and at least 20% of a bilateral co-production. Subsidy of such a project by PFI carries with it an absolute necessity of spending at least 80% of the subsidy within Polish territory. In the case of a minority co-production, the minimum contribution of Polish artists is also specified: (22.28 million EUR): Objectives: screenwriting schoparships (250000 EUR), project development (1.37 million EUR), production of feature films (15 million EUR), documentaries (2.37 million EUR) and animations (3.3 million EUR). 2. Education and Dissemination of Film Culture (4.25 million EUR): Objectives: film education WWW.PISF.PL/EN and professional training, film events, local film initiatives, digital reconstruction and preservation of film archives, as well as research and development. 3. A ‘difficult’ movie project (film trudny), including a directorial debut or a director’s second outing, may receive a grant of no more than 70% of production costs, but not in the case of a minority co-production. For international co-productions, including minority productions, percentage limits of the subsidy are calculated on the basis of the total funding from the Polish side. However, for international co-productions, including minority productions, with a Polish director, percentage limits of the subsidy are calculated on the basis of the total budget. Applications to PFI must be submitted via the Internet at https://wnioski.pisf.pl, with subsequent submission of the actual documents to the Institute. Applications are accepted three times a year: session I/2013 15 Nov 2012–15 Dec 2012 session II/2013 minority co-productions 500000 (European film**) 375000 (non-European) for mass audiences The lead producer of a minority co-production with Polish participation must demonstrate recognized and significant achievements as a producer.
