1 Captain’s Handbook the Tall Ships Races Harlingen 2014 Welcome in Harlingen, the scenic Frisian seaport with a long naval history Harlingen is one of the oldest seaports in The Netherlands and still has a beautiful historical city centre with two ancient tidal harbours. These two harbours, the Noorderhaven and Zuiderhaven, offer the perfect location for large nautical events en will be part of The Tall Ships Races! Everyone who visits Harlingen is impressed by the historical city center and enjoys the hustle en bustle in het city. Harlingen has more than six hundred historic buildings, beautiful canals and many restaurants, pubs and cafes! Next to that, Harlingen lies on the World Heritage site, the Wadden Sea. When entering Harlingen from the sea during the Sail In Parade, you will experience this unique marine nature reserve! During your stay in Harlingen, you will experience that Harlingen is a vibrant place. The residents of Harlingen are very happy to give you a pleasant stay. And we are looking forward meeting the many visitors on the vessels, on the quayside and in the city centre. We are especially grateful to you for coming to our port during The Tall Ships Races. These may be deviated from, however, only when safety is at risk. 2.5
Arrival arrangement All vessels must inform Stichting Harlingen Sail at least before the first of June about the ETA and request the assistance needed (tug, pilot, boatmen) (see chapter 10). Please send it to info@harlingensail.com 2.6
Call sign The call sign is ‘Harlingen Port’. 7 Pilots Pilots for Harlingen Port are available on request for all ships and compulsory for all ships over 70 meters. Contact the Pilot Coordination Centre North at least 6 hours before arrival at Vlieree ZS 15. ETA. Pilots are free of charge to those ships that request them, once in and once out. Vessel Traffic Service All vessels report to Brandaris Traffic on VHF CH 2 when passing ZS Racon buoy entering the Stortemelk fairway. Brandaris Traffic will guide you to the pilot station or anchorage. Vessel Traffic Service is available between ZS Racon buoy and buoy BS 2. 2.9
Tugs Tugs are available at all times with 2 hours’ notice. If needed a small ‘push-­‐me’ boat is also available. Tugs are free of charge to those ships that request them. One free assistance in and one out of the port. 2.10 Immigrations/Customs Minimum 48 hours before arrival, please send your pre arrival set to Stichting Harlingen Sail by e-­‐mail to info@harlingensail.com. Customs and Immigrations Clearance will in principal be taken care of on arrival at Vlieree anchorage. All ships could be checked, the Captain or Master of a vessel has to be cooperative during border control duties. 2.11 Security ISPS security arrangements are content of the pre arrival set (DOS forms in the back of the manual if needed). As usual we will provide each ship with a Liaison Officer. The Liaison Officer will provide you with all required information and assist you with all kind of problems. The Liaison Officer will board the ship on arrival and then every morning a daily briefing. They will be joining your crew on various activities and look forward to being part of your ship’s crew during The Tall Ships Races Harlingen 2014. The Tall Ships Races usually attract hundreds of thousands of visitors during the festivities in the host ports, and there is often huge interest in visiting ships. It is therefore greatly appreciated if ships would open their decks to the public. Whilst it remains at the discretion of the Captain/Master to decide ship opening times, ports have suggested that the following times would be appropriate for ships to be opened to the public. The Liaison Officers will be dressed in recognisable coloured t-­‐shirts. 4.1
Safety The Dutch law stipulates that any form of crime or noncompliance with Dutch laws and/or legislation, committed ashore or on board of vessels, other than navy ships, within the Dutch territorial waters is dealt with by the Dutch court. The environmental rules will be monitored by Harlingen Seaport, the Wetterskip and the Water Police. 4.2
Emergencies All national laws have to be adhered to and each vessel has its own responsibility regarding safety. Also each vessel has to have a safety plan and. All emergencies should be reported immediately to the National Emergency Phone Number (Ambulance, Fire and Police): 112 Afterwards, please contact your liaisons officer who will then report to the Communication Centre and Port Committee. 4.3
Flags/dressing ship Flag times depending on your own procedures. All our guests are requested to dress their ships and if possible illuminate during the evening and night hours. Open ship Times between 10.00 and 21.00 hours. 4.5
Church services Friday 4th of July at 20.00 a Church organ concert by Christian Olesen (Roskilde, Denmark) will be kept in the Grote Kerk. Saturday 5th of July concert by the Amsterdam Staff Band from het Leger des Heils (time not known yet). Sunday 6th of July at 09.30 church service in the Baptist Church at the Lanen and the Christian Reformed Church at the Noordoostersingel. Sunday 6th of July at 10.00 Ecumenical Church service in the Grote Kerk with the Amsterdam Staff Band also at 10.00 Eucharist in the Catholic St. Michaelkerk. Sunday 6th of July 12.30 walk in concert by Amsterdam Staff Band. The Band will marches from de Grote Kerk to the St. Michaelkerk. 4.6
Crew badge All crew members of participating vessels will receive a crew badge. This badge gives access to all activities and the crew party. Your liaison officer will hand out these badges on arrival. In case of loss, there will be no replacement! Transport With the location of the harbour so near to the town centre, most venues are within walking distance. Participants of sporting and cultural activities outside the town centre and harbour area are transported by a special bus service. Your liaison officer will give you more details. 4.8
Crew activities All activities are freely accessible for crewmembers wearing their crew badge. Crew members can sign up for activities through your liaison officer using the forms they provide. 4.9
Crew centre The crew centre wil be located at the Maritime Academy Harlingen. Available facilities are: showers, laundry, internet and recreation. Transportation will be provided by shuttle bus. Water Fresh water is available at the berths. There are special water points for the ships; these are indicated on maps and at the location itself. Ships are supposed to use their own hoses as far as possible and the crew to fill their own water tanks. Filling of tanks should be done at night or morning to avoid hoses on the quay. 5.3
Electricity Electricity is available for all Ships without their own generators. 5.4
Fuel Fuel can be obtained in the following ways:

Garbage Ships should use their own garbage bags for garbage. The organization tries to be as sustainable as possible, therefore sorting waste is very much appreciated, but not required. There are garbage points close to the harbours, with several containers (glass, regular garbage and cardboard) big enough to process all the waste coming from the ships and the event-­‐area. These points are available 24 hours per day. 5.7
