Smith returns home to Pine Bluff to visit his alma
mater and reunite with old friends, but the one
thing that sets him apart from other alumni is his
recent donation of $100,000 of his own personal
resources to UAPB, making him the first alumnus
in the school’s history to make a contribution of
that magnitude.

An Investment in the Future

stated herein; however, the entire amount should be paid within
a three year period unless other arrangements have been agreed
upon.
What is the Spending Policy?
Dr. Freddie and Verna Hartfield Endowment Scholarship
What is an Endowment?
An endowment is a perpetual fund that generates income for
current and future needs of the University of Arkansas at Pine
Bluff (UAPB). These funds are held in trust with annual income
expended according to guidelines agreed to by the donors.
In general, a portion of the annual income is reinvested to continue
building the endowment, thus ensuring the viability for the future.
The remaining portion is expended directly for the purposes
designated by the donor. The principal remains untouched.
How are the Funds invested/managed?
Funds received through the UAPB Foundation Fund, along with the
other schools in the University of Arkansas System, are deposited
with the University of Arkansas Foundation, Incorporated. This
gives UAPB an advantage of being a part of a large pool of funds
that will yield a better return than if it stood alone. Foundation
funds are invested by reputable money managers that are selected
by the Board of Directors of the University of Arkansas Foundation,
Inc. The Board includes two representatives from each campus.
What are the Requirements for an Endowment?
The following minimum amounts are required for endowments:
Award
$ 5,000
Scholarship
$ 25,000
Lectureship
$ 250,000
Named Professorship
$ 1,000,000
Named Chair
$ 1,500,000
An endowment may be established with an amount less than that
The current spending policy of the foundation is to spend
approximately 4.5% of the fair market value of the endowment
calculated on a three year rolling average. The excess over the 4.5%
is retained in the investment pool to guard against years when
there may be earnings less than 4.5%. The amount retained also
guards the endowment principal against erosion by inflation and
allows spending to keep up with inflation since the 4.5% is applied
to the increasing market value of the endowment. The money
available for spending is reported quarterly and is usually shown
in a separate interest account associated with the endowment
principal account.
How is the Criteria Established?
In cooperation with University officials, the donor outlines
minimum criteria for awarding of the funds. These guidelines
must comply with the mission and goals of the University. The
University of Arkansas Foundation, Inc. reviews the criteria and
presents a resolution to its board for acceptance. The University is
then responsible for honoring those guidelines.
How Should the Check be Made Out?
All checks for donations to UAPB should be made payable to the
UAPB Foundation Fund and mailed to:
