FELLOW FILMMAKERS
Here we are now with our third edition of the
“Shooting Romania” brochure. The brochure
was a first step of an ambitious plan designed
by ROMANIAN FILM PROMOTION to spread
information about the growing local film industry.
From this year on, Romanian Film Promotion will
also edit an annual brochure entitled “Romanian
Films”, presenting relevant info about the latest
years’ Romanian feature productions.
Our aim is to continue promoting Romanian film
industry and the national cinematography, through
active participation at a growing number of film
markets and festivals.
For any questions you might have about the shooting opportunities, local film industry and Romanian films please do not hesitate to contact us.

As you all know, in the last few years Romania
became a favorite location for many foreign directors and producers. Beautiful locations, low-costs
budgets or high standard equipment and personnel were some of the main reasons that made
them consider Romania a good host for their future projects. Moreover, the international success
of some local film productions was another sign
that Romanian film industry is at the beginning of
a new way.

Romanian Film Promotion, organizer of the
renowned Transilvania International Film Festival,
became a member of the European Film Promotion in 2006. Over the last years, Romanian Film
Promotion has been involved in developing a
series of projects to support and promote the
local film industry and since 2006, Romanian Film
Promotion has been organizing annually the first
Romanian Pavilion in the Village International at
the Film Festival in Cannes.

Major Productions Shot in Romania
Central European countries, with their low costs,
beautiful locations, and skilled workforce, have
attracted many Hollywood moviemakers over
the past decade. But the film industry appears
to be looking even further east to countries like
Romania, where the same benefits can be had for
even less.
Known to the Western film industry more as the
birthplace of the vampire Count Dracula, Romania
has rapidly gained a new reputation as a desirable
location for foreign filmmakers. During the last

Equipment
CASTEL FILM offers 8 modern sound stages on
a 9,590 sq m (104,352 sq ft) back lot. Stage 5 is
the largest sound stage in continental Europe, at
over 3,354 square meters (over 36,100 sq feet).
They also provide production offices, gated parking, make-up rooms, dressing rooms, wardrobe
rooms, storage facilities, and a full-service catering
area.

MediaPro Studios offers 15 sound-proof stages, 4 water tanks, production offices with complete
communication and IT facilities, fully equipped
make-up and dressing rooms, conference rooms,
and 35mm screening rooms accommodating up to
3 split soundtracks.
All standard camera equipment can be rented in
Romania.
Starting with 2005 MediaPro Studios have become
the official representatives in Romania of industry
premier’s equipment supplier Panavision/Lee
Lighting.
The studio’s Camera Department is mainly
equipped with ARRIFLEX and MOVIECAM - ARRIFLEX 535 B, ARRIFLEX 435 ES, ARRIFLEX 35III,
ARRIFLEX 35 BL IV, MOVIECAM SUPER AMERICA
- completed with the entire range of lenses and
filters, heads and tripods for both film and advertising productions.
An extensive inventory of hardware is also available: Super Panther III, Panther Foxy Crane, Super
Jib II, Steadicam Master Film, Lightweight Dolly,
Super Vario Tracks and lighting package as well as
location sound services through Audio Development AD 149 8 ch (filed audio mixer) and
DEVA II, 4ch.
KENTAUROS offers an 82713 sq m (app 890309
sq ft) fenced high security lot.
CASTEL FILM offers ARRI 535 and 435, Moviecam
Compact, Moviecam Super America, Mitchell/
Fries packages.
Local technicians use modern lighting equipment
packages such as: ARRI Sun HMIs, flicker-free
HMIs, a full range of incandescent lights, such as
Mole-Richardson and DeSisti tungsten lights, and
silent generators featuring crystal lock. Different
kinds of par lights, KINO-FLOs, chimera banks
and tungsten floodlights are available also on the
market.
Among the grip equipment used here, we can
mention dolly packages like the SUPER PANTHER
EVOLUTION with its super jib arm 2 and U-bangi
arm; the SUPER PANTHER III with jib arm 2; the
MATADOR cart; and the VIP CRANE with a maximum height of 9 meters.
Location sound departments provide services for
stage and outdoor shooting, and complete postproduction services. The most common sound
recording equipment here are the time-code
FOSTEX DAT, the Nagra 4-S, and the 12-channel
COOPER mixers. A wide range of boom and wireless microphones are available so that all productions meet the required international standards.
Personnel
Cinematographers, set and costume designers,
key technicians, animators, puppeteers, stunt
performers, production and location managers
continue to develop their experience with the
increasing volume of international productions

the two major studios, Castel Film and Mediapro
Studios, and there are many good freelance crew
people also on the market. During the last years,
teams of experienced electrical and grip personnel
set up their own companies, and are now offering
now their services to the interested producers.
Casting
Local casting agencies maintain exhaustive photo
files for principal talent and extras. Romania can
offer experienced English, French, German and
Italian speaking actors. Among our internationally-recognized stars are such familiar faces as
Marcel Iures (with main roles in THE PEACEMAKER and HART’S WAR), Maia Morgenstern
(in ULYSSES’ GAZE and THE PASSION OF THE
CHRIST) and Oana Pellea (Children Of Men, I
really hate my job).
Rodeo casting services and EXIT FILMS
have in their portfolio professional actors as well
as unprofessionals, and lots of choices of extras
for feature films or commercials. Libra has worked
for films such as Michael Haneke’s WOLFZEIT
and Veit Helmer’s TUVALU. Larger studios
(Castel Film or MediaPro Studios) have their own
in-house casting departments.
Costumes
Romania has one of the biggest textile industries
in Europe. Working at the highest standards, local
teams of costume designers and seamstresses
can make the best costumes to order. From
military to civilian, men and women, ancient to
contemporary, you can find here a vast collection
of costumes with a complete assortment of accessories: wigs, bonnets, belts, hoods, handbags, fur

adornments, boots, bowlers, umbrellas or walking
sticks. Low labor costs allow artists to fully explore
their passion, and most foreign designers who
have worked here had the time of their lives. Nic
Ende, costume designer for the BBC period film
GUNPOWDER, TREASON AND PLOT, declared:
“Normally I cannot afford, on my budget, to make
the quality and quantity of principals’ costumes
that I’m making on this“. More than 300 costumes, including boots and shoes, were made
for the film in the MediaPro Studios by a team of
twenty.
Post-Production
Romania offers post-production services and
fully integrated facilities, allowing further cost
control for producers. Most of the studios offer
complete editing, transfer, titles and CGI effects.
Modern post-production equipment is available,
as the AVID 9000 Media and Film Composer, the
X-PRESS editing suites, AVID Audio Vision and
PRO TOOLS suite, Discreet FLAME suites, FLINT
suites, 3-D animation and modeling suites. ABIS
STUDIO also offers the SPIRIT transfer system.

where to shoot
Nature has been particularly generous with the
land of Romania, a country whose relief is not only
varied, but also harmoniously distributed. There
are three major, well-differentiated relief steps: the
highest is represented by the Carpathian Mountains, the middle by the Sub-Carpathians, the hills
and the tablelands, and the low one by the plains,
the river meadows and the Danube Delta. The
main characteristic feature of the relief components is their proportional distribution, in the form
of an amphitheater.

The mountains trenching in the shape of an arch
in the central part cover 31% of the country’s
area. The hills and the tablelands that descend
from them occupy 36%, and the plains, extending
towards the southern and western borders, take
up 33%. Encircling like a crown the Transylvanian
tableland (400 – 600 m altitude), the Carpathian
Moldoveanu Peak in the Fagaras Massif – 2,544
m), are in turn surrounded by a belt of hills and
elevations which rise no higher than 100 meters.
To the east and south, the Carpathians are continued by the Sub-Carpathians with a similar genesis,
but having lower altitudes (100 – 500 m), and to
the west by the Western Hills, which do not rise
beyond 300 – 400 meters. To the east and southeast lie the two plateaus, the Moldavian tableland
and the Dobrudja tableland with altitudes of 400
– 600 meters.
The plains – formerly sea and lake bottoms
– cover the southern and western parts of the
country and are low and extremely flat. Between
the Carpathians and the Danube lies the Romanian Plain, the principal granary of the country,
and to the west stretches the Western Plain, which
is crossed by many rivers. The multi-tiered relief
brings about a similar disposition of the climate,
the soil, the vegetation and the fauna, and implicitly of the human settlements.
Besides beautiful landscapes, one can find a
variety of architectural styles, from historical
vestiges reminiscent of Greek, Roman, Saxon and
Byzantine influences, to the French and German
style that made Bucharest the “Paris of the East”
in the 1930s. Castles, mediaeval farmhouses and
picturesque inns can be found in great number, as
can industrial landscapes and imposing buildings
from the Ceausescu period.

when to shoot
Romania has a temperate climate, similar to the
northeastern United States, with four distinct
seasons. Spring is pleasant with cool mornings
and nights, and warm days. Summer is quite
warm, with extended sunny days. The hottest
areas in summer are the lowlands in southern and
eastern Romania, where 37o C is often reached in
July and August. Temperatures are always cooler
in the mountains. Autumn is dry and cool, with
fields and trees producing colorful foliage, much
like New England. Winters can be cold, especially
in the mountains. While not the rule, abundant
snowfalls may occur throughout the country from
December to mid-March. There are significant regional differences in the climate between different
regions of Romania.

How to Come to Romania
Romania is easily accessible by planes, trains and
boats. There are plenty of scheduled flights to
Romania from almost anywhere in the world, including direct flights from several European cities.
Most flights arrive at Bucharest’s Henri Coanda
International Airport (OTP), about one-half hour’s
drive north of Bucharest. Other cities in Romania
including Timisoara, Cluj, Sibiu, Oradea, Arad and
Bacau are connected with destinations in Austria,
Germany, Italy and Hungary by flights with
Austrian Airlines, Lufthansa, Malev, Alitalia and
Tarom. You can book a flight online via Tarom at
http://www.tarom.ro.
Traveling by train from Europe to Romania takes
between 6 hours (Budapest to Timisoara) to about
46 hours (London to Bucharest). Most train tickets allow several stopovers en route, so train travel
can be an affordable and relaxing way to come
to Romania. The Romanian National Railways
(SNCFR) operates service from Bucharest to many
European cities. First and second-class sleepers
are available for journeys longer than 10 hours and
for overnight trains. Information on train schedules and fares can be found at http://www.cfr.ro.
Several river cruise companies based in Germany
and Austria offer cruises on the Danube River,
through to the Danube Delta, and along the Black
Sea Coast.
Visas
The citizens of EU and NATO member states do
not need an entry visa to visit Romania. A a valid
passport or ID card is required. Citizens from
other countries should check the visa regulations
that apply to them with the nearest Romanian
diplomatic office. There is no arrival or departure
tax. More visa information and a list of Romanian diplomatic offices abroad please contact the

Customs Regulations
Romania’s customs authorities may enforce strict
regulations concerning temporary imports into or
exports from Romania of items such as firearms,
antiquities and medications. Romanian law allows foreigners to bring up to US$10,000 in cash
into the country, and no amount in excess of that
declared upon entry may be taken out of Romania
upon departure. Sums larger than this must be
transferred through banks. No more than 100
Romanian lei (RON) may be brought into or taken
out of the country.
Items prohibited from import include ammunition, explosives, narcotics, pornographic materials,
uncanned meat, and animal and dairy products.
ATA Carnet
Romanian customs authorities encourage the use
of an ATA (Admission Temporaire/ Temporary
Admission) carnet for the temporary admission
of professional equipment, commercial samples,
and/or goods for exhibitions and fair purposes.

Permits and Authorizations
To film in private locations it is necessary to contact the owner and ask for all the needed approvals. For shooting in public locations it is necessary
to obtain permission from the local city district
or county authorities. If you want to film on the
streets or in places requiring temporary traffic
control, it is necessary to inform the local district
police and ask for their help.
Accommodation
Bucharest, Romania’s capitol, has international
standard hotels like Marriott, Hilton, Sofitel,
Crowne Plaza, Ibis, NH Hotels, Best Western
and Howard Johnson’s. In other major cities
and resort, there are many hotels that have been
updated to international standards. Most hotels
are simple, but also very inexpensive. Quality and
rates are in line with those across Europe; cheaper
but comfortable hotels, private guesthouses, hostels and campsites are also available.
Hotels outside Bucharest range from US$20
to US$90 per night for a double room, with full
breakfast and taxes included. A three-course dinner for two, with wine and tip starts at US$12, and
can go up to US$100 or more in some of the more
upscale restaurants in Bucharest.
Car Rental
Car is one of the best ways to travel around
Romania. Most major international auto rental
companies and several local companies offer cars
in the major cities and airports. Renters must be
over 21, and have a valid driver’s license and an
internationally valid credit card. Romania’s major
roads are safe and well maintained.

After 1989, local film production diminished
abruptly, though some Romanian films were being
honoured in important film festivals (TERMINUS
PARADIS by Lucian Pintilie, Special Jury Award in
Venice, 1998; CIGARETTES AND COFFEE by Cristi
Puiu, Golden Bear for best short film in Berlin,
2004; TRAFFIC by Cătălin Mitulescu, Golden Palm
for best short film in Cannes, 2004; THE DEATH
OF MR. LAZARESCU by Cristi Puiu, Un Certain
Regard Prize in Cannes, 2005).
During this period, the Romanian film industry
could not compete at the same level as those in
Poland, The Czech Republic and Hungary, but
during recent years, it has realized a spectacular
rebirth.

Between 2003 and 2005, The National Film Centre
(CNC) supported more than 50 feature-length
films, many of them made by first time directors,
and several short films. FOUR MONTHS, THREE
WEEKS AND TWO DAYS by Cristian Mungiu was
selected in the official competition of the 2007
Cannes Film Festival, CALIFORNIA DREAMIN’
(endless), by late Cristian Nemescu is being
shown in the Un Certain Regard section of the
same festival; LOVE SICK, by newcomer Tudor
Giurgiu was selected in 2006 in the Panorama
section at the Berlin Film Festival; and MARIA,
by newcomer Călin Netzer, was awarded several
prizes at Locarno, in 2003 (Special Prize of the
Jury, Bronze Leopard and Youth Jury Aaward).
Every year CNC organizes funding sessions for
film projects by granting producers with reimbursable credits in 7 years from the National Fund for

like Eurimages, Europa Cinemas or SEE Cinema
Network.
International Cooperation
Romania has ratified the European Convention for
co-productions that allows for European co-productions. This convention settles the relationship
between the states’ parts in multilateral co-productions field that have their origin on the parts
territory.

Romanian telecommunications includes nationwide land-line and cellular phone coverage, internet modem access nation-wide, and high speed
cable internet in Bucharest and most major cities.
Domestic telephone service is good, with an automatic (direct dial) network in 90% of the country.
International service is good, with one earth-to-satellite telecommunication system in operation.
Mobile Communications
In addition to the analog mobile phone network,
four digital mobile phone networks (GSM) were
licensed at the end of 1996 and are now in operation in Romania: Vodafone, Orange, Zapp and
Cosmote. To place a call from a standard phone
to a GSM network subscriber, you must dial:

Development
In production
Libra is currently developing the debut feature of the
world-acclaimed theater director Silviu Purcarete,
“Conversation with Serafim”, winner of the Balkan
Fund Award for script development in 2005. A fascinating story about a hallucinating time and place in
Romania and about human failure, aimed to be an
international coproduction to be shot in 2007.
“Delta” is a co production of PROTON CINEMA
(Hungary) and ESSENTIAL FILM (Germany) with the
service support of LIBRA FILM. Director Kornel Mundruczo shot the entire film in the Danube Delta and
production will be finished in fall 2007.

Giurgiu. The film is entirely produced by Libra Film,

Documentary “The Great Communist Bank Robbery”
(2004) is a co-production between Libra Film, Les
Films D’Ici (France), ZDF/ARTE, BBC, France 2 and
Eurimages. The project was supported by Jan Vrijman
Fund and Discovery Campus Masterschool. The film
was selected to several festivals and won 4 important
awards.
