NCEHAI-IRR finally passed word that his absence will be more or less permanent. Director Edmond Lugtu of Zone 1 on the other hand, never attended a single Board meeting from the very start and may be the subject of future disciplinary action. It is clear that there being 11 occupied Board seats, the 7 Directors who approved the IRR constitute a clear majority under the NCEHAI’s Constitution and By-Laws. Also present was Mr. Albert J. Director Salvador Ysla of Zone 4 went abroad, having left “The IRR opens by stating the vision, mission and principles of governance of our Association. It then proceeds to enumerate rules and regulations meant to ensure consistency, predictability and doability in upholding the rule of law. It is designed to reduce arbitrariness in the Board’s decisionmaking process – there is little room, if any, for whims and personal caprices. The IRR not only serves as a guide: it also empowers the Board to take particular courses of action, especially on matters involving relationships and discipline among members of the Association. In short, this compilation of rules is meant to estab-lish what is right and just among neighbors. “We see this IRR as a means to improve the Board’s capability in the area of corporate good governance. It is also our fond hope that this IRR will enlighten each and every member of our Association on what they can expect from the Board, and what the Board expects of them in turn. The IRR is not an end in itself. Like anything else that is man-made, it is but work-in-progress. It is something that can always be improved on. So please read – and be aware of the rules and regulations governing our Association. This is our first step toward making our subdivision a better – and safer – place to live in. We appeal to your civic consciousness and ask you not only to cooperate but to contribute to make our dreams a reality. We need your feedback, and we have our very own community website for this purpose at: “The IRR is couched in simple terms. It has been arranged systematically in a clear and concise manner which makes it easy and interesting to read. With the IRR now in place, it will be quite difficult http://newcapitolestatesnewscap.yolasite.com to interpret the rules in ways other than what is clearly written down and intended to “We are counting on your support. This is an excerpt of what we found at the internet at It took an American scholar, William Henry Scott, to debunk the Code of Kalantiaw as a hoax. In his doctoral dissertation on Philippine history at the UST in 1965, he asserted (and later proved) that many important pre-colonial documents considered as definitive sources of the official version of ancient Philippine history were fraudulent works provided by Jose E. Marco. He concluded that Marco’s collection of ancient documents, including the Pavon manuscript, “appear to be deliberate fabrications with no historical validity.” http://legal-dictionary.thefreedictionary.com/codification Public demand for written laws can be traced to the dawn of recorded history. The first known codification of laws is attributed to Ur-Nammu, king of Ur, in the twenty-fifth century b.c. Lipit-Ishtar, king of Isin, in ancient Sumer, promulgated a written code around 2210 b.c. There is no evidence that any Filipino ruler by the name of Kalantiaw ever existed. Neither is there any evidence that Father Jose Maria Pavon y Araguro ever existed at the time and place when the manuscript was supposedly written. Jose E. Marco has been described as a dealer or collector of questionable repute, having been involved in selling fake antiques and historical documents. The account does not tally with oral Visayan traditions handed down from generation to generation. () Shortcut to Ever-Gotesco now in the works Last month in our FUTURE PLANS section, we reported that a shortcut to Ever-Gotesco is something immediately doable. Last April 8, the Board passed Resolution No. 17-14 requesting the management of Ever-Gotesco Mall to permit the opening of a small pedestrian gate to be used solely by our residents. The gate, which is to be located at the perimeter wall dividing our subdivision from Ever-Gotesco at the southern end of A. Bonifacio St. will be manned by a security guard during the time that it will be open between 10:00 am to 9 pm. Among the reasons given for this requestwere: 1. Convenience – the short walking distance provides them exercise as well as ready access to the Mall’s various shops. 2. Safety – in by-passing the sidewalk along Commonwealth Avenue, they will be avoiding common street crimes that frequently occur thereat, such as having their pockets picked, snatching, hold-ups, budol-budol and the like. 3. Mutual protection and security – the gate will be guarded and protected on both sides of the pedestrian gate against miscreants by the respective security guards of NCEHAI and EverGotesco Mall. 4. Economical and Eco-friendly – transportation and fuel costs of NCEHAI homeowners and residents are reduced, as are vehicle emissions and wear and tear thereof. NCEHAI President Leandro C. Palma informed NewsCap that Ever-Gotesco management had acted favorably on the request by way of a written reply. According to Wikipedia, the adage “A picture is worth a thousand words” refers to the notion that a complex idea can be conveyed with just a single still image. It also aptly characterizes one of the main goals of visualization, namely making it possible to absorb large amounts of data quickly.” We went around the community, taking pictures at random – shots that we hope will jolt you out of your complacency and indifference. These are shots that best describe what a neighbor should not be. You might ask: What does one have to do in order to be a good neighbor? That’s easy, because you don’t have to do anything. Bad, that is. Remember the golden rule? It says: “Do not do to others what you do not want done to you.” Do any of these pictures apply to you? If so, we hope the shame of being found out is enough for you to right what is wrong. Do not wait for the authorities to go after you. These are just a few pictures of the many we have. Why do we collect them? Well, pictures taken over time of the same violation perpetuated by the same person make good evidence or proof of one’s incorrigible recalcitrance to obey the law. If you’re bad, Santa won’t visit you but the authorities will.
