Reeve Versteeg called the meeting to order at 7 pm and welcomed everyone in
attendance.

Reeve Versteeg advised that Gordon Kaster with the North Huron Community Food
Share had cancelled his delegation.

Citizen of the Year Coreen Harding, Chair of the Howick Business Alliance attended to

Be it resolved that Council waive the rental fee invoiced to the Howick Business

Be it resolved that Council approve staff recommendation to accept the Township
of Howick Municipal Drain Assessment Agreements under Section 65 (6) of the
Drainage Act for Municipal Drain # 23, Municipal Drain # 4 and the Reis Drain, as
required per condition of severance B48/14, Concession 14, Part Lot 30. Carried.
Resolution No. 165/15
Council discussed repairs to the embankment at the Wroxeter Dam as suggested by
BM Ross and Associates Limited and directed staff to ask the Village Management
Board to lower the water level and agreed to wait until fall or spring to fix.
6.2 Fire Chief/CEMC/By-law Enforcement Officer Shawn Edwards
Fire Chief Edwards provided a verbal update on public education efforts and an
upcoming visit to the Howick Fire Hall from the Howick 4H Club.
Fire Chief Edwards presented report to Council-Fire Department-2015-11
recommending Howick Fire enter into an Automatic Aid Fire Agreement with South
Bruce Fire Department. Council requested that the cost be monitored for a year and
report back.

Moved by Councillor Scott; Seconded by Deputy Reeve Clarkson:
Be it resolved that Council approve Howick Fire enter into an automatic aid fire
agreement with South Bruce Fire for the two concessions north and south of
Huron Bruce Road with an automatic response to structural fires in this area on a
reciprocal basis. Carried. Resolution No. 166/15
Fire Chief Edwards also presented report to Council-Fire Department-2015-12
requesting Instructor First Aid and CPR training. Council discussed how to pay for the
training which was not included in the 2015 budget and provided direction to pay from
general reserves.

Be it resolved that Council approve training for Howick’s Fire Chief and Training
Officer of the Standard/Emergency First Aid and CPR/AED Instructor course
being offered by St. John Ambulance at a cost of $1198. Carried. Resolution

Fire Chief Edwards also presented report to Council-By-law Enforcement-2015-13
regarding the covering of canine control and kennel inspections duties.

Be it resolved that Council enter into an interim agreement with R&R Pet Paradise
for the covering of canine control and kennel inspections duties at a cost of 52
cents/km, call out/pick up cost $50 + mileage and kennel inspection cost $100.00
+ mileage. Carried. Resolution No. 168/15
Fire Chief Edwards advised of his resignation from By-law Enforcement duties. Council
discussed how best to replace the position and directed the Clerk to contact
neighbouring municipalities to see if there is any interest in sharing the position.

Treasurer Reinhart presented report to Council-Finance-2015-7 including the accounts

Program; replacement of the computer server and filling the Treasurer-Tax Collector
position.

Be it resolved that Finance Report 2015-7 be received for information purposes
and that the Accounts Listing up to and including June 2nd, 2015, in the amount

Be it resolved that staff be directed to submit application(s) for funding under the
Canada 150 Community Infrastructure Program prioritized as follows:

replace the server.

be comprised of all members of Council, a representative from the Township's
auditing firm and the Clerk; and further that the Reeve, the auditing firm's
representative and the Clerk be directed to review all applications and provide a
short-list of candidates for the Committee's consideration. Carried. No. 174/15
Council directed the Clerk to contact Howick’s auditor to set up time on Friday afternoon
to review applications.

Councillor Scott presented Council with notes from the Sustainable Huron Steering
Committee meeting held May 22, 2015.
9. Correspondence
Correspondence received from Fordwich Community and Parks Association requesting
Council declare Wing Night of municipal significance was discussed.

Be it resolved that Council declare Wing Night being held June 19, 2015 at the
Fordwich Ball Park and hosted by the Fordwich Community and Parks
Association to be of municipal significance. Carried. Resolution No. 178/15
Correspondence received from Erin Yungblut requesting sponsorship 2015/16 was
discussed. Reeve Versteeg and the Clerk will draft a reply advising that certain
donations were cut from the 2015 budget due to financial constraints.
Correspondence received from Wingham Golf and Curling Club requesting financial
support was noted and filed.
Correspondence received from Ministry of Municipal Affairs and Housing advising that
the Public Sector and MPP Accountability and Transparency Act, 2014 received Royal
Assent was noted and filed.
Correspondence received from the Town of Aurora regarding the installation of
community mailboxes was noted and filed.
Correspondence received from the Municipality of Huron East providing notice of an
open house to update official plan was noted and filed.
Correspondence received from the Municipality of Morris-Turnberry providing notice of a

Additional Comments:
 This application proposes to sever a 12 hectare (30 acre) parcel containing a residence,
barn, and associated structures from the remainder of the farmland which is approximately
28 hectares (69 acres). The severed parcel is entirely within and corresponds with the
boundary for the Gorrie Settlement Area.
 The proposed severing of the 30 acre, Urban-designated parcel is to facilitate its eventual
development as part of Gorrie while the remaining 69 acres continues to be used for
agricultural purposes.
 The Provincial Policy Statement, 2014 (PPS) directs new urban development to identified
settlement areas. The proposed consent creates a parcel that is coincident with the northern
boundary of Gorrie and will facilitate the eventual development of this area. The proposed
consent is consistent with the PPS.
 Both the Huron County Official Plan (OP) and the Howick OP also direct urban development
to settlement areas, such as Gorrie. The Howick OP, in particular, has a policy that
specifically permits consents for the purpose of assembling land for a future subdivision such
as is proposed by this application. Therefore, the proposed consent conforms with the Huron
County OP and the Howick OP.
 Huron County Public Works has no objections to application; however, they do recommend
that when the severed parcel is eventually developed that the following issues be addressed:
access to County Road 87 be organized (a 1’ reserve be established), storm water
management, traffic impact, and that the property be under site plan control.
 The Maitland Valley Conservation Authority has no concerns with the application; however
they have identified that when future development is proposed for the severed parcel that a
hydrogeological assessment (due to the property being above a highly vulnerable aquifer and
within a significant groundwater recharge area) and a flood study may be required.

 The Huron County Health Unit has no concerns with the application and advised that a pump
out certificate indicating the septic is in good working order has been received.
 Howick Municipal staff commented that the property is within two municipal drainage areas
so the drainage assessments will be required to be split under Section 65 of the Drainage
Act. In addition, since the existing barns are within an urban area they should either be
demolished or the applicant apply for a change of use (No Livestock Housing), under the
Ontario Building Code. These comments can be addressed through conditions to the
approval.
 If the applicant chooses to keep the barns and apply for the change of use option then a
rezoning of the property should be required as a condition of approval to ensure that the
housing of livestock is no longer a permitted use so livestock cannot be put back in the barn
in the future without a rezoning.
 No comments have been received from neighbours.
 As the application conforms with the official plans, is consistent with the Provincial Policy
Statement, and no objections have been received it is recommended that the consent be
approved with the following conditions:

Expiry Period

Conditions imposed must be met within one year of the date of notice of decision, as
required by Section 53(41) of the Planning Act, RSO 1990, as amended. If conditions are
not fulfilled as prescribed within one year, the application shall be deemed to be refused.
Provided the conditions are fulfilled within one year, the application is valid for two years
from the date of decision.
Municipal Requirements

All municipal requirements, financial or otherwise, be met to the satisfaction of the
Municipality (for example: servicing connections, cash-in-lieu of park dedication, property
maintenance, compliance with zoning by-law provisions for structures).
Survey/Reference Plan or Registerable Description

Provide to the satisfaction of the County and the Municipality:
a) a survey showing the lot lines of the severed parcel and the location of any
buildings thereon, and
b) a reference plan based on the approved survey.
Zoning

Where a violation of any municipal zoning by-law is evident, the appropriate minor
variance or rezoning be obtained to the satisfaction of the Municipality.

The severed land be rezoned to the appropriate zone (e.g., D-Special) to prohibit the
housing of livestock, to the satisfaction of the Municipality.
Storm Water and Drainage

Section 65 of the Drainage Act be addressed to the satisfaction of the Municipality.

Title of Report: Interm ByLaw Complaint Process

Recommendation: Staff requests direction from Council on how to handle ByLaw
complaints for the interm after June 19 until a new enforcement officer is hired.
Background: I have resigned from bylaw enforcement and after June 19 no longer
wish to be involved with bylaw matters except for those relating to fire. There will
still be some open files and no doubt more new complaints will come in after
June 19. The Clerk has contacted MT, NH, SB re sharing a bylaw officer. MT is the
only one to respond so far advising that their current officer does not wish to take
on more duties.
Staff Comments: Staff is requesting direction from Council on how to handle
future complaints. What to tell people, and who to direct the complaints to.
Concluding Comments: I respectfully ask Council to give direction to staff on
how to handle bylaw complaints after June 19.

“Schedule A” with a net increase of $ 2,634,401.00 (Motion Required)
Server Tender: Quotes for the server are due back on June 16 2015, so they can be

Information
Energy management Plan: Ontario Regulation 397/11 made under the Green Energy Act
required Municipalities to prepare a report of certain facilities’ consumption data and energy
management plan by July 1st 2015. The Consumption data template for 2013 has been
completed, and is being published on the Township website.

Title of Report: Deciding on a Method to Fill the Vacancy

Recommendation: That Council
(a) fill the vacancy by appointing a person who has consented to accept the office if
appointed; or
(b) require a by-election to be held to fill the vacancy in accordance with the Municipal
Elections Act, 1996.
Background: On May 27, 2015, the Clerk received a letter of resignation from
Councillor Richard Orr vacating his elected office of Councillor effective June 1, 2015.
At the June 2, 2015 Council meeting, Council declare the office of one Councillor for the
Township of Howick to be vacant.
Staff Comments: The process for filling a vacancy for local Council is contained in the
Municipal Act, 2001 and the Municipal Elections Act, 1996. Within 60 days after Council
has declared a seat vacant, Council must either appoint a person to fill the vacancy or
pass a by-law requiring a by-election to be held to fill the vacancy (60 days is
August 1 and July 21, 2015 is the last regular Council meeting date prior to
August 1).
Outlined below is a summary of the two options available to fill the vacancy. In either
option, time is of the essence.
Option A - Appointment
Council may fill the vacancy by appointing a person qualified to hold municipal office in
the Township of Howick. There is no legislation that sets out how an appointment is
carried out. Council decides what process it will use to choose the person it appoints.
To be qualified to hold office, a person must meet the following qualifications:
- 18 years of age or older;
- a Canadian citizen;
- a resident of the Township of Howick, or an owner or tenant of land in the
municipality or the spouse of such an owner or tenant; and
- not prohibited from voting under any other Act or disqualified from holding
municipal office.
If Council chooses to appoint, staff suggests that applications be called.
Proposed Timeline:
June 16 – pass motion to fill the vacancy by appointment (post info on Howick’s
website)
July 1 – call for Candidates in “What’s Happening in Howick”
July 13 – applications due at 12 noon
July 21 – (49 days since declaring vacancy) candidates attend Special (5 pm) Council
meeting called for the purpose of considering and appointing a candidate (Councillor to
take oath of office at the regular Council meeting at 7 pm)
Option B - By-election
Council may also decide to fill the vacancy by requiring a by-election to be held. Should
Council choose this option, Section 263(5) of the Municipal Act requires Council to
make that decision and to pass a by-law.
Should Council decide to fill the vacancy by by-election, Section 65 of the Municipal
Elections Act requires the Clerk to establish Nomination Day not more than sixty (60)
days from the day Council passes a by-law to hold a by-election and Voting Day shall
be forty-five (45) days after Nomination Day.
The Municipal Elections Act also requires by-elections to be conducted as far as
possible in the same manner as regular elections.
Proposed Timeline
June 16 – pass by-law to fill the vacancy by by-election (post info on Howick’s website)
June 17 – Nomination Period begins
July 1 – call for Candidates in “What’s Happening in Howick”
July 13 (27 days since by-law passed) – Nomination Day (nominations close at 2 pm)
Aug 27 (45 days after nomination day) – By-election Day
Sept 1 – new Councillor takes oath of office
Financial Impact: Cost will depend on the process Council chooses. If Council chooses
to fill the vacancy by appointment, there will be costs related to advertising and printing.
The estimated cost of running a by-election is approximately $10,000. The 2014 budget
amount for the municipal election was $20,000 and actual cost was approx $13,500.
The remaining $6,500 was put into general reserves. The 2015 budget includes $5,000
for election.
Concluding Comments: Council must meet its legislative requirements by making a
decision on whether to fill the vacancy through an appointment process or through a byelection.

Title of Report: Interim Agreement for Canine Control Officer

Recommendation: That Council authorize Reeve Versteeg to sign the Interim
Agreement for Canine Control Officer as presented.
Background: The following was included in a report to Council from By-law
Enforcement Officer Edwards presented at the June 2, 2015 Council meeting:
“Our current canine control, kennel inspector has had a personal injury and is unable
to perform the duties. At this time it is unclear when or even if he will be able to return
to work. In the interim a family member has been assisting but their experience and
insurance coverage is unclear.”
The following resolution was passed:
Moved by Councillor Henhoeffer; Seconded by Deputy Reeve Clarkson:
Be it resolved that Council enter into an interim agreement with R&R Pet Paradise
for the covering of canine control and kennel inspections duties at a cost of 52
cents/km, call out/pick up cost $50 + mileage and kennel inspection cost $100.00
+ mileage. Carried. Resolution No. 168/15
Staff Comments: Staff drafted an interim agreement between the Township of Howick
and R&R Pet Paradise appointing them as Canine Control Officer to enforce By-law No.
21-2014, being a by-law to put in place regulations associated with the control, licencing
and registration of dogs within the Township of Howick.
Financial Impact: Costs have increased by $10 for call out/pick up; the previous
boarding fee was $45 per dog and is now $20 per day, kennel inspection costs have
increased from $60 to $100. Howick has one kennel licence inspection outstanding for
2015 that was submitted January 21, 2015.
Concluding Comments: Staff recommends signing of the interim agreement for the
appointment of a Canine Control Officer.

Interim Agreement for Canine Control Officer
This Interim Agreement made in duplicate this __ day of __________, 2015.
Between:
The Corporation of the Township of Howick
and
R&R Pet Paradise
Whereas, the Council of the Township of Howick passed Resolution No. 168/15 to enter
into an interim agreement with R&R Pet Paradise for the covering of canine control and
kennel inspections duties.
The purpose of this interim agreement is to appoint a Canine Control Officer to enforce
By-law No. 21-2014, being a by-law to put in place regulations associated with the
control, licencing and registration of dogs within the Township of Howick and future
versions as it may change from time to time; and to enforce the by-law as directed by
staff and Council; and to administer it in accordance with other applicable legislation, as
the Canine Control Officer.
Now therefore, the parties hereto agree as follows:
1. The Township agrees to contract the services of R&R Pet Paradise to fulfill the
duties of Canine Control Officer commencing on the 17 day of June, 2015 and
continuing until further notice;
2. R&R Pet Paradise hereby agrees to diligently perform all of those tasks indicated in
this document as required in this agreement;
3. In consideration of the foregoing, the Township agrees to pay R&R Pet Paradise the
following amounts: 52 cents/km, call out/pick up cost $50 + mileage and kennel
inspection cost $100.00 + mileage;
4. In addition to the above sums the Township shall pay mileage at a rate 52¢ per
kilometre to R&R Pet Paradise for transportation of a dog(s) to the Veterinarian’s
Clinic from the Contractor’s Kennel and anything above and beyond the
responsibilities as set out in this agreement and as approved by the Township of
Howick;
5. The Township shall pay R&R Pet Paradise a boarding fee of $20.00 per day for any
unclaimed dogs. Dogs are to be held in the "pound" for a maximum of 3 days
excluding weekends at which time the Owen Sound Shelter or appropriate rescue
will be called to pick the dog up. The Township will also pay boarding fees until the
shelter is able to pick up the dog. R&R will strive to minimize the expense to the
Township in these cases. Transportation to Owen Sound Shelter can be arranged
by R&R if found to be more cost effective.
6. R&R Pet Paradise agrees to be under the general supervision of the By-law
Enforcement Officer or a designate for the term of this agreement;

7. R&R Pet Paradise acting as the Township’s Canine Control Officer shall administer
the present Township by-law pertaining to canine control, subject to policy direction
and changes by Howick Council and pertinent provincial legislation;
8. R&R Pet Paradise acting as the Township’s Canine Control Officer shall provide
advice to Howick Council, staff and the public as requested or required;
9. R&R Pet Paradise agrees to review, acknowledge and comply with the Howick
Accessibility Standards for Customer Service Policy;
10. The parties agree that this agreement can be terminated by any party upon giving
(30) thirty days written notice to the other party; and
11. R&R Pet Paradise is aware that non-compliance may result in the cancellation with
notice of this contract agreement.
R&R Pet Paradise agrees to the following:
1. Adhere to and enforce Howick’s Canine Control By-law 21-2014 on a 24 hours a
day, 7 days a week basis, including court appearances if required;
2. Respond to enquiries from the public related to canine control and other stray animal
complaints and concerns;
3. Respond to Police, Fire and By-law Enforcement requests as required;
4. Attend Council meetings when requested;
5. Consult with Township staff and/or Council when necessary for direction and advice;
6. Provide a phone number and electronic answering service where R&R Pet Paradise
can be reached 24 hours a day, 7 days a week, by the public. This number will be
published by the Township of Howick and posted on its website;
7. Accept CCO related telephone calls on your cellular phone number and email
address access for communications to and from Howick staff;
8. Provide a properly equipped and licensed vehicle to safely and humanely transport
dogs. Such vehicles are to be suitably maintained to professionally represent the
Township of Howick;
9. Provide and maintain all equipment necessary to humanely catch, handle and
transport dogs.
10. Respond to complaints and public safety concerns, and take appropriate action
when necessary;
11. Contact dog owners by phone and/or in writing, when a complaint is received and
keep written records of all correspondence, complaints and action taken. After 2
warnings to the owner and a third complaint, the CCO will attempt to pick up the
stray dog;
12. To pick up stray dogs and provide care for same as is necessary;
13. Provide all necessary personnel;

14. Ensure adequate training of all personnel with regard to by-law enforcement,
occupational health and safety, animal control and vehicle operation;
15. Ensure personnel carry photo ID (issued by the Township) at all times while
providing services in the Township of Howick;
16. Ensure personnel carry an adequate supply of business cards (supplied by the
Township) to be made available as necessary to the general public;
17. Pick up stray dogs without identification, dogs found in need of care or that are off
property without supervision of an owner and transport those dogs to the contractors
supplied pound or a local veterinarian, as required.
18. Make every effort to find homes for unclaimed dogs through information to public via
website, posters, etc.
19. Supply a pound facility constructed and maintained according to OMAFRA
specifications;
20. Carry out required annual scheduled or additional required inspections of all Howick
kennels and breeding establishments at a time mutually agreeable with the owners;
21. Maintain and provide records and reports of all occurrences and activities on a
monthly basis;
22. Maintain records of all complaints received, warnings issued, payments received,
notices and fines issued, dogs picked up and their deposition and all other actions
taken in provision of canine control services. Records must be available for
inspection by Township staff; provide a written report of Canine Control Officer’s
operations and activities up to the last day of the preceding month; and
23. R&R Pet Paradise will, in consultation with Howick staff, discuss and receive
approval of payment of any necessary veterinary clinic recommended service
charges related to the health of stray dog(s) in the possession of the CCO that
cannot be allocated to the dog’s owner.
24. R&R Pet Paradise will supply the Township of Howick with the following:
- Certificate of Insurance
- Health & Safety Policy
- WHIMIS
Responsibilities of the Township:
1. Staff or Council members shall report to the CCO all complaints and inquiries
received related to canine control issues;
2. Township will provide identification badge for the CCO and business cards;
3. Provide support as necessary as requested by the CCO;
4. Compensate for claimed travel expenses to R&R Pet Paradise as defined earlier in
this agreement; and
5. Provide R&R Pet Paradise with a copy of the Canine Control By-law 21-2014 and
Accessibility Standards for Customer Service Policy.

The parties hereby certify that we have read and understand the above responsibilities
as outlined above in the interim agreement.

Chair Scott called the Township of Howick Economic Development Committee meeting
to order at 7 pm.

3. Declaration of Pecuniary Interest
There were no declarations of pecuniary interest stated by any member of the Howick
Economic Development Committee.
4. Business Arising
The Committee discussed “Welcome to Howick” signs specifications and agreed on the
size of 6 feet by 3 feet and directed staff to contact Woolwich Township and the Town of
Minto to gather further information regarding their signs. Al Rams offered to get more
information regarding aluminum signs from a company that installed signs for the
Township of Springwater. This information will be presented at the next EDC meeting.
5. New Business
The Committee reviewed the request for quotes received for designing and printing
Howick Township brochures and agreed to allow Al Rams to contact Harbour Printing
for more information. The Committee also discussed selling advertising space on the
one side of the brochure at a cost of $125 for a business card size and $250 for double
the size. The Committee agreed that 10,000 brochures would be printed and distributed
through Howick public community events, available at Howick businesses and the
Belmore and Howick arenas. The Committee hoped that they could be printed by the
fall and directed staff to send letters to all Howick businesses offering advertising space
on a first come, first serve basis. Shelley and Carol agreed to work together on the
project.

The Chair reviewed Report 5a and advised that a workplan has been incorporated into Gantt chart
form setting out the tasks to be completed and the timelines relative to those tasks. The Committee
was invited to advise of any possible gaps in the workplan. The budget was reviewed; as well as
the remainder of the consultation schedule. The termination of the water budget consultant was
discussed and the Committee deferred to the Management Committee to file a complaint. The

and a selection committee formed by the Management Committee.
Technical Advisory Committee Report
The Chair reviewed Report 5b and advised that a Technical Advisory Committee is being formed
to address the Events-Based Area (EBA) issues. The Committee discussed the purpose, goals and
structure of the Technical Advisory Committee and Bill Twaddle and Kathie Hughes were named
as the Source Protection Committee representatives on the Technical Advisory Committee.

Delegation
The Mayor of The Township of Wellington North and Chair of the Wellington County Planning
and Development Committee, Andy Lennox, introduced the delegation from Wellington North,
and the County of Wellington Risk Management Offìcial, Kyle Davis, gave a slide presentation to
the Committee reviewing the position of Wellington County relative to the Updated Proposed
Source Protection Plan.
7.
Matters Arising from the Minutes
Revised Assessment Reports
The Program Supervisor reviewed Report 7a and advised that all Ministry of the Environment and
Climate Change (MOECC) comments have been addressed. The majority of the changes were
"housekeeping" matters including grammar, spelling and punctuation. The Events-Based Area
technical work was removed, as previously agreed-to by the Committee. The Chair confirmed the
discussion at the March 20,2015 meeting of the Committee where it was agreed that the Revised
Assessment Reports were ready for approval.

Northern Bruce Peninsula Source Protection Area respectively pending the implementation
of changes agreed to by the Source Protection Committee during its meeting on April 24,
2015; and further,
THAT Drinking Water Source Protection Staff be directed to forward the respective Revised
Assessment Reports to the Saugeen Valley Source Protection Authority, the Grey Sauble
Source Protection Authority and the Northern Bruce Peninsula Source Protection
Authority, as required by Ontario Regulation 287107.

The Program Supervisor reviewed Report 7b and proceeded to review the table containing
comments received from various stakeholders together with suggested adjustments to the text. The
Committee discussed all comments submitted by affected municipalities in the County of
Wellington and some comments submitted by the Ministry of the Environment and Climate
Change.
The Committee discussed the timelines respecting by-laws, identification and confrrmation of
threats for the development of a risk management plan and completion of the risk management
plan.

I can't express my concern enough with this billing that is almost double the original estimate and the
fact that the drain has not accomplished the job it was proposed to do. As everyone can see there is still
standing water in the field and our property still floods every time it rains. Our neighbours across the
road who do have water issues with flood in their basements where conveniently
dropped from the

very unfair to expect people to have a bill of this size dropped on them and be expected to pay in one
payment or be charged interest if not paid within 30 days. I'm paying the revised invoice #7417 for
$6615.00 and expect your consideration

Sunday, September 6, 2015
The daily actions and ongoing sacrifices of our local emergency workers to keep us safe are
remarkable. That's why the County of Huron has declared Sunday, September 6,2015 as
Appreciation and Recognition Day for Emergency Workers. It is a chance to show our
appreciation and support of local individuals who provide emergency services, such as
police, fire, ambulance and other emergency response workers.
We have asked all local churches to participate by including information in their service
that day. We are hoping they will take a few minutes with the congregation to recognize
local members that serve and protect us. It's one small way of saying" Thsnk-Yoii' to
valuable emergency workers in our communities.
We have also sent a letter to all local emergency services letting them know the County of
Huron has declared this special day on their behalf and to thank them for their ongoing
work.
We also encourage you, as a local politician, to be personally involved in supporting this
important day of recognition in whatever way is possible in your community.

Dear Reeve Versteeg, Council and staff of Howick Township:
The Huron County Crime Stoppers is hosting our annual Charity golf tournament on Friday, July 10
at the Exeter Golf Club, and we are inviting all Huron Municipalities to participate!
We are hoping for at least one team to represent Howick Township, and if you would consider
being a Gold or Silver sponsor. Our goal is to have a team represent each Municipality in Huron
County to create a little friendly competition and, of course, bragging rights. Wouldn't it be great to
go into South Huron and show them what Howick Township is made of??? :)

Ontario is launching a review of the Municipal Elections Act to take one step closer to
giving municipalities the option of using ranked ballots in future municipal elections.
This review will explore ways in which ranked ballots can be implemented by
municipalities across the province.
In addition, the review will ensure that the rules governing how municipal leaders are
elected are clear and simple, and reflect how modern campaigns and elections
should be run.
Over the next couple of months our government will be consulting with the public,

The Maitland Valley Conservation Authority's Board of Directors will be considering the approval of
amendments to watershed floodplain maps at an upcorning meeting:

Any person may attend the Board meeting and/or make written or email comments either in support or
in opposition of the proposed floodplain amendments.
Anyone wishing to be notified of the Board's decision regarding the floodplain amendments must make
a written or email request to the Maitland Valley Conservation Authority.
The Conservation Authority will be holding a Public Information Centre on Tuesday July 7th at the
Brussels, Morris and Grey Community Centre (800 Sports Drive in Brussels) from 3:00 p.m. to 7:00 p.m.
The proposed floodplain maps for the Huron County portion of the watershed will be on display and staff
will be available to answer questions.
Two other Public Information Centres are planned for the review of proposed amendments to the
Conservation Authority's portions of Bruce, Perth and Wellington Counties:

TAKE NOTICE that the County of Huron made a decision to adopt Official Plan Amendment No. 4 to the
Huron County Official Plan on June 3rd, 2015 under Section 17 of the Planning Act.
PURPOSE AND EFFECT
The purpose of this County initiated amendment to the Huron County Official Plan is to ensure
consistency with the 2014 Provincial Policy Statement. This is an amendment under Section 17 of the
Planning Act and not a 5 Year Review under Section 26 of the Planning Act. The following is a list of key
changes made to the Plan

The Agriculture section has been amended with the addition of updated policies for on-farm
diversified uses and agriculture-related uses.
The Agriculture section has been amended by deleting the Minimum Distance Separation formula
requirements for the severance of existing residences surplus to a farming operation where barns
exist on separately titled lots
The Extractive Resource section has been amended to include policy to permit accessory
aggregate recycling facilities, in accordance with the requirements of the Aggregate Resources
Act.
The Settlement Patterns section has been amended to eliminate the reference to a 5 lot limit for
development on private water and septic services, and to require developments on private
services to demonstrate no negative impacts.
The Natural Environment section has been updated to reference the requirement for development
in areas of habitat of endangered species and threatened species to be in accordance with
provincial and federal requirements.
The Community Services section has been strengthened to support active transportation.
WHO CAN FILE AN APPEAL
Only individuals, corporations or public bodies may appeal a decision of the approval authority to the
Ontario Municipal Board. A notice of appeal may not be filed by an unincorporated association or group
However, an appeal may be filed in the name of an individual who is a member of the association or the
group on its behalf
No person or public body shall be added as a party to the hearing of the appeal unless, before the
amendment was adopted, the person or public body made oral submissions at a public meeting or written
submissions to the council or, in the opinion of the Ontario Municipal Board, there are reasonable
grounds to add the person or public body as a party
WHEN AND HOW TO FILE AN APPEAL
Any appeal to the Ontario Municipal Board must be filed with the Clerk of the County of Huron not later
than 4:30 p.m. on June 29th, 2015
The appeal should be sent to the attention of the County Clerk, at the address shown below and it must
1) set out the specific part of the proposed official plan amendment to which the appeal applies,
2) set out the reasons for the appeal, and
3) be accompanied by the fee prescribed under the Ontario Municipal Board Act in the amount of
$125.00 payable by certified cheque to the Minister of Finance, Province of Ontario.
WHEN THE DECISION IS FINAL
The decision of the County of Huron is final if a notice of appeal is not received on or before the last date
for appeal noted above.

NOTICE OF A PUBLIC MEETING CONCERNING THE COUNTY

PERTH OFFICIAL PLAN POLICIES REGARDING SURPLUS
FARM DWELLING SEVERANCES
TOWNSHIP OF HOWICK
TAKE NOTICE that the Council of the Corporation of the County of Perth will hold a Public Meeting
on June 23. 2015 at 7:30 p.m. at the Sebringville Community Centre (302 Huron Road, Sebringville)
to hear input from interested persons/parties concerning the existing County of Perth Official Plan
policies regarding surplus farm dwelling severances.
The surplus farm dwelling policy was discussed by Council as part of the County of Perth's Five Year
Review of its Official Plan. The current Official Plan policy prohibits the severance of surplus farm
dwellings from farm properties (see below). The Public Meeting will serve as a venue for the public to
bring forward any comments regarding the current policy:
"5.6.3
Residential
Use
Consents for the severance of lots for residential use on lands within the "Agriculture"
designation shall be prohibited. This includes the creation of all new non-farm related
residential lots and the severance of existing farm dwellings (principal dwelling,
supplementary dwellings, mobile homes, garden suites), and surplus farm dwellings."
ANY PERSON may attend the Public Meeting and/or make written or verbal representation either in
support of, or in opposition to, Council's decision to have Section 5.6.3 of the County of Perth Official
Plan remain unchanged. Written communications should be sent to the County of Perth Planning and
Development Department (Attention: Allan Rothwell).
