Cookie Manager Responsibility
The Girl Scout Cookie Program is designed to be a positive, fun and influential experience for girls.
Girls can grow important life skills like goal-setting, decision-making, money management, people
skills and business ethics while also observing the Girl Scout Promise and Law.
Your Role
• Register for the 2015-2016 Girl Scout
membership year.
• Have a current (within the last 5 years)
background check on file with GSHCC.
• Complete and return a Product Sales
Volunteer Position Agreement. Submit it to
your service unit cookie manager.
• Attend troop cookie manager training and
review all just-in-time training materials.
• Assist the troop leader in ensuring all girls and
required adults are registered.
• Train each caregiver on the cookie program.
• Have each caregiver receiving cookies
complete and submit a Cookie Permission
and Responsibility Record form. You will
retain these forms until the end of the
cookie program.
• Give each caregiver a M-3 Money and/or
Cookie Receipt every time they receive
cookies and turn in funds.

• Use the graph at the bottom of the Cookie
Permission and Responsibility Record form to
track balances of both cookies and money.
This is a great tool to accurately track
packages distributed to girls and financial
payments made by the caregiver.
• Always obtain and document signatures
on all forms regarding cookie and money
exchanges.
• Only accept personal or business checks
under $60. Checks should be pre-printed with
name(s), address, phone number, checking
and routing numbers. Do not accept
un-printed (counter) checks. Never accept
a check for more than $60 from a customer
you do not know. Checks should be made out
to Girl Scouts Heart of Central California or
GSHCC. Do not accept checks at booth sales.
• Please write the troop number and the girl’s
initials in the memo line on all checks.

Cookie Manager Responsibility
• In place of accepting a check, GSHCC
encourages troops to utilize a credit/debit
card reader. Check with your financial
institution about the purchase or rental of a
card reader as well as the fees associated.
Card readers from Flint, Intuit or Square are
options. Troops are responsible for all fees
associated with using a card reader. Troops
utilizing card readers cannot pass along
the fees associated with the use of the card
reader to a customer. Each package of
cookies must sell for $5, no less and no more.
• Deposit regularly and often into the GSHCC
account and the troop account.
• Enter all deposits into Snap+ as they are
made and keep copies of all bank deposit
receipts.
• Review the notes about each of your booth
sale locations prior to your booth sale.
• Keep records of communication with
caregivers (texts, emails, phone calls, etc.).
• File a Collection Report and supporting
documents if a caregiver defaults to the troop.
• Turn in all deposit receipts and final paperwork
to the service unit cookie manager by the due
date given.
• Provide a signed copy of the final Troop
Balance Summary report from Snap+ to the
troop leader.
• Good luck and have fun!
• Have each girl and the troop set a cookie
sales goal.

Troop Leader Responsibility
Your Role
• Please be particular when recruiting a troop
cookie manager.
• Have each girl and the troop set a cookie
sales goal.
• Have the troop cookie manager attend the
troop cookie manager training provided by
the service unit cookie manager.
• Deposit regularly and often into the GSHCC
account and the troop account.
• Have your troop cookie manager register
for the 2015-2016 Girl Scout year.
• Have every girl within your troop register
for the 2015-2016 Girl Scout year.
• Verify you, co-leaders and assistant
leaders are registered for the 2015-2016
Girl Scout year.
• Have every adult handling money register for
the 2015-2016 Girl Scout year.
• Have a troop bank account approved by the
service unit treasurer. This is a requirement to
participate in the cookie program.
• Discuss with the girls The 5 Skills: goal-setting,
decision making, money management,
people skills and business ethics.
• Discuss with each caregiver The 5 Skills.

• Verify and collect validated deposit receipts
from the troop cookie manager.
• Review the notes about each of your booth
sale locations prior to your booth sale.
• File a Collection Report and supporting
documents if a caregiver or the troop cookie

their duties.
• Spend troop proceeds from the cookie
program on Girl Scout troop activities.
• Obtain a copy of the final Troop Balance
Summary report from Snap+ from the troop
cookie manager and review it, plus share it

December 1, 2015 at 12 p.m.
• We are offering another year of the gluten
free cookie, Trios. Developed in response to
volunteers, girls and consumers who have
asked for gluten free Girl Scout Cookies.
• Troops can order up to five (5) cases
(twelve packages per case).

• Millions of Americans have problems eating
food with gluten—so ABC Bakers created
a delicious cookie just for them! Made with
real chocolate chips, real peanut butter and
certified gluten free whole grain oats.
• Trios orders count towards the troop earning
the Early Reward based on the per girl
average (PGA) for the initial order. See Early
Reward Opportunity section in this user guide.
• Trios will be managed in Snap+. GSHCC will
transfer the troop’s order into the troop’s
inventory in Snap+.
• Girls can earn rewards for their Trios Gluten
Free cookie sales. The troop can transfer
these sales in Snap+.
• Trios are $5.00 per package.
• If there is excess inventory of gluten free
cookies after the initial order, they will be
allotted on a first-come first-served basis.
• Troops will pick up TRIOS orders when they
pick up their initial order of Girl Scout cookies
in February.
• Supply is limited.

GSHCC Project Thank You
Troop Project Thank You
• Inform troops that Project Thank You is a
great opportunity for the public to support
the Girl Scout Cookie Program and their
community.
• After the initial order of Project Thank You
cookies, troops can host their own
donation drive.
• GSHCC Project Thank You is used to
support military families as well as veterans
in local hospitals.
• Cookies ordered during the initial order are
virtual and will be given directly to charity by
GSHCC.
• Troops will not pick up Project Thank You
cookies sold during the initial order period at
their scheduled pick-up location.
• The troop remains financially responsible for
these virtual cookies.
• Project Thank You cookie orders are not
rounded to the fullest case during the initial
order process in Snap+.
• The white column on the girl order card is for
Project Thank You orders.
• Project Thank You is referred to as “Cookie
Share” in Snap+.
• Project Thank You Cookies accepted at the
Sacramento Regional and Modesto Regional
GSHCC offices until March 18, 2016 at 5 p.m.

Family Involvement
We strongly encourage troops to hold a meeting with the caregivers of the Girl Scouts in their troop.
By providing families with detailed information as well as your expectations of them, you will help the
success of your troop’s cookie program. Include the caregivers in your goal setting activities and
encourage everyone to participate in helping the troop achieve their goals.
Your Role
• Teach girls and parents safety.
• Set goals as a troop and have girls set
individual goals.
• Teach the girls and parents the five skills
to success.
• Make it fun by doing cookie activities.
• Have each caregiver complete a Cookie
Permission and Responsibility Record for
each Girl Scout participating.
• Encourage parents to help at booth sales or
picking up the troop’s initial order.
Did you know?
• The Girl Scout Cookie Program begins
January 8, 2016. No orders should be taken
before this date.
• Goal setting should be done before girls
start selling.
• Here are some topics to cover with caregivers:
• Cookie program dates.
• Share the girl and troop rewards, patches
and pins the Girl Scouts are able to earn.
• Remind families that all proceeds earned
by members of the troop belongs to the
whole troop and are not available to any
individual girl. The girls decide as a troop
on how to spend the proceeds earned.
• Discuss ordering Trios Gluten Free cookies
before December 1, 2015.
• Discuss COCO, COCOdirect and
COCOmobile. Be sure girls and caregivers
know how all three tools can impact
their sales.

National Girl Scout Cookie Weekend,
February 26-28, 2016.
• Discuss booth sale opportunities, booth
sale decorations and promotional ideas.

• Let parents know they will sign a receipt
every time they receive cookies and/or
turn in money.

for them to submit their Girl Scout’s initial

product–work as a team!

should register on COCO with. Exact spelling
of the Girl Scout’s name, council name and
troop number will ensure COCOdirect sales
will be credited correctly.
• GSHCC will be uploading data frequently
during this time.

on girlscoutshcc.org/cookies for detailed
information.

Check out these three digital tools: COCO,
COCOdirect and COCOmobile.

• COCO (Cookie Command) is an online
marketing tool for Girl Scouts to use to set
cookie sale goals, view reward items and send
invitations, also known as eCards, to family
and friends asking for their support.

can order a half dozen, or dozen of their
favorite cookie variety, including Trios,
or a sampler pack with one of each of
the eight varieties. Trios are available
on a first come, first serve basis through
COCOdirect.
• COCOmobile can be downloaded from
your app store. It is available for iOS and
Android. Sign on to COCOmobile with your
COCO credentials to get started. Girls can
use COCOmobile as their “digital order card”
to enter and track their orders. eCards for
local family and friends can be sent through
COCOmobile, too!

Booth sales are a great opportunity for girls to utilize The 5 Skills: goal setting, decision making,
money management, people skills and business ethics.
Your Role
Cancelling Booth Sales
• Schedule booth sales for your troop to
support the troop’s sales goals.
If a troop cannot attend their scheduled booth
sale, they are required to login to Snap+ to
cancel as soon as possible. The booth sale
schedule is shared with the community through
several websites, including the national Girl
Scout Cookie Locator. Customers searching for
Girl Scout Cookies are directed to locations that
show as secured in Snap+. Canceling unwanted
booth sales gives other troops the courtesy and
opportunity to fill the time slot. A cancelation
email will be sent to the Snap+ account
associated with that troop. It will indicate who
canceled the time slot.
Did you know?
• When entering your troop’s initial order in
Snap+, your troop could have up to six (6)
scheduled booth sales.
• Be sure to include in your initial order
enough cookies to be used at these
scheduled booth sales.

Transfers
Girl to Troop
Snap+ made enhancements to the transfer
system. Multiple same type transfers will now
be processed without exiting the transfer
system after each transfer is done. You will exit
the transfer system when your transfers are
completed or when you have a different
transfer type to process. It is important you
only transfer to the girls in the troop or to other
troops as many packages that you own in
your troop inventory in Snap+. Do not create a
negative inventory.
• To transfer inventory from a girl back to the
troop you will process a Girl to Troop Transfer
(G2T).
Troop to Troop
• To transfer inventory to another troop you will
process a Troop to Troop Transfer (T2T).
• Only the troop transferring the inventory out
will process the transfer in Snap+.
Troop to Girl
• To transfer inventory to the girls in your troop
you will process a Troop to Girl Transfer (T2G).
• This will reduce the troop inventory and help
each individual girl’s reward level.
• There are two T2G transfer types:
1. Transfer with financial responsibility under
the QUANTITY field.
• This transfer adds to the amount the
girl would owe the troop.
• Packages transferred will count
towards the girl reward levels.
2.Transfer without financial responsibility
under the BOOTH field.
• This transfer does not add to the
amount the girl would owe the troop.
• Money was collected at a booth sale.
• Packages transferred will count
towards the girl reward levels.
• The troop leader/troop cookie manager can
choose to accept or decline excess inventory
from a girl in the event she has cancelled sales.
• By accepting unsold cookies from a girl, you
may be able to fill other orders or sell these at
booth sales.
• The transfer will be processed under the
QUANTITY field.
• This will reduce the financial responsibility the
girl owes to the troop.
Planned Orders
Again this year, we are using planned orders for
cookies from cupboards! Planned orders help
ensure that the cookies you need for your booth/
additional girl orders are available when you
need them. Troop cookie managers must place
the planned order to obtain additional cookies.
• A planned order for booth sales must be
placed in Snap+ the Sunday before the
cookie booth is held in order for the
cookie cupboard to guarantee they will
have the cookies you need.
• The deadline for planned orders is 11:59 p.m.
on Sunday nights. Orders must be in by that
time to guarantee an order.
• Troop cookie managers will be able to set
a date for pickup in Snap+, but will have to
contact the cupboard manager to arrange a
time to pick up cookies.
• Please remember, this is a request for
cookies. If the variety or quantity of cookies
you requested isn’t available, the cupboard
manager may recommend a different flavor
or quantity.

Damages, Overages and Shortages

Damages
• Good communication with all the families in
your troop throughout the sale is the best way
to ensure your troop does not have excess
unsold inventory.
• If a troop received damaged cookies, they are
to exchange the damaged cookies at their
local cookie cupboard. Exchanges are made
for same variety only.
• If your troop has extra cookies, work with
other troops in your service unit who need
additional inventory.
• If a customer received damaged cookies,
they can email the product sales department
at product.sales@girlscutshcc.org for
replacement.
• Make a plan with your troop in the event
the troop has unsold cookies. See sample
suggestions below.
Preventing Leftovers–Be Creative!
• Ask all your customers to buy an extra
package for Project Thank You.
• Brainstorm with the girls in your troop for
unique booth sale ideas. Is there an upcoming
community event that the girls could sell
at? Would the event organizers be willing to
purchase cookies to serve as refreshments?
• How can the girls attract more customers to
your booth sales? Could you post flyers in
advance so customers can plan to attend?
Your troop may consider making hand-made
thank you cards for customers who purchase
five or more packages.
• Find a troop that needs more cookies.
Connect with the service unit cookie manager
for the best way to communicate your extra
cookies.
• It is important to stay in contact with your
service unit cookie manager. The sooner they
know about a potential problem the easier it is
to resolve.

• It is the troop cookie manager’s responsibility
to safeguard the girls’ money after it has been
turned in.
• If cookies are lost, the troop is financially
responsible for the cookies.
• It is the parent/guardian’s responsibility when
the money is in the parent/guardian or girl’s
possession.
• If cookies are stolen, the troop will need to
follow these steps:

quality of the cookies, please email

• We will not reimburse a parent/guardian
or a troop for product or funds stolen.

Outstanding Cookie Accounts
Parent Outstanding Cookie Accounts
Caregivers and volunteers are responsible to forward all funds from the cookie program to the
appropriate person in their troop. Girl Scouts Heart of Central California (GSHCC) will pursue all
options when addressing the misappropriation (theft and misuse) of Girl Scout funds.
Our goal is to assure that money earned by Girl Scouts and their troops is used to enhance the
Girl Scout experience.
If you are having difficulty collecting money from a caregiver, follow the steps below and complete a
2016 Cookie Collection Report. Report can be found at girlscoutshcc.org/cookies.
Follow these steps:
1. Call the caregiver of the Girl Scout to discuss the situation. Log interactions and attempts
to contact.
2. Tell the caregiver that all girl reward items earned past the 110+package level will be held for
the caregiver’s Girl Scout until debt is paid in full.
3. Pay GSHCC only for Girl Scout Cookies for which money has been submitted to the troop.
4. Complete a 2016 Cookie Collection Report with complete information.
5. The report and supporting documents (receipts, log of interactions/attempts to collect)
should be included with the troop paperwork in the Troop Final Envelope.
6. Do not accept any payment after the Girl Scout Cookie Program is finished and troop
paperwork has been turned in. Refer any delinquent account inquiries to GSHCC.

Your Role
• Deposit into the council bank account

Did you know?
• Do not use counter deposit slips or your
deposit may not be properly credited to your
troop. Use only the deposit slips given to you
by your service unit cookie manager.
• Only council deposit(s) are entered in Snap+.
Each validated deposit made to the council
account is entered in Snap+ and will decrease
the amount due to council.
• Validated deposit slips are the only
acceptable form of documentation to verify a
deposit was made.
• The bank, date and amount information
entered in Snap+ must match the deposit slip.
• Do not make deposits at night or in drop
boxes. All deposits are required to have
validation from the bank.
• For triplicate deposit slips:
• White Copy– bank retains
• Yellow Copy Part 2–submit to GSHCC
• Blue Copy Part 3–troop retains
• For duplicate deposit slips:
• White Copy–bank retains

Reporting Your Order
• Once you have transferred your troop
inventory to the girls in your troop, you will
need to create the Main Rewards Order.
• Print the Troop Balance Summary Report
from Snap+.
• Get T-shirt sizes for all girls who sold 150+
packages.
• This is the only way your girls will receive their
earned rewards.
Did you know?
• You will not be able to complete the Main
Reward order without entering the T-shirt
size for all girls who sold 150+ packages in
your troop.
• If you do not place a Main Rewards Order,
GSHCC will be unable to guarantee those
items for the girls in your troop.
• You will be locked out of Snap+ for data
entry on Wednesday March 16, 2016 @ 8 p.m.

• Verify receipts against transfers in and
transfers out on the Troop Balance
Summary Report.
• Turn in Troop Final Envelope with all
paperwork to your service unit cookie
manager.
• GSHCC Project Thank You Cookies will be
accepted at the Sacramento Regional and
Modesto Regional GSHCC offices until
March 18, 2016 at 5 p.m.

PLEASE NOTE: It is critical for the
Girl Scout’s name, council name,

will ensure COCOdirect sales will be

An online marketing tool. Girl Scouts can use this tool to set cookie sale goals, view reward items and
levels, and send eCards to family and friends. All orders acquired by an eCard response should be tracked
on the Girl Scout’s order card, ordered through the troop cookie manager, and delivered by the Girl Scout.
Girl Scouts can send eCards and take cookie orders throughout the cookie program dates.
COCOmobile
Download from your app store; available for iOS and Android
A “digital” order card and COCO on the go. To use COCOmobile, download the
app and register using the link on the app or through COCO online. Once you have
registered, sign on to COCOmobile using your COCO credentials to get started.
Girls can enter and track all orders and view recognition items and levels, plus send
eCards to friend and family asking for cookie orders during the sale.
COCOdirect
Use abcsmartcookies.com or the COCO mobile app
Customers can order, pay and ship cookies online. Look for the specially marked eCards on COCO and
COCOmobile with the COCOdirect link to send to out of town family and friends. The COCOdirect eCard
includes a link to the COCOdirect website where family and friends can place an order, pay for the order and
have it shipped direct. Customers can order a half dozen, or dozen of their favorite cookie variety, including
the gluten free cookie, or a sampler pack with one of
the each of the eight varieties. The gluten free cookies
are available on a first come, first served basis.
