It has been my pleasure to represent the district at our winter meeting in New Orleans. It has been an active and productive six months.First of all, congratulations to Chuck Kimmel on his election as president of the NATA. District 3 looks forward to an exciting and fruitful relationship with our new president and know that he will represent our membership with honor and integrity. I also wish to express our appreciation to Julie Max as she concludes her term as our president. Thank you, MAATA Leadership The NATA and the NATA - BOC met in a joint session this winter to discuss the issues that challenge the athletic training profession. It became clear to both groups that the NATA national office has a vested interest in promoting athletic training and protecting our interests in Washington, D.C. Clearly it is the state presidents’ and state organizations’ responsibility to monitor practice acts in each state, but it is also obvious that it is our national organization’s role to preserve our interests at the federal level. The National Athletic Trainers’ Association is currently looking into the best way to utilize our resources and maximize our impact in Washington. More information about this will be forthcoming, over the next several months. In coordination with this it is clear that our resources need to be geared Charlie Rozanski, ATC/L towards regulation in all 50 states. Therefore, the District Director Practice Act funds that the national organization distributes to states for their lobbying effort will reflect this. Based on the recommendation of the Governmental Affairs Committee and the strong support of its membership, the Board of Directors has approved a distribution formula which will allow states that are currently unregulated some additional revenue to fight for legislation. Only when all 50 states have regulation can we effectively pursue a national agenda and this reallocation of funds for the coming year is directed at that cause. In our district, Maryland and West Virginia are currently hard at work in legislative efforts, and we wish them the best of luck and our support in these goals. On a lighter note, we are excitedly anticipating our return to Virginia Beach in May. This edition has lots to offer including information on the MAATA Symposium to be held in Virginia Beach May 21-23, 2004 at the Cavalier Hotel. Katie Walsh and her committee have put together a wonderful program, one that I am sure each of us will find timely and informative. A couple of important items to keep in mind as you plan your trip. Be sure to register before April 30 to receive the best possible rates on conference registration and hotel room rates. Hotel reservations should be made directly with the Cavalier. Whether you are a volunteer or a participant I hope to see all of you there. Finally be on the look-out for a re-designed MAATA website. Currently we are working on the formatting to insure it not only serves the membership but that it also has a positive impact for everyone that visits our site. The meeting and symposium posted a record setting 155 attendees and 11 exhibitors this year. On Friday evening, Rose Schmieg, ATC, PT and Michael Augustine, ATC, PT, delivered a two-hour Pat Aronson, MEd, ATC, PTA (University presentation titled “Scapular of Virginia, Lynchburg College) presenting Dyskinesia and the Throwing History of the VATA Athlete”. The program consisted of 15 presentations over the course of the 2-day meeting and symposium. The program also included a Heartsaver AED recertification course and a roundtable discussion on legal issues and concerns. Some of the presentations included: Obstacles to Motivation in Rehab – Bob Reese, MA, ATC (College of Health Sciences) History of the VATA – Pat Aronson, MEd, ATC, PTA (University of Virginia, Lynchburg College) Post Arthroscopic Acetabular Labrum Repair – Chad Taylor, MSPT, ATC, CSCS (Sports and Occupational Rehab Center) Balance Training to Improve Stability – Scott E. Ross, PhD, ATC (Virginia Commonwealth University) Sacroiliac Dysfunction in the High School Athlete – Angela T. Caparso, ATC, PT (Patriot Sportsmedicine, Fairfax County Public Schools) Also held, as part of the meeting and symposium was the college student program in which 18 students participated in 12 presentations. The Hall of Fame is now located on the first floor of the Seby Jones Arena within the George M. Holmes Convocation Center on the campus of Appalachian State University. The dedication was performed with NCATA president Mark White and past president Craig Baker presenting the Hall of Fame members with replicas of the plaques that will be located in the facility. We are hoping to hear from the Chair of the Health Occupations Subcommittee about the status of our bill on Feb. 24th. Also on the 24th we have a hearing for SB 411 with Education, Health, & Environmental Affairs Committee. Jackson sjackson@indy.rr.com Spring 2004 MAATA NEWS (317) 997-9459 MAATA COMMITTEE REPORTS Governmental Affairs Committee Mid-Year Meeting, Dallas, Texas, January 9-11 The GAC continues to focus on its goal to gain uniform regulation of athletic training in all 50 states. At the present time there are seven states which have no regulation. The GAC has determined that these states are a priority and we must show commitment to the legislative effort in these states. At the same time it is imperative that we continue to support the states with existing statutes and assist them in their efforts. However as we look to issues of reimbursement it is imperative that we gain recognition from Medicaid/Medicare, Blue Cross/Blue Shield and other such groups. This can only be achieved if we have regulation in all 50 states. In an attempt to better support the legislative efforts in these states the GAC proposed to the Board of Directors a restructuring of the legislative funds disbursement program (which was subsequently passed by the BOD). This program will slightly reduce the funds presently available to each state. The additional money will be placed in a discretionary account that will be used by the GAC to target certain active states or to address federal issues. The process to obtain emergency funds will remain unchanged and all approved emergency expenditures will be paid from this account. It is important to remember that the purpose for diverting these monies is to fuel the initiative to gain regulation in all 50 states, something that will pay dividends to the athletic training profession in the future. The GAC is working to develop an educational model that will be available for program directors in Athletic Training Education Programs. It is hoped that this model will be completed by the committee in June. The GAC is working on a new edition of the Governmental Relations Guidebook. This booklet will be expanded to include the reopening of existing laws and the incorporation of model language to create better laws. It will also include information on the development of PAC’s and fund raising procedures. Upon completion the booklet will be posted on the GAC website. The committee also discussed the development of a PAC on the national level for use in state and federal campaigns. A survey will be used to determine member interest and further research needs to be done to determine conflict with other fund raising activities on the national level. The GAC continues to monitor legislative activities in all states. State organizations are urged to contact their district representatives for assistance in any regulation activity. Notification of award will be November 1, 2004. Spring 2004 MAATA NEWS MAATA COMMITTEE REPORTS NATA PR Committee 8 The NATA PR Committee met in New Orleans from 1/16/04 - 1/18/04. The following items noted below were discussed per the agenda. 1.Items for revision, to be developed or currently under development: a.An informational Guide that encompasses all aspects of the Athletic Training profession is being developed. The target for this material is secondary school personnel, legislators and trade show exhibits. b.Brochures to be developed for “Occupational Athletic Trainers”, “Sports Safety Checklist for Youth Sports”, and “Athletic Training Career Information”. c.The items currently on the NATA website that are being revised include the power point presentation, NATA Fact Sheets and the E-Card. The E-Card will be expanded to other NATA Committees to personalize for their needs. The NATA website will have a page devoted to National Athletic Training Month with downloads, information and suggestions. d.The current media guide is going to be expanded and a list will be made available to each state, then the NATA office should be notified. e.Currently being developed is a checklist or recommendation list for states as to what they should or have provided in regards to a PR Committee. The PR Committee did recommend that all brochures be listed in the NATA News and note the recommended target audience. Also the PR Committee recommended that the brochures be available on the website for complete viewing and not just listed. It was also recommended that all brochures and public relations materials be exhibited or made available at each district and state meeting. 2.Public Relations Issues, Project and Promotions: a.Recommended that all states encourage members to utilize the E-Card during National Athletic Training Month. Members are encouraged to utilize the website for information. b.The Fox News Broadcast done in MA regarding unlicensed and practicing athletic trainers will be sent to all state presidents. The PR Committee recommends that they approach their local media about a similar story or concept. c.Athletic Trainers in the occupational and hospital setting have been getting publicity in many trade magazines recently. d.“NATA – Get in The Habit” will be focus of the February NATA News by committee chair Al Green. This concept may be expanded in the future. e.The PR Committee will look to partner more with the NATA Foundation on media friendly and “hot” topics in research. We will again partner with the Safe Kids Campaign and continue doing PR with the release of NATA position statement. f.State organizations are encouraged to look into exhibiting at major group meetings in their state (ex State School Board Members Meeting, State Superintendents Meetings, etc). The NATA currently exhibits at the national meetings of the Secondary School Principals, National School Board Meeting, The Academy of Sports Medicine, Athletic Business Meetings, National Family Physicians Meeting and State Legislators National Meeting. g.The NATA will again present an award at the National Sportscasters and Sportswriters Association Meeting as well as put on a seminar with Doug Casa, ATC (NATA expert on Hcat/Hydration). h.National Athletic Training Month will have anew logo in 2005, three new awards (Most Creative, Best Grass Roots and Greatest Impact) and next year’s slogan will be “Rehabilitation – Accelerate Return to Activity”. i.The PR Committee is exploring pitching stories and links to such cable networks as the NFL Network, NBA Network and College PBATS and other professional sports athletic trainer groups to have PR efforts and web links. j.The VIP Program in Baltimore this June if focusing on insurance companies, workman’s compensation and reimbursement. The NATA director of external marketing is overseeing this project. Robin Waxenberg and Associates is the NATA’s new public relations agency and they will be quite instrumental in the major public relations project on the national level. Again, I stress to all members of District 3 that any and all grass roots level participation in public relations is strongly recommended. Many times a grass root campaign has a major impact on how we are viewed and recognized as a health care profession.
