On the basis of site inspection of above cited project by the undersigned on 4th &

5 August, 2014, point wise discussions with project executing authorities and subsequent
information submitted so far, a comprehensive monitoring report is being submitted to
Ministry for further necessary action and following comments and observations are
forwarded to you for necessary action at your end. Accordingly, information and 'action
taken report' on the following points may be submitted to this office urgently:­

While the Power Station has been commissioned for 45 MW capacity, it is
being run on 6-10 MW capacity as there is no provision to transmit the power
from power house to National Grid. It is really a national loss of resources as
well as the manpower. Please take up the matter with National Power Grid
Corporation to create the facilities to transmit the power from Nimoo Bazgo HEP to
National Power Grid. The progress in this regard may be informed.
The matter may be pursued with the local forest deptt. to get the CA T Plan
implementation completed and physical and financial progress of CAT works may
be submitted re!=jularly to this office in the following proforma:­

A special cell was constituted for conservation of bio-diversity. The meetings
held, the minutes of the meeting and the progress so far may be submitted.
An R & R Committee has been constituted by Deputy Commissioner to monitor
the progress about the R & R works. The physical and financial progress of the
same may be submitted.
Physical and financial progress about implementation of R & R scheme may be
updated with next six monthly proqress report.
Regular submission of six monthly progress report in soft and hard copy may
be ensured in 1st week of June & December as the same will be displayed on the
Web site of the Ministry of Environment & Forests. Next six monthly progress report
is due in 1st week of December, 2014.

Please find enclosed herewith site inspection report of above cited Project which was
monitored by the undersigned on 4th & 5th August, 2014. The salient features of non­
compliance of few environmental safeguards in brief are given below:­
1.
Latest monitoring reports in respect of ambient air quality, noise levels, water
quality at project working sites and silt rate in the river Indus are yet to be
submitted.
2. Benefit cost ratio of the project with internal rate of return for the year 2013-2014 &
2014-2015 is yet to be submitted.
3. CAT Plan implementation and implementation Biodiversity Plan are slow.
4. Uploading of six monthly progress report and monitoring reports on the web site
of the Company is yet to be ensured.

DETAILED MONITORING REPORT
l\Jimoo-Bazgo Hydro Electric project (45 IVlW) is a run of the river scheme on the
Indus River about one km. upstream at village-Alchi in Leh district of Jammu & Kashmir.
A concrete gravity dam with 57 meter height from deepest foundation level will be
constructed.Total land requirement is 515.20 hectare. Out of that 12 hectare is private
th
land and rest 503.20 hectare is government land.The 11 Century Alchi Monastery is
located 1.4 km down stream of the project site. Due to this project a total of 19 families
from four villages will be affected on account of acquisition of their land. Public hearing
was held on 15.12.2004 at village-Saspol, district Leh. The capital cost of the project is

637.97 crores at January, 2004 price level. The project construction was started 2006
and the project has been completed in March, 2013.

For catchment Area Treatment, land for nursery has been developed near Saspol by
Forest Department, Leh under Biodiversity Conservation Plan. The work on engineering
measures as proposed under the CAT plan has been started in specific sub­
watersheds, on deposit basis, by Forest Department and Soil Conservation Department,
Leh based on their detailed proposal submitted to the project. Engineering works as well
as biological works have been done in CAT Plan implementation. Out of total budget
allocation of RS.265.83 lacs, funds to the tune of RS.227.84 lacs have been spent by
March, 2014. The PA has been asked to submit physical and financial progress about
the CAT Plan implementation.

Forest & Fisheries, J&K for the above works. Total budget allocation is RS.118.70 lacs.

well as catchment area on page 18 of EMP, should

for the labour force engaged in the construction
work at project cost so that indiscriminate felling
of trees is prevented. Fuel depot may be opened at
the site of provide the fuel (Kerosene/Wood/LPG).

been supplied in the mess of labourers and workers.

and the copy of the same should be forwarded to
RO, Chandigarh.
