Sir, On the basis of site inspection of above cited project by the undersigned on 4th & th 5 August, 2014, point wise discussions with project executing authorities and subsequent information submitted so far, a comprehensive monitoring report is being submitted to Ministry for further necessary action and following comments and observations are forwarded to you for necessary action at your end. Accordingly, information and 'action taken report' on the following points may be submitted to this office urgently: 1. 2. S.N. 3. 4. 5. While the Power Station has been commissioned for 45 MW capacity, it is being run on 6-10 MW capacity as there is no provision to transmit the power from power house to National Grid. It is really a national loss of resources as well as the manpower. Please take up the matter with National Power Grid Corporation to create the facilities to transmit the power from Nimoo Bazgo HEP to National Power Grid. The progress in this regard may be informed. Periodical reports in Form-3, 4 & 13 to J & K SPCB as per Hazardous Waste (M, H & T) Rules, 2008. Action taken or proposed to be taken in this regard may be submitted to this office. A special cell was constituted for conservation of bio-diversity. The meetings held, the minutes of the meeting and the progress so far may be submitted. An R & R Committee has been constituted by Deputy Commissioner to monitor the progress about the R & R works. The physical and financial progress of the same may be submitted. Physical and financial progress about implementation of R & R scheme may be updated with next six monthly proqress report. Regular submission of six monthly progress report in soft and hard copy may be ensured in 1st week of June & December as the same will be displayed on the Web site of the Ministry of Environment & Forests. Saxena, Mgr (Civil/Env), (8) From MOEF, NRO, Chandigarh Shri Surendra Kumar, Director, MoEF, [\IRO, Chandigarh PART-II STATUS OF COMPLIANCE & PART-III DETAILED MONITORING REPORT l\Jimoo-Bazgo Hydro Electric project (45 IVlW) is a run of the river scheme on the Indus River about one km. upstream at village-Alchi in Leh district of Jammu & Kashmir. A concrete gravity dam with 57 meter height from deepest foundation level will be constructed.Total land requirement is 515.20 hectare. Out of that 12 hectare is private th land and rest 503.20 hectare is government land.The 11 Century Alchi Monastery is located 1.4 km down stream of the project site. Due to this project a total of 19 families from four villages will be affected on account of acquisition of their land. Public hearing was held on 15.12.2004 at village-Saspol, district Leh. The capital cost of the project is --4- 637.97 crores at January, 2004 price level. The project construction was started 2006 and the project has been completed in March, 2013. Partially complied For catchment Area Treatment, land for nursery has been developed near Saspol by Forest Department, Leh under Biodiversity Conservation Plan. The work on engineering measures as proposed under the CAT plan has been started in specific sub watersheds, on deposit basis, by Forest Department and Soil Conservation Department, Leh based on their detailed proposal submitted to the project. Engineering works as well as biological works have been done in CAT Plan implementation. Out of total budget allocation of RS.265.83 lacs, funds to the tune of RS.227.84 lacs have been spent by March, 2014. The PA has been asked to submit physical and financial progress about the CAT Plan implementation. Condition No.(ii) NOC from Archaeological Survey of India (ASI) for Alchi Monastery should be obtained before starting any construction activity. Complied NOC has been obtained from ASI vide letter No. F.No. 24/07/2005-M dated 08.3.2006. Condition No.(iii) Resettlement & Rehabilitation package for 19 families a proposed in EMP should be implemented in toto. The economic rehabilitation of the affected population should be covered through training e.g. computer vocational education, food processing, electronic/mechanical jobs etc. Being complied Land acquisition was carried by J&K State Department. Against the budget provision of RS.53.60 lacs, funds to the tune of RS.163.21 lacs have been spent so far. Condition No.(iv) The solatium for the project affected families should be given 30 percent of land price in line with the government of India guidelines. Complied Solatium for PAFs was paid as per the existing rates. Condition No.(v) The proposed Fisheries Development Plan should Under be implemented in consultation with the State compliance Fisheries Department. For development of fish hatchery land near Chhuchot Shamma (4 Kanal 8 Malra) has been acquired near Leh. Two instalments of Rs.29.675 lacs & Rs. 45.00 Lacs have --5- been released for Fisheries Management Plan in favour of Commissioner Secretary, Forest & Fisheries, J&K for the above works. Total budget allocation is RS.118.70 lacs. Condition No.(vi) The Biodiversity conservation Plan proposed for protection of Flora & Fauna of the project area as well as catchment area on page 18 of EMP, should be followed in toto. Under compliance Biodiversity Conservation Plan is being implemented along with Catchment Area Treatment Plan. Funds to the tune of RS.69.00 lacs have been kept in the budget out of which funds to the tune of RS.1 0.62 lacs have been spent till date. Part B: General Conditions: Condition No.(i) Adequate free fuel arrangement should be made for the labour force engaged in the construction work at project cost so that indiscriminate felling of trees is prevented. Fuel depot may be opened at the site of provide the fuel (Kerosene/Wood/LPG). Complied The project is commissioned and is under operation. Free fuel (LPG cylinders) had been supplied in the mess of labourers and workers. Condition No.(ii) Medical facilities as well as recreational facilities should also be provided for the labourers. Complied NHPC Project dispensary is having one doctor, 3 nurses and 1 dresser to cater to the medical needs of PAFs, locals and labors, free of cost. Condition No.(iii) All the labourers to be engaged for construction works should be thoroughly examined by health personnel and adequately treated before issuing them work permit. Condition No.(iv) A Monitoring Committee for R&R should be Being complied constituted which must include representatives of project affected persons from 5T category and a woman beneficiary. A Monitoring Committee for R&R has been constituted after consultation with Deputy Commissioner/Chief Executive Office, Ladakh Autonomous Hill Development Council (LAHDC), Leh and includes representative from PAF's, ST category and a woman beneficiary. Third meeting was held under the Chairmanship of DC/CEO, LAHDC on 11.12.2008. --6- Condition No.(v) area including Restoration of construction dumping site of excavated materials should be ensured by levelling, filling up of burrow pits, landscaping etc. The area should be properly treated with suitable plantation. Under compliance Measures are being taken for restoration of construction area including dumping sites as per EI\/IP. Condition No.(vi) Financial provision should be made in the total budget of the project for implementation of the above suggested safeguard measures. The PA has been asked to submit six monthly progress report in 1 st week of December and 1 st week of June every year in soft and hard copies both as the report will be displayed on Web site of the Ministry of Environment & Forests in pursuance of the provisions of new EIA Notification No. 1533(E) dated 14 th September, 2006. Condition No.(4) Being complied Officials from the Regional Office, MoEF, Chandigarh who would be monitoring the implementation of environmental safeguards should be given full cooperation, facilities and documents/data by the project proponents during their inspection. This condition is being complied by the project proponent satisfactorily. Condition No.(8) This clearance letter is valid for a period of five years from the date of issue of this letter for commencement of construction work. Condition No.(9) A copy of clearance letter will be marked to Complied concerned Panchayat, if any, from whom any suggestion/representation has been received while processing the proposal. Condition No.(10) State Pollution Control Board/Committee should display a copy of the clearance letter at the Regional Office, District Industries Center and Collector's Office/Tehsildar's Office for 30 days. Condition No.(11 ) The Project proponent should inform the public Complied that the project has been accorded Environment Clearance by the MOEF and copies of the clearance letter are available with the State Pollution Control Board & MOEF.
