This application letter supports the completion of the single largest public infrastructure project in the history of Santa Clara County, which will significantly reduce greenhouse gas emissions and traffic congestion in Silicon Valley and the Bay Area. As you know, Phase I of VTA's BART Silicon Valley Extension Project, a 10-mile extension of the regional BART rail system from the Warm Springs area of the city of Fremont in neighboring Alameda County to the Berryessa neighborhood in northeastern San Jose in Santa Clara County, is currently under construction. This $2.3 billion project, which is being supported by $900 million in New Starts funding, is trending 10 months ahead of schedule and $70 million to $100 million under budget. VT A expects to have it completed and open to the public in fall 2017. Phase: •:• uts where Phase I ends in Berryessa and would extend BART an additional six miles through downtown San Jose to the city of Santa Clara, including the construction of four stations. Three stations will be located in the city of San Jose, including at the existing Diridon Station which is a major, regional transit hub. The final station will be in the city of Santa Clara, and Phase 2 also calls for constructing a maintenance facility near the proposed Santa Clara Station. Phase 2 of VTA's BART Silicon Valley Extension Project is vital to the future of Silicon Valley and the Bay Area as a whole. When completed in 2025/2026, the project will be an attractive alternative for commuters traveling on I-880 and I-680, two major notth-south regional corridors in the Bay Area that connect residential areas in Alameda, Contra Costa and San Joaquin Counties to numerous high technology and other employment centers in downtown San Jose and the city of Santa Clara. The project will also connect BART with the Caltrain commuter rail at Santa Clara and Diridon stations. Cal train is the spine of the transportation system on the San Francisco Peninsula, and connection between BART and Caltrain in the South Bay will complete a rail transit ring around the San Francisco Bay. This will provide a safe, convenient and reliable rail transit alternative to relieve traffic on our region's heavily traveled freeways. The benefits of Phase 2 of VTA's BART Silicon Valley Extension Project are numerous. It will support the regional economy; enhance regional connectivity; accommodate future travel PAINTED ON RECYCLED PAPER demand as Silicon Valley and the Bay Area grow; improve access to jobs, schools, medical facilities, entertainment venues, and retail centers; and maximize public transit usage, with impacts of the project being felt throughout the Bay Area. Construction of the project will spur the development of additional housing, office space and retail establishments adjacent to the new BART line and stations. We believe Phase 2 ofVTA's BART Silicon Valley Extension Project is worthy ofFfA's approval for entry into New Starts Project Development and ask you to give it full and fair consideration, consistent with all applicable laws, rules, and regulations. Thank you for your consideration of our request. Sincerely, Michael M.
