BACKGROUND AND PURPOSE
The Former Fansteel/V.R. Wesson property is approximately 11 acres in size and is bisected by
the City of Waukegan’s Market Street right of way. The property address is 801 S. Market Street
in Waukegan, Lake County, Illinois 60085. The property is currently vacant.
On February 7, 2008 the Illinois EPA approved the Remedial Action Plan dated January 15,
2008. Since then a substantial amount of remedial work has been completed before becoming
inactive within the Site Remediation Program. The purpose of this Remedial Action Plan 2015
Addendum is to update the site to reflect current conditions after a portion of the remedial work
was completed in 2008 through 2009. Below is a table of all the previous work submitted to
IEPA before this site became inactive.

Remedial activities commenced shortly after the February 7, 2008 IEPA approval letter
regarding the Remedial Action Plan, Revision 1 in 2008 and continued through 2009 for the site.
During that time the eight designated contaminant source areas were excavated and placed onsite
at Area 1 (see Figure 5) for eventual offsite disposal at a licensed Subtitle D Landfill.
Approximately 10,000 tons were excavated from the source areas, disposal of material was not
completed at that time. Confirmation sampling was completed in six source areas, shown in
Figure 4. Excavated source areas were backfilled with Pre-Screened Borrow (See Data in
Appendix C) soil, a three foot engineered barrier was placed atop the entire site except in Area 1,
confirmation sampling is proposed in 2015 to confirm that soil meets Tier I Residential
Standards.
Work halted in 2009 due to the real estate market collapse, which depleted the investor’s funds
to complete the remedial activities. The City of Waukegan purchased the site in December of

2014 and plans to continue to transform this land into usable space as part of the City’s
Redevelopment Master Plan. The City is now leading completion of remaining incomplete
remedial work to obtain a No Further Remediation Letter for the 11 acre site.
2.0
PURPOSE AND OBJECTIVES
The purpose of this RAP 2015 Addendum document and prior SRP RAP submittals is to further
meet the requirements for a Remedial Action Plan (RAP) as defined in 35 IAC Part 740.450 and
update the Remedial Action Plan from 2008. The overall objective of the 2008 RAP Revision 1
that was approved by IEPA on February 7, 2008 was to reduce concentrations of constituents of
concern (COCs) in soil and groundwater to acceptable levels that could remain under an
engineered barrier without migration to Lake Michigan surface water. The objective of the
Remedial Action Plan 2015 Addendum is to demonstrate that the source area concentrations
were reduced to meet the 2008 objectives underneath the 2008 placed engineered barrier.
Another objective in this Addendum is to update the site based on current conditions from work
that has been completed since the approval of the Remedial Action Plan dated January 15, 2008.
The Illinois EPA approved the January 15, 2008 Remedial Action Plan on February 7, 2008;
thereafter, portions of the 2008 Remedial Action Plan were executed. To meet requirements of
USEPA RLF grant, the RAP 2015 Addendum will be reviewed by IEPA and also have a public
comment period. The goal for the Former Fansteel site is to obtain a NFR Letter so that this
property can be transformed into key Lakefront Development Property as part of Waukegan’s
Master Plan for the area. USEPA RLF Grant Funds combined with Waukegan funds are required
to achieve the NFR goal.
3.0
PRELIMINARY REMEDIAL OBJECTIVES
The IEPA approved Initial and Supplemental Site Investigation Reports and the ROR have
determined:
•
Institutional controls will be required to prohibit the use of groundwater on and down
gradient of the property as a means of eliminating the groundwater exposure pathway.
Residual compounds present in site soil have the potential to migrate to groundwater.
Measured groundwater concentrations for lead, iron, and manganese also provide a
basis for restricting groundwater uses at and near the site. The City of Waukegan
provides its municipal water supply from treated Lake Michigan water, and would
serve this property. Appendix B provides the Groundwater Use Restriction Ordinance
for this site.
•
Residual compounds of trichloroethene, arsenic, cyanide, mercury, and lead present
in soil, based on modeling in the ROR (21 October 2005), have the potential to
migrate to the Lake Michigan surface water pathway. The use of engineered barriers
and excavation of contaminated soil for off-site disposal address this site condition, as
presented in the approved 2008 RAP work and proposed 2015 RAP Addendum.
Groundwater sampling to be completed as part of the proposed 2015 RAP Addendum
will be performed to assure that contaminant levels in groundwater have been reduced
to meet the modeling to Lake Michigan surface water quality standards.

Certain residual compounds of antimony, arsenic, chromium, copper, lead, PCBs,
trichloroethene,
benzo(a)anthracene,
benzo(a)pyrene,
benzo(b)fluoranthene,
benzo(k)fluoranthene, chrysene, dibenzo(ah)anthracene, and indeno(1,2,3-cd)pyrene
in soil exceed ingestion and/or inhalation exposure objectives for residential and open
space development. The use of engineered barriers in the 2008 through 2009 RAP
work addressed this site condition. The proposed 2015 RAP Addendum work will
further address the conditions by excavating and disposing of Area 1 soil at an off-site
licensed Subtitle D Landfill. Area 1 includes the soil placed on top of REC 1-SS1 in
addition to REC 1-SS 1.
•
Construction worker health and safety planning will be required to protect workers
during soil handling and subsurface construction below the engineered barrier during
future development work. Constituents that pose a threat include antimony, arsenic,
chromium, copper, lead, benzo(a)pyrene, benzo(a)anthracene, benzo(b)fluoranthene,
dibenzo(ah)anthracene, naphthalene, PCBs, and trichloroethene.
Exclusion of the groundwater exposure route has been proposed for this site using
institutional controls; therefore, the maximum detected groundwater concentrations (or Class
I groundwater standard, if higher) were proposed as the groundwater remediation objectives.

REMEDIAL ACTION PLAN TASKS
The IEPA approved the January 15, 2008 Revised Remedial Action Plan that summarized the
remedial action technologies that would be implemented to facilitate the planned
redevelopment as part of Waukegan’s Master Plan. The remedy selected to address the
contamination was to excavate higher concentrated source areas, place in Soil Management
Zones (SMZs) during future development and/or to dispose off-site at a Licensed Subtitle D
Landfill and the placement of a 3 foot engineered barrier of clean soil that meets residential
remedial objectives atop the entire site. Table 4 summarizes the remedial action technologies
presented in the 2008 Revised RAP that were approved by IEPA in a letter dated February 7,
2008.

The remedy selected to address the contamination was the excavation and placement in Area
1 and/or Off-Site Licensed Landfill Disposal of higher concentration source area
contaminated soil, in combination with the use of engineered barriers. During the 2008 –
2009 RAP excavation work, contaminated source areas were excavated and placed in Area 1
shown in Figure 5, Area 1 includes the soil placed on top of REC 1-SS1 as well as REC 1SS 1. All excavated source material was placed in Area 1 and will be removed to a licensed
landfill during 2015-2016.
Eight of the nine contaminated sources areas have been excavated in accordance with the
2008 IEPA approved RAP and placed at Area 1 for disposal shown in Figure 5.
Approximately 10,000 tons of excavated source material has been placed at Area 1 onsite, for
planned 2015 offsite disposal at a licensed Subtitle D landfill. After the eight source areas
were excavated and placed on-site at Area 1 during the 2008 – 2009 RAP work, confirmation
sampling was completed. Table 5 summarizes the 2008 – 2009 confirmation sampling that
was completed at source areas. Figure 4 illustrates source area confirmation sampling
completed in 2008 through 2009 after the February 7, 2008 approval letter from IEPA of the
Revised Remedial Action Report Dated January 15, 2008. Confirmation sampling was
completed at six source areas and partial confirmation sampling was completed at one source
area.

The objective of the source area soil removal and confirmation sampling was to demonstrate
reduction in soil contaminant levels to meet Proposed Remedial Objectives prior to
placement of the engineered barrier. After the source areas were excavated and placed at
Area 1 on-site, the voids were backfilled with imported clean fill material.
A minimum of a 3-foot clean soil cover was approved in the 2008 RAP, to be placed in areas
with PCB > 1 mg/kg ≤ 10 mg/kg and in areas with PAHs and/or arsenic above Tier 1
ingestion SRO. During the 2008 through 2009 approved RAP work, a 3 foot engineered
barrier was placed atop the entire site, except in Area 1.
When referring to on-site cleanup and disposal of PCB remediation waste, a cap means a
uniform placement of concrete, asphalt, or similar material of minimum thickness spread
over the area where remediation waste was removed or left in place in order to prevent or
minimize human exposure, infiltration of water, and erosion (40 CFR 761.61(a) (7). The cap
was designed and constructed in accordance to 40 CFR 264.310(a), ensuring that it complies
with the permeability, sieve, liquid limit, and plasticity index parameters in 40 CFR
761.75(b)(1)(ii) through (b)(1)(v).

Work that is being proposed as part of the 2015 RAP addendum include sampling imported
fill/engineered barrier material as discussed in Section 4.2.3 and 4.2.5.
4.2
TASKS PROPOSED IN 2015 RAP ADDENDUM
4.2.1
AREA 1 CONTAMINATED SOIL REMOVAL AND DISPOSAL
The 2008 RAP remedial technologies proposed the use of disposal off-site at a licensed
Subtitle D Landfill. Approximately 10,000 tons of contaminated soil has been placed at Area
1 onsite during 2008 through 2009 for offsite disposal in a licensed Subtitle D landfill (see
Figure 5). To facilitate the 2015 remedial activities that stem from the approved 2008 RAP,
a soil sample will be collected from Area 1 of excavated contaminated material to be
analyzed for Waste Profile approval for disposal at Advanced Disposal Zion Landfill
Facility. Upon Landfill Waste Profile approval the approximated 10,000 tons contaminated
soil located in Area 1 will be disposed of at Advanced Disposal Zion Landfill in Zion,
Illinois during 2015-2016.
4.2.2
POST-EXCAVATION AREA 1 CONFIRMATION SAMPLING
Once the soil located at Area 1 has been disposed of at Zion Landfill Facility, confirmation
sampling will be performed to ensure soil meets the 2008 Proposed Soil Remedial
Objectives. A total of 6 side wall and 2 bottom floor soil samples will be collected from the
first 0.5 feet of soil in Area 1. All samples will be analyzed for APP A PART 740 TCL and
TPH as gasoline and diesel.

Sampling protocols and laboratory methods will follow IEPA and USEPA-approved
methods. Illinois EPA practical quantitation limits (PQLs) established under the Illinois Site
Remediation Program and TACO regulations will be used by the laboratory. Laboratory
analysis will be conducted by an Illinois EPA-accredited laboratory, Test America
Laboratory, of University Park, Illinois.
4.2.3
PLACEMENT AND CONFIRMATION SAMPLING OF THE

ENGINEERED BARRIER IN AREA 1
The excavated Area 1 will be backfilled with pre-screened clean material that meets Tier 1
Residential Standards completed using the IEPA approved composite sampling method as
discussed in detail below. After Area 1 is disposed off-site at a licensed landfill and the void
is backfilled with clean soil. A 3 foot engineered barrier comprised of clean soil, will be
placed atop the former Area 1.
Imported fill material for use as a clean fill/engineered barrier in Area 1, will be evaluated
after placement. All loads brought to the site will be visibly screened by an environmental
professional before placement. Evaluation of clean soil will be completed in accordance with
Comment 2 of the IEPA Approval Letter of the 2008 RAP dated February 7, 2008. The
imported clean material will be tested from 1 composite sample collected from 4 sections of
2015 placed engineered barrier in Area 1. The composite sample will be analyzed for
Appendix A-Target Compound List in 35IAC PART 740. The VOC sample will be collected
from a grab sample rather than a composite sample.
4.2.4
ADDITIONAL SOURCE AREA CONFIRMATION
SAMPLING AND ANALYSIS
As demonstrated in Figure 4, source area confirmation sampling was not completed in two
areas that had been excavated and placed at Area 1 on-site during the 2008 through 2009
Remedial Action work. Confirmation sampling will be completed at the three locations
shown Figure 7A. Confirmation samples will be collected from the center of each sidewall
and one at the bottom of both REC 1-SS1 and REC1 – SS15 excavated areas to document the
level of residual contamination (if any). Confirmation samples will be collected from six (6)
sidewall and two at the bottom of REC 1-SS14 (see Figure 7A for sample locations). The
eighteen (18) confirmation samples will be analyzed for Appendix A-Target Compound List
in 35IAC Part 740, TPH as gasoline and diesel.
Confirmation samples will be collected from eighteen soil borings that will be advanced at
REC 1-SS15, REC 1-SS14, and at REC 1-SS1. The drilling activities for the completion of
the soil borings will be conducted using a direct-push GeoProbe® rig. The soil sampling
procedures will be performed in accordance with IEPA protocols. The soil borings will be
advanced to depths ranging from 0.5 to 6 feet below ground surface (bgs). Sidewall and
bottom samples will be located under the cap by re-establishing the site 100’ grid system and
measuring the rectangle.
Each sample depth has been determined from the findings in the 2007 Site Investigation and
approved in the 2008 RAP. The confirmation sample depths for REC1-SS14 and REC1-SS15
were selected prior to the placement of the 3 foot engineered barrier. The 2015 confirmation
sample depths will be the 2008 sample depth plus 3 feet (which accounts for the 2008-2009
placed engineered barrier). A minimum of one soil sample will be collected from each of the
soil borings completed at the Site. The soil samples will be analyzed for the following: TCL
in Appendix A of 35 IAC PART 740 plus TPH as gasoline and diesel, total metals, and pH.
Table 7 summarizes the confirmation sample quantities, depths and analytical plan for each
sample.

4.2.5 CONFIRMATION SAMPLING AND ANALYSIS OF THE 2008
THROUGH 2009 CONSTRUCTED ENGINEERED BARRIER
The clean soil engineered barrier that was placed atop the entire site was pre-screened with
lab analysis as shown in Appendix C in 2008 through 2009. It will further be tested to ensure
it meets Tier 1 residential standards. The clean fill testing will include collecting two (2)
composite sample per acre of the Site at random depths (See Figure 7B). Four (4) discrete
surface samples will be collected from each acre of the engineered barrier to make one
composite. Imported material samples will be analyzed for TCL in Appendix A of 35IAC
PART 740. The VOC sample will be collected from a grab sample rather than a composite
sample as per IEPA comment 2 in the approval letter dated February 7, 2008.
4.2.6
VAPOR INTRUSION PATHWAY EVALUATION
To demonstrate compliance with soil gas remediation objectives for the indoor inhalation
exposure route, three soil gas samples will be collected from REC1–SS4, REC1–SS7, and
REC1–SS14. Sample locations were selected based on 2008 through 2009 confirmation
sampling completed. The proposed locations of the samples are depicted on Figure 8. The

soil gas samples will be collected at least 6 feet below the ground surface (bgs), but above the
saturated zone (estimated to be 7.7 feet bgs after the placement of 3 ft. engineered barrier).
The sampling will not take place within 48 hours of a rainfall event of ½ inch or greater. A
direct push method will be used to advance a heavy-gauge decontaminated steel probe, with
an expendable tip, to the desired depth. Once the desired depth is reached, a 1/8 to 1/4 inch
diameter run of either Teflon® or nylon tubing will be connected to the expendable point
holder. Following this, the rods will be pulled up 3-6 inches to create a cavity from which the
sample is collected. The rods would then be sealed at the surface using bentonite, clay or a
water dam. A system leak test will be performed using helium (or another tracer gas) to
determine that there are no leaks around the sampling train. The sampling train will be
purged a minimum 3 volumes prior to sample collection. The samples are to be collected in
either a Tedlar bag or Summa Canister at a flow rate no greater than 200 ml/min. The
samples will be sent to a NELAP certified laboratory, Test America Labs, Inc., under chainof-custody procedures for TO-15 analysis.
4.2.7
GROUNDWATER MONITORING EVALUATION
In the approved 2008 Revised RAP, a re-evaluation of the potential for groundwater
Contaminants of Concern (COCs) to migrate off site and for residual soil COCs to leach to
groundwater was to be completed after the RAP is implemented. To evaluate reduction in
groundwater contaminant concentrations, groundwater samples will be collected from six (6)
perimeter wells, five (5) will be installed on the eastern (down gradient) edge of the property
and one well installed on the western edge of the property (up gradient) that will be
constructed in 2015 as part of the Remedial Action Plan 2015 Addendum. One well cluster
(Deep 40ft, Shallow 20ft.) will be placed in the center of the east side of the site. Consecutive
quarterly groundwater sampling for a minimum of one year will be performed to assure that
contaminant levels in groundwater have been reduced to meet the Lake Michigan surface
water quality standards. All groundwater samples will be analyzed for VOCs, PAHs, total
and dissolved metals as per comment 3 of the IEPA approval letter dated February 7, 2008.
This re-evaluation will be presented in the 2015 Remedial Action Completion Report
(RACR).
Perimeter well construction and groundwater sampling methods will follow IEPA protocol.
Four monitoring wells will be constructed using hollow stem auger drilling techniques and
completed as 2-inch diameter PVC monitoring wells with a 10 foot slotted screen. All
monitoring wells will be completed at 20 feet below ground surface (bgs). One deeper well
will be constructed to 40 ft. Each well will have locking steel protectors for security
purposes.
Based on known geologic conditions at the property from observations noted in the previous
Site Investigation work completed in November 2004 and January 2005, it is anticipated that
well depths will extend to 20 feet below surface. The depth chosen is based on previous
geologic cross-sections which indicated groundwater can be found as deep as 12.1 feet
(before the 3 ft. engineered barrier was placed in 2008). Depth in 2015 would be 15.1 as the
3 foot engineered barrier was placed atop the entire site. Depth is below the shallow pooling
of water is found around 4.7 feet bgs (before the 3 ft. engineered barrier was placed in 2008).

Depth of shallow pooling is now, in 2015, 7.7 feet bgs. One deeper well to 40 ft. will be
nested on the east in the center of the site.
Wells will be developed and purged prior to groundwater sampling using dedicated bailers or
a peristaltic pump per IEPA protocol. Monitoring wells were purged a minimum of 3 well
volumes or until dry and allowed to recover prior to sample collection. Field readings will be
collected for pH and specific conductivity to evaluate adequate development and stabilization
of the wells. After each well has recovered to at least 90% of its static water level,
groundwater samples will be obtained using low-flow peristaltic pump or designated bailers,
thereby minimizing contaminant volatilization during sampling. Groundwater samples will
be placed directly into laboratory provided pre-preserved containers and then stored in a
cooler on ice. Table 8 summarizes the groundwater sampling and analytical plan. Figure 6
shows the proposed well locations.

Sampling protocols and laboratory methods will follow IEPA and USEPA-approved
methods. Illinois EPA practical quantitation limits (PQLs) established under the Illinois Site
Remediation Program and TACO regulations will be used by the laboratory. Laboratory
analysis will be conducted by an Illinois EPA-accredited laboratory, Test America
Laboratory, of University Park, Illinois.
Institutional controls (IC) prohibiting the use of groundwater will be used to exclude the
groundwater exposure route and soil migration to groundwater exposure route on and
adjoining the site. This IC will be in the form of a City of Waukegan Ordinance and will
serve to eliminate the groundwater pathway. Appendix B includes documentation of the City
of Waukegan groundwater use restriction ordinance adopted.
4.2.8
INSTITUTIONAL CONTROLS
In the approved Revised RAP dated January 15, 2008 institutional controls were approved to
exclude exposure pathways.
Groundwater Use Restriction Ordinance
The prohibition of installation of potable wells on-site would be an acceptable institutional
control that will be applied as a deed restriction in the NFR letter. Institutional controls will

be required to prohibit the use of groundwater on and down gradient of the property as a
means of eliminating the groundwater exposure pathway. The City of Waukegan provides its
municipal water supply from treated Lake Michigan water and would serve this property
upon redevelopment.
Land Use Restriction and Engineered Barrier
The future end use and planned redevelopment of the property is for residential development
consistent with the City of Waukegan’s Master Plan as amended in 2003 by the adoption of
the Lakefront & Downtown Master Plan. The remediation objectives for the site were
established using the residential land use values in TACO. Therefore, institutional controls
except an Engineered Barrier control are not anticipated to be required to limit the property
use.
A deed restriction is required under the PCB regulations (40 CFR 761.61(a) (8)) for low
occupancy and high occupancy areas where a cap is installed. A deed restriction is essentially
a permanent notice executed in accordance with state law and recorded on the deed or some
other instrument normally examined during a title search, which indicates contained
contamination remains at the site. The deed restriction must be recorded within 60 days of
completion of the cleanup activity. Information that will be recorded on the deed restriction
includes:



That the land has been used for PCB remediation waste disposal and is restricted to
use as a low occupancy area or high occupancy area with a cap, as defined in 40 CFR
761.3.
Of the existence of the cap and the requirement to maintain the cap.
The applicable cleanup levels left at the site, under the cap.
A certification, signed by the owner, that he/she has recorded the notation specified in 40
CFR 761.61 (a)(8)(i)(A) will be submitted to the EPA Regional Administrator.
Construction Worker Protection
Construction worker health and safety planning will be required to protect workers during
soil handling and subsurface construction for areas where residual contaminants will remain
below engineered barriers during future construction as part of Waukegan’s Master Place.
5.0
REMEDIAL ACTION COMPLETION REPORT
Following the completion of the Remedial Action including past (2008 – 2009) and proposed
(2015-2016) remedial work, a Remedial Action Completion Report (RACR) will be prepared
and submitted to the IEPA after completion and will include past and future data. The RACR
will include:


Documentation of off-site disposal for soil located at Area 1 to an IEPA-licensed facility
Location and description of engineered barrier(s) and source areas

Confirmation sampling of Area 1 and source area excavation (2008 and 2015)

761.61 (a) (9). The records that need to be documented include the following as listed in 40 CFR

Identification of the source of the spill, e.g., type of equipment
Estimated or actual date and time of the spill occurrence
The date and time cleanup was completed or terminated
A brief description of the spill location and the nature of the materials contaminated
Pre-cleanup sampling data used to establish the spill boundaries if required because of
insufficient visible traces and a brief description of the sampling methodology used to
establish the spill boundaries
Approximate depth of soil excavation and the amount of soil removed
Post-cleanup verification sampling data and, if not otherwise apparent from the
documentation, a brief description of the sampling methodology and
analytical technique used
While not required for compliance with the PCB spill cleanup policy, information on the
estimated cost of cleanup
These records will be included in the Remedial Action Completion Report and will be
maintained for a period of 5 years.
