Provincial Outreach Program for Early Intervention

The Provincial Outreach Program for
Early Intervention (POPEI) is a British
Columbia Ministry of Education
Provincial Resource Program with
an outreach focus.
We have two Teacher Consultants Lisa Watson and Sasha Žekulin

is hosted by SD 38 - Richmond
Why We Are Here
POPEI’s mandate is to increase
educators’ capacity to support
all learners, particularly diverse and
struggling students in
the classroom.
Who We Help
POPEI provides services to BC public
school districts and Group I and II
Independent Schools. Our support is
delivered through in-services,
networking, resources and eLearning
opportunities.
Who We Are
The POPEI Team consists of two Teacher Consultants
and
other members of our team:
• Administrative Assistant
• Technical Analyst - Evan Cunningham
• SD 38 Site Administrator - Jane MacMillan
• SD 38 Supervising Administrator - Richard Steward
• District Partners from School Districts across BC
• Multi-Regional Advisory Committee - selected via BC CASE &
including MOE representation

POPEI's goals are to:
build and sustain the capacity of educators in BC
help encourage and increase effective instruction for all
primary-aged learners
provide knowledge and support to help teachers of
diverse and struggling learners
share evidence-based resources for intervention and effective
classroom instruction

provide educators with online access to a variety of
resources in a wide-range of formats
connect with educators in BC to share knowledge and
good practice in the area of primary education
research current evidence-based practice in the areas
of intervention, assessment and literacy
liaise with our District Partners from each school district in BC
liaise with our Multi-Region Advisory Committee
