MEET YOUR NEW COUNCIL
Frazer Russell - Mayor
Frazer Russell was born in Winter Brook and moved to Clarenville as a teenager in 1962. He holds
a Bachelor of Science and a Master of Education Degree. After a 30 year career in education, Frazer
became an entrepreneur and established several small businesses in Clarenville, which he continues
to operate today. He has been involved in many aspects of life in Clarenville for the past 40 years
including Chair of the 1994 NL Winter Games, Chair of the Dr. G.B. Cross Memorial Hospital Board,
Chair of the Clarenville Events Centre Building Committee and the Clarenville Caribous Hockey Club.
He has been a driving force behind the national Allan Cup Tournament being hosted by Clarenville
next April. Frazer has served on Council for 12 years, with the last four as Deputy Mayor.

Ashling Avery was raised
in Clarenville, and apart
from periods away for
education, she has lived
here all her life. She
earned her pilot’s license
and a college diploma in
Aviation Technology and
later finished a Bachelor of Science (Pharmacy).
In 2010, she returned to Clarenville where she
now works as a community pharmacist. Ashling
regularly supports charities such as the Clarenville Area SPCA, Clarenville CrimeStoppers, &
the Heart & Stroke Foundation. She has done
volunteer work with the Clarenville Events Centre and has volunteered with the Red Cross in
Moncton following the events of 9/11. Ashling
has also donated her time to contribute to the
education of pharmacy students by serving as a
preceptor. This is Ashling’s first term on Council.
Bill Bailey was born and
raised in Shoal Harbour
and has lived in the Town
of Clarenville for more
than 60 years. He is a Certified Level 4 Claims Adjuster and has almost 40
years of experience in that
field. He has owned and operated an Adjusting
business in Clarenville for over 25 years. Bill is a
retired member of the Clarenville Fire Department, a previous Vista School Board Trustee,
a previous member of Clarenville Rotary Club
and a Certified Minor Hockey Coach. Currently
he is Director of Trail Grooming with the Clarenville Nordic Ski Club, the Isthmus member for
the Eastern Newfoundland Waste Management
Committee and Chairperson of Arts Under the
Stars program. This will be Bill’s third Term as a
Councillor.
David Harris grew-up in
the nearby community
of Goobies and has lived
in the Clarenville & Shoal
Harbour area for most of
his adult life. He has been
employed with Eastern
Health since 2002 in a
Regional Infrastructure Management position
based in Clarenville. David brings 16+ years of
engineering and project management experience. He has earned the international “PMP”
(Project Management Professional) certification
from the Project Management Institute and is
also an Engineering Technologist & Power Engineer. David is an active member in community
activities such as serving on the Riverside School
Council and has been involved with Scouts
Canada as a leader for the Clarenville Beavers
group. This is David’s first term on Council.

Jill Russell-Monk was born
and raised in Clarenville
and she holds a Bachelor
of Primary Education, Bachelor of Special Education
and a Masters of Education.
She is presently employed
as the Assistant Principal of
Riverside Elementary. Jill is a very active member
of her community and is presently Vice Chair of
the 2014 NL Winter Games and 2015 Allan Cup
National Hockey Tournament organizing committees, Vice Chair of Clarenville Area Athletic Association, Clarenville Minor Softball and Clarenville
Minor Soccer Association. She is also a Director
on the Clarenville Area Minor Hockey Association and Sr. Caribous Executive, a Sunday School
teacher at St. Mary’s Anglican Church and recipient of a Queen Elizabeth II Diamond Jubilee Medal. This is Jill’s first term on Council.
Heber Smith has been a lifelong resident of Clarenville
and has been employed
with Service Canada as a
Business Expertise Advisor
for 34 years. Heber was a
member of the 1994 Newfoundland and Labrador
Winter Games Host Committee, a member of
the 1997 Canadian Midget Boys National Softball
Championships Host Committee, President of Golf
Newfoundland and Labrador 2002, and NL Mission Staff Member for the 2007 Canada Winter
Games, Whitehorse. He is presently a board member of Golf NL, Eastern representative for Golf
Newfoundland and Labrador Hall of Fame Committee, Chair of Registration and Results for 2014
Newfoundland and Labrador Winter Games and
member of the 2015 Allan Cup Host Committee.

Paul Tilley was born and
grew up in Buchans, Newfoundland. He obtained a
Bachelor of Arts and later
a Masters in Business Administration. In the early
1990’s, Paul moved to
Clarenville for a teaching
position with the Clarenville campus of the College of the North Atlantic. He was part of the
Torngat Award winning Economic Development
Committee in 2006, chair of the committee that
won TIDY TOWNS in 2009 and continues to be
an active participant in this community. Paul has
and continues to serve on several boards and
committees. He is Host of the community oriented OUR-TOWN – CLARENVILLE Facebook
and Blog and a committee member of the Clarenville2014 Winter Games Host Committee. This
is Paul’s second term on Council.

MESSAGE FROM THE MAYOR
I
n
September,
the residents of
Clarenville elected
their Council for
the next four years.
As mayor, I am honoured to provide
leadership to this
eager and diverse
group of councillors who are committed to building a town we can all be proud to call home.
Clarenville is one of the pre-eminent municipalities in Newfoundland and Labrador. It is a
town with many amenities which offer its citizens
an excellent quality of life. Our Town is at a crossroads in its history, and our future success and
prosperity will depend much on the decisions
made during this important term of your Council.
The crossroads that we find ourselves at are defined by both the pressures of growth and limited
resources.
During the past three or four years we have
made significant improvements to our municipal
infrastructure, despite limited funds. We have,
one-by-one, taken care of many serious road
problems, drinking water issues, sewer problems
and flooding concerns. However, many more infrastructure deficiencies exist, and we intend to
tackle them as funds become available.
Clarenville has many exciting things that will
happen in the very near future. We will be hosting the 2014 Newfoundland and Labrador Winter Games in March which will bring 2000 visitors
to our Town for the weeklong sporting event.
Our new Winter Tourism Strategy is a new approach to improving winter tourism in the Clarenville area. Also, in 2015, Clarenville will take
the national spotlight when the Caribous host the
prestigious Allan Cup Championship in April of
that year.
As we move into the future together, I envision
a Clarenville that engages its citizens and its local
business community while working with its new
Council to help secure the bright future that we
all deserve.

NEW CHALET
T
he Town of Clarenville has started construction of the Bill Davis Chalet at Elizabeth Swan
Park. The creation of the project came as a result
of the community support shown when working
at and successfully winning one of the ten prizes
of the 2012 Kraft Celebration Tour.
“All citizens should feel a great sense of pride
in this project as this new facility is the result of
the great community spirit and pride that was
displayed when the Town of Clarenville won
$25,000 and hosted TSN’s SportsCentre live during last summer” says Councillor Jill Monk. “This
prize money was used as the catalyst to initiate
partnerships with ACOA (Atlantic Canada Opportunities Agency), the provincial government
and the Town of Clarenville to provide the funding for the new Bill Davis Chalet.”
The new chalet will be a multi-purpose facility
that will be used by a variety of organizations in
the community for local events and recreation
programs. Construction is expected to be complete by the spring of 2014.
“The new Chalet” says Monk “is a testament to
our commitment to maintaining and expanding
our recreational facilities in our Town.”

AGE FRIENDLY TRANSPORTATION SERVICE
T
he Clarenville Regional Extended Seniors Transport (CREST) system is a partnership between the
Town of Clarenville and Random Age Friendly that is
committed to providing appropriate and affordable
transportation for people over sixty years of age and
people confined to wheel chairs. As a three year pilot
project that is funded by the Provincial Government,
the partners are excited to be able to offer this type of
service to the Clarenville area.

Residents of Clarenville are advised that as per section 172 (1)
& (2) of the Municipalities Act:
013 was another great year for public works projects. In conjunction with the provincial Municipal Multi-Year Capital Works
Program, the federal Gas Tax Fund and the Town’s tax revenues, approximately $3.5 million in road upgrades, water & sewer
projects, storm sewer installations and sidewalks were completed. These include:
Effective immediately, vehicles parked on the roadway that
“hinder or impede the ploughing of or removal of snow or ice”
from the streets may be towed and impounded by Council.
Gather up the whole family and join us as we host the 26th
Annual Wintertainment from Friday, February 7th to Sunday,
February 16th, 2014.

In addition, the Town purchased a new portable Variable Message & Radar Sign (VMS) that makes drivers aware of how fast that they
are travelling in an effort to help reduce excessive speeds in the community.
All such vehicles are subject to ticketing by the RCMP and
any costs associated with removal and storage of the vehicle
will have to be paid by the owner prior to the vehicle being
released.
Also, residents and businesses removing snow must do so such
that it does not impede traffic by being left in the road. It shall
not be placed to cause a nuisance to neighbouring properties
by causing an unwanted snow build up in drive or walk ways as
a result of snow clearing activities by the Town.
In the event that snow removal creates a nuisance for neighbouring properties, the Town will remove the snow such that
the problem is corrected. The resident causing the problem
will be billed for the Town’s work at a base rate of $70 per
hour with a minimum charge of $70.
