National Security = Economic Viability
The challenges and solutions for Public Safety leaders

Background
1.
Crime And Security Is Public Policy Issue #1. Your mandate
has never been larger or more complex.
2.
Further security deterioration threatens your regional
economic security (tourism, FDI, “broad brush effect”).
3.
Public safety is the primary backstop against regional
economic deterioration and security-driven economic shocks.
4.
Compare spending on tourism vs spending on security.
5.
THE GOOD NEWS : By far your most powerful asset remains
unused. All you need to do is authorize it to be used!
Some Suggestions ...
Ø
Strategic vs Tactical. More bodies and vehicles are tactical responses
which won’t change the asymmetry of information and resourcing power.
Ø
Make managed services (vs hardware) work for you to get higher impact
for longer.
Ø
Finance Minister and National Security Minister. The crime & security
mandate is a national/regional issue.
Ø
Locally/Regionally-tailored solutions vs importing “canned” product.
“De home drum beat first and best”
What We Do
Ø
We design, build and operate Public Safety/National
Security mobile networks.
Ø
We are focused on the Caribbean region.
Ø
We work closely with and collaborate with law enforcement
and other country leaders to develop a strategy that is long
lived.
Ø
We work with the world’s most sophisticated
communications technology providers to harden and secure
our resilient networks.

Impacting the Regional Security Mandate
Q.
Why are we even talking about a dedicated mobile
broadband network as a critical enabler for regional
security ?
A.
It is perhaps the most powerful resource which can be
brought to bear on the regional security situation because it
has a multiplier effect on every other ongoing public safety
initiative and becomes more valuable every day.
