G
rowth is an important part of any business or
community. It may be small at first or take a
long time but with even minimal growth, you
are still growing. I have a unique opportunity to speak
with business owners regularly who say that they are
starting to see increased growth in their business. This
is good and indicates that Palmdale and the Antelope Valley are on the road to recovery. Just as well,
the Palmdale Chamber of Commerce is seeing some
growth. So much so that some events have been
moved or adjusted to accommodate it. I have included
a recap of what has been going on with your Chamber
of Commerce.

The Palmdale Chamber of Commerce hosted the City
of Palmdale’s State of the City address and as usual, it
was a packed house. We learned that although economic recovery is slow, there is growth going on in
Palmdale with new restaurants and retail businesses
opening every month. I have even noticed brand new
construction going on all around town which has got to
mean something good is in store for the community. It is
exciting to see growth all around.

We made a change this month to the Palmdale Business Breakfast. For the last several years the breakfasts have been held at Hometown Buffet in Palmdale.
However, we have outgrown the space and needed
to move to something bigger. The Palmdale Business
Breakfasts will now be held at the Embassy Suites
in Palmdale. If you have ever stayed at an Embassy
Suites, you know they have a made to order breakfast
as well as other breakfast staples and now, it is offered
to attendees of the Palmdale Business Breakfast. There
is a slight increase in price but we are certain you will be
happy. Breakfasts are the first Thursday of every month
and start at 7AM.
Planning for the Taste of Palmdale, which is Thursday, September 26th, is well underway and there are
a lot of changes to the event this year. For example,
you have a choice of ticket prices which range from,
VIP, Reserved or, General Admission. VIPs will receive
guaranteed seating and a runner to get you food from
the 30 participating restaurants. Guests who purchase
Reserved seats will have a guaranteed seat and access
to a shared host. Those who decide they just want
General Admission will get just that- Admission. There
is no guaranteed seating with General Admission but
you still have the opportunity to taste food from each
restaurant and enjoy the live entertainment. Another big
change this year is the move to the Antelope Valley Mall.
It seems we are outgrowing all of our venues this year
and the new location (right in front of Macy’s) will allow
for plenty of future growth. VIP and Reserved seats are
limited so do not wait until the last minute to get tickets.
As for growth in membership, the Palmdale Chamber
of Commerce continues to grow with an average of 7
new members per month. We have been busy cutting
ribbons and welcoming new and existing businesses
into our family and look forward to serving them well.
You are always welcome to attend Ribbon Cuttings and
in fact, it is encouraged. Why not take some time out of
your day to say hi to a new member and introduce yourself. You may just end up with a new business lead. Be
sure to check the calendar of events on the back cover
for more information.

talking nowadays about
being “green”. Other
than recycling, what are some
practical steps I can take to make
my business more environmentally
friendly?

If you’re a child of the
‘70’s or a fan of The
Muppets, you may
have heard a song by Kermit the
Frog where he laments that “it’s
not easy bein’ green”. We beg
to differ and would like to add
that it’s not only easy – it can be
very cost-effective for your business. With climate change and
diminishing resources dominating
the news, small business owners
are looking for ways to make their
operations more environmentally
friendly. Simple steps such as
recycling soda cans and turning
off lights are a good place to start,
but there are many other ways you
can make a big difference without
a lot of effort and expense. What’s
more, these measures will benefit
both the environment and your
bottom line.
Take energy use, for example.
According to the U.S. Environmental Protection Agency’s Energy Star
program, cutting energy waste can
typically save small businesses as
much money and prevent as much
pollution, per square foot, as large
organizations—including those in
leased space. Performed properly,
business-specific energy efficiency
upgrades can provide a positive
cash flow right from the beginning.
Energy Star offers financial evaluation tools to help you estimate the
impact of your changes.

bulbs with Energy Star-qualified

commercial LED lighting and compact fluorescent lamps (CFLs),
which cost about 75 percent less
to operate, and last about 10 times
longer. Regularly changing heating and air conditioning filters and
investing in regular “tune-ups” will
also keep the system operating as
efficiently as possible.
Making greater use of email and
electronic file transfers are sure to
cut down on the amount of paper
your business uses. If your business relies on incoming or outgoing faxes, computer-based faxing
or online faxing enables you to exchange these documents without
the need for making printed copies.
There are likely more recyclable
items around your office than you
realize. Your municipal solid waste
department can provide information on materials and recycling
procedures. Another good source
is the Telecommunications Industry Association’s e-Cycling Central
website, which provides information on finding local agencies and
organizations that will recycle computers, printers and other electronics. And, many charities accept
unwanted office furniture for repair
and reuse by other businesses, organizations, schools, and charities.
Purchasing products and equipment made from recycled or sustainable materials is also a good
way for small businesses to do
right by Mother Earth. According

size business in any industry. Not
only is she a green expert, but she
is a business owner with twelve
employees in a service industry.
“Any executive of a service-based
company looks at sustainability and
when they think about integrating it
into their business strategies, they
are also looking at their financials,”
Brown says. “We see sustainability
as part and parcel of a business
strategy because it makes sense
financially and it makes sense for
employee recruitment, satisfaction,
and retention,” Brown says. “It also
makes sense because many of the
clients that small to medium sized
businesses serve are beginning to
expect that you have a sustainability
strategy.”

It may not seem that service
businesses have significant environmental impacts, but you may be
surprised if you take a good look.
At Brownflynn, the principles asked
their employees to establish goals
around the triple bottom line of environmental, social, and economic
goals. In response, employees did a
“dumpster dive,” where several volunteers went through the garbage
the office was producing and came
up with ways they could reduce that
waste. “We couldn’t believe how
much garbage we were putting in
the landfill,” Brown says. “We made
a concerted effort to put a recycling
program and a paperless policy in
place and have been able to reduce
our garbage pickups from once
every two weeks to once a month.
So, we’ve saved money and we’re
helping the environment.”
Brown suggests starting basic.
Ask your team, should we have a
“lights off” policy? Should we switch
from paper towels to cloth towels in
the bathroom? Should we volunteer in the community as a group?
Should we order lunch in from local,
independently owned restaurants
and avoid chain businesses? Once

is a start, it’s an exercise in futility unless you can put these policies into action. “You want to have
some measurements, have some
outcomes, and have some goals,”
Brown says. “As the old saying
goes, what gets measured, gets
done.” If creating a framework by
which to measure the environmental
impact as well as the financial impact seems daunting and your accounting software isn’t equipped for
the job, there is an online resource
to help you get started—the Global
Reporting Initiative, globalreporting.
org/Home. These guidelines can
help you asses the financial, environmental, and community implications your sustainability programs
may have.
Identify Your Place in the
Supply Chain
Even though you don’t make
anything, you may serve larger
industries and manufacturers. You
may be providing service to companies that are really at the forefront
of green business or are making
more and more sustainability efforts. Often times, these companies

f you have less than 50 employees, work in an office, and want
to participate in the “people,
planet, profits” business model, you
have probably noticed the lack of
conversation about options for you.
A lot of green business discussion
focuses on alternative energy, local
sourcing, recycling, and other approaches as they apply to big business. For example, its’ not possible
to put solar panels on your fifth floor
office suite and you can’t package
your goods in sustainable materials
if you are a service business.

M
any employers outsource their payroll and
related tax duties to third-party payers such
as payroll service providers and reporting
agents. Reputable third-party payers can help employers streamline their business operations by collecting
and timely depositing payroll taxes on the employer’s
behalf and filing required payroll tax returns with state
and federal authorities.
Though most of these businesses provide very good
service, there are, unfortunately, some who do not have
their clients’ best interests at heart. Over the past few
months, a number of these individuals and companies
around the country have been prosecuted for stealing
funds intended for the payment of payroll taxes. Examples of these successful prosecutions can be found
on IRS.gov.
Like employers who handle their own payroll duties,
employers who outsource this function are still legally
responsible for any and all payroll taxes due. This
includes any federal income taxes withheld as well as
both the employer and employee’s share of social security and Medicare taxes. This is true even if the employer forwards tax amounts to a PSP or RA to make
the required deposits or payments. For an overview
of how the duties and obligations of agents, reporting
agents and payroll service providers differ from one
another, see the Third Party Arrangement Chart on
IRS.gov.
Here are some steps employers can take to protect
themselves from unscrupulous third-party payers.
m Enroll in the Electronic Federal Tax Payment
System and make sure the PSP or RA uses EFTPS
to make tax deposits. Available free from the Treasury
Department, EFTPS gives employers safe and easy online access to their payment history when deposits are
made under their Employer Identification Number, enabling them to monitor whether their third-party payer
is properly carrying out their tax deposit responsibili-
ties. It also gives them the option of making any missed
deposits themselves, as well as paying other individual
and business taxes electronically, either online or by
phone. To enroll or for more information, call toll-free
800-555-4477or visit www.eftps.gov.
m Refrain from substituting the third-party’s address
for the employer’s address. Though employers are
allowed to and have the option of making or agreeing
to such a change, the IRS recommends that employers continue to use their own address as the address
on record with the tax agency. Doing so ensures that
the employer will continue to receive bills, notices and
other account-related correspondence from the IRS. It
also gives employers a way to monitor the third-party
payer and easily spot any improper diversion of funds.
m Contact the IRS about any bills or notices and do
so as soon as possible. This is especially important if
it involves a payment that the employer believes was
made or should have been made by a third-party payer.
Call the number on the bill, write to the IRS office that
sent the bill, contact the IRS business tax hotline at
800-829-4933 or visit a local IRS office. See Receiving
a Bill from the IRS on IRS.gov for more information.
m For employers who choose to use a reporting agent, be aware of the special rules that apply to
RAs. Among other things, reporting agents are generally required to use EFTPS and file payroll tax returns
electronically. They are also required to provide employers with a written statement detailing the employer’s
responsibilities including a reminder that the employer,
not the reporting agent, is still legally required to timely
file returns and pay any tax due. This statement must
be provided upon entering into a contract with the employer and at least quarterly after that. See Reporting
Agents File on IRS.gov for more information.
m Become familiar with the tax due dates that apply
to employers, and use the Small Business Tax Calendar
to keep track of these key dates.

ecessity is generally the beginning of innovation. Often times
friends are together thinking of ways to improve upon a product
and, all of a sudden there’s a new idea and a newly formed partnership. Since each partner has a different set of skills it is likely that one
partner will handle finances and the other partner will handle design and
marketing. The partnership goes well until it becomes overwhelming for one
and that partner wants out. How much of the business do they get? What is
the business worth? Did they plan for emergencies like this? Often times the
answer is ‘No’, succession and buy-sell agreements were not in place to
protect the business from each other.

M
y name is Jasmine Alniami, when I was 8 Years old a fire got
lit, that fire sparked my dream of one day becoming Miss
Palmdale! 3 weeks ago, after holding on to a childhood
dream for 10 years I was crowned Miss City of Palmdale 2013. It is all
still so surreal! I feel like this is all just a dream and I really don’t want to
wake up! I have had so much fun so far, my sister queens (Paris Burton
and Jade Peck) are phenomenal young ladies. We had a blast going to
Vince’s Pizza for queen’s night and riding the bumper cars, and getting
together for our queens meeting with our great director (Laura), Queen
Mum (Bonnie), and Queen Auntie (Pepe). My sister queens and I are preparing for the Leona Valley Cherry Parade on June 1st. We were at Paris’
house last night until 1:00am making costumes! I am so excited and really looking forward to having an amazing year, as this is definitely a once
in a lifetime opportunity! I look forward to meeting new people here in our
community and hope to leave my mark while making a positive impact
here in my hometown.

ince being crowned Little Miss City of Palmdale 2013 on April
27th I have had the opportunity to participate in dozens of
exciting events. I have been able to attend a few Chamber of
Commerce mixers, luncheons, and breakfasts, and was able to meet
many new people including Mayor Ledford and local business leaders.
I also had a great time attending Larry Chimbole’s 94th birthday party,
he was so nice that I even got to help blow out his birthday candles. I
was fortunate enough to represent the City on stage for The Amgen
Tour of California and on a float in the Cherry Blossom Parade. I loved
meeting Peter Sagan and was thrilled when I learned he won the race
stage that left from Palmdale that morning. One of the most fun parts
about becoming a community queen has been meeting and playing with all of my sister queens from the entire Antelope Valley at events like Queens Night at Jethawks Stadium. We were all introduced on the field before the game!
I am especially proud to work with my City of Palmdale sister queens Jasmine and Paris and have had so much fun
getting to know them and participate in all of these events with them. Recently following the nearby Powerhouse
Fires, we had an opportunity to receive pet food donations and take them to the local animal shelter to help care
for all of the displaced pets during the fires. We were also able to donate enough funds to the Therapeutic Riding
Stables of Palmdale to provide everyone free lessons for the day. I have been so busy and had such a great time in
my first month representing the City and I am excited for all of the events coming up this month!
