Alexander J. Gromack was elected
Town Supervisor in November
2004 after serving fourteen
years (1991–2004) representing
Clarkstown in the New York
State Assembly and seven years
(1983–1990) as a Clarkstown
Legislator on the Rockland
County Legislature. He is the
Chief Executive and Fiscal Officer
of the Town and is responsible
for the daily operation of the
Town Government.

Town Board & Meetings
The Town Board is composed of five elected
officials: the Supervisor and four Council
Members. Each of the five officials has equal
voting authority. The Supervisor, unlike the County
Executive or the Governor, has no veto authority;
his vote counts the same as each of the other
four. The Town Board meets on most Tuesday
evenings, either in a workshop session
held at 7:30 pm in Room 301 or at an officially
scheduled meeting held at 8:00 pm in the
Auditorium. Town Board meetings and workshop
sessions are public meetings governed by the
“open meetings” law. However, voting on Town
business can be conducted only at Town Board
Meetings. Below is the schedule of meetings
for 2010.

Maintains over 1,400 town-owned roads (totaling 290 miles) including

requests for the installation and repair of municipal street lighting on

The primary responsibility of the Clarkstown Police Department
is to protect and serve the Town’s 82,082 residents and the
thousands of daily commuters and shoppers who travel
through or to the Town each day. The Police Department employs
173 police officers, 28 civilian support personnel, and 43 school
crossing guards.
The Clarkstown Police Department has been re-accredited by
the New York State Law Enforcement Accreditation Program.
The accreditation comes from the New York State Division
of Criminal Justice Services, and it indicates an overall high
standard of training and professionalism.
City-Watch Program
Clarkstown has an emergency notification system
called City-Watch. This system allows the Police
Department to send telephone messages
quickly to residents and businesses in the event
of impending flooding, power outages, road
closings, natural disasters, missing children,
burglary alerts, community events, and a wide
variety of other emergencies.
Records Division
The Records Division is responsible for
maintaining all reports completed by the
Clarkstown Police Department, including motor
vehicle accident and incident reports. Copies of
these reports may be obtained during normal
business hours. Proper ID is required, and
authorization under the Freedom of Information
Act may be required. There is a fee of 25¢ per
page. The hours of operation for the
Records Division are Monday through Friday,
7:00 am to 5:00 pm.
Testing Process to Become
a Clarkstown Police Officer
Candidates are required to take a New York
State written civil service examination, which
is administered by the Rockland County
Department of Personnel. The written exam
is scheduled only once every four years.
Candidates who pass the written examination

will be invited in numerical order to participate
in a physical ability test, background investigation,
fingerprint check, drug screening, polygraph,
and oral interview. If given a conditional offer
of employment, candidates must also pass
medical and psychological examinations prior
to employment.
An exam was given in November 2008 and the
next exam will be given in four years. Applications
for the written exam can be obtained directly
from the Rockland County Department of

Assist emergency responders in
locating your home and business.
Chapter 110 of the Town Code
requires that the number or
numbers assigned to a parcel or
property must be conspicuously
shown by placement on the
principal building. The minimum
height of the numbers shall be
3-inches for residential and 4-inches
for nonresidential buildings. Where
the principal building is located
further than 50-feet from the street
line the numbers shall be placed
on a mailbox, gate post, fence, or
other appropriate place so that
it shall be visible from the street.
Proper placement of the building
number is required before a
certificate of occupancy is issued.

Auxiliary Police Volunteers
Those members of our community who wish to
assist our local police in various law enforcement
duties can join our Clarkstown Police Auxiliary.
To be considered for volunteer duty, one must
be a United States citizen over 21 years of age,
live in Clarkstown, and possess a valid New York
State driver’s license. Auxiliary police assist with

Each level of government has its own laws. In
Clarkstown we are required to adhere to federal,
state, county, and Town laws. All of Clarkstown’s
laws are available on the Town’s website by
clicking on “Town Code.” The following are
summaries of some local laws.
Snow and Refuse May Not Be Moved
Onto Public Property
Chapter 250 of the Town Code states that property
owners may not move snow, ice, yard waste, or
refuse of any type from their properties onto
public streets, sidewalks, or other public property.
Additionally, property owners may not channel
surface water or water from sump pumps onto
streets where water might create a ponding or
icing hazard to vehicles or persons using
those streets.
Unnecessary or Unreasonable
Noise Not Allowed
Chapter 205 of the Town Code puts limitations on
noise. Essentially, any sound, whether produced
by human voice or electronic equipment, that
disturbs the peace of any reasonable person is
unlawful. Additionally, sounds caused by lawn
mowers, leaf blowers, chain saws, bulldozers,
compressors, and other machinery are
prohibited Monday through Friday prior to 7:00
am and after 8:00 pm, on Saturday prior to 8:00 am
and after 6:00 pm, and on Sunday prior to 11:00
am and after 5:00 pm. This law is enforced by the
Clarkstown Police Department, and offenses are
punishable by fines up to $500 and imprisonment
for up to fifteen (15) days.
Parking is Limited
Chapter 278 of the Town Code prohibits parking
on all streets, roads, or highways from November
15 to April 1, between the hours of midnight
and 6:00 am. Furthermore, commercial vehicles
are restricted from parking on Town streets
for periods longer than three (3) hours.
No vehicles may be parked on Town streets for
the purpose of displaying such vehicles for sale,
and no unregistered vehicles may be parked on
Town streets.
Sidewalks Must Be Maintained
By Property Owners
Chapter 250 of the Town Code makes
commercial and residential property
owners responsible for keeping sidewalks
in front of their premises clean and free
from snow, ice, paper, sticks, and other
debris. In particular, snow and ice must
be removed within thirty-six (36) hours
of accumulating on any sidewalk.
Alarm Systems Require Permits
Chapter 91 of the Town Code requires permits
for all burglar alarm control devices. Permit
applications are available at the front desk of
Police Headquarters or can be obtained by mail
by calling 845.639.5801 or 845.639.5872. There
is a one-time $50 fee for each permit. Permits
are issued without expiration dates, but they are
not transferable when property is sold. New
owners must apply under their own names.

Sign Guidelines:
General Information
Chapter 243, Clarkstown’s new sign ordinance
was adopted in 2007 to establish standards and
design guidelines for commercial business
identification signs. This section also addresses
For Sale and For Rent signs, home occupation
signs, accessory lighting, as well as storefront
advertising signs. Sign permits, issued by
the Building Inspector, must be reviewed by
the seven member Architecture & Landscape
Commission. Contact the Building Inspector’s
Office at 845.639.2100 for application forms and
guidance. The hours are 9:00 am to 5:00 pm,
Monday through Friday.
Architecture & Landscape
Commission Approval
In addition to business identification
sign review as mentioned above, the Clarkstown
Architecture & Landscape Commission (ALC) also
reviews building façade changes and exterior
alteration. New commercial buildings under
site plan review by the Planning Board must
additionally be reviewed by the ALC for color,
siding and roofing material, and architectural
elements. In addition, the ALC reviews and
approves landscaping plans submitted as part
of a site plan from the Planning Board.
Tree Preservation
2007 heralded the Town’s focus on a number
of ‘green’ issues to help protect our sensitive
environment. Chapter 270 of the Town Code,
“Tree Preservation,” included a requirement for
a permit from the Department of Environmental
Control (DEC) for certain tree removal on private
property. In general, if you are planning to remove
more than five trees of 12-inches in diameter, you
should check with the DEC at 845.639.2111 to see
if you need a permit.
Building and Demolition Permits
are Required
Chapter 109 of the Town Code requires permits
for all construction projects. A permit is needed
to build or replace a deck, to add an addition to
a house or other building, to build a garage, to
install a swimming pool, to put in a wood-burning
stove, to enclose a porch, to convert attic,
basement, garage or storage areas to living
space, to establish a change of occupancy, to
demolish any part of a building, etc. Building
permit applications are available at the Building
Department. Usually a permit can be issued
within five to ten (5-10) days if all requirements
are met; however, sometimes it does take longer,
depending upon the volume of permits to
be processed.

to avoid any unforeseen delay in starting your project.
Certificates of Occupancy
are Required
Chapter 109 of the Town Code requires a
Certificate of Occupancy before any house
or other building can be legally occupied.
It is usually not possible to sell or refinance
a home without Certificates of Occupancy
for all improvements, changes of use, and
structural changes.
Plan ahead! Sometimes it can take months to get Certificates
of Occupancy if changes were made without permits.

Operation Clean Sweep
Operation Clean Sweep was launched to
eliminate the blight of illegal signs that dot the
public right-of-way* in Clarkstown. Through
education and enforcement, we will ensure that
our sign laws are understood and complied
with. Together, we can keep Clarkstown a place
we can take pride in.
* As a general rule of thumb, the public right-of-way
extends ten feet from the edge of the pavement.
Dog Owners are Responsible
for Their Pets**
Chapters 125 and 202 of the Town Code prohibit
dog owners from allowing their pets to:
• Run unleashed without the full control
of a responsible person. Maximum leash
length is 8-feet.
• Engage in habitual loud howling, barking,
or whining.
• Create a nuisance by defecating or urinating
Littering and Posting are Prohibited
Chapter 173 of the Town Code prohibits
littering and dumping on any public or private
property. This chapter also prohibits posting
notices, signs, or advertisements in the public
right of way. This is the chapter which led to the
enhanced enforcement under ‘Operation Clean
Sweep’ described above.
Not to be confused with business identification
signs which are approved by the ALC and installed
via permit from the Building Inspector, nothing
whatsoever is permitted to be installed on utility
poles, streets, sidewalks, trees, or anywhere in the
right of way. This includes temporary signs, garage
or tag sale signs, advertising signs, campaign or
event signs, ‘open house’ or any other notice. There
is no permit process available for these prohibited
postings. Fines up to $1000 can be assessed.
When in doubt, check with Town officials prior
to installing any signage. Political signs or
statements as an expression of free speech can
only be displayed on private property with the
owner’s permission.

Coordinates Mini-Trans routes, schedules, fares,
and related commuter transportation information.
Clarkstown’s Mini-Trans service provides bus routes
that do not duplicate the routes run by private

Recycling is good for our environment and generates income for the Town. However, recycling must be done carefully to be
effective. Not everything is recyclable. When non-recyclable or dirty items are picked up and added to the recycling load in a
truck, the entire load may get rejected (at the RC Solid Waste Facility) and end up as garbage.

Garbage Collection
The collection of household garbage is twice
per week: Monday and Thursday, Tuesday and
Friday, or Wednesday and Saturday, depending
on the area.
Each household garbage container must have
an official sticker from the Tax Assessor’s Office.
Each home (1, 2, & 3 family only) is issued
one official sticker.
For an extra charge, additional stickers
are available from the Assessor’s Office. (Larger,
multi-family residences and condominiums are
not charged and are not eligible for this service.)

All garbage must be bagged and placed inside
covered containers. Garbage carters are not
required to take extra refuse from bags, boxes,
or unstickered containers.

The Clarkstown Highway Department
provides curbside loose and bagged leaf
pick-up beginning in late October; loose leaf
pick-up ends in mid-December. All loose or
biodegradable bagged leaves should be piled on
the lawn or curbside for pick-up, please not in the
roadway. Residents can look up the fall leaf pick up
dates listed by street on the Town’s website under
the Highway Department Leaf Program. For more

There is No Garbage Collection or Recycling
Collection on the Following Holidays
New Year’s Day, Memorial Day, Independence
Day, Labor Day, Thanksgiving, and Christmas Day.
However, twice the normal quantity of garbage
will be collected on the next regularly scheduled
pick-up day.

Bulk Pick-Up Program
Clarkstown provides once-a-month pick-up
of large household bulk items for residents
of houses that are designated on the tax rolls
as one-family, two-family, or three-family
homes (larger multi-family residences and
condominiums are not charged and are not
eligible for this service). The schedule at right
lists bulk pick-up dates for the 2010 season.
The bulk pick-up dates in your area will

The Adopt-A-Spot Program provides opportunities for
community-spirited individuals and organizations to
enhance Clarkstown’s neighborhoods. Sponsors design,
install, and maintain the land­scaping at their designated
“spot.” The Town determines the spots available for
adoption and recognizes the volunteers with a sign
placed at the location. Interested parties should

Adopt-A-Road Program
Local businesses and organizations are invited to “adopt
a road.” This program, under the supervision of the
Clarkstown Highway Department, has been expanded
and helps to keep Clarkstown free of litter. Requirements
for participation include periodic litter pick-up and
proper insurance. A sign is erected in recognition of
each participating business or organization. If you are
interested in learning more about this program, contact
