Whatever your recreational needs, we hope you take the time to explore the benefits of Parks and Recreation services. The Benefits are Endless & We Can Prove It. PHOTO POLICY: On occasion, the City of Harker Heights Parks and Recreation Department may take photos and/or video of participants enrolled in sponsored programs/events or at our parks. Please be aware that these photos and videos are for department use only and may be used in future brochures, flyers, presentations, advertisements, or on the City’s web site. DEPARTMENT POLICIES: RESIDENCY: A resident, for registration purposes, is anyone who lives within RENTALS: REFUND POLICY: Refund of fees in recreation activities shall be made under the following conditions: 1. The Parks and Recreation Department cancels the program/league. Persons registered for a program/league which is canceled by the department (i.e. lack of enrollment) shall receive a full refund of fees. 2. Participant Cancellation – If, prior to the start of a program/league, participants cancel their registration, they will receive a refund of fees, less a $5.00 service charge. 3. No refunds or credits will be issued once the program/league has started. 4. There will be no prorating of program/league fees. FACILITY RULES AND REGULATIONS: Hours of Operation: Recreation Center: Monday – Friday 8:00 am – 9:00 pm Saturday 12:00 pm – 6:00 pm Sunday & Holidays CLOSED Activities Center: Monday – Friday 8:00 am – 6:00 pm Each parent or guardian is responsible for his/her child, guest and own behavior while participating in any activity in the facilities. All children under the age of 12 must be accompanied by an adult. 1. All persons are required to comply with the instructions of HHPRD staff. 2. Fighting will not be tolerated in the building or on the premises. Children and adults are subject to a suspension from the facilities for any instances of fighting. 3. Horseplay or profane language is not allowed in the facilities. 4. Smoking or use of tobacco products are not permitted within the facilities. 5. Alcoholic beverages are not permitted within the Recreation Center. Permits for alcoholic beverages at the Activities Center must be requested through City Council at least thirty days in advance. 6. Weapons of any kind are not allowed on the premises. 7. Articles of clothing must be worn properly (shorts, pants, etc.). Appropriate shoes are to be worn during the activities (unless authorized by the Parks and Recreation Department). 8. Skateboards, rollerblades, skates, Heelys shoes, scooters, and bicycles are not allowed in the building. 9. Jewelry is not allowed in gymnasium during open and league play. 10. Food and drinks other than bottled water are not allowed inside the gymnasium. In the event of any spills, please inform a recreation center staff member. 11. Bags are not allowed inside gymnasium. 12. Signs are posted inside gymnasium specifying additional regulations. the corporate boundaries of the City of Harker Heights and/or a business owner that pays taxes to the City of Harker Heights. Any person residing outside these limits will be considered a non-resident and assessed a fee accordingly. REGISTRATION: Forms can be downloaded from our website at www.ci.harker-heights.tx.us/parks. Click on Forms and Downloads underneath Quick Links. Registrations are taken on a first-come, first-serve basis and will be accepted in the following ways: 1. Walk-in: Parks and Recreation Center 307 Miller’s Crossing, Harker Heights 8:00 am – 9:00 pm Monday – Friday 12:00 pm – 6:00 pm Saturday 2. Mail-in: Send appropriate registration fee along with completed form (if applicable) to: Harker Heights Parks and Recreation 305 Miller’s Crossing Harker Heights, Texas 76548 Make checks payable to: Harker Heights Parks and Recreation (please note the program name on the memo line) All checks returned for insufficient funds will be subject to a $30.00 charge. For programs with a specific registration due date - all registrations not received by said date will be placed on a waiting list. If a deadline is not specified, registration will be accepted until the program is full. For such dates, refer to the recreation guide. Registration is required BEFORE participation in any program. The Parks and Recreation Department reserves the right to cancel, combine, change time or date, or make any revisions which may be necessary. PARK AND ATHLETIC FACILITIES: 1. Park Hours – All City parks are open from 5:00 am to 11:00 pm, unless special hours are approved by the Parks and Recreation Department. 2. Athletic facilities – Utilization of these facilities must receive approval from the Athletics Department PRIOR to use. 3. Alcoholic beverages or intoxicated behavior in park and athletic facilities is not permitted. 4. The use of loud speakers, public address systems or amplifiers is prohibited without written permission. (Ch. 95 – Noise Regulations – City Ord.) 5. Vehicles must be parked in the designated parking areas. 6. Animals must be confined to a leash. 7. All signs, placards, flags, and banners must be approved before posting. 8. Fishing in the pond is permitted with applicable license. Currently, the pond is a “catch and release” fishing area. 9. All litter must be disposed of properly – to include pet wastes. 10. Special event permits must be submitted for reservations of facilities. (Ch. 100 – Special Events – City Ord.) 11. NO patron may kill, harm, trap, confine, catch or possess wildlife within a park 12. The following are prohibited: A. Glass Containers B. Swimming in Ponds C. Removal or Destruction of Vegetation D. Selling Goods and Services (without permit) E. Fires except in Barbecue Grills F. Vehicles Left Overnight G. Fireworks H. Weapons of any kind 13. Smoking is prohibited within 20 feet of sports fields, sports courts, food concessions and spectator bleachers. Requests for reservations will be accepted on a first-come, first-serve basis. Requests for reservations can be done only in person. Each facility will have its own deposit/fee requirements. BOARDS AND COMMISSIONS: The Parks and Recreation Advisory Board was assembled in 1995. The board is composed of six members and two alternates, which are appointed by the City Council. The Board is governed by the Code of Ordinance § 33.35. The Harker Heights Parks and Recreation Advisory Board shall have no supervisory function and shall have no rulemaking or quasi-judicial authority. The Board is organized to advise the City Council on policy and programs. ATHLETICS: Each team athletic activity will have its own by-laws and constitution and will pertain to that sport solely. The make-up of these rules is governed by the Athletic Coordinator or their designee. These by-laws and the constitution will be updated prior to the beginning of each season. MISCELLANEOUS: These policies are to be utilized as a guideline for staff in the development and coordination of future and existing programs and activities offered by the department. Acceptable forms of residency confirmation: current driver’s license, utility bill, or post marked envelope. Recreation programs such as Tae Kwon Do, Zumba, Gymnastics, etc. require only one (1) registration form filled out per fiscal year. Any changes in residency must be kept up to date with the Parks and Recreation staff. Individual youth sports registration such as soccer, baseball, kickball, basketball, etc. will require proof of residency during registration periods. Multiple child discounts are available on same day sign-ups only. PROOF OF RESIDENCY FACILITY USAGE Children under the age of 12 must be accompanied by an adult at all times in all of our facilities. Proof of age may be requested at time of visit. Cardio Room Any person interested in utilizing the Harker Heights Recreation Center’s Cardio Room must sign in at the front desk. Harker Heights’ residency is not required to use this room. Open Gym Any person interested in utilizing the Harker Heights Recreation Center’s Open Gym will be required to show proof of residency at the time of visit to receive the resident discount. He has a Certificate of Completion from Central Texas College in Criminal Justice – Corrections. He has one son and enjoys spending time with his granddaughters, keeping up with most Texas sports from High School to the Pros and watching movies. Maurice Henderson is a custodian with the Parks and Recreation Department. He is currently attending CTC with plans to complete his degree in 2013. Maurice and his wife, Shanel have two children, Keiana and Maurice. In his off time, he enjoys playing basketball, watching sports, spending time with his family and going to movies. Samantha Hanie is an Athletic Coordinator with the Parks and Recreation Department. She obtained her Bachelors in Advertising and Masters in Recreation Management from Texas State University – San Marcos. When Sam is not busy at work she enjoys watching sports and movies, hanging out with friends, reading books and spoiling her chiweenie, Mobi. Sarah Rodriguez is the Activities Specialist with the Parks and Recreation Department. She has her Bachelor’s degree in Spanish and Management from Iowa State University. Sarah and her husband Jose have one son, Mason. She enjoys spending time with family (including her 2 dogs and 3 cats), reading, watching movies and exploring new places. Brian Tyler is an Athletic Coordinator with the Parks and Recreation Department. He has worked with the Parks and Recreation Department since 2008 and previously held a position as Light Equipment Operator. He obtained his Bachelor’s degree from Tarleton State University in Horticulture – Golf Course Management. He and his wife, Carey, have two children, Catelyn and Briley. In his free time, he enjoys spending time with his family, riding horses and watching sports. Chris Smith is a light equipment operator with the Parks and Recreation Department. He worked two years as an electrical apprentice. Chris attended Central Texas College with a focus on General Studies. He and his wife, Starla, enjoy going to the lake when they have free time. Harker Heights, CityParks Sept11Jan12 Guide.indd 9 Player Ability Assessment is a program designed to assess the skills of each player, in an effort to balance the league’s teams during the team formation phase. During the Player Ability Assessment, volunteer coaches will evaluate each player’s potential after performing specific drills related to the upcoming sport. The effectiveness of the Player Ability Assessment depends highly on player attendance and coach participation, so please make plans to attend. Parents will be notified when and where the assessment will be conducted during the registration process. At this time staff will be taking applications for coaches, so if you have an interest, don’t wait until the last minute! The atmosphere of the Player Ability Assessment is very relaxed, so players should not have any undue pressure from parents. Please note: this is not a PASS/FAIL type of event, Parks and Recreation simply asks for each player to try their hardest, and have fun with the coaches and players in attendance. FREE YOUTH SPORTS REGISTRATION! We understand the time and dedication it takes to be a volunteer coach for a Harker Heights recreation league. The Experience will be in conjunction with the Temple VA’s Welcome Home event. Demonstrate the qualities of civility and sportsmanship at all times. Not use vulgar, abusive, racist, sexist, demeaning or intimidating language at any time. Support the players, coaches and officials in a positive manner. Treat the visiting team, coaches and fans with courtesy and respect at all times. Not engage in cheers that are vulgar, crass or demeaning. Refrain from throwing objects for any reason. Not become inebriated or belligerent. The City of Harker Heights has a new up and coming volunteer program Reaching New Heights. Reaching New Heights strives to get citizens involved in bettering their community. This season Reaching New Heights will be participating in various volunteer opportunities such as Make A Difference Day, Farmers Market, Knight Park Watch Program, Harker Heights Frost Fest, and much much more! As a Knight Park Watch volunteer, you can assist the City of Harker Heights by informing us of illegal activities you see in the parks. LIVING LEGACY PROGRAM Commemorate an event or loved one through the perpetual growth of a tree. The City of Harker Heights LIVING LEGACY program has been designed to meet most any need. • Memorialize a loved one • Celebrate a graduation or recognize the accomplishments of an individual, group or organization • Celebrate the birth of a child • Commemorate a wedding or anniversary • Give that special Valentine gift • Establish a tradition We have numerous locations throughout the City available for planting trees. Each tree is $125.00 and includes a customized brick or plaque. The City Parks Crew plants and maintains all trees.
