Working on waterways
A hearty welcome to Fryslân - the water-drenched province that wishes to
give maximum joy to you as a water sports enthusiast. To this end, we will be
busy working on the waterways in 2014.
At the Van Harinxmakanaal we are replacing four bridges by aqueducts. In
Franeker there will be a new bridge, in Dronrijp a renovated one. We will be
putting the new lock in Stavoren into operation. We will be improving the
jolly-boat route in the Wurdumerfeart. All these activities may cause some
disruption, but this is only temporary. It will result in better sailing
connections, and these are permanent. It will enlarge your sailing area. In the
past year, the Eleven Cities sailing route has been completed and the Peat
route has been rejuvenated.
Extra funds have been made available from the provincial fund Wurkje foar
Fryslân for the improvement of tourist facilities. In this way we are
stimulating tourism and employment. We are continuing to stimulate the use
of electric-powered boats, enabling you to enjoy Frisian nature with even less
disturbances. Because there is more than enough to enjoy. It is not without
reason that Fryslân is known as the most beautiful province of the
Netherlands.
Through this free water sports brochure we will supply you with all the
information you need. The details can also be consulted through
www.fryslan.nl/watersport and the Watersports app. On your smartphone
(or tablet) you can look at the latest bridge times, obstructions and
information about the quality of the swimming water. With this information
you can enjoy sailing in Fryslân at its best. Have fun and enjoy yourself on the

Bridges and locks
Bridges and locks in Fryslân are manned daily from 1 April to 1 November:
9.00 a.m. - 12.00 noon
1.00 p.m. - 4.15 p.m.
5.15 p.m. - 7.00 p.m.*
* June, July, August until 8.00 p.m.
Monday to Saturday from 1st November to 1st April: on demand between
9.00 a.m. and 5.00 p.m. via telephone no. 058-292 5888.

What to do at a bridge or a lock?
• Stand as near as possible to the bridge or lock.
• If there is a lot of road traffic the boats should gather together
and you will need to wait.
• Join the queue of waiting boats when approaching bridges and locks
and wait for your turn.
• When the lights jump to red and green, you can move towards the
bridge. This is a signal that the bridge will soon open.
• Quickly proceed when the bridge is raised.
• At busy bridges, lower your sails and mast, if possible.
• Follow the traffic instructions given by the bridge operator.
• Stewards are in attendance at the Prinses Margriet lock and the Johan
Friso lock in July and August to assist with mooring and casting off.
They also ensure that you can sail through smoothly.
• In the event that the sign B.5 has been placed at a waiting area,
you are obligated to wait before this sign. Even if you do not
want to travel through, you will at least keep the passage open.

General water traffic rules
Each year many tourists visit Fryslân to enjoy our superb water sports
district. But, especially during the busy high season, yachtsmen should
watch out for apply to yachtsmen sailing the waters, just like traffic
rules apply to road users.
• Do not suddenly change course.
• Make sure you have a good view all around and regularly check the
water traffic behind you.
• Use the correct navigation lights in time.
• Do not drop anchor near bridges, locks, anchored operational vessels
or in the middle of waterways.
• Do not ply against the wind on busy courses of navigation and keep
the middle clear for larger ships.
• Stay away from fishing nets. These are marked with flags, or with a
red/white diamond sign. Always pass fishing nets on the white side of
the sign.
• Do not disturb the tranquillity of natural and residential areas.
• Swimming in fairways or near bridges, locks and waiting areas is not
allowed.
• A boatmaster certificate is compulsory for driving fast motor boats.
This includes all boats capable of going faster than 20 kph.
The boatmaster certificate is also compulsory for boats which are
slower than 20 kph but longer than 15 metres.
Some give-way rules
• Smaller ships (shorter than 20 m) must give way to larger ships,
passenger ships, ferries and tugboats.
• When leaving a mooring place, a small boat may require and demand
the help of another small boat.
• Main waterways have priority over secondary waterways. Boats sailing
under the keep-to-starboard mandate on the main waterways always
have the right of way, irrespective the length and size of other boats.

Slow down
• Please think of your sailing speed and that of other ships. A freighter
sometimes sails quicker than expected.
• A speed limit of 6 or 9 km/h is in force on most of Fryslân’s waterways.
• In ports and built-up areas the speed limit is 6 km/h. The only exceptions
are the Van Harinxma Canal and the Prinses Margriet Canal; the speed
limit on these canals is 12.5 km/h.
• There are four special areas in Fryslân for speedboats. Visit
www.fryslan.nl/snelvaren to check out the areas and rules
for fast boats and speedboats.
Minimum age for driving a motorised vessel
• Fast motorboats: 18 years old.
• Motorboats, large ships and sailing boats longer than 7 m: 16 years old.
• Motorboats shorter than 7 metres and not faster than 13 km/h:
12 years old.
• Small sailing boats shorter than 7 m and small rowing boats:
no minimum age.

Prinses Margrietkanaal
There are additional sailing regulations on the busy Prinses Margrietkanaal.
• Boats sailing on the Prinses Margrietkanaal must have a motor.
• The (outboard) engine must always be stand-by.
• Your boat must be able to sail at a speed of at least 6 km/h with
an engine.
• Maintaining starboard side is compulsory.
• On the Kûfurd and the Grutte Brekken, please use the recreational
channel(s).
• Do not ply against the wind or make crisscross movements close to
bridges. Crossing the fairway is allowed, but only via the shortest
and safest route (in a straight line).
• Except at dedicated berthing areas, stopping (anchoring or mooring)
is not allowed along the entire waterway, unless you have obtained
permission from the waterway manager.
• All other water traffic rules remain in full force.
For your own safety
• Commercial ships take much longer to come to a halt than recreational
vessels.
• An empty cargo ship has a large blind angle. If you are not able to
see the skipper in his wheel house, he cannot see you either.
• Larger ships need more space, so stay away from the centre lane of
the waterway.
Rijkswaterstaat (Department of Public Works) new managing guardian
The Prinses Margrietkanaal (Fryslân), the Van Starkenborghkanaal and the
Eemskanaal (Groningen), known together as the ‘main waterway LemmerDelfzijl’ are managed and owned by the State from 1 January 2014. As of
this date, Rijkswaterstaat will be the competent authority and supervisor.
Rijkswaterstaat supports shipping traffic and ensures a smooth and safe
passage. The coming years, Rijkswaterstaat and the provinces of Fryslân and
Groningen will continue their close cooperation in the improvement of this
main waterway.

The Marrekrite
Berthing in a natural environment free of charge
Fryslân has more than 3,500 beautiful Marrekrite landing stages in a
natural environment. Here you can stay for up to three days free of charge
while you enjoy the scenic beauty of the Frisian countryside.
The Marrekrite maintains and administers these free landing stages, at
many places it takes care of recreational waste disposal, it looks after
buoys and beacons in recreational waters, and it is in control of other
recreational facilities on and around the Frisian waterways. The Marrekrite
acts on behalf of the Province of Fryslân and 19 municipal authorities.
Marrekrite pennant
Water sports enthusiasts can buy a Marrekrite pennant. When buying
a pennant, you make a direct contribution to the maintenance of free
landing stages in the Fryslân countryside. The Marrekrite also pays for the
construction and maintenance of jetties and other facilities, mainly from
contributions by the associated municipal authorities and the province.

Mooring
MarBoei: fixed and free
The MarBoei is a plastic buoy with a large eye on top. These new
Marrekrite mooring places can be found in Fryslân’s finest spots, just like
our other mooring places.
Mooring
Mooring is simple. You only need to fix one line. The wind automatically
keeps the ship away from the buoy. Because the buoy is made of soft
plastic, it is not a problem when the boat hits the buoy during mooring. A
handy sailor can moor by himself if necessary, and in no less than one
minute.
Sailing away
Sailing away is really easy and stress-free. Behind a MarBoei the ship
already has its nose to the wind, meaning it is ready to sail away at all
times. The only thing you need to do is cast off and ‘drop’ the ship for a
moment. You can then simply sail away.
Privacy
Every buoy can accommodate one ship, providing you with a lot of privacy.
Where the buoys are placed in groups, you will still be moored alone but
together at the same time.
The MarBoei fixes you, but also leaves you free. There are currently
25 MarBoeien in Fryslân. For the latest overview, please check

Working together on safety
Summer is a very busy season in the Frisian water sports areas. That’s why
everybody should give heed to each other and to their surroundings.
The Province of Fryslân, Rijkswaterstaat, the Fryslân District Water Board,
the police and the municipal authorities work together in monitoring both
the safety on and by the water as well as the compliance with the rules.
Noise nuisance? Report it!
On the one hand, there are tourists who behave in an exemplary fashion
and on the other hand there are tourists who, especially during large
events, go onto the water to party. A small minority of these merrymakers
cause a bit of a (noise) nuisance sometimes. Does this affect you? Please
report any nuisance to the harbour master or the police on 0900-8844. In
case of persistent (noise) disturbance and after warning, the perpetrators
will be sent from the marina and any sound equipment will be confiscated.

The police, boat-hire businesses and harbour masters all over the province
have been given a list of offenders and their boats, so the problem will not
recur at the next port of call.
Prevent theft of your boat or outboard engine
As a boat owner you can do a lot yourself to prevent the theft of your outboard engine or your boat. The police advise you to secure your outboard
engine with an outboard engine lock. In addition, you can also install an
electronic alert system. Marking and registering makes the retrieval of stolen
goods easier. Has your outboard engine or other water sports equipment
been stolen? Always report these incidents to the police and list as many
identification marks as possible. The easiest way to send a report during your
holiday is via www.politie.nl. The police request you to call 1-1-2 as soon as
you see anything suspicious. With a description of the crime, the perpetrator
and the direction of flight, the police can spring into action to catch the
perpetrator(s)!
Civilian Watch on the Water
People who work on or around the water participate in Burgernet op het
Water (Civilian Watch on the Water). Think of supervisors, harbor masters,
criminal investigators and bridgemasters. After a report of a missing child or
theft of a vessel, the operator at the police incident room starts up a Burgernet call. All participants receive a message through their (mobile) telephones
with the request to be on the lookout for a clearly described person or vessel.
In practice, we see that the chance of apprehension of suspects and retrieving missing persons increases considerably. For more information see

Do not drink and boat
It is holiday. That deserves a drink, but if you are sailing you just don’t drink.
You wouldn’t even consider driving your car after a drink, would you?
The permitted blood alcohol level for skippers is 0.05 percent, the same as
drivers on the road. This measure applies to professional skippers as well
as recreational sailors. The police regularly performs alcohol checks on the
Frisian waters during the summer season.

Emergency? Be prepared and
stay cool!
Water is a source of cool (water sports) fun. But also of risks. You could have
to deal with collisions, failing engines, fire or explosions. Please make sure
you reduce the risks by being well-prepared and keeping your head cool in
an emergency situation.
How can you prepare yourself?
Bring current sailing maps, keep an eye on the weather forecast and always
make sure you are visible. Mind the blind spots of professional shipping
traffic and plot a clear course where other sailors can anticipate you. If you
have a marine telephone, you are required to listen to the messages
(channel 10). On the IJsselmeer this is channel 1 and on the Waddenzee
channel 4.
If something should go wrong, please think of the following:
• Stay cool.
• Call 1-1-2.
• State your location: pass on the jetty number, buoy number or your GPS
position.
• On the Prinses Margrietkanaal please contact the central Reporting
Station IJsselmeer district (0320-261111) and on the IJsselmeer or the
Waddenzee contact the Coastguard centre or the waterway guardian.
Or use marine telephone channel 16.
Is there another boat in distress?
• Contact the person on board.
• Offer your help.
• Raise the alarm, if you haven’t already done so
(marine telephone, emergency flares or telephone).

Work on the Van Harinxmakanaal
Where road traffic and shipping cross, there are hold-ups. We want to
reduce these. Soon you will have to wait less often on and around the Van
Harinxmakanaal. There will be four aqueducts, four bridges will disappear
and one bridge will undergo partial renovation. In the future, your continued sailing will be better on the Van Harinxmakanaal.
Aqueducts, bridges and roads
The work on the aqueducts in the Western access road in Leeuwarden (at
the Zwette bridge) and De Haak om Leeuwarden (at Ritsumasyl) is in full
swing. The work on the Drachtsterbrug in Leeuwarden started in early
January. This is making way for an aqueduct. These three projects fall under
the programme Leeuwarden Free Thoroughfare and the province of Fryslân
is implementing them. In addition, preparations are being made for the
N31 Throughroad Harlingen, including the construction of an aqueduct.
The Stationsbrug in Franeker is being replaced by a new bridge. The
renovation of the bridge at Dronrijp starts in 2015.

Fishing in Fryslân
‘Elts mei graach ris fiskje‘ (Everybody likes fishing occasionally)
Fryslân is the most ideal province for angling. Whether you are a purposeful specialist, a competitive angler or an offshore angler, or have angling
purely as a hobby - with over 17,000 hectares of fishing water, Fryslân
offers ample space for every angling discipline. Naturally, angling is also
bound by rules. A permit is at all times required. If you hold a VISpas fishing
permit, or a JeugdVISpas fishing permit for youngsters, you will probably
comply with the terms and conditions of most fishing waters.
A restricted fishing licence (kleine VISpas) puts certain restrictions to the
number of rods and the bait to be used, as well as to the fishing spots and
the number of fish you are allowed to catch.
Should you only want to go fishing for a short period, for instance because
you are enjoying your well-earned holiday in Fryslân, then you can
purchase a weekly permit. These weekly permits can be purchased from
branches of the local tourist office and angling shops in Fryslân. The costs
are around 10 euros.
Sportvisserij Fryslân is the coordinating organisation for the 33 Frisian
angling clubs, with a total membership of more
than 33,000 sport fishermen. For more information,

Safe swimming in open water
Fryslân is a province with lots of water. In summer, there is a lot of swimming in the Frisian water. For your safety and health, it is wise to swim in
swimming water officially designated by the province. As of the swimming
season in 2014, the Friese Uitvoeringsdienst Milieu en Omgeving (FUMO,
Frisian Environment Implementation Service) will monitor the safety and
quality of the designated swimming waters. This takes place in close
collaboration with the water managers and the guardians of the swimming
locations. On page 22 we have made an overview of the swimming areas in
Fryslân and the facilities present.
Safety
The designated swimming areas are inspected for safety and water quality.
Swimming in open water is at your own risk at all times. There may be
things like broken glass, debris or other obstacles on the bottom. Currents
and passing ships may also cause danger. Always regard your own safety.
You can do this by:
• checking the water quality at www.zwemwater.nl or teletext page 725;
• calling the swimming water hotline beforehand (058-2925650);
• not going swimming alone;
• not diving in murky or shallow water;
• ingesting as little water as possible;
• not leaving any waste;
• respecting the rules and regulations;
• paying attention to the information on the public signs near swimming
locations.
Warning, negative swimming advice or swimming ban
During the swimming season (from May to October) the district water
boards or Rijkswaterstaat take samples of the water at least once a month.
This sample is tested for the presence of pathogenic bacteria. Usually, the
Frisian swimming water is good.

In the sun
But the water quality may not be good. If something is wrong, we will issue
a warning. In serious cases we will issue a negative swimming advice or pose
a swimming ban. If you develop certain symptoms after swimming in open
water, please get in touch with a GP or the Area Health Authority
(088 - 22 99 222) and report it on the swimming water hotline.
Botulism
During a hot summer, there is an (increased) risk of botulism. Botulism is
poisoning that kills mostly water birds and fish. Should you see (many) fish
and/or water birds floating in the water, please report this to the district
water board through the environmental emergency hotline 058 - 212 24 22.
Blue-green algae
Algae and seaweed naturally occur in the water and usually do not form any
risk. But sometimes the blue-green or clear-green floating layers are toxic.
Swimming in areas where these floating layers occur is strongly discouraged.
Poisoning by blue-green algae will cause symptoms like headache, gastrointestinal symptoms, skin rash, earache, eye irritations or swollen lips.
Swimmer’s rash
Swimmer’s rash is caused by the larvae of a parasite. The larvae usually live
on water birds, but may also transfer to human skin. When they come into
contact with your skin, you will get red itchy bumps, which usually disappear
after a couple of days.

Hospitable and attractive
The Frisian Lakes project is working hard for water sports in Fryslân! By this
time, a lot of work has been completed or initiated in many places. Thanks to
new facilities, water sports locations are now more hospitable and attractive.
Sailing routes have been deepened and become better to sail. And during all
of this, nature received a lot of attention and respect. In the coming years,
the project wants to pay extra attention to young people and ensure a wider
availability of Wi-Fi for tourists. And all of this has been done to turn Fryslân
into a magnificent top attraction for all kinds of water sports fans.
In the Frisian Lakes project, the province of Fryslân works together with the
local municipal authorities, Wetterskip Fryslân (water board), Recreatieschap
De Marrekrite (recreational amenities board), as well as professional
organisations and conservationists.

De Skipper
The Skipper helps you prepare your boating holidays or boat trip in the northern part of the Netherlands and Germany down to every detail. Plan your
route and the things to see on your way, the museums you wish to visit, and
check out the entertainment in the hinterland. In the spring of 2013, the app

Seven wonderful boating routes
Aqueducts route: freedom all around
Boating in the southwestern part of the Frisian Lakes area has become even
more attractive. The construction of five aqueducts gives a clear field for
water sports enthusiasts.
Eleven Cities boating route: it's on!
Since 2013, the Eleven Cities skating route has become entirely accessible
by boat. Recreational craft with 1.30 m draught and headroom of up to
2.40 m are able to follow (the larger part of) this well-known skating route.
Please note: the route is quite narrow in some places and you may have to
wait for oncoming traffic on some stretches.
Middelsee route: splendid history
Between Leeuwarden and Sneek you will pass a grand landscape with
many terps and occasionally interrupted by dikes. The historic Middelseerûte winds its way through the old salt marsh area of the former
Middelsee.
Lits-Lauwersmeer route: surrounded by nature
Vast, picturesque and quiet all around. Uniquely situated between two
National Parks with the Friese Wouden at the centre, where old villages
and natural beauty alternate. The area is a Mecca for bird spotters.
Standing Mast route: the beauty of central Fryslân
From the liveliness of the city of Leeuwarden travelling south. To the
tranquillity of pastures and small villages… and back again. Even large
yachts can now avoid the busy Prinses Margriet canal by taking the
Standing Mast route.
Peat route: the other face of Fryslân
Unexpectedly beautiful, the southeastern part of the province, with forest
areas, former fen communities and heath. The Peat route links this area to
the western part of Drenthe and the northern part of Overijssel. En route,
you will pass four beautiful National Parks.

Woudaap route: bring the kids along
Go by motorboat or sailboat and discover the most fun-filled water sports
villages, but remember to bring the whole family. Set course for the
Chameleon Village in Terherne and step into the world of Hielke and Sietse
Klinkhamer with their well-known boat they called Chameleon!

The sound of silence
Electric boating is clean and quiet. Enjoy the natural 'sound of silence' and
the open space of the Frisian Lakes. All that makes electric boating a very
special experience. The number of electric charging stations is rapidly increasing. More and more boats are converted.
Grant
The Frisian Lakes project gives a grant for the conversion of the rental fleet
to electric or hybrid propulsion and for charging stations. Besides, a new
regulation is in effect for installing lithium batteries and application of solar
panels on boats.
Guinea pig
As one of the most popular water sports areas in the Netherlands, Fryslân
serves as the logical guinea pig for electric boating. A rather large number

Peace and space
of companies invest in the innovation and development of electric boating.
The Frisian yacht building industry gets also support by way of training, standardisation and certification in the field of electrical propulsion of ships.
The Stichting Elektrysk Farre Fryslân (SEFF), a joint venture of provincial
authorities, knowledge institutions, entrepreneurs and nature conservation
organisations, plays an important role in these matters.
Electric only
As an ultimate Frisian experience for water sports enthusiasts, special
electric-only boating routes are in the making. In the autumn of 2014 the
work on the route Heeg – Oudega – Heeg will commence.

Don’t make a mess, please!
Taking a refreshing dip on a hot summer’s day. If we want to keep on doing
these pleasant things in the future, all of us are responsible for ensuring
that the surface water remains clean. As someone taking part in water
sports, you can make your own contribution by simply keeping your toilet
water on board until you reach a dedicated collection point. At this point in
time, Fryslân already has more than 100 wastewater collection points.

Jolly-boat route Wurdumer Feart
The jolly-boat route Wurdumer Feart is a stretch between Wirdum and the
city centre of Leeuwarden. Higher or new bridges have been built along
the route. The quaysides have been made higher and the waterway has
been dredged. Thanks to these activities, the jolly-boat route is ready for
small recreational shipping traffic.
People living in the surrounding areas can easily sail into the centre to go
shopping, for instance. The route –currently- has a sailing height of 1.22 m.
In the coming years, the jolly-boat route will extend from Wirdum in the
direction of Grou. There will also be higher bridges along this stretch of
water. In addition, the Aldlânsfeart, along the Drachtsterweg, between the
Van Harinxmakanaal and the Potmarge, will be prepared as jolly-boat route
within the next few years. Eventually, the sailing height will be 1.50 m on
all these routes.

Stavoren lock and Workum lock
Starting with the watersports season 2014, Fryslân will be even better
accessible by water. The lock in Workum will then be accessible for deeper
drawing boats. Stavoren will have a second sustainable lock in spring.
Johan Friso lock in Stavoren: gateway to Fryslân
A second lock will be built next to the existing Johan Friso lock in Stavoren.
This spacious and sustainable lock will turn the city into the gateway to
Fryslân. As of the sailing season 2014, long waiting times in the summer
season will be a thing of the past for water sports fans. The festive opening
of the lock is expected to take place around May/June 2014.

Workum lowers threshold for watersports fans
Workum is lowering the threshold for water sports fans. Literally, because
the threshold in the Workum lock makes it impossible for larger ships to sail
into the town. From 1 March 2014, water sports fans with deeper drawing
boats, draught 1.90 m, can enjoy sailing into the town.

Code of honour for Frisian Lakes
Enjoy conscious sailing at its best, in winter we allow the birds their rest
Please note! From 1 October 2013, a code of honour has been in force for
the Frisian Lakes. You are requested not to sail into the resting areas for
birds between 1 October and 1 April. The resting areas are situated in parts
of the Snitser Mar, Wite Brekken, Swarte Brekken, Aldegeaster Brekken and
Fluezen.
Please do not enter these resting areas by boat, even though you may not
see any birds around. During winter, water birds in these areas can rest and
search for food. They should not be disturbed in these activities. The areas
are marked with buoys. For the location of the resting areas, please check
www.fryslan.nl/slobber.
A very special nature reserve
A large part of the Frisian Lakes has been declared a Natura 2000 site a nature reserve of international importance. In this case, particularly
because of the many bird species. The province of Fryslân would like to
protect vulnerable areas, but without immediately wanting to ban boats.
For that reason a code of honour has been established, together with
other government agencies, wildlife organisations and the leisure industry.
The code of honour is part of the Frisian Lakes project.
