cannot prosper under
this kind of disorder and
mismanagement,” said
Garcia, who noted that
Emanuel has borrowed
almost $2 billion to cover
operating expenses and
stave off a fiscal reckoning
-- more than the previous
administration borrowed in
a ten year period -- and that
the Mayor has saddled the
city with a deficit for the
coming year of more than
$400 million.
“Rahm Emanuel’s attacks
are attempts to distract from
the way he has devastated
Chicago’s middle class and
driven our city’s finances
to the brink,” charged
Garcia. “The Mayor has
levied pickpocket taxes
in the form of fees, fines,
and penalties totaling $700
million on the backs of
working families, while
taking tens of millions of
dollars from insiders and
vendors doing business
with the City.”
Garcia said he would
open the City’s books and
work with stakeholders
to build an inclusive
and accountable budget
process. “Chicago cannot
prosper while some people
are doing well and others
are not,” said Garcia.
“We need equity and
transparency at City Hall.
“The Mayor’s record
is based on fear, failed
policies
and
fiscal
crises,” Garcia said after
the debate. “My record
is rooted in democracy,
inclusion, and leadership.
Under the steady hand of
my administration, we can
restore confidence in our
economy and move our
neighborhoods forward.”

Jeffry Pesek presented
a detailed overview of
how his school is able to
create new opportunities
for students, especially
in achieving Advance
Placement at a conference
for Latinos in New Orleans
earlier this month.
Pesek told the gathering
of educators that every
student should have the
opportunity of Advanced
Placement, saying Open
Enrollment is a necessity
that when implemented
produces results in the
student’s behavior as well
as in the student’s grades.
Morton offers 21
AP courses during the
2014/2015 academic year,
Pesek noted. This year,
more than 150 freshmen
have enrolled in AP World
History course. “Our
schools, and especially our
teachers, have embraced an
open enrollment policy for
AP and gone the extra mile
to ensure that students and
their parents are supported
in the process. Let me
introduce the teachers
representing Mustang
Nation today. The Board
and I are extremely proud
of them,” Pesek told the
packed gathering. In 2014,
more than 90 percent of
the students at Morton East
scored three or higher in
AP Spanish Language,
and 64 percent of students
earned three or higher in
AP Spanish Literature.

Solution to this Year’s Budget Shortfall has Arrived
State Senator Martin
Sandoval (D-Chicago)
played a role in getting the
Senate to pass legislation
that would eliminate the
$1.6 billion gap in the
state’s budget for the
current fiscal year. “It
was time to take care of
last year’s business so
that we can focus on fiscal
year 2016,” Sandoval
said. “The governor said
he was willing to work
across party lines to fix the
budget and so am I. My
vote reflected my words.”
The passage of House Bills
317 and 318 move $1.3
billion in surplus money
to help fund mental health
care, courts, prison guards,
developmental disabilities
services and the Child Care
Assistance Program. The
child care subsidy program,
which helps parents who
are working or attending
school, will have all costs
covered due to a $266
million influx. “When I
voted I thought about the
families and especially
the children. There is no
reason child care centers
should be closing,”
Sandoval said. “Bipartisan
thinking is the only way
we’re going to make a
real positive difference
for hard working families
who need help the most.”
The two measures were
approved by the House on
Tuesday and now go to the
governor’s desk.

City of Chicago Being Reassessed this Year
Buying a home may
be one of the biggest
investments and most
important
financial

Along with the advantages
of home ownership, there
are many responsibilities

of which is the payment of

Our job at the Cook
County Assessor’s Office
is to assess your property
for real estate tax purposes.
While accomplishing this
task, we work to ensure
that your property is not
only fairly and equitably
assessed but also make
every effort to provide
you with helpful materials
that explain the assessment
process.
The Assessor is required
by law to reassess one-third
of the properties located in
the county each year. The
reassessments alternate
among three triennial
reassessment districts:
the northern suburbs, the
southern suburbs and the
City of Chicago.
Properties located in the
City of Chicago will be
reassessed this year and
notices for the eight city
townships will be mailed at
different times throughout
the year. Rogers Park
Township was the first city
township to be mailed and
appeals were due March
20th. Lakeview Township
is the second township
scheduled to tentatively be
mailed on April 8th. Any
changes in value as a result
of the 2015 assessment will
be reflected on secondinstallment tax bills
received in 2016. Many factors contribute
to determining the value
of a property. The primary
consideration in estimating
residential value is what
similar properties sold for
in your neighborhood since
the last reassessment. All
residential assessments
are published in a local
newspaper a few days
after you receive your
reassessment notice. The
name of the newspaper
and date of publication
are indicated on the notice.

will also be available at
your local library. Our
