2011 will be remembered as a year of celebrations at the First Community Foundation
Partnership of Pennsylvania. On November 20th, the Foundation celebrated 95 years of
serving North Central Pennsylvania communities. The Foundation received over $2M in
gifts, worked with donors to create 14 new funds, and granted nearly $2.3M in grants and
scholarships into our collective communities.
FCFP aspires to create powerful communities through passionate giving and is structured on
a regional approach that celebrates the unique characteristics and needs of each community
through shared services as a region. Collaboration and partnership are at the core of our
vision. The Foundation relies heavily on relationships with donors, nonprofits, media outlets,
its board of directors, advisory board members and countless volunteers who serve on
scholarship and grantmaking
committees. These partnerships
make possible the annual grants
into our communities and
the Foundation is extremely
appreciative of our partners’
generous gifts of time and
expertise that have allowed the
Foundation to grow and prosper
over nearly a century.
We are fortunate to have
a plethora of non-profit
organizations doing incredible
work across our region. Some of
them feed the hungry and some
feed the spirit. Some protect
the abused while others protect
our trees. We have nonprofits that inspire young minds and others that nurture old minds so
that they may remain young at heart. Some preserve our past and others propel our future.
Whether their mission focuses on healing, prevention, protection, cultivation or exploration,
these organizations serve all people of our region and the Foundation is proud to facilitate a
grantmaking process that supports our communities in such a unique and meaningful way.

Grantmaking at Work
When Tropical Storm Lee
ravaged much of the Central Susquehanna
Valley in September 2011, more than 1,200
families were forced from flood-damaged
homes. STEP, Inc., the nonprofit Community
Action Agency that provides a variety of
services to low income and disadvantaged
residents of Lycoming County, is helping many
of the displaced with its temporary housing
program—Housing Assistance Gap Funding.
The Gap program pays the difference between
what FEMA allows and the actual cost of
temporary rentals in Lycoming County. To help
those in temporary housing return to their
homes, STEP instituted the Lycoming County
Homes in Need Flood Recovery Program
which provides home repairs essential to
making homes habitable again. Work crews
included community volunteers, certified
professionals from STEP’s Housing & Building
Initiatives program and young people (ages
17 to 24) who are learning construction skills
through STEP’s YouthBuild program.
First Community Foundation Partnership
of Pennsylvania took action in those first
devastating days by establishing its Lycoming
County Disaster Relief Fund which granted
out $264,725 to nonprofits prepared to
provide relief. STEP received a total of $114,614
of those funds to be used for Gap Funding,
water heater replacement and basement
renovation. STEP received another $75,000
from Williamsport Lycoming Community Fund
to help replace the YouthBuild program’s lost
state funding for education and training.

Grantmaking at Work
Nearly 1,200
Lycoming County
students filed into the Community Arts Center
to hear best-selling author, Rhodes Scholar,
White House fellow and businessman Wes
Moore talk about his troubled early years,
the support he received growing up and
how easily his life could have gone in the
wrong direction. The 8th through 12th grade
students, who read Mr. Moore’s The Other Wes
Moore: One Name, Two Fates as part of their
class curriculum, already knew the parallel
stories of the two Wes Moores—both from
nearby Baltimore neighborhoods growing up
at the same time under similar circumstances.
But one Wes Moore has achieved successes
he could not have imagined as a boy, while the
other Wes Moore will spend the rest of his life
in prison.
Greg Hayes, executive director of the
Williamsport Area School District Education
Foundation, came across Mr. Moore’s book
and read it over a summer weekend. Mr.
Hayes immediately contacted Mr. Moore’s
representative and involved Williamsport High
School in a possible event. “But because of
the caliber of the person involved, we decided
to reach out to other high schools,” Mr. Hayes
says. Jeri Sims, Director of Development at
the Community Arts Center, agreed to attach
the program to CAC’s Educational Series. She
also encouraged Mr. Hayes to contact the
First Community Foundation Partnership of
Pennsylvania for help in funding the event. The
FCFP responded by providing a $9,000 grant
from its Williamport Lycoming Community
Fund and arranging for an additional $2,500
through the Pennsylvania Educational
Improvement Tax Credit (EITC) Program,
allowing Mr. Moore’s program to reach the
greatest number of students possible.

This Fund was established in memory of Robert E.
Barbour to provide a scholarship award to Lycoming
County student(s) pursuing a career as a pharmacist with
preference given to students graduating from Montoursville
Area High School.
Robert W. and Lucy E. Donehower Charitable
Remainder UniTrust
The Donehower family established this Fund to benefit the
Borough of Lewisburg.
Lycoming-Clinton MH/MR Fund
The Lycoming-Clinton MH/MR Fund supports the projects
and programs of Lycoming-Clinton MH/MR.
Lycoming County Disaster Relief Fund
The Lycoming County Disaster Relief Fund provides relief
support and recovery efforts in Lycoming County as the
result of a natural or man-made disaster or emergency.
Philanthropists throughout our region rely on the
Community Foundation to provide the attention
and expertise required to help them achieve
their philanthropic goals. Whether the donor is
interested in deferred giving, the creation of a
family endowment or a gift to one of our existing
funds, they can depend on our experienced staff
to assist in structuring gifts that maximize tax
savings and establish an enduring legacy for our
community. These funds were established with the
Community Foundation in 2011.
George A. and Shirley S. Durrwachter Fund
The George A. & Shirley S. Durrwachter Fund is used to
support the most pressing current and future needs of
charities within Lycoming County.
Taylor J. Ertel Scholarship Fund for Foster Children
Established by Catherine and Allen Ertel, this scholarship
fund is in memory of Taylor J. Ertel. The Fund provides
scholarships to Pennsylvania students with demonstrated
financial need who were or are placed in foster care.
Gus and Val Genetti Donor Advised Fund
This donor advised fund supports charitable projects as
advised by Gus and Val Genetti.
Randall F. Hipple Fund
The Randall F. Hipple Fund is for the purpose of historic
preservation in the City of Williamsport.
Stephanie Husek Scholarship Fund
One-half of the income from this Fund is to provide
for a scholarship for students from Slovakia pursuing
advanced studies in the USA and one-half of the income
for a scholarship to an American student pursuing Slovak
language and culture in Slovakia.
Brian and Dana Pick Fund
This donor advised fund supports charitable projects as
advised by Brian and Dana Pick.
Preservation Muncy Spend Down Fund
The Preservation Muncy Spend Down Fund supports
charitable projects in the Muncy area as advised by the
Donor.
Joann M. Smith Charitable Remainder UnitTrust
This Fund is used to support the most pressing current and
future human service needs for charities within Lycoming

Charitable Gift Certificates
Jersey Shore Steel
Company, which will celebrate
its 75th anniversary in 2013, has a
long tradition of giving back to the
community. The company, its owners
and employees have made Lycoming
County a better place to live, work
and learn through contributions and
active involvement with youth-oriented
organizations, educational institutions,
the United Way and many other area
agencies. Chairman Jack Schultz,
a third generation owner/manager
of the company, served the First
Community Foundation Partnership of
Pennsylvania’s Board of Directors for six
years and was Board Chair from 2005
to 2006.
In 2011 Mr. Schultz’s company
recognized its employees’ volunteerism
and charitable giving by awarding FCFP
charitable gift certificates to those
who have been especially involved
in philanthropic efforts. Eight names
were drawn with winners receiving
$100 certificates to be awarded to the
nonprofit of their choice. Those chosen
in the drawing included Brian Schittler,
Mike Lukens, Bob Lockcuff, Rick Weber,
and Dave Carpenter.

This annual fund provides important
unrestricted support that allows us to
provide a high level of expertise and
service as we work with our nonprofit
partners to meet the greatest needs
of the residents of our region. A gift to this fund will
ensure that the Foundation will continue to provide
critical support to hundreds of nonprofits that
improve the lives of our neighbors.

Funds
The Community Funds were created
to enhance the quality of life in each
of the regions that we serve. These
Funds allow the FCFP Board of Directors its greatest
flexibility in making grants to the community.
The Community Funds provide a permanent
discretionary resource for nonprofits. Gifts to these
Funds will address ever-changing needs—including
future needs that cannot be anticipated today.
Rider Park is one of Lycoming
County’s and Pennsylvania’s greatest
recreational areas—867 acres of
protected land available to the
public 365 days a year for hiking, trail running,
mountain bike riding, cross country skiing and
other low impact recreational activities. This Fund
was established to provide grants from the fund’s
principal and income to offset the operational costs
of Rider Park.

and convenient way to give while
helping to support the invaluable work of the
nonprofit organizations in our community—a
Charitable Gift Certificate. The certificates are
available in increments of $25, $50 or $100 to share
with family, friends and/or business associates.
As a purchaser of a gift certificate, you receive an
acknowledgement for your tax purposes.
The program works like any gift certificate:
recipients of the certificates may redeem them with
the Foundation, directing a charity or charities, in
our region, to benefit. The certificate has a one year
expiration date.

Improvement
Tax Credit
(EITC) Program
This program allows businesses
in Pennsylvania to make
contributions to approved
organizations, and receive tax
credits in return for their gifts.
The Commonwealth of Pennsylvania created the
EITC Program in 2001. The Community Foundation
has been an approved EITC organization since 2002,
and grants through the program have provided
area teachers with funding to bring exciting new
educational opportunities to our students.
Gifts to the EITC program fund: classroom visits
and workshops with authors, artists, and performers
and equipment and materials for new, innovative
programs that would not otherwise be funded.

Grantmaking at Work
EOS Therapeutic Riding
Center, located north of Route 80
near Buckhorn, provides therapeutic
horseback riding for mentally, physically
and emotionally challenged children
and adults. EOS volunteers, under
the direction of founder and lifelong horsewoman Debbie Smith,
provide individualized therapeutic and
recreational riding sessions that enhance
the rehabilitation efforts of teachers
and therapists who refer clients from
Columbia, Montour, Northumberland,
Union, and Luzerne counties. Ms. Smith
herself spent two years in rehabilitation
after fracturing her back while delivering
a foal. As she went through her grueling
therapy she became determined to get
back into the horse world and dedicate
her life to helping others with disabilities
through equestrian activities. The
center’s clients ride on nine horses and
ponies, many of which were mistreated
rescues that Ms. Smith brought lovingly
back to health.
Now in its 21st year, EOS depends
heavily upon donations, grants and
fundraising projects. A 2011 grant of
$1,000 from Union County Community
Fund provided funds to house the wood
shavings used for bedding in stalls.
Previously shavings were delivered and
then promptly bagged and tossed up
to a loft area above the stable. Another
$850 was granted by Danville Area
Community Fund toward EOS’s Buy-ARide Program which helps low income
disabled children and adults participate
in riding sessions.

The Community Foundation’s
scholarship program is critical
to our philanthropic mission.
Educational scholarships from
individuals, families and companies
allow deserving students to
continue their education by
attending college or developing
career skills, enriching their lives
and the community as well.
administers scholarship funds that
provide scholarships to over one
hundred students each year. Each
scholarship has specific criteria,
and the Community Foundation
honors donor intentions in making
scholarship awards from these
funds.
Award Opportunities
recommends that graduating
seniors work with their high school
guidance counselor to find the
best scholarship for you. Your high
school guidance counselor has a list
of all the scholarship opportunities
and applications offered by
the Community Foundation in
your area. Scholarships for nontraditional students specific to an
area of subject are also available.

Grantmaking at Work

In 2011, 9,000 students
from Lycoming and Sullivan County
school districts experienced the
Community Arts Center’s Educational
Series which supports the connection
between arts and education. The
students’ imaginations may have been
sparked by Spencer’s Theatre of Illusion,
their minds inspired by Beekman on
the Brain, or their souls touched by A
Midsummer Night’s Dream. All left the
theatre with a new way to look at life’s
possibilities. Students’ understanding and
appreciation of the shows are enhanced
by comprehensive study guides the
Community Arts Center distributes to
each school district.
The Lycoming-Sullivan Standards
Coalition, comprised of superintendents
and curriculum coordinators from
each school district in Lycoming and
Sullivan Counties, works closely with the
Community Arts Center to shape the
Educational Series. Once a year, Coalition
members receive a comprehensive list of
quality educational shows recommended
by CAC. The offerings are reviewed at an
annual luncheon where the curriculum
coordinators make the final selection
of six shows for the Educational Series’
upcoming season. Getting students to
and from the Community Arts Center is
an expense that some school districts
cannot afford. To ensure that all students
have an opportunity to experience a
theatre presentation, a $15,000 grant
from the Williamsport Lycoming
Community Fund and another $15,000
grant from the Tree House Fund were
awarded to the Lycoming-Sullivan
Standards Coalition.
