The first day was mostly safety talks for the merit badges. We got a taste for how things were done at camp and an idea of which counselors were the funniest. The whole troop passed the swim test to varying degrees and we moved into our tents. T The second day of camp saw great weather and that brought the opportunity to have fun to all the merit badge sessions. It was a perfect day for everything from First Aid to Small Boat Sailing to Rifle Shooting. Many of the new scouts participated in the Brown Sea program to earn many requirements for Tenderfoot, 2nd Class, and 1st Class. Scouts were also able to earn Eagle required merit badges, such as Environmental Science and Lifesaving. At the end of the day, four of the scouts entered in a sailing regatta on the bay. None of them ended up in the top three, but they had fun doing it anyway. On Wednesday the weather had held up and the temperature was gorgeous. C There is no need to sign an additional contract with AAA for trash pickup. Many residents do have a separate agreement with AAA for the rental of a large trash Important Community Numbers Community bin (toter)—as that is not included as part of the Crosspointe agreement. If you are approached by someone claiming to be a representative of AAA and asked to sign a private agreement for trash collection, please advise them your trash pickup is included as part of the HOA’s agreement. October 2013 3 FirstService Residential 4 October 2013 www.crosspointe.info Crosspointe Chronicle Board of Trustees BOT Meeting Notes— Bruce Evjen, Trustee he September 11, 2013 Board of Trustees (BOT) meeting was called to order at 7:03 p.m. The following Trustees were present: Howard Kaufer, Brian Riley, Alan Sullivan, John Cewe, Pat Ciarlo, Bruce Evjen and Ed Mills. Also in attendance was Bob Schultz, our community manager. T Board meeting minutes The minutes of the August 14, 2013 BOT meeting were reviewed, minor changes were made, and the minutes were accepted as amended. Financial statements The Association’s financial statement for the period ending July 31, 2013 was reviewed and accepted. Committee reports Minutes from recent Open Space Committee, Pool Committee, Tennis Committee and Architectural Review Board meetings were reviewed. Unfinished business Vehicle Accident at Crosspointe Drive and Crosspointe Chronicle Silverbrook Road The damage to the Crosspointe entrance at Crosspointe Drive and Silverbrook Road has been reported to our insurance company and they are working with the driver’s insurance company to pay for the repairs to Crosspointe property. We are working with contractors to repair the damage to the brick wing wall, lighting, irrigation systems and plantings at the entrance and hope to have repairs completed this fall. Community Center Window Replacement The Trustees approved a proposal to replace a window in the community center. Crosspointe Service Contracts The Trustees reviewed the existing service contracts for pool management, grounds maintenance and trash collection that were nearing to the end of their current contract year. The BOT voted to exercise Option Year 3 with Crystal Aquatics for the 2014 operating year; exercise year 4 of the grounds maintenance contract with Professional Grounds and exercise options for the last two years of the contract with AAA for trash collection in 2014/2015. www.crosspointe.info New business Community Center Bathroom and Kitchen Upgrades The 2013 budget provides funds for refurbishment of the kitchen and bathroom facilities at the Crosspointe Community Center. The Trustees discussed replacement of flooring, fixtures and appliances, and directed the community manager to seek proposals for BOT consideration. Executive session The BOT entered into Executive Session to review and discuss legal and other matters. After coming out of Executive Session, the Trustees directed the community manager to coordinate with the Association’s lawyers take action on the matters before the BOT. This included pursuing collection action against former Crosspointe homeowners to collect on judgments for unpaid fees and assessments. The meeting adjourned at 9:15 p.m. The next Board of Trustees meeting is scheduled for Wednesday, October 9, 2013. October 2013 5 Selling? You’ll need to obtain a disclosure packet The Virginia Property Owner’s Association Act (POAA) requires property owners who live in a community association and are selling their home to obtain an association disclosure packet and to provide it to the new purchaser. If you are preparing to sell your home, you may obtain this disclosure packet by going online at www.fsresidential.com. Neighborhood Watch Watching our neighborhood Gary Saturen Neighborhood Watch Chair Crosspointe update: Silverbrook Road I received an e-mail in the last couple of weeks that pretty much summed up the first subject I need to cover in this month’s Chronicle. The writer simply stated that Silverbrook Road is becoming an issue. Many months ago you may recall that there was a very serious traffic accident at the intersection of Crosspointe Drive and Silverbrook Road, which 6 October 2013 www.crosspointe.info resulted in the loss of one of our residents. As a result, Fairfax County put a street light at the intersection to help eliminate part of the cause of that tragedy. Probably there are few, if any, of our residents who haven’t observed, or at least heard about, the damage to the Crosspointe entrance at this same location. That damage occurred only a few weeks ago. If you haven’t read about it, a vehicle went out of control and smashed into the brick wall just outside of the Glen Eagles Pool. That was the result of a Fairfax County Deputy Sheriff pursuing a young man who was travelling at a very high rate of speed along Silverbrook Road, after having been pulled over for his driving by the deputy inside of the Barrington community. Crosspointe Chronicle Neighborhood Watch In the most recent incident, a State Police Officer was in pursuit of the driver of a motorcycle for traffic offenses. The driver of the motorcycle wrecked his bike just outside of Barrington, but was not hurt and took off on foot, trying to avoid the police. The Virginia State Police officer requested assistance from the Fairfax County Police to locate the driver. Police cruisers and the police helicopter with searchlights awoke many of our residents between 2 and 3 a.m. as they circled the area. The fleeing driver was eventually apprehended. In all, there have been three relatively unrelated incidents connected only by the fact that all three involved a traffic accident along Silverbrook Road. Two of the three incidents involved excessive speed, and one was at least partial- Crosspointe Chronicle ly the result of darkness and visibility problems. Why do I connect these three issues? The answer is that Silverbrook Road can be a dangerous place to drive. Poor visibility Almost every day I travel southwest along Silverbrook until I reach Gauge Drive, where I have to make a left turn to get to my home. Years ago I learned that it’s almost impossible to see oncoming Silverbrook Road traffic as one attempts to turn left, because of the hill on Silverbrook just past Gauge Drive. I formed a habit of making a full stop at that intersection just to be certain of avoiding a possible collision. Excessive speed Speed is another issue along Silverbrook Road. Silverbrook is a conve- www.crosspointe.info nient connection between Ox Road (Rte 123) and Hooes Road for traffic heading towards the County Parkway. I’ve observed excessive speeding along Silverbrook Road at all hours of the day and night. Two of the three incidents above coincidentally involved speed and loss of vehicular control resulting in a wreck. Please be careful when using this road. Crosspointe update: Solicitors A long with my bill from Fairfax Water this month was a Fall newsletter containing a warning we should all note. The warning indicated that there have been recent incidents where someone claiming to be from Fairfax Water attempted to enter residents’ homes. The warning suggested vigilance and noted that their employees, when they are on duty, have uniforms with their logo prominently displayed on them. They also added that their employees also are required to carry photo IDs with them at all times when they are on duty. Finally, the company informed their customers that their employees do not collect or receive any kind of payments or fees during service calls; that they do not need to enter clients’ homes to read meters, and suggested that you call the company at 703.698.5800 if you have any questions about Fairfax Water employees or their actions. Much of this advice applies to other utility companies as well, and should apply to all businesses whose employees come to your door. As a general rule you should not give access to your home to any stranger without verifying their identity, business or county soliciting license. It never hurts to leave the company representative outside with your door locked while you contact their company for verification of who they are and their purpose, should you have any questions. Crosspointe update: Halloween Safety Our “Trick or Treaters” will be out in force at the end of this month. Let’s ensure that they have a safe and enjoyable celebration. Read the guidelines in the adjacent box that were published on the Web site of the Centers for Disease Control and Prevention. Crosspointe Chronicle Going trick-or-treating? October 2013 9 Civic Association Report What’s A summary of events which affect the Crosspointe area, and especially what transpires at the South County Federation (SCF), an organization of homeowners associations and civic associations in the area south of Lee Chapel Road and the Fairfax County Parkway. SOUTH COUNTY FEDERATION MEETING, SEPTEMBER 10, 2013 the Wells Fargo Bank, which is not anxious to take over the operation. Bob Robertory, Crosspointe South County Federation Rep. Fairfax County has already put millions of dollars into the Workhouse and is seeking to find ways to assist the Workhouse to be a success. Supervisor Hyland’s report Lorton Arts Foundation (LAF; the Workhouse) These are challenging and critical times for the LAF. It has financial problems, including a large loan from 10 October 2013 The LAF has to be more entrepreneurial in seeking ways to raise revenue. The county plans to look at the Comprehensive Plan rules on what the LAF can do and to seek ways to enhance opportunities for raising www.crosspointe.info revenue, which could include an event center and a restaurant. Route 1 widening Planning for the widening of Route 1 from Pohick Road to Fort Belvoir is underway. Widening south to the Occoquan River will require a replacement of the CSX railroad bridge over Route 1. Residential Studio Residences A “Residential Studio” is a residence which is an efficiency type apartment of from 220 to 500 square feet. As being proposed to the Board of Supervisors, multiple unit dwellings, housing residential studios, could be constructed in areas which are currently zoned residential between R-2 and R-30 (this would include Crosspointe and environs), as well as commercial and industrially zoned land. Crosspointe Chronicle Civic Association Report This construction would be authorized as special exceptions to the zoning limitations. The Fairfax County Comprehensive Plan would not be controlling. Thus, if a special exception could be obtained, such multiple-unit structures could be constructed in areas close to Crosspointe. The proposal is supposed to aid those having incomes of up to 60% of the median income. The Planning Commission will hold a public hearing on the proposal on November 20. Fairfax County has prepared what it denominates as a Blurb for Web site, which reads in part as follows: “The proposed Zoning Ordinance amendment establishes a new use of Residential Studios that will consist of efficiency (zero bedrooms) multiple family dwelling units of not more than Crosspointe Chronicle 500 ft. in size and for not more than 75 units in the development, or is further limited by the board. The residential studio use would be allowed with the approval of a special exception in most of the residential, commercial and industrial districts or as part of a rezoning, or by approval of a special exception in all of the planned development districts. . .” Lorton Road widening A separate article describing the Lorton Road widening project, which is commencing and will involve considerable disruption to area traffic, appears elsewhere in this issue of the Chronicle. The SCF voted 21-6-2 to approve renaming the segment now known www.crosspointe.info as [North] Furnace Road as Lorton Road and the segment between it and Route 123 will be renamed Workhouse Road. Former Prison Adaptive Reuse area The SCF was advised that there have been some changes to proposed townhouse elevations,which have been posted on the project Web site. Yard Debris & grass clippings are picked up on Mondays by AAA. Therefore, these items may only be placed at the curb beginning Sunday night for pick-up on Monday. If you have a landscaping company doing work for you, please let them know not to put out items at the curb during the week and on weekends. October 2013 11 12 October 2013 www.crosspointe.info Crosspointe Chronicle Civic Association Report Lorton Road closures loom Bob Robertory, Crosspointe South County Federation Rep. T he Fairfax County Department of Transportation (FDOT) is commencing the 2.5 mile long Lorton Road widening project. The work will be accomplished by FDOT through contractors, utilizing county money rather than commonwealth funds. In a departure from normal practice, VDOT will not be contracting for the construction. The layout is for there to be a fourlane divided highway generally following the current alignment of Lorton Road to its intersection with [North] Furnace Road and from there following [North] Furnace Road to its intersection with Route 123. The barrel arch brick bridge over the former Lorton and Occoquan Railroad will be left in place, with the highway being further to the west. The current segment of Lorton Road between Route 123 and [North] Furnace Rd. will intersect this new roadway in a perpendicular intersection. [South] Furnace Road will intersect the new highway in a perpendicular, stop-sign-controlled intersection in the middle of the sharp curve which has been the scene of several accidents. Permits have been obtained and plans completed. A 36-inch gas main near Hooes Road has been relocated and both Cox and Verizon should commence underground utility relocation shortly. The goal is to complete utility work by spring, with actual construction to commence shortly thereafter. Completion is expected by the end of 2016. The construction will be accomplished in four phases, and will entail considerable disruption of traffic. These phases are: 1. Phase 1 will cover what is now [North] Furnace Road up to Hooes Road. While construction is underway, no traffic will be allowed on this segment. Persons coming up Lorton Road from the I-95 area who wish to access 123 northbound must follow the existing Lorton Road to Route 123. (Or take Silverbrook Road.) 2. The contractor will be required to perform considerable regrading in the area of the sharp curve. Consequently, it has been decided to remove all traffic from that area during the regrading work. Westbound traffic on Lorton road will be detoured up the existing short stub road by the Apple Orchard to intersect with [South] Furnace Road in an intersection controlled by a temporary traffic signal. Lorton Road traffic may then turn right and follow Furnace Road back to Lorton Road. 3. Phase 3 is construction of the eastbound lanes adjacent to what has been constructed in Phase 2. 4. Phase 4 is construction of the segment that leads from what is presently the Lorton-Furnace Roads intersection, to Route 123. One issue affecting this stretch is how to construct access to the Workhouse Arts Center. The speed limit on the new roads will be 45 mph, except on the stretch in Phase 4, where it will be 40 mph. An eight-foot high retaining wall, approximately 200 feet long, will be constructed adjacent to the existing houses near the southwest corner of Hooes Road and present Furnace Road. October 2013 15 Architechural Review Board The ARB application and approval process Homeowner’s are reminded that all ARB (Architectural Review Board) applications are due by the close of business on the Monday prior to the ARB meeting. Any application submitted after that date will be considered a post deadline application, which may or may not be looked at by the ARB at their meeting. If the ARB does not review a post deadline application at their meeting, the application will be placed on the agenda for the next scheduled ARB meeting. Additionally, all incomplete ARB applications will be returned to the homeowner for additional information. Once the application is complete, it will be placed on the agenda at the next scheduled ARB meeting. After an application has been approved, an inspection will be performed 120 days after approval, or sooner if the homeowner notifies the office the project has been completed. The inspection is conducted to verify the project was completed in accordance with the approved application. If the project was not completed, a new application must be submitted and ARB approval obtained. If the project was not completed in accordance with the ARB approval, the homeowner will be notified and the issue(s) will need to be resolved. As always, homeowners who have an application on the agenda for review are highly encouraged to attend the ARB meeting to answer any questions the ARB might have regarding the application. It poured all day and into the night. All of the merit badge sessions had a rough time that day. The Wilderness Survival kids came back from their overnighter soaked. A squall came into the bay while all the Small Boat Sailing boats were out and they had to keep from capsizing as best they could. At Rifle Shooting the paper targets were wet, so they couldn’t work on the merit badge. To top it all off, that night was the night when all the troops had to cook their own meal. The rain kept putting the fire out so we ended up roasting hot dogs over the turkey cooker. As the evening drew to a close, the senior scouts presented our scoutmaster with two blue birthday cakes. The rain stopped overnight so that on Friday we could finish our merit badges and go to the closing campfire. Also, by earning high scores for camp inspection, participation in many camp activities and performing a service project to reduce campsite erosion, the troop earned the Honor Troop award. You can now apply online through the Virginia State Board of Elections. The information will be forwarded to the Fairfax County Office of Elections, which estimates it needs approximately 2,200 election officers for the election. Qualifications to be an election officer include being a registered voter in the Commonwealth of Virginia and availability to work on Election Day. Each election officer is required to complete documentation for employment eligibility and attend a training class prior to Election Day. T The exhibit features artwork by local 6th graders depicting what the phrase home for dinner means to them. The exhibit opens on Saturday, October 12 with a reception, sponsored by Vulcan Materials, from 6–9 p.m. in Building 16, which is FREE and open to the public. The reception is part of the 2nd Saturday Art Walk at the Workhouse. The Workhouse Arts Center is located at 9601 Ox Road (Rte. 123) in Lorton.
