It is our pleasure and honor to invite your university to attend the 2nd annual President Model United Nations (PresMUN) conference. With its ASEAN scope, PresMUN 2013 serves to nurture its delegates’ potential.
PresMUN ofers a unique opportunity for students from your university to engage in exciting discussion with
other high-performing college students about the issues gripping today’s global community. With the “Enhancing Development, Securing Peace”, delegates will be challenged to conduct research about the committee’s topics
and the assigned country, formulate opinions, and engage with other peers with high level debate.
PresMUN was irst held at the year of 2012. he event had gained many attention from both local and international community. here were foreign applicants from India, Bangladesh, Nigeria and Singapore. It had been a
precious, unforgettable experience for the students to explore their capacity and capability in interacting with
one another. We want to share the PresMUN spirit with your students, and will help to make your participation
a reality in any way possible. PresMUN continues to stand out from other Model United Nations conferences
because it provides an experience just as social as it is intellectual.
PresMUN 2013 will be held from 19 September - 22 September 2013 in Sahid Jaya Hotel, Lippo Cikarang. Registration opens June 3rd, 2013 until July 29th, registration as well as other background and logistical information about our conference details can be found on our website, www.presidentmun.com. We welcome delegates
from a wide range of Model UN backgrounds, so even students with minimal Model UN experience are welcome to attend. We will be happy to help your delegation prepare in any way we can so that your delegates can

PRESIDENTMODEL UNITED NATIONS (PRESMUN) 2013
President Model United Nations (PresMUN) is an academic simulation of the United Nations conference aiming for a broad range of participants, regardless of their educational background. With its international scale,
PresMUN serves to nurture its delegates’ potential in negotiating and discussing recent global issues.
PresMUN is an annual event held by the President University Model United Nations (PresUnivMUN) and
the President University Major Association of International Relations (PUMA IR) under the supervision of
President University.
PresMUN was irst held at the year of 2012. he event had gained many attention from both local and international community. here were foreign applicants from India, Bangladesh, Nigeria and Singapore. It had been a
precious, unforgettable experience for the delegates to explore their capacity and capability in interacting with
one another. Last year, President University succeeded in hosting the President Model United Nations 2012
which had the main theme of “Fostering the World hrough Social Equality and Economic Stability”. he event
was held for four days and let the participants with countless memories.
his year, President University is proud to announce that we will have a President Model United Nations 2013
: “Enhancing Development, Preserving Security” by September. his ASEAN-scale event will serve as a momentum for President University to shine more in international stage.
THE COUNCILS AND TOPICS
1.
ASEAN Regional Forum (ARF)
he ARF is the consultative Asia-Paciic Forum for promoting open dialogue on political and security cooperation in the region. his year, ARF will discuss the increasingly important issues of non-traditional security issues and Myanmar political transitions. All the delegates from 27 nation states will engage in exchanging ideas
and drating possible solutions to solve the problems.
Topic Area A: Non-Traditional Security hreats in Asia-Paciic Region
he huge gap between the developed and developing countries stimulates several non-traditional security issues in the region. Human traicking, illicit drug traicking, and piracy are some of the recognized security
threats caused by economic and social problem, especially in developing countries. As many countries are
engaged by deeper integration into regional economies throughout the Asia-Paciic, risks of criminal exploitation is heightened. Transnational cooperation is very important in dealing with the issues. Yet, states’ diferent
abilities and resources to deal with non-traditional security issues have to be taken in account.
Topic Area B: Assisting Myanmar Political Transition
Ater the election in 2010, Myanmar has shown notable progress in its run towards democracy. However, political transition from an authoritarian system to democracy in a diverse society, like Myanmar, creates a new
dynamic and tremendous challenge ahead. he three main challenges need to be thoroughly assisted to create
perpetual security and stability in Myanmar is to establish a strong legal economy, to bring ethnic reconciliation, and to create infrastructure and measurement in bridging the government. Myanmar has a long road
ahead to achieve democracy, but it is important for the international community to support these developments toward normalization of its society ater years of mismanagement.
2.
General Assembly
General Assembly (GA) is one of the six main organs of the United Nations and is also the largest and only one
where all member states have equal representation. It is comprised of all 93 member states in the United Nations. GA is open to any issue of international concern and to come to a peaceful resolution as to resolving the
conlict. In this occasion, the topics will be two, which are “Exploitation of Migrant Workers” and “Compensation for Past Colonization”. Both topics discuss how people in developing countries are afected in terms of
their rights by the globalization that prioritizes creation of wealth prior to human rights establishment though
they focus on diferent things.
Topic Area A: Exploitation of Migrant Workers
Migrant workers have let their country to support their families in less-fortunate regions of developing countries, many of whom are uneducated and less-skilled while sacriicing their rights and privileges, including
money and sense of personal protection. Migrant workers’ role in economy is huge, contributing a vast percentage of government’s revenue while being neglected by their own government. he small number of countries who ratiied the United Nations’ International Convention on the Protection of the Rights of All Migrant
Workers and Members of heir Families seem to silence their voice. hey do so much for our countries, and it
is time for world’s delegates to contribute to their rights.
Topic Area B: Compensation for Past Colonization
housands of conquerors have travelled to the other side of the globe under the lag of gold, gospel, and glory.
European expansion is the most well-known form of colonization which contributes hugely in the Western
position as the current epicenter of the globe. One cannot disagree that colonization has successfully formed
our political, economic, and social structure in the modern world and how the international political stage being played. he argument could be given that the colonizers have contributed greatly to the development of
the former colonies and that they do not need any kind of compensation. Sincere formal apologies are always
ethical at any given time, but whether it is ethical enough and the right time to ask for inancial compensation
in a time when the former colonizers, like Western countries and Japan, are still struggling in their shrinking
economy, the question remains: should compensation be given to the former colonized countries?
3.
United Nations Security Councils
he United Nations Security Council (UNSC) is one of the six main organs of the United Nations and is given
the responsibility to maintain international peace and security. PresMUN will serve as the forum to discuss
the issues coming from Asia-Paciic regions. Topic area A will be focusing its agenda on the Korean Peninsula
Crisis, while Topic Area B will cash its light upon the concern of Japanese Rearmament. he council will be
consisting 15 countries with a total of 30 delegations. It is expected that the upcoming caucuses occurred on
the loor will lead to qualiied debate before unanimously reaching a fruitful resolution.
Topic Area A: Korean Peninsula Crisis
he urgency of the threat is undeniable. Democratic People’s Republic of Korea (DPRK) possesses nuclear
weapon and missile capabilities, has threatened its neighbors, and has been willing to sell nuclear materials and
technology to the highest bidder. Its reclusive leadership is unpredictable, something yet again underscored by
the unprovoked destruction of the Cheonan, a naval vessel of Republic of Korea (RoK), by a DPRK torpedo in
late March 2010. Moreover, the future of its regime is uncertain, with the potential for a contested succession
or breakdown of authority ater the death of Kim Jong-il. While the danger is clear, progress is
elusive. DPRK has boycotted nuclear disarmament talks since 2008, and their future is now in doubt ater
the sinking of the Cheonan and the resulting loss of 46 RoK lives. Along with the threats and provocations
Pyongyang throws into several parties, the challenge posed by DPRK’s nuclear development efort now has
global, regional, and bilateral dimensions. An internationally coordinated response must take all facets of the
challenge into account. Hence, the status quo is urgently needed to be brought to the UNSC. Once again, even
if numerous treaties and agreements were useless in stopping Pyongyang’s threat, diplomatic measures are still
highly recommended. he discussion will not focus around economic downfall or social gaps, but nuclear. In
which, whenever it comes to nuclear proliferation and its potential for creating weapons of mass destruction,
there is no way to stop it but diplomatic caucuses.
Topic Area B: Japan Rearmament
In December 2012, Japan’s Prime Minister, Shinzo Abe, had pledged that he wanted to rebuild its military and
national security council to strengthen its stability in the world against People’s Republic of China (PRC). It
all began back in 1947, following the atermath of World War II, where the state formally renounced war as
a sovereign right and banned settlement of international disputes through the use of force, but they do have
their own self-defense force with limited ammunition. However, in recent years, Japan’s self-defense armed
forces (JSDF) have been engaged in international peacekeeping operations. Recent tensions, particularly with
Democratic People’s Republic of Korea (DPRK), have reignited the debate over the status of the JSDF and its
relation to Japanese society. New military guidelines, announced in December 2010, will direct the JSDF away
from its Cold War focus on the Soviet Union to a focus on PRC, especially regarding the dispute over the Senkaku Islands. he conclusions are not obvious. Should Japan rearm them? Should there be a revision on the
Peace Constitution? How will it serve other nations’ interest? Furthermore, how will countries who have suffered from the Japanese military expansionism and aggression during World War II react to a rearmed Japan?
he world is impatient—ought there to be some reforms or establish a restriction on its utilization?

National Seminar

President Model United Nations 2013 functions two councils of the United Nations and one ASEAN forum.
United Nations Security Councils, United Nations General Assembly, and ASEAN Regional Forum are the
councils concentrated in deliberating the idea of global development enhancement and international security
preservation of each member countries.
Press Conference
he world need to hear out what is going on during the President Model United Nations 2013 – here is why a
Press Conference is going to be held each day as the conference ends. Each councils’ representatives are going
to tell the Press results of the conference on the day as the news are not going to just stacking up behind; the
whole world needs to know.
Discussion Panel
he resolution comes out of the conference should not stay still in the room. Discuss the resolution and take
a change for a better world by having experts in the ield helping the delegates out. President Model United
Nations 2013 would not let the conference having a dead end but letting the government, NGOs, Media, and
other interconnected international institutions to foster the world advancement hence the international security concerns.
Opening Ceremony
Everybody agrees with a good start. he Opening Ceremony has been designed to fulill the requirements of a
splendid and energetic start for President Model United Nations 2013. Enlightening speech from numbers of
respectable speakers, impressive performances of ASEAN cultures, and a harmonious atmosphere served for
the fresh delegates which would make the irst day quite unforgettable.
Social Night
Let’s loosen up a notch! Enjoy your night most and have a good time during the conference by mingling
with everyone you met during the conference. Luminous performances, remarkable playofs, and a Hollywood
theme as a set and barbeque with the bouquet, the night of Social Night would be a last long memory of President Model United Nations 2013.
Gala Lunch
It is not without reason why the conference is called the most prestigious MUN in Indonesia. he Gala Lunch
of President Model United Nations served you right to the inest Indonesian cuisine during the last day of
conference. Light music performance and table-manner lunch are served by the table and is made sure by the
committees that everyone would enjoy the last day of conference.
Closing Ceremony
A good start shall be closed by a noble close. Ater all of the tremendous conference held during the President
Model United Nations 2013, the delegates and the participants are commendable to have a good close – and
this is where the Closing Ceremony is needed hence be held. his is where the grand surprise awaits everybody.

DELEGATE FEE
During the registration period (June 3rd – July 29th 2013), the delegate fee falls under two catagories: Early
Bird (June 3rd – June 28th) and regular (June 29th – July 29th).
To secure your spot as delegate of PresMUN’13 you have to pay for delegate fee before the registration closes
on July 29th.
If you transfer your payment by June 28th, you will be considered as “Early Bird” and would only have to
pay IDR 1.200.000 or USD 125. As an Early Bird, not only you pay less fee, you would also secure your irst
council preference.
If your payment is transferred ater June 28th, you will fall under “Regular” and pay regular delegate fee of IDR
1.300.000 or USD 130.
