ADECRI is a leading proponent of technical cooperation bringing together all the French national social security bodies. Established in July 2007, the Development Agency of International Cooperation in the fields of Agriculture, Food and Rural Areas (ADECIA) includes the central directorates of the French Ministry of Agriculture, Food, Fisheries, Rural Affairs and Spatial planning (MAAPRAT), the network of French Chambers of Agriculture (APCA), the Agency for Services and Payment (Paying agency of EU agricultural funds) and FranceAgriMer (agricultural board forum). It can also mobilise the experts of the 17 members associated to the group. Created in 1995, ADECRI makes the experience and expertise of the French social protection system available to partner countries to assist them in developing or reforming their own system. It is a member of the GIP SPSI, the purpose of which is to promote the French offer of international cooperation in the health and social fields. Since its creation, ADECIA has implemented 9 twinning projects (i.e. 1,400 days of short term expertise) and manages in average 100 activities every year. The Agency offers the capacities of a genuine consultancy company. Since it was created, it has completed almost a hundred projects all over the world (technical assistance, institutional twinning, studies and surveys at the national and international levels, study tours, seminars…) France Vétérinaire International France Vétérinaire International is an operational structure that gathers and promotes French Vet expertise on international level: production, animal health and welfare, food safety, laboratories and trainings in veterinary field. FVI members include public institutions (Ministries in charge of Agriculture, Food and Foreign Affairs, Veterinary schools, CIRAD, ANSES) and private organisations (NGO «Agronomist and Veterinary without borders», French Private group for international vet cooperation gathering practitioners, managers of public veterinary laboratories, «Animal Husbandry Institute» and Industry of veterinary drugs and reagents Union). FVI manages or takes part to about fifty projects per year (twinning, evaluations, seminars, about 650 expertise’s days) and trains on tropical veterinary field, 65 senior executives originated from southern countries. This Public Interest Grouping (GIP) is in charge of international technical assistance in the fields of labour, employment, vocational training, migration and joint development. Since 1992, GIP International gathers the Ministries responsible for Labour, Employment and Vocational Training, as well as for Foreign and European Affairs. Its board includes the National Employment Agency (Pôle Emploi), the Association for Adult Vocational Training (AFPA) and the National Institute for Labour, Employment and Vocational Training (INTEPF). Each year, GIP Inter manages a great number of programmes. In 2010, it operated in 17 countries: the Balkans, Eastern Europe, Russia, Maghreb and Sub-Saharan Africa. ADETEF is the international technical assistance agency for the French Ministries for the Economy and Finance, Industry, Crafts and Tourism, Sustainable Development and State Reform. Created in 1981 and transformed into a Public Interest Grouping (GIP) in 2002, it works closely with these ministries’ directorates and associated bodies, drawing on their public expertise. ADETEF has managed 120 twinning projects since 1998 and handles over 50 contracts every year, intervening in some 60 countries. Created in 2012, the Public Interest Grouping International Justice Cooperation (JCI) replaces the ACOJURIS association as the mandated operator of the Ministry of Justice. Its objective is to develop legal and judicial cooperation in the framework of multilateral cooperation programs deployed by the European Union and other international donors. CIVIPOL CONSEIL is the consulting and service company of the French Ministry of Interior. Founded in February 2001 at the request of the French Government, it aims at promoting the knowledge and expertise of the Ministry, especially in the areas of Territorial Administration, Civil protection, Homeland Security and Internal Affairs. It also intervenes in the fields of migrations and civil status. CIVIPOL can manage equipment projects in the field of security. CIVIPOL managed 56 twinnings since its creation and runs on average 80 projects each year. SFERE (Société Française d’Exportation des Ressources Educatives) is a leading international consulting firm specialised in the fields of Education, Technical and Vocational Education and Training (TVET) and Human Resource Development. Bringing together the Minister of Justice, the Court of Cassation and the Council of State, the French courts, the National School for the Judiciary, the French National Prison Service School, the National Bar Council, the High Council for French Notariat, the National Chamber of Bailiffs, International Justice Cooperation builds upon the experience of a wide range of experts from these institutions. SFERE was created in 1984 at the French government’s initiative and has since provided foreign partners and clients with high level of know-how and expertise in the design, implementation and management of projects in Education, TVET and Human Resources: Education, Higher Education, Research Development, Human Resources and TVET for all technical sectors (industry, services, agriculture, environment, health…) Judges, prosecutors, lawyers, notaries, bailiffs and justice and prison service staff promote French and European expertise to support justice and security reforms worldwide. Since 1984, SFERE has completed more than 800 projects in 44 countries in Asia, Latin America, Eastern Europe, Africa, Middle and Near East. Based on the experience of ACOJURIS, which has implemented more than 50 projects, of which 22 twinning programs, JCI carries on its mission to strengthen legal and judicial institutions and promote the Rule of Law in beneficiary countries.
