Comments: Successive Councils long ago both made and continued with their decision to deal with this site as
a social service centre rather than a full blown commercial hub.
The office use by Zespri has until recently provided for a low rise, low impact campus type occupation of the site.
The balance of the site has provided the adjacent high density zoned residential area with amenity that would
otherwise be missing.
tt is in appropriate to sell some or all of this site as the proceeds would make little difference to Councils balance
sheet and the potential uses for the site Into the future will be lost

The most appropriate solution is to sell an area of reserve in the vicinity which offers little or no amenity and has
little or no community buy-in and use the funds to purchase the open area from Councils commercial arm. The
best resen/e area for sale would be the Newton St Soper Reserve which is able to be sold for commercial use
and not affect the amenity of surrounding residential properties unlike the Matai Street open space.
This high profile site meets the open space criteria better than the Newton Street Soper Reserve and should take
precedence In its retention over that of Newton Street.
Mount Library
Comments: This is an appropriate use for this location and should remain. Relocation would be costly and
unlikely to be beneficial in any other way.
Mount Plunket Preschool
Comments: This is an appropriate use for the site. Relocation would place such a burden on the tenant it is
unlikely to be able to continue with its function.
The Little Big Markets
Comments: This is a commercial use which makes use of the open space but it also a use which brings the
community together and adds vibrancy.
The open space should remain to provide flexibility for community use and amenity into the future.
Zespri International
Comments: Zespri is a commercial tenant who will have no loyalty to the site when they outgrow it and in fact do
not utilise tt efficiently even now.
The "temporary" structures are a mistake and potentially the thin end ofthe wedge with an unsightly sprawl
across an attractive open space at the entry to the Mount commercial area.
Zespri have formeriy rented property across Maunganui road and there are other commercial spaces available to
the organisation without encroaching in this way.
Zespri are showing that they are not a good citizen of the local community if they believe that such an expansion
is appropriate - this is neither well considered or properly planned.
Expansion should be vertical not horizontal.
Future Development
Comments: Retain the Plunket and library areas for those uses and allow for redevelopment of them in the
future.
Allow for office redevelopment on the existing Zespri footprint but require vertical expansion and provision of
carparks as required by the City Plan.
Council needs to have a better performing commercial asset.
Other issues
Comments: There are three precincts on the existing site which should be retained.
The day care and library shoutd be retained for those purposes.

The office area should be retained but future expansion should be vertical.
The Matai Street open space should be transferred Into the Reserves porffoTio through a purchase funded by the
sale of the Soper Reserve area on Newton Street.
This will preserve the level of service in a way that secures amenity in a high density residential area which will
beneftt from it rather than an industrial area with no need for it

Comments: Leave the park as tt is. tt is an area greatly used by many and we are running out of green space.
Certainly don't need any more buildings. Selling tt to lower the debt is a waste of time as the money will just be
spent on some other project which probably will fail like many others. I'm a born and breed Mountle of 60 years
and don't like what you are pianning. You are destroying all our history btt by btt and soon there will be nothing
left. My message is in regard to all areas on this piece of land.

Comments: Leave this space as it, but develop into a more attractive outdoor space.
While we may have our allocation of green space I do not think this is a good reason to sell/ build on this piece of
land.
These are areas where communities come together and tt could be developed to be more of an adutt park le
trees, benches, chess area, gardens etc

This is a high density living area. Many of the developments in this area are are ill designed apartment/untt type
living areas that do allow access to outside living and this may provide a pleasant outdoor area for local residents
to enjoy.

The Future of 384/410 Maunganui Road
I ask the Tauranga City Council to consider the following proposal regarding the future of
384/410 Maunganui Road;
1. Leave the Mount Library and Plunket Preschool where they are and redevelop the
existing Zespri car park into an open space.
2. Redevelop the Zespri and Park site together as one block of land
either a. by selling it for commercial or residential development with Zespri relocating
or
b. by allowing Zespri to build a new Head Office complex.
3. The Park itself would be no great loss given the reasonable proximity to Coronation Park,
Blake Park and Macville Park. Its loss would be compensated somewhat by the open
space I propose in 1 above.
4. The Market is already being downsized by the temporary Zespri building and will
probably move anyway. Could this move to Coronation Park on a Saturday?
I have sketched an outline of my proposal on the drawing provided in submission form
and attach it herewith.
In summary by considering the site as 2 separate entities I believe that my proposal offers
the least disruption to the existing community services (the Library and Plunket ) yet still
achieves the Council's aim of selling assets (the Zespri site and Park ) to pay down
Council debt.

Comments: Why do the Tauranga City Council like to take it into there hands to dictate to the Mt Maunganui
area to sell our landscaped area which Is a well respected part of the Mount. I object to the sate of
this particular park and retain the park as it is..

The Little Big Markets
Comments: / object to the sale of this park area it is a wonderful part of Mt. Maunganui for the use of the Little
Big Markets,it is a wonderful day when this market is on as many people come from all around this
area a great draw card. The Little Big Markets stay in this area.
Zespri International
Comments: This building has been an Icon at the Mount for many years going back to the day when Mt.
Maunganui had its own Council then Tauranga Council took over when both Tauranga and the Mount
amalgamated. This is a wonderful building and is still in very good condition therefore I object to anything
happening to it as the Councii seems to have on the agender Therefore let It stay as it is.
Future Development
Comments: We are a Beach Resort and need areas of land such as parks to allow the flow of large numbers of
Holiday makers, Cruise Ships tourists Etc as many areas have now been used by housing and
we are now finding quite a congestion with traffic. I think the Tauranga Council is being very short sited as back
in history when Tauranga Council and Mt. Maunganui Amalgamated the Mount had
Big Funds in Kitty which helped Tauranga pay off their Debts then, so sell off some of your assets and leave the
mount alone.

Comments: It would be nice to see it remain a park that can be used by the public. I do see a few ofthe Zespri
Staff using it during there lunch brakes to sit out side and enjoy the sun. Also I see there are fitness groups who
use the park as well. It is really nice having the markets there as well.
Maybe it would worth taking a look at what they have done down in Hawkes Bay They have put in a Pump Track
(1ittp://www.napier.govt.nz/naDier/proiects/bike-pump-track/)
/ believe it would get plenty of use by young and old. There is nothing like this in the mount, I would be a good
starting point for local kids to get into BMX or mountain biking before heading to the BMX track out on Cambridge

Comments: Wo / do not support the selling ofthe land referred to as 384-410 Maunganui Road.
My reasoning is that this is asset that once sold can never regathered. This part of Tauranga is becoming
increasingly popular and more densely populated and therefore areas such as Coronation Park, Blake Park and
384-410 Maunganui become increasingly important for current and future requirements.
Keep in mind that the Mt Maunganui has a significant amount of holiday homes - both houses and apartments but It Is possible in the future that these become Increasingly occupied by full time residents so growth could well

be ezponential when coupled with the intensification of Residential A & H land through subdivision and general
rede-velopment of suitable sites.
In short, the Mt Maunganui region will come under increasing pressure to provide adequate green spaces for an
increasing population and therefore the saie of these would be lunacy.
Having that I have no problems with the current leases of such land to Zespri & Mount Plunket Preschool & Little
Big Markets as Income is being derived and the City has the ability to review it's green space requirements at the
end ofthe lease. On that note, I would not like to see further development on this site beyond that that has been
agreed to date.

Comments: / live in Mount Maunganui, very close to the park on the corner, and we use it all the time for
evening cricket matches and visiting the fantastic Little Big Markets - which are a great showcase and draw for
the area. It Is a beautiful spot and one ofthe last untouched bits of land at the Mount. Once it's gone. It's gone
forever and I'd hate to see that happen for a bit of spare cash that'll be spent in no time.

Comments: I'm a regular user of the Mount Library and Td be especially sad to see it go. I walk past It every
single day on my way to the beach and the amount of tourists that picnic outside it, using the free Wi-Fi Is always
great to see. When we need to know something about our area, the Library is always the first place to go to learn
about events, see aJ.P and meet to discuss issues (this time to discuss it's own future ironically). It is the
community hub for the area and absolutely essential.
Mount Plunket Preschool
Comments: / have nothing to do with the Preschool but It seems very popular and loved.
The Little Big Markets
Comments: The Little Big Markets are fantasticl - They're a great showcase for the area and draw huge
amounts of people. I live on Miro Street and the street Is buzzing when the LBMs are on. I visit every single time
it is on and I can't see It being what it is in any other area.
Zespri International
Comments: Zespri are good for the local economy but I have mixed feelings about them due to their expansion
to the park. There Is plenty of real estate around Hewletts Rd/Totara St.
Future Development
Comments: This bit of land Is one ofthe last untouched bits of land at the Mount and once it's gone. It's gone
forever I'd hate to see that happen for a bit of spare cash that'll be spent In no time.
The park and Library has always felt like the official entrance to the Mount area and leaves a great first
impression, an impression that apartments wont make.
Other Issues
Comments: Back when Zespri wanted to expand and use the park, I made a submission opposing it, along with
80+ (?) other people. Less than 10 people made positive submissions and yet Zespri were allowed to expand.
Are we just wasting our time again? I think that this whole process only serves to make It look like the Council
cares about what It's local citizens think.

unfenced, readily accessed and in effect a community asset. Do not confuse this amenity with rugby fields cricket
grounds etc. It is a distinct unique open space to be protected for community use.

Zespri International
Comments: Zespri are a commercial tenant ofa council asset. Its is a simple arms length transaction which
presumably is managed by a standard Auckland District Law Society Lease Agreement. Zespri have ZERO
rights beyond what is bound in the Agreement. If they need more space they can negotiate with their present
landlord or go somewhere else with new premises and investor landlords.
Given the Council are not commercial property Investors why does it Invest in this asset at all? This asset should
quarantined and be sold immediately on the open market in an open competition. Zespri are an attractive tenant
on a good lease In an attractive building and will secure a good price.
After that, its quite conceivable that any landlord investor will the seek to optimise their investment by reinvesting
In the asset (noting that it can be built to 3 stories) and retaining their tenancies.
I note that the Council is drawing upon other resources (building temporary accommodation etc) to assist Zespri.
It Is NOT councils role to create office accommodation or invest in commercial property. Stop now
