CITY OF LLOYDMINSTER COUNCIL MINUTES The Ninth Regular Meeting of the Council of the City of Lloydminster was held on Monday, May 6, 2002, at 7:30 p.m. in Council Chambers. resent to Order - K. Fedechko Development Officer Mayor Aldermen Mayor Ken Baker called the meeting to order at 7:30 p.m., and offered the Prayer. APPROVAL OF THE MINUTES OF THE LAST MEETING 218-2002 Approval of Minutes MOVED by Alderman Stewart, SECONDED by Alderman Wilson, That the Minutes of the last Regular Meeting of Council dated Monday, April 15, 2002, be approved as presented. CARRIED. ORIGINAL DELEGATIONS, COMMUNICATIONS AND PETITIONS DELEGATION - SUDIVISON REQUIREMENTS — COLLEGE PARK RESIDENTIAL PHASE 10 Delegate Bill Musgrave addressed Council on behalf of himself and his development company, Sanjo Developments. Mr. Musgrave explained his dealings with the City up to last week concerning his efforts to have a development proposal approved south of Lakeland College. He explained that he had attended the "Properties Committee" ( Planning and Development Committee) and learned there were additional requirements being placed on them beyond what was initially requested by Department Staff. Mr. Musgrave informed Council that the College at the present time has only 1,300 full time students. He circulated a site outline plan of Lakeland College showing its layout of existing buildings and parking lots as well as its open space areas and Expansion Phase I, II and Ill. These concept plans were prepared by his staff. Mr. Musgrave requested approval of a concept plan for the area and rezoning on the condition that he could come back and accommodate a sale or partial sale to either City or College if some of the land was needed for that purpose, for his cost. He feels there is presently 45 days worth of housing supply left in the City, and that the builders need these lots in a reasonable time, if they were to get to market this year. He said he felt they could bring these lots on stream fairly quickly. Alderman Ast inquired as to which bylaws had to be dropped? Alderman Richer inquired if the College has accepted the Plan, with the answer being, not yet, but did indicate they were willing to change the plan if that became necessary. Alderman Stewart asked what the process was for proceeding. He was advised that the development needs to have an approved concept plan, but that could be held in abeyance until all technical matters have been worked out, including the College requirement, but that the Development Plan amendment and Zoning needed to accommodate the development should proceed now as the public process and approval process takes at least one month. The concept plan could be finalized in the mean time and be approved at the same time as the bylaw amendments. Alderman Cayford said he felt the College would be quite happy to have additional accommodation in future if the College were to expand. 5/06/2002 PAGE 47 CITY OF LLOYDMINSTER COUNCIL MINUTES Mayor Baker asked about Council's policy on adoption of Concept plan /area structure plan and if whether or not Mr. Musgrave he has ever seen the process laid out by City policy. He replied that he did, or at least his staff has. Mr. Musgrave thanked Council for hearing his presentation and left the podium. Kevin Musgrave distributed to Council the following items: 1. MAYOR'S REPORT Mayor Baker informed Council he had received a letter from Ed Stelmach, Alberta Minister of Transportation, Government of Alberta, advising that the City would be receiving Basic Capital Grant Funding for 2002 in the amount of $679,020 based on $60 per capita and a 2001 population of 11,317. He also advised that the City would be receiving $64,472 of Provincial Highway Maintenance Grant funding based on $1,959/lane-kilometre for the 32.4 lanekilometres of Provincial Highways within the City. 224-2002 ouncil ppointment — BID MOVED by Alderman Stewart, SECONDED by Alderman Richer, That we approve the appointment of Gerald Korpaniuk, Lori Foley, and Rob Anderson, to the Business Improvement District (BID) Board for the term May 6, 2002, to March 31, 2005. Mayor Baker informed Council he had received a letter from Corinne McGirr, Business and Promotions Manager, Streetscapes Co., announcing that the Board of Directors of The Streetscapes Co. have awarded the Lloydminster Public Library with the "2002 PRIDE Award for Positive and Creative Promotional Activities". A "Thank You" card was received from George Matheson and Family thanking the City for the bouquet of flowers received from the City upon the passing of his wife, Kay, a former Mayor for the City of Lloydminster. A "Thank You" letter was received by the City of Lloydminster from Robb and Heather Bennett thanking City's Staff at the Leisure Centre, with special recognition to Amanda Toth, who came to the aid of their son while swimming in the pool. Mayor Baker made reference to a business article Press Release from the TD Bank Financial Group entitled, "April 22, 2002, - Strengthening Our Cities Critical For Canada's Future Prosperity, Say TD Economists". He noted that TD Bank Financial Group calls for a "new way of thinking about Canadian Cities"...one that "puts the affairs of cities front and centre on Canada's economic and policy radar screens. He said he was willing to have a copy made for anyone who was interested in the reading the article. Alderman Stewart reminded Council that the first Monday Regular Council Meeting for July would be held on Tuesday, July 2, 2002, due to July 1 being "Canada Day". Alderman Richer informed Council he had a recent discussion with a former Saskatc -wan Tax Assessor and he confirmed that he believed that the system is indefensible and s ed moving to the Alberta system as soon as possible. 5/06/2002 PAGE 54 CITY OF LLOYDMINSTER COUNCIL MINUTES Mayor Baker informed Council that there was a Fort Saskatchewan Council Member here today to look at the theatre for a proposed project there. Objective The objective of this study is to provide the City of Lloydminster with a waste management plan, which promotes environmental consciousness and an orderly process of development in the lifecycle of the Lloydminster Landfill located in the W1/2 of 1350-28 W3M. Scope of work To achieve the study objective, the consultant will be aware of the regulatory framework of both Saskatchewan and Alberta governing landfill operations. The consultant will prepare the study in terms of the most recent editions or amendment to bylaws, acts, regulations and standards governing Saskatchewan landfill management with consideration for implementation of Alberta standards. Recommendations will be justified in terms of implementation feasibility and economic, environmental, operation and maintenance criteria. The study is to include but not necessarily limited to the following: 1. Review all pertinent data, studies and reports. 2. Become familiar with the existing landfill site. 3. Conduct field measurements in co-operation with the City to ensure accuracy of the study and confirm specific problem areas. 4. Investigate and report on the present methods of disposal of solid and liquid waste. 5. Prepare a projection of future solid waste generation based on field surveys and population projections and known development plans for the future considering population projections for the area. 6. Address and make recommendations for the management of problem wastes which are not amenable to being handled by present systems such as liquid industrial wastes, agricultural wastes, tires, demolition and bulky wastes. 7. All aspects of the study must consider the total environmental concern, such as noise and air pollution, leachate generation, and methane formation associated with various methods of disposal and make reco dations for corrective measures. 8. Determine the useable capacity available in the NW1/4 and the balance of the SW1/4 and present details on scheduling of occurrences such as commencement of the surface fill. 9. Prioritize problem areas and provide recommendations and cost estimates for upgrading. 10.Prepare a comprehensive master plan suitably planned for the lifecycle of the site, considering the total available area. 11.Address landscaping modifications and enhancements of the site through the use of vegetation such as trees, shrubs, hedges, grass, ground cover and nonvegetative materials during the lifecycle of the landfill. 12.Prepare a proposal for the closure (reclamation) of the landfill areas with details on the SW1/4 and preliminary proposals on the NW1/4. 13.Provide cost estimates for improvements required during the next 20-year period covering 2003 to 2022 with detailed information for the first 5 years. 14.Document the results in draft and final report form and provide five copies of the draft report and twenty-five copies and one digitized copy of the final report. Proposed Content The following is not intended to limit or restrict the contents of the Consultant's proposal but to provide a guideline as to the expected components. 1. Statement of preparation methodology and approach to the task, any difficulties anticipated and any other details necessary to demonstrate complete understanding of the study intent. 2. Summary of recent similar projects completed including a brief description of the work involved and the name of a contract person. 3. Summary of the study team including a resume of the individuals involved. 4. Management control method and project manager. 5. An indication of the degree of participation by each team member and the specific role. 6. Project schedule including times required to complete the various phases of the study. Project fees 1. The proposal shall show details such as payroll cost per hour, overhead mark-up, time involved and other charges such as disbursements and printing costs. 2. Project meetings will be necessary to confirm agreement with study parameters and to present each draft of the study. The proposal should allow for a minimum of three such meetings.
