Air and Space Power has been remaining on the first tier within the capability list that is required by regional and global powers. In ICAP 2015 conference, organized by Turkish Air Force and Air War College, the topics to be discussed will contribute to providing different approaches on regional and global security issues from the academic perspective. yukarıda beyaz olarak logo mevcut Advanced ISR (intelligence, surveillance and reconnaissance) capabilities enable warriors to carry out operations more efficiently thanks to Air and Space Power. It has been deeply observed the contributions of manned and unmanned aircraft systems, space systems and network based systems to the operational objectives in recent crises and conflicts. Air and Space Power has become one of the most important national power components with the capabilities of executing an operation anywhere in the globe independently with the limited sensor to shooter time in execution. Air superiority, ISR capability, agile logistics and effective command and control are considered as distinctive features of Air and Space Power. It inspires defense industry in order not only to maintain its mentioned features, but also to reach new capabilities against emerging threats. In “International Conference on Air and Space Power”, ICAP 2015, Air and Space Power in recent crises and conflicts, C2 and ISR capability for contemporary Air and Space Power, sustainment of combat Air and Space Power, personnel quality and effectiveness in the future Air and Space Power will be the session topics to be discussed. Speakers and participants will have the opportunity to assess the Air and Space Power and share different perspectives from all over the world. Meeting with our guests in Istanbul is a great honor for Turkish Air Force and Air War College. We believe in that this conference will contribute to the development and future of Air and Space Power in many aspects. 1st Session Air and Space Power in Recent Crises and Conflicts yukarıda beyaz olarak logo mevcut Post cold war threat environment changed rapidly. The definition of threat changing from conventional to unconventional and sometimes hybrid brought the need for dynamic, omnipresent and unrisky way of coercion and destruction. Air and Space Power with its speed flexibility and far-reaching arm became indispensable and sole means for planners. Recent conflicts in Balkans, Iraq, Afghanistan and Libya proved Air and Space Power to be so successful that the outcome proved Air Power alone could win wars. Today, Air and Space Power is the weapon of first choice to produce tactical, operational and strategic effects. Along with precision engagement and agile global reach, Air and Space Power provides a precise, scalable and rapidly deployable option for decision makers for today's and future conflicts. With the help of this session, participants have a chance to understand both theoretical aspects and technical nature of recent crises and conflicts. 2nd Session C2 and ISR Capability for Contemporary Air and Space Power yukarıda beyaz olarak logo mevcut In order to counter assymmetric threats and hurdle ambiguity fast and effective ISR support is required. Air commanders should keep situational awareness high and not interrupted in this hybrid threat environment. In order for planners to give the right decision in operational planning process, they need up-to-date and correct information about continuously changing operational environment. The right information acquired by ISR assets when used results in information superiority which leads to decision superiority and fuels warfighters. Decision superiority is achieved by translating information into actionable knowledge that can be exploited in the decision making process. Today, commanders' ultimate tools for countering surprise, denial and deception are enabled by Air and Space Power ISR assets. Therefore, C2 and ISR capability is needed to be discussed in detail to understand future operational difficulties in using ISR capability and executing air command and control effectively. 3rd Session yukarıda beyaz olarak logo mevcut Sustainment of Combat Air and Space Power Air and Space Power can only stay viable as long as it acquires timely and effective logistic support. Logistic system requires proper planning in addition to clearly defined and well functioning processes, in other words "robust logistic operation plan” and "comprehensive logistic command and control” are required to support Air and Space Power. Without a doubt, Air Force's distinctive capabilities would be impossible to achieve lacking a flawless logistics system. Sustainment of Air and Space Power could be carried out as long as operation planners appreciate the importance of logistic. Global strike, Air and Space superiority and persistent strike are what makes Air Force the most preferred weapon today. Dubbed by prominent generals as "professional's talk” logistics planning, logistics became a major discipline studied by not only military but also the academics. 4th Session Personnel Quality and Effectiveness in the Future Air and Space Power yukarıda beyaz olarak logo mevcut While fast growing aviation technology advanced war machines, the hunger for trained manpower tailored to effectively use this technology never ceases. With all their leadership skills, decision making ability and distinctive sides of human nature, personnel will remain as the most critical element in projecting air and space power whatever advanced manned or unmanned air and space weapons become. While highly sophisticated nature of the Air and Space Power takes technology to warfighting, it is actually the the airmen that realizes the desired objectives in the battlefield by either pushing the button or taking act in the decision process. Thus, the core competency of developing airmen should never be undervalued and should remain as the Air Force’s highest priority. Professional airmen bestowed with core values, should be equipped with necessary skills and knowledge while having great esprit de corps to be able to perform effectively towards air force vision. It is the commander’s duty to make the best out of his arsenal of pen and paper to develop his airmen and create a strong organizational culture to boost morale while academics devise new methods and techniques to overcome challenges in the future education and training environment to stay abreast. In this conference hosted by Air War College with Turkish Air Force’s contribution, the operations of recent times will be examined with respect to Air and Space Power and the facts provided by history will be presented to all participants in the light of expert appraisals. In this beautiful city, Istanbul, where continents meet, academicians, specialists, senior executives and commanders, known for their significant studies within aviation field coming from across the globe will gather and contribute greatly for two days. The subjects to be discussed academically in ICAP Istanbul 2015, will ensure that today’s and future changing principles of Air and Space Power are clearly understood with the contributions of speakers from friendly and allied nations from all over the world. In ICAP 2015’s sessions an academic environment will be provided, in which participants will be able to discuss openly. ICAP 2015 is going to be meeting point for Air and Space Power specialists and airmen to exchange ideas and beliefs on latest development in their specific fields and create mutual understanding.
