For the last 22 months we have been working on a plan with
Passero Associates to design a new Recreation Center to be
located in Veterans Memorial Park. The plan began with a
citizen advisory committee recommending a 20,000 square foot
facility. As the planning process progressed, insight was
gathered from the Recreation Department staff and Parks and
Recreation Advisory Board. It was then determined that more
space would be needed in order to accommodate recreational programs appropriately.
Passero Associates went back to the drawing board and expanded the facility to 37,000
square feet. The plans were presented to the public at a community forum held on
January 26, 2015 and there was an overwhelmingly positive response from the public
as well as a request for more space, notably in the gymnastics area. After the public
forum, the Town submitted additional recommendations to Passero Associates in order
to further meet recreational program needs. The Recreation Center conceptual
drawings have now grown into a 41,000 square foot facility with a cost estimate of $9.7
million dollars.
We are confident that the current plan will meet the needs of our community and the
Recreation Department's programming. See detailed plans on Page 4.
For our resident's consideration, this proposal will be on the November electoral
ballot for $9.7 million.

Sewer and Drainage
The Sanitary Sewer department utilizes sewer cameras to efficiently pinpoint sewer problems.
This year over 6000 linear feet of sewers were televised allowing for accurate repairs to take place.
Spot and Lateral repair projects were completed on the following streets: Belmanor Drive, Cedarhurst Drive,
Crockett Drive, Crystal Valley Overlook, Eagan Boulevard, Floyd Drive, Lovelace Lane, Manordale Lane,
Maple Valley Crescent, Palm Desert Drive, Pinnacle Road, Post Hill Drive, Rampart Street, Rayne Drive,
Sienna Drive and Tulane Parkway.
Approximately 1800 linear feet of sewers were slip-lined on Amsden Drive, Amesbury Road and Aleta Drive.
The Sanitary Sewer Department also completed a second round of flushing for Henrietta's Commercial
District.
Recent drainage improvements have taken place at the following locations: Erie Station Road, Martin Road,
Queensway Park, Dikeman Road, Commerce Drive, Covered Wagon Trail, Authors Avenue, Kenwick Drive,
Woodleaf Lane, Cattaragus Drive, Branchbrook Drive and Edme Street.

Town Facilities
We are also in the process of addressing the defunct heating, ventilating, and air conditioning (HVAC) system
in the 35 year old Town Library. The entire HVAC system is being replaced to ensure that our residents and
staff can continue to utilize and enjoy the Town Library. Approximately $600,000 from the Town's savings
account is going towards the renovation.
The Town has also secured a grant of $50,000 from Assemblyman Harry Bronson to build new bathrooms on
the west side of Veterans Memorial Park. The site and block work is currently in the process and the park staff
will complete the project this winter.
Chuck Marshall, Commissioner of Public Works, is working on replacing the aged Town vehicle two way
radio systems to a digital system with the assistance of a $135,000 grant from Senator Patrick Gallivan.
Insurance savings update
I am pleased to report from January of 2014 to the present, a dramatic savings in insurance premiums. When
I took office I inherited 36 open/established claims presented for workers compensation benefits, causing the
reserves for losses to peak at $700,775. This trend was unacceptable and prompted a meeting in May of
2014 between myself and 3 underwriting officers from our workers compensation insurance carrier. To date,
with a renewed emphasis on aggressive individual case management of each open claim, reserves for
losses has been decreased to $33,222.00 with only 1 open claim remaining.
Workers Compensation premiums have been reduced to the Town of Henrietta tax payers by $127,000.
I would like to thank all DPW and Parks Department employees for putting in a productive spring
and summer work season. Our Town Property has never looked better. The Highway department
was able to complete its road improvement program prior to the opening of the school year, a
notable accomplishment.

Special Celebrations
The 20th Anniversary of the Hansen Nature Center
was celebrated on Saturday, September 19.
Through the generosity of Henry Hansen and his
family, children and adults have been able to attend
nature programs in the classroom, view bees at
work in the observation hive and learn about native
animals in the display cases. The Hansen family
provided the funding that allowed the purchase of a
log cabin style building that was dedicated in
October 1995. In 1998, Henry Hansen provided
additional funds that more than doubled the size of
the nature center.
Our community is very fortunate to have this facility
available for our education and enjoyment.
This year also marks the 200th anniversary of the
congregation of the West Henrietta Baptist Church.

In recognition of their bicentennial year, church
historian Bonnie Healy has written a book in magazine
format entitled “Mystic Sweet Communion”. This book
is about the women from the church and the West
Henrietta community who joined the Ruth and Ester
Class of 1905, a Bible study class organized by the
minister's wife, Elizabeth McFarlane.The book includes
the photographs of the class members and a 'snapshot'
in words of what their life included in the year 1910.
Bonnie Healy has given permission from the historian's
office to publish her book on the NYHeritage* website.

The congregation celebrated with a Bicentennial
Banquet on Sunday, September 20, 2015.
Church members past and present deserve our
gratitude for the important contributions they have
made to the development of our community.
1815-1988
The building you see near the corner of Erie Station
and West Henrietta Roads was built in the summer
of 1838 by Alexander Williams on land that might
have been donated by Solomon Keyes. The church
building is recognized as the oldest standing church
structure in our town and one of the oldest in Monroe
County.
The congregation, however, was formed on
February 25, 1815 at the home of Josiah Nicols. In
the early 1900s the members of the church added
the stained glass windows that you see today in
memory of family members who helped establish
the church. These families: McNall, Caswell,
Search, Bullard, McFarlane, Fenner, Remington,
Carpenter, Nicols, Dunn and Keyes also played an
important part in the development of Henrietta.

IMPORTANT DOG LICENSING CHANGES
The Town Clerk's Office has recently updated the notification process for annual dog
license renewals. Each owner will continue to receive a reminder postcard at the
beginning of the month that the license renewal is due. However, if the dog license has
still not been renewed, at the middle of the following month you will be mailed a “Final
Notice of Delinquent Dog License” letter giving you 10 days to renew the license before
issuance of a summons to appear in Henrietta Town Court.
Things to keep in mind regarding dog licensing:
· As always, if you have moved or if the dog is no longer a member of your
household, please call us at 585-359-7038 and we will adjust our records
accordingly.
·
As a reminder, New York State law states that a license cannot be renewed if the
rabies is due to expire in less than 30 days.
·
When renewing your dog license, it is very helpful for us if you bring or mail either
the postcard or the letter that shows the dog's information.
· For your convenience, our office can now
license your dog for the length of the rabies
vaccination on file. Please note that dog license
fees are non-refundable.

We understand that it can be difficult to find time to come in during our regular office hours
for a Passport appointment for yourself or your children, so on Wednesday, December
9th, the Town Clerk's Office will be processing Passport applications from 5:30 p.m. to 7:30
p.m. by appointment. Payment must be in the form of a check or money order. To
set up an appointment and for more information on what is required please contact the

The Engineering Department
What's new in Henrietta
The following is an update on some of the projects and developments currently progressing in the
Town of Henrietta.
As of the writing for this post, The Engineering Department has 85 private
developer projects that it is overseeing. 24 projects are in the Design Phase. 28 projects are in the
Active Construction Phase and the remainders are in Post Construction. Some of the notable
projects are:

The new M&T Kiosk Bank at 2599 East Henrietta Road (corner of East Henrietta and
Calkins Road). A new drive up banking ATM will replace the existing facility.
·
Erie Station Business Park at 30 Becker Road. The new Industrial office building will be
close to 37,000 sf. Becker Road is also being constructed to the west of Hendrix Road
to service this building.
·
Enterprise Car Sales is underway at 4161 West Henrietta Road. This new building will
be around 4,000 SF when completed. Enterprise plans to sell their rental cars from this
facility.
·
A new Country Max facility is underway at 4495 West Henrietta Road. Country Max will
relocate to the new 19,500 sf building from the Town Centre Plaza (formerly Suburban
Plaza).
·
Rochester Auto Exchange is rehabilitating the existing 5,000 sf facility at 4199 West
Henrietta Road for a used car sales facility.
·
Queens Park Subdivision has started construction at the northeast corner of Martin
Road and Moore Road. This residential subdivision includes 52 single family home
lots.
·
Dorschel Toyota is adding a service bay to its current facility at 3399 West Henrietta
Road. The addition will be close to 5,740 SF.

Parks and Recreation
What an amazing summer we had this past season! I hope you and your families were able to enjoy
some of the recreational programs and events that were offered. Although the rain put a bit of a damper
on our adult softball leagues, we were fortunate to have excellent weather for our Memorial Day Parade,
Community Asset Celebration, Concert Series, 4th of July Celebration, summer camps, and all other
youth and senior programs!
Online registration is now available for your convenience and will alleviate the need to register for
programs and reserve facilities in person at our main office during business hours. Please note that if
you have ever registered for a program or reserved a facility through Henrietta Recreation and provided
your email address, you already have an online account in our system. If you are new and have never
registered for a program or reserved a facility you must setup a new account. For more information and
to get started go to http://parksandrecreation.henrietta.org. There will also be a link to this page on our
Town website. If you choose not to register online, we will continue taking program registrations and
facility reservations in person at our main office located in Town Hall. Note that some programs will
require in-person registration and cannot be done online. Facility reservations for 2016 will begin on
Tuesday, December 1st, 2015. More information will be available on our website at that time. Look for
2015 - 2016 Afterschool program registration information in our Winter/Spring program brochure which
should be released in early December.
The parks staff has continued their hard work and efforts towards adding amenities in our parks.
Newly renovated Baldwin Cabin is very popular and is providing residents a nice space for
gatherings and events. The new 9-hole disc
golf course at Lookup Park has seen a lot of
action this summer. The grand opening
ceremony which was held on May 29th was a
success. Many disc golfers came out to
support the event and play the course for
the first time. The honorary guest for the
ceremony was Mr. Charlie Lookup who
threw the first disc! A very special thank you
to Ryan Hand, Tim Bayer, and the Greater
Rochester Disc Golf Club for volunteering
their time designing and assisting with the
implementation of the disc golf course. I
would also like to thank Tami, Jerry, and the staff from Fireside Grill and Sports Bar for sponsoring
the grand opening event and providing a delicious homemade lunch to all those in attendance.

Parks and Recreation continued
At Tinker Nature Park, a Community Garden program was created and is thriving! A total of 24 raised beds were
constructed by our Parks staff and a fence was installed around the gardens. A water line was put in that runs
under Calkins Road from the Tinker Homestead to the gardens. Composting bins were built and donated to the
program as part of an Eagle Scout project by Eddie Miller from Troop 171. Thank you Eddie for your excellent
work and generosity! I would also like to thank Paul and Valerie Stanley for
bringing the Community Garden program idea to the Town and for serving as
volunteer coordinators of the program.

Our hope is to “grow” this program and add 24

Library News for Families
One of the best things about working in a library is we're always discovering things we didn't know or had
forgotten—odd facts, intriguing books, niche films, interesting web sites, useful apps. We love learning new
things and know you do, too, and we've been finding new ways to share our discoveries. One of our favorite
ways is via our weekly e-mail newsletter. The e-news currently goes out once a week and includes staff
picks, contests, and information on upcoming classes and programs for all ages. If you aren't already a
subscriber, visit our recently redesigned web site at hpl.org to sign up.
Another new way we're sharing information and having conversations is through our Instagram account
(@henriettapubliclibrary), where we give people glimpses into the work we do and how we do it. People
tend to think of libraries as quiet places, but we see hundreds of people here every day, so there's always a
lot going on. Patrons have been sharing pictures with us on Instagram, too—snapshots of their kids
enjoying programs, books they're excited about, and other things they notice when they visit. It's a great
opportunity to see the library through other people's eyes.
While we're glad to have you follow us virtually, we want to see you in person, too. This fall, we'll continue
our busy slate of children's programming—storytimes, Preschool SCIENCE-times, Toddler Dance Parties,
Tween Tech Labs, and our Kids' Book Club. The teen department is introducing an everyother-week Minecraft program in addition to their regular knitting, writing, and volunteering
programs. The adult department is offering its usual wide variety, including programs on
Medicare, bellydancing, and floral arranging. You can find out more about these programs by

Building and Fire Prevention
It's that time of year again when the leaves fall and we need to prepare for winter.
A couple of reminders for all residents:
It’s important to keep your house numbers clear and readable, so
please trim bushes and branches away from your house.
Inspect your wood burning stoves, fireplace chimneys and
flues to prevent carbon monoxide poisoning.
Fire Prevention week is October 9th through the 16th. Check your smoke and
carbon monoxide detectors and alarms and remember to change your batteries!
Change the clocks, change the batteries!
Remember; no open burning of yard waste allowed in Monroe County per the
Health department Clean Air regulations. Please have a safe fall and get ready
for Old Man Winter!

From the Assessment Office.....
One of the functions of the assessment office is to review real estate sales and monitor trends in
property values. As a result of this effort, we have a unique perspective on market activity in the
various neighborhoods throughout town. All indications are that the strong real estate market of
the last few months is continuing on through the summer and autumn seasons!
If you are a new homeowner, and have not done so, you should make your one-time application
for the Basic STAR exemption anytime between now and March 1, 2016. If you are turning age 65
during the year 2016, you might qualify for even greater tax savings with the Enhanced STAR, or
the Limited-Income Senior's Exemption.
If you are a senior citizen and currently receiving the Enhanced STAR exemption, you should
know that the annual cost-of-living adjustment has increased next year's income ceiling to a new,
higher level of $84,550. Remember, the 2014 income tax year will be used to determine eligibility
for 2016.

Department of Public Works
Brush and Leaf Pick Up: The Town of Henrietta again will offer four weekends this fall to allow residents to
bring leaves and brush to the Martin Road Park South for recycling. Dates are as follows; October 24th,
October 25th, October 31st, November 1st, November 7th, November 8th, November 14th and November 15th,
materials will be accepted from 10:00AM till 3:00PM each day. If you bag your debris do not use plastic
bags, paper bags are all that will be accepted.
TOWN OF HENRIETTA
WINTER HIGHWAY POLICIES
The Henrietta Highway Department is responsible for snow and ice control on Town, County and State roads
within the Town of Henrietta, with the exception of the NYS Thruway and I-390. Our Department of Public
Works is staffed 24 hours a day during the winter season and may be reached at 359-7005. Our Highway
Department follows the “Sensible Salting Guidelines” established by the County of Monroe, in conjunction
with the Environmental Management Council. This requires us to use only enough salt to make our highways
safe for motorists and requires motorists to reduce their driving speed according to road conditions.
Winter Parking: In order to facilitate snow removal operations and eliminate potential hazards, the parking of
vehicles on all highways within the Town, including the shoulders of the roads, is prohibited between the hours
of 2:00 AM and 9:00 AM from November 1st to April 15th. Vehicles in violation of this ordinance are subject to a
parking ticket (minimum $50.00). Repeat violators or vehicles that prevent plowing of a street may be towed
and the vehicle's owner will be responsible for all towing and storage charges incurred by the Town.
Mailbox Policy: The Town of Henrietta is one of a small number of
towns that still repair or replace mailboxes damaged during
snowplowing operations. Since there is no statutory or legal authority
which grants an owner or resident the right to place a mailbox along a
public road in the right-of-way, our repairs and replacements are done
as a courtesy and must be limited to standard size steel rural mailboxes
and steel pipe posts. Custom posts and mailboxes cannot be replaced
with anything other than the standard replacements. If you have an
expensive and/or decorative mailbox or post, you may want to consider
the option of storing it for the winter and replacing it with an inexpensive
substitute. This decorative category also includes the one-piece plastic
post and mailbox combinations, which are extremely susceptible to winter damage.
Driveway Clearing: When clearing your driveway of snow, please remember that New York State Law
requires that the snow remains on your own property. Any snow pushed, blown, or plowed onto any street is a
safety hazard and may result in tickets being issued under New York State Vehicle and Traffic Law. If your
driveway is plowed by a private contractor, both the homeowner and the plow operator share the
legal responsibility for compliance with these regulations.

Tinker Nature Park
We celebrated the 20th Anniversary of the Hansen Nature Center on September 19th 10am, prior to the
annual Harvest Festival. The nature center has become an important part of the community, providing
many different types of public programming. The center hosts environmental education programs for the
RH School District, provides merit badge programs for both Boy Scouts and Girl Scouts, adult education
programming at our Saturday Morning Garden Seminars and also hosts many annual public events
throughout the year. The nature center has recently started up a Venture Crew Program for youth between
the ages of 14 through 20. (For information on Venture Crew contact tinkerventurecrew@gmail.com ). The
nature center is thankful to the many volunteers that help make these programs happen and who also keep
the grounds looking good. These volunteers include Friends of Tinker Nature Park, The Garden Tinkerers,
and Guest Speakers at our Garden Programs. Additional volunteers include Eagle Scouts, Cub Scout
Pack 332, RH Life Skills, Rochester Area Beekeepers, Henrietta Youth Asset Team and RH Students from
both the Middle and High Schools. All these volunteers, past and present, have contributed to the success
of the Hansen Nature Center and Tinker Nature Park.
Upcoming program Schedule:
Oct. 17th: Halloween Event: Woodland Wander: 6:30pm-8:30pm. Children meet
friendly woodland animals on a guided walk in the woods. Visit the haunted barn, trick or
treat street and the Tinker Homestead displaying a Victorian funeral setting. Enjoy music
and refreshments at the Tinker Horse Barn. Registration required – call 359-7042 to
register.
Dec. 5th & 6th: Holiday Event: noon - 3pm. At the Nature Center, make an ornament with
Santa; enjoy cookies and cocoa. Tour the Tinker Homestead decorated for a Victorian Era
Christmas while enjoying the traditional holiday music of Jessica and Warren.

Nature Center is open Tuesday – Saturday from 9am – 4pm.
