of which 1,39,040 (89.78
percent) were in rural
areas and 15,826 (10.22
percent) in urban areas. At
the time of independence,
there were 23,344 post
offices, primarily in urban
areas. The network has
registered a sixfold growth
since independence, with
the expansion’s focus
primarily in rural areas.
On average, a post office
serves an area of 21.23
square kilometres (8.20
sq mi) and a population
of 7,114; it is the most
widely-distributed postal
system in the world.

e are sure, by now, you must be aware of the
two bravehearts J Saravanan and T. Dinesh
Babu who rescued Roshini (9 years old) from
drowning in the Adyar River. For those of you who didn’t
read the story in The Hindu, Roshini was thrown into the
river by her own father, Augustine a painter, who also
jumped into the river and committed suicide. According
to his wife, Vimala, she never saw that coming. She says
that she foiled his bid to throw her son Joshua also into the
river. There was no trouble in the house or financial issues
so she is uncertain why her husband committed the act.
We thought that the commendable act of bravery by J
Saravanan and T. Dinesh Babu needs mentioning in our
newspaper in the current self-serving world that we are

his year on 15 August,
India is going to celebrate
its 67th Independence Day.
This day is celebrated all
over the nation by hoisting
the Indian National Flag at
several places. On the eve
of Independence Day, the
President of India conveys
the “Address to the Nation”
speech which is announced
nationally. On 15 August, the
Prime Minister of India hoists
the Indian flag on the historical
Red Fort site in Delhi. 21 gun
shots are fired in tribute of the
event. The Prime Minister
then conveys a speech
emphasising the triumphs of
government during the past
year, nurtures key disputes
and puts forth further ideas
for improvement. He also
pays homage to the freedom
struggle leaders. Several
cities in the United States
have declared 15 August as
“India Day”.
This day is to remember
our great leaders for their
boundless struggle against the
foreign muscles to give us the
freedom that we enjoy now.

other social services such

Indian policy-makers
have created such a deep
impression by denying basic
social services to the poor
for long. Now, they want to
strengthen that impression.
They want to (continue to)
deny basic financial services
to the poor; though they take
care in public to say that they
want to serve the poor.
S p e c i f i c a l l y, I n d i a n
authorities want to set up
more new “banks” in order
to attain what they call as
“financial inclusion”.
Financial inclusion
broadly means that people
in the lower economic strata
are able to access basic and
necessary financial services
such as savings and loans
– appropriate to their
condition. Indian policymakers think that only banks
are capable of bringing about
such inclusion.
Weak track record
But, what has been the
track record of Indian banks
in the past 50 years as
regards financial inclusion?
It is quite poor.
Census 2011 shows that
out of 25 crore households
in India (each with 4
or 5 members), 50% of
households – a population
of 60 crore out of a total
120 crore – do not have any
banking services. No savings
account even, not to speak of
loan / credit facilities.

of people in the lower
economic strata are also

largely ignored by the bankled system.
It has been estimated that
there are some 10 crore tiny /
micro / small business units
in our country- called as the
MSME sector. They range
from the corner provision
store, the mechanic shop, the
small textile shop, the small
road transport operator,
the local pharmacy, the
small town hotel, the local
carpenter, the vegetable
vendor, the corner metal
welding unit etc.
These 10 crore units
are the largest providers of
employment in our country
outside of agriculture,
employing nearly 200
million people.
The total loan / credit
requirements of this sector
in a typical year has been
estimated at as much as
Rs.20,00,000 crore.
How much of that is
provided by the banking
sector?
Only about 15%, official
figures show. And that is
how it has been for many
decades now.
So, how do the MSME
units manage? They manage
by borrowing from nonformal or unorganized
sources such as local money
lenders and pawn brokers.

A recent news report
highlights the important
role that local money lenders
and financiers are playing in
providing essential financial
services.

stolen from a single pawn
broker in one particular
locality of Chennai city.
The market value of the
gold at, say, an average
price of Rs.2500 per gram is
approximately Rs.25 lakhs.
Against the gold in stock,
the pawn broker would have
probably made loans to the
tune of say Rs.15 lakhs.
Almost all the gold
should have been pawned by
households financing their
essential consumption such
as healthcare, education
and by small / tiny business
enterprises raising working
capital for their operations
by pledging their personal
possessions.
If one pawn broker in one
locality of Chennai could be
making loans to the extent
of Rs.15 lakhs, just imagine
how much of financing
would have been raised
through the lakhs of pawn
brokers across our country.
It is therefore not surprising
that the non-formal and nonorganized sources of finance
meet nearly 80% of the total
financing requirements of
small and micro businesses
in our country.
Also note that the pawn
broker can make a lot more
loans if he is able to access
more lendable funds on the
base provided by his capital
of Rs.15 lakhs. Would it not
be a win-win for everyone?
The pawn broker can
provide a savings outlet for
millions who do not have a
bank account. He can also
help the small borrower with
more of them being serviced
at lower interest rates.
India needs thousands of
small finance “banks”
The pawn broker system
has to be re-jigged and
formalized as, say, a small
finance company. And,
India needs thousands of
such small companies to
attain financial inclusion.
We can even call them as
mass banks. The name does
not matter.
But, what we do not want
is more of the same “class”
banks we already have.

session, the trio fished out a set of wind chimes

Q. What’s the biggest issue you struggle with as an
entrepreneur?
A. In business, 90% of the people you encounter are never
honest. Honesty is certainly my greatest asset, but it’s also
a liability in these times. I expect honesty from everyone.
However, even artisans tend to mislead me. There was this one
craftsman who told me that he made original, exquisite jewelry
boxes all by himself and sold a huge quantity to me. But I
spotted his same ‘unique creation’ in the Thai Exhibition at
Chennai Trade center. Every day, I get to meet dishonest people.
As an entrepreneur, I find it tough dealing with them on a
regular basis. Most of them have no respect for other people’s
time and seldom keep their word.
Q. How do you generate profitable customers for your
business? What unusual approaches do you adopt for
marketing your products/services?
A. Repeat customers are our greatest strength. We have
exceptional products desired by customers all over the world,
who want to own exclusive items. Our staff members are
taught to be polite at all times and dissuaded from arguing
with customers, even if the latter are in the wrong. We are
present in high profile stores like Odyssey and Landmark,
which again offers a wider reach. Damini, as a policy, does
not use pictures or stories of artisans to market its products. We
believe the product sells by itself.

A. I am a newspaper junkie. I read five
newspapers in a day. I don’t have a set routine
and I still love cleaning the kitchen! I used to do
that full time before I became an entrepreneur.
I call my mom every day and give her a
roundup of all the gossip in the city. Mornings
I spend replying to emails, meeting up with
staff and new vendors, finishing bank work,
sorting out bills and running a few errands.
Lunch is usually at home. At noon, I watch
something on the telly or read a book and rest
for an hour. In the evening, people would drop
in to meet me and discuss ideas to help run
their business. I then meet a few staff members
informally over tea and snacks, spend some time
with them and inquire about their families.
My dinner is always early – at 5. 30 or 6 pm
max. I eat out a lot. Since most restaurants
in Chennai open at 7 pm, my son and I often
have a good sit-down dinner and talk about the
day’s happenings and share jokes. I have lots of
friends living overseas. I chat with them for a
while before calling it a day at 11.
