This initiative involves the strategic maintenance of 18 km of the West Coast Road between Anse La Raye and Colombette through: • pavement strengthening • application of an asphaltic overlay The Government of Saint Lucia has undertaken the rehabilitation of the section of West Coast Road between Roseau to Anse La Raye and Soufriere to Colombette under West Coast Road Rehabilitation Project Phase 3. This project was completed in November 2011. Scope of Consulting Services The purpose of the work is to prepare engineering details, drawings, specifications, quantity and cost estimates acceptable to the Ministry of Infrastructure, Port Services and Transport for subsequent competitive bidding. This must be in sufficient detail to enable an accurate cost estimate to be prepared, allow contractors to tender for the works and to be used for the construction phase of the works. Site accommodation buildings (b) A strength assessment of all bridges and culverts along the project road (c) Analysis and recommendations on the possible use to which excavated materials can be put (d) An assessment of the type and hardness of materials which will be encountered in the earthworks (e) Identification of dumping areas suitable for excess excavated materials (f) With a view to minimizing long haulage of materials and the associated cost implications, the consultant should carry out the material surveys necessary to confirm the location, quality and quantity of sub-base, base and surfacing materials. (g) Preparation of drainage designs together with drawings to enable cost estimates, tenders and construction to be undertaken (h) Details of environmental and social mitigation measures to be adopted. (i) Such other surveys and detailed investigations as are necessary to prepare the design, cost estimate, specifications and drawings. v.
