The Government of Saint Lucia
(GOSL) intends to rehabilitate the
following in Castries, Vieux Fort and
Soufriere.
Under Lot 1:

The following streets in Soufriere
will be rehabilitated as part of the
Bridge

reconstruction program.

The GOSL intends to apply funds
from the consolidated fund to cover
eligible payments under the Contract
for The Rehabilitation of Streets in
Castries, Vieux Fort and Soufriere.
Bidding is open to all interested
bidders.
1. The Government of Saint Lucia
herein represented by the Ministry
of Infrastructure, Port Services and
Transport invites sealed bids from
eligible bidders for The Rehabilitation
of Streets in Castries, Vieux Fort and
Soufriere. The time for completion
is four (4) weeks from the date of
possession of the site.
2. Bidding will be conducted
through
standard
National
Competitive
Bidding
(NCB)
procedures and is open to all eligible
bidders.
3. Bidders shall have the following
experience
and
capabilities
requirements:
Minimum average annual turnover
of EC$1.0 million calculated as
total certified payments received for
contracts in progress or completed,
within the last 3 (three) years. In case
of Joint Ventures (JV), JV members
should jointly meet the requirement,
at least one partner must meet at
least forty percent (40%) of the
requirement, and all other partners
must meet at least twenty five
percent (25%) of the requirement;
Bidders
must
demonstrate
access to, or availability of, financial
resources such as liquid assets,
unencumbered real assets, lines
of credits, and other financial
means, other than any contractual
advance payments to meet: (i) the
following cash flow requirement:
EC$200,000 and (ii) the overall cash
flow requirements for this contract
and its concurrent commitments.
In case of JV, JV members should
jointly meet the requirement, at least
one partner must meet at least forty
percent (40%) of the requirement,
and all other partners must meet at
least twenty five percent (25%) of
the requirement;
The bidder must have experience
under contracts in the role of
contractor,
subcontractor,
or
management contractor for at least
three years prior to the applications
submission deadline. In case of JV,
each partner must meet requirement;

within the last ten years, with a
value of at least EC$0.5m that have
been successfully and substantially
completed and that are similar to
the proposed works.. In the case of

executed during the past five years a
minimum experience in the following
key activities: Reconstruction of
approximately 150 meter of road
including placement of 200mm thick
of sub-base layer, 175mm thick of
crushed stone base layer, 50mm thick
of Asphaltic Concrete surfacing.
In the case of JV, JV must meet all
requirements and at least one partner
must meet the requirements for one
characteristic.
4. A margin of preference for
eligible national contractors/joint
ventures shall not be applied.
5. Bidding documents (and
additional copies) may be obtained at

Request For Proposal (RFP)
The Government of Saint Lucia
(GOSL) endeavors to undertake the
rehabilitation of 18 km of the West
Coast Road (under project name
West Coast Road Rehabilitation
Project Phase 3.2) with a view to
significantly improving the quality of
this road. This initiative involves the
strategic maintenance of 18 km of the
West Coast Road between Anse La
Raye and Colombette through:
• pavement strengthening
• application of an asphaltic overlay
The Government of Saint Lucia
has undertaken the rehabilitation
of the section of West Coast Road
between Roseau to Anse La Raye
and Soufriere to Colombette under
West Coast Road Rehabilitation
Project Phase 3. This project was
completed in November 2011.
Scope of Consulting Services
The purpose of the work is to
prepare engineering details, drawings,
specifications, quantity and cost
estimates acceptable to the Ministry
of Infrastructure, Port Services
and Transport for subsequent
competitive bidding.
The scope of services is detailed as
follows:
a) The consultant shall carry out
the complete detailed engineering
design and cost estimates for the
proposed improvement of the project
road.
b) The consultant shall carry
out all detailed surveys needed in
order to locate the road precisely
and subsequently prepare all the
necessary drawings, specifications
and cost estimates required, detailing
the scope of works to be carried out
and the quality control required.

engage suitably qualified consultants

quantity of sub-base, base and
surfacing materials.

together with drawings to enable cost
estimates, tenders and construction
to be undertaken
(h) Details of environmental and
social mitigation measures to be
adopted.
(i) Such other surveys and detailed
investigations as are necessary to
prepare the design, cost estimate,
specifications and drawings.

DECLARATION OF ACQUISITION PURSUANT TO SECTION 3 OF THE LAND
ACQUISITION ORDINANCE (CHAPTER 5.04)
and
IN THE MATTER of a Declaration by the Governor General acting on the advice of Cabinet that a
Parcel of land situate at Gros Islet Town, Quarter of Gros Islet in the island of Saint Lucia is
likely to be acquired for a public purpose.
DECLARATION OF ACQUISITION OF LAND
Whereas, it is enacted by Section 3 of the Land Acquisition Ordinance Chapter 5.04 that if the Governor General
acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a
Declaration to that effect to be made.;
And Whereas, it is considered by the Governor General acting on the advice of Cabinet that the lands
mentioned and described in the Schedule hereto should be acquired for a public purpose to wit: Construction of an
Early Childhood Center.
Now Therefore, it is hereby declared by the Governor General acting in accordance with the advice of Cabinet,
that upon the Second Publication of this Declaration in the Gazette, the lands mentioned in the schedule hereto shall be
vested absolutely for a public purpose to wit: Construction of an Early Childhood Center.
SCHEDULE 1
All that piece of land being Parcel 96 of Block 1256D situate at Gros Islet Town, in the Quarter of Gros Islet
belonging to the Church of God (Seventh Day) Incorporated is bounded as follows:North : By Road
South : By Parcel 376 of Block 1256D
East
: By Parcel 87 of Block 1256D
West
: By Parcel 95 of Block 1256D
The whole measuring 4,199.52 sq. ft. shown as lot 5 on Plan of Survey by Bede Fevrier, Staff Surveyor dated
January 2, 1967 and lodged in the Survey Office on January 2, 1967 as Drawing No. GI 418 T and recorded as 14/67.
Together with any other easements which may be necessary.
