Elected president in 1860, Abraham Lincoln was commanderin-chief during the Civil War. In 1863, he signed the Emancipation Proclamation, which declared that slaves held in the rebellious states “are, and henceforward shall be free.” Four
months before his assassination, the 13th Amendment to the
Constitution, which abolished slavery, was adopted.
15th: Susan B. Anthony’s Birthday
Susan B. Anthony, an early suffragist, organized campaigns
across the United States advocating for women’s right to vote,
get an education, and own property. In 1872, she voted in a federal election and was arrested, tried, and fined for her action. In
1920 14 years after her death, the 19th Amendment to the Constitution granting women the right to vote was ratified by threefourths of the states that adopted.

George Washington is honored for his efforts to create a new
nation dedicated to the rights of the people . He was commander
of the Continental Army during the Revolutionary War. In 1789,
he was inaugurated as the first president of the United States.

What is Public School Open Enrollment?
Wisconsin’s inter-district public school open enrollment
program allows parents to apply for their children to attend school districts other than the one in which they live.
Application may be submitted to up to three nonresident
school districts.
pupils must be selected randomly, after giving preference
to students already attending school in the nonresident
school district and siblings of currently-attending students.
Some school districts establish waiting lists to fill unused
spaces, but others do not.
Can a resident district prevent a pupil from leaving?
Yes, in limited circumstances. A resident school district
can deny a pupil’s application for an invalid application
(early or late application or missing information), ineligibility due to age (too young or too old), or if the resident district does not offer the same type of prekindergarten, fouryear old kindergarten, or early childhood program as the
nonresident district of the pupil is not eligible for the program in the resident district. These are also reason that a
nonresident district can deny an application.
Who may participate in open enrollment?
Pupils in 5-year old kindergarten to grade 12 may apply to
participate in open enrollment. Open enrollment for prekindergarten, 4-year old kindergarten and early childhood
is limited. Parents should call their resident school districts to find out if their preschool –aged children qualify
for open enrollment.
How and when may parents apply?
The open enrollment application period for the 2016-17
school year is from February 1-April 29, 2016. The application period closes at 4 PM on April 29, 2016. Late
applications will not be accepted for any reason.
Parents may apply on-line at http://dpi.wi.gov/oe.
Can parents appeal if an application is denied?
Parents whose applications are denied may appeal to the
DPI within the 30 days of the denial. State law requires
the DPI to uphold the school district’s decision unless DPI
finds that the decision was arbitrary or unreasonable. The
DPI’s decision may be appealed to circuit court.
Can I apply to a virtual charter school under open enrollment?
A pupil may only open enroll to an online/virtual school if:
(1) the school has been created as a virtual charter school
that meets the requirements of the charter school law
[Wis. Stats. 118.40 (8)] or (2) the pupil is required to physically attend school in the nonresident school district every
day that school is in session. Other important things to
know about applying to virtual charter schools:
 A virtual charter school is not home-schooling. Pupils
attending virtual charter schools are public school pupils.
 You must know the nonresident school district in which
the virtual charter school is located. If you have any
questions about this, call the virtual charter school.
 You must know your resident school district in order to
apply.
 A list of 2015-16 virtual charter schools may be found at
http://sms.dpi.wi.gov/charter-schools/virtual.
Must pupils reapply every year?
Once a pupil is accepted into a nonresident school district,
the pupil may continue to attend that district without reapplication except that:
 The nonresident district may require a pupil to reapply
one time—at the beginning of middle school, junior high
or high school.
 A pupil may be returned to the resident school district if
the special education required in a new or revised IEP is
not available in the nonresident district or there is no
space.
 A pupil who has become habitually truant in the nonresident district may be returned to the resident district.
Is there a cost to parents for open enrollment?
There is no tuition cost to parents for participation in open
enrollment. Parents of open enrolled pupils may be
charged the same fees as resident students.
Can an application be rejected?
Yes. Nonresident school districts may deny an application if regular or special education space is not available
for the pupil, or if the pupil has been referred for a special education evaluation but has not yet been evaluated. Nonresident school districts may also deny an application if the pupil has been expelled during the current or
preceding two years for certain violent conduct, or if the
pupil was habitually truant from the nonresident school
district during any semester in the current or previous
school year. If there are more applications than spaces,

Parents are responsible for transporting their children
to and from school.
If transportation is required in the individualized education
program (IEP) for a child with a disability, it must be provided by the nonresident district. School districts may
provide transportation to open enrollment pupils if they
wish. Usually, if transportation is provided, parents must
transport the pupil to a location in the nonresident district.
Low-income parents may apply to the DPI for partial

reimbursement of their transportation costs.
Can a parent select a specific school in the pupil’s
nonresident school district?
Yes. A parent may request a specific school or program
in the nonresident district. However, assignment to the
requested school or program is not guaranteed and your
pupil may be assigned to a different school other than the
one requested. It is up to each nonresident district to determine a pupil’s school assignment.

Open enrolled pupils have the same rights and responsibilities as resident students.

application is denied. If the application is denied, parents have 30 days to file an appeal.
June 24, 2016
Parents of accepted applicants must notify the
nonresident district if the pupil will attend the
nonresident district in the 2016-17 school year.
If the parent fails to make this notification, the
nonresident district may refuse to allow the
pupil to attend the district.
Inter-scholastic athletics are governed by the Wisconsin
Interscholastic Athletic Association (WIAA), which has
rules concerning transfer pupils. Parents should check
with the school district‘s athletic directory about eligibility.

INTRA SCHOOL DISTRICT POLICY (School Board Policy 432)
A parent or guardian of any other student who wishes to attend a school outside of their attendance area must make a
written request to the district administrator, not sooner than March 1, nor later than March 31, of the prior school year.
The assignment of students to a school outside of their attendance area shall be made by the district administrator on
the basis of, but not limited to, overall size of school, individual class size, placement of siblings, and timeliness of application. Preliminary placement will be determined by the end of June. Because the number of students enrolled constantly changes, parents and/or guardians asking for their student(s) to attend a school outside of their attendance area
will receive the final assignment/notice in August. (Please note this must be done every school year for each student.)

Southern Lakes Anthology
As has become a tradition in the Waterford Graded School District, participation in this year’s Southern Lakes Anthology Project was outstanding! With over 200 entries submitted for consideration, selecting the finalists for the 2015-2016 Southern Lakes Anthology Project, “Anything but Ordinary,” was
no easy task. Judges carefully considered each piece for creativity and originality, connection to the
theme, and overall quality of the piece. After several rounds of elimination and a lot of discussion, the
following students were selected to move on to the final round of consideration. These students will
have their work reviewed on January 26 by teachers from across southeastern Wisconsin for possible
publication in this year’s anthology. Congratulations, students, and GOOD LUCK!

Notes from the Band Room…
We are very excited to announce the premiere of Waterford Graded School District and
Waterford Union High School’s first ever commissioned work for mass band! The premiere performance will be held at WUHS Gym at the Waterford Area School District Band Festival on
Friday, February 5. The selection, entitled “River Rendezvous” has been the Nelsons’ (WGSD and
WHS band directors) dream since the beginning of WASBF in 2002! Michael Sweeney is the composer and the selection depicts the Fox River’s many moods and images. All Waterford Bands
(WUHS, Fox River MS, Evergreen, Trailside and Woodfield) fifth grade, sixth grade, middle school
and high school as well as surrounding area feeder schools will participate. Don’t miss this exciting
event! The concert begins at 6:00 and is followed by a spaghetti dinner at the high school. (For

Historical and Current State Assessment
The Wisconsin Student Assessment System (WSAS) has been the statewide assessment program in Wisconsin for
many years. It is a program that is designed to provide information about our students’ college and career readiness. The assessments measure what students know in core academic areas and whether they can apply what
they know. Ideally, WSAS results help guide us in school improvement planning by identifying
 Where we can celebrate the growth and achievements of our students
 Where we need to focus and improve to ensure all students are successful
WSAS results are also reported in proficiency categories and used for accountability determinations at the school,
distr4ict and state levels, as the WSAS is required by state and federal laws. A high quality assessment system
provides useful information to parents about their child’s achievement of grade level standards, to educators about
the success of the curriculum, instruction and school’s programming and to the public on the effectiveness of our
community’s school.
In 2014-2015, the WSAS included the following for 3-8:
 The Badger Exam
o Grades 3-8 covering ELA and Math
o Math had performance tasks as a part of the testing components
 The WKCE
o Grades 4 and 8 in Science and Social Studies
 Dynamic Learning Maps
o 1% of special education students who are in an alternative curriculum
o Grades 3-8 covering ELA and Math
o Grades 4 and 8 in Science and Social Studies
Federal requirements are to test at least 95% of all students. Our overall test participation for the Badger Exam
was 91.6%.

As you can imagine, it is difficult to compare one year of data to the next when the test is changing. Below is the
Data for the current 8th grade class – cohort group – as they have traveled their journey from 3rd grade to 8th grade
in our school district. It is easy to see the growth seen in this group of students with the same test. As the test
changed from WKCE to Badger the data could not be compared since the test themselves were dramatically different. WKCE was a paper-pencil very basic information test. Badger was a computerized test that had the ability to
fit the student’s learning level similar to the NWEA-MAP. Badger also had performance tasks or thinking tasks in
the test instead of just multiple choice and short answer. This required the student to use their knowledge to communicate or solve a real-life problem. The new WI Forward test will be coming shortly. The test is still in development with teacher groups still reviewing assessment questions. The test will be online but will not provide the ability to adjust to the student. In other words, all students will take the exact same test as is similar with the WKCE
test.
As I learn more about the WI Forward testing in the coming weeks, a letter will be prepared for parents of students
in grades 3-8 who will be taking the Reading and Math portions with a special section for 4 th and 8th grade students
taking the Science portion of the test this year. At this time, I believe the social studies portion of the test has been
put on hold.

Science for Smalls – February 4 at 10:00
This open-ended sensory experience is intended for toddlers and preschoolers. Children will explore sensory stations that coordinate with children’s books.
Building Blocks Storytime - Mondays, through February 22 at 9:30am
Linda Breuer hosts Building Blocks Storytimes for pre-school families. Books and musical activities will engage parents and children ages 0 – 5. No registration is required.
Bucks Reading Challenge
The Milwaukee Bucks Reading Challenge begins in January 2016. Children in grades 3 – 10 can
earn free tickets to see the Milwaukee Bucks play by reading over an 8-week period. Stop in for
more information.
Introduction to Crochet - Saturday, February 6 from 10:00 – 11:30am
Peggy Fisher will be teaching this introduction to crochet class for kids or adults. Please bring one skein of
cotton yarn, a crochet hook size H and scissors. Registration is required and limited. Register online at the
library’s website on the programming page or in person. All ages welcome.
Lap-Sit is at 9:30 am for children under 3 (with their caregivers). Sign language, stories, finger
plays, and songs are included in the 20 minute sessions. February 10 or 11 & February 17 or 18
Preschool Class is for 3, 4 & 5-year-olds at 10:30am. The sessions run for 30 minutes and include sign language, stories, songs, fingerplays, movement and a craft. Registration is required.
