Kalisz
Kalisz, the oldest city in Poland and the heart of Kalisz-Ostrów
Agglomeration – is one of the leaders of innovative development.
Our city builds its potential on well-educated inhabitants, a dynamically
developing labour market and a direct neighbourhood of large industrial
centres – Wrocław, Poznań and Łódź.
Thanks to the activity of modern didactic centres, including the
innovative Didactic Centre of Gear Wheels Testing of State University of
Applied Sciences in Kalisz, the city is ready to deal with the most requiring
investments. The projects developed by business support organizations,
including the Wielkopolska Aviation Cluster or the Kalisz Business
Incubator Foundation, effectively contribute to the deepening of the
cooperation between entrepreneurs representing different sectors of
manufacturing and the services.
The crossroads of the national roads No 12 and No 25, the proximity of
the A2 highway from Berlin to Moscow and the expressway S8 contribute
to a location for investments which require a development of logisticstransport infrastructure. We are proud that nowadays Kalisz, the second

Kalisz can offer nearly 60 ha of attractive investment lands located
amongst others in the Economic Zone of Dobrzec-West and Kalisz
Subzone belonging to the Wałbrzych Special Economic Zone ,INVEST –
PARK’. Entrepreneurs who locate their activity in Kalisz are provided with
investment support, which includes exemption from a property tax up to
a maximum of 5 years. What is more, the Kalisz Special Economic Zone
gives a possibility for the reduction of an income tax up to 45% of the
eligible costs arising from the development of a new investment or the
creation of new jobs.

The cooperation of towns and rural communes situated in Kalisz-Ostrów Agglomeration, inhabited by
nearly 350 thousand residents, serves amongst others to realise strategic investments which provide
a foundation for the effective development of the subregion. In order to do this 24 units of local
government formed the Kalisz-Ostrów Agglomeration.
The territory of the Agglomeration is a space for innovation, which concentrates modern research
centres, scientific-educational centres, dynamically developing enterprises, business support
organizations and creative local governments which promote development.

The Kalisz Economic Subzone is a part of the Wałbrzych Special Economic
Zone “INVEST – PARK”, one of the most dynamically developing economic

Nowadays, 190 companies operate in the Wałbrzych Zone. They employ
44,000 workers and have invested nearly 22 billion PLN. The Wałbrzych
Special Economic Zone possesses investment lands in 48 localities in
Poland, of which 11 ha are located in Kalisz. The city still offers almost 5 ha
of land within its area. These lands are adjacent to a public road which is
only 1,5 km from the entrance to the national road No 25, which will be
joined by a ring road with the national road No 12.
Entrepreneurs who locate their activity to the Wałbrzych Special Economic
Zone “INVEST – PARK” receive special public help, including exemption from
income tax in the amount of:
• up to 25% of eligible costs for large enterprises
• up to 35% of eligible costs for medium-sized enterprises
• up to 45% of eligible costs for small and micro enterprises.
The Economic Zone of Dobrzec-West
The Economic Zone of Dobrzec-West has nearly 60 ha of
private investment areas and is situated near the national
road No 25 in the direction of Wrocław Agglomeration. In the
short term these areas will be connected by a ring road with
the national road No 12 leading in the direction of Poznan
and Radom, Lublin and the border crossing with Ukraine in
Dorohusk.
The possibility to purchase investment lands in different size
(from several to several dozen of hectares) is a competitive
advantage of the zone. Entrepreneurs in the Economic Zone
of Dobrzec-West have the opportunity to receive exemption
from a property tax for up to a maximum of 5 years.

Eligible costs mean:
• cost of a new investment (eg. purchase of land, tangible assets, intangible
assets, lease of buildings, etc.)
• two-year labour costs of newly employed workers
Apart from an exemption from an income tax the investor receive local
property tax allowances, related to among others the number of newly
created jobs.

Support for
entrepreneurs
The system of tax allowances and tax preferences created by the city of Kalisz includes tax exemptions and attractive rate for
a lease or tenancy on a municipal business premises.
Exemptions from the property tax
Exemptions from payment of rents
The following lands and buildings are exempted for a period
of 3 years:
Entrepreneurs who have become a tenant of a municipal
business premises may pay a lowered rent which is:
• newly built or newly purchased ones or their parts intended
for a business activity, where a business activity has not been
conducted for at least 3 years preceding their purchase,
• 50% of a negotiated rent within the first 12 months from the
signature of a tenancy agreement
• intended for a trade activity with a sales area no larger than
100 m²,
• 75% of a negotiated rent within the consecutive 12 months
•100% of a negotiated rent after 24 months of rent.
• handed over in a dependent possession as defined in the
Civil Code for purposes connected with a production activity.
In addition, property tax exemption is granted to
entrepreneurs depending on the number of new jobs
created:
• one year with 5 new jobs
• 2 years with 10 new jobs
• 3 years with 15 new jobs
• 4 years with 25 new jobs
• 5 years with 40 new jobs
Newly built, newly purchased or adapted buildings destined
for a business activity in the manufacturing or service
sectors, with the exception of petrol stations, are exempted
from a property tax.

The activity of business support organizations, together with pro-investment policy of local authorities,
is a basic support system for entrepreneurs who create new business projects.
The Association of Aviation Industry Companies – the “Wielkopolska Aviation
Cluster” – was founded in 2009 on the initiative of major aviation companies in the
region. It is a non-profit organisation which brings together companies engaged in
efforts to increase the competitiveness of the aviation industry in Poland. At present
30 entities with different activity profiles belong to the Cluster. Six of them have

Since 1994 the Foundation has initiated and realised activities for social – economic
development of the region. It fulfils its mission by supporting the creation of new
businesses and by stimulating the development of the existing ones.
The offer of Kalisz Business Incubator includes the following services: information,
advisory, training, financial and office rental.
The services of Kalisz Business Incubator are dedicated, in the first instance, to all
micro, small and medium-sized enterprises interested in:
• searching funds for development
• promotion of aviation industry,
• establishing international trade cooperation
• support of companies’ connections, specialised providers, units which provide
services, companies operating in the sector
• extending their business activity into the European Union markets
• development of cooperation of aviation industry with technical universities,

The Cluster was founded in December 2009 on the initiative of the Regional Chamber
of Commerce in Kalisz (the Cluster’s coordinator), Pleszew Chamber of Commerce
and a group of entrepreneurs from agricultural – food sector. It gathers 34 business
entities, 11 universities and scientific-research institutes from Poznań, Wrocław and
Kraków and 6 business support institutions. Nowadays, the Cluster is co-operating
with the Mayor of Kalisz and The District of Kalisz. The manufacturing potential
proven by research – employment of 4,000 people, manufacturing – 4,5 billion PLN,
export to nearly 70 countries – locates this segment of the economy as the biggest
employer in the region. The Cluster is an important organisational structure which
takes multidirectional actions which increase the level of the competitiveness of
associated companies, including building the position on international markets.
Marketing activities contribute to the promotion of Kalisz and Wielkopolska region,
but they also build a good image of the Cluster in Poland and abroad. In recent years
the Cluster and its companies have developed 20 projects of financial support from
regional and national programmes.

Regional Chamber of Commerce is an economic self-government institution.
It was created in January 1996 on the initiative of entrepreneurs and played a key
role in the process of a local market transformation in the 25 years of the free
market. It affiliates 80 enterprises of different sizes and sectors from Kalisz and
neighbourhood areas, including enterprises with a big meaning for the market.
The mission of the Regional Chamber of Commerce is to support the development
of small and medium-sized enterprises by providing them with complex information,
training and advisory services, as well as supporting their development on the
basis of financial instruments and tools taken from European and domestic funds,
especially low interest loans from the JEREMIE Initiative.
The Chamber increases the competitiveness of the local market by organising
training, conferences, company missions, by implementing the rules of modern
management, building numerous cooperative unions with domestic and
international entities.

The academic community is composed of nearly 6,000 students and excellent
academic staff. Famous and reputable state universities and private higher universities
are known as being educational leaders in higher education system.
The State University of Applied Sciences in Kalisz (in short PWSZ) is the best one of its kind, which has been proven by
prestigious rankings. Students cooperate with experienced academic staff, among them nearly one hundred independent
academics – professors and assistant professors, together with visiting professors from foreign universities, eg. from France,
Germany, Portugal, Russia and the USA.

The Didactic Centre of Gear Wheels Testing is one of the most modern measurement laboratories in Europe. It has
been equipped with unique, on a global scale, machinery and equipment for gear wheels testing. The equipment can also be
used to measure other machine parts. It is a unique research centre comprising three highly specialist laboratories: geometric
accuracy of gears lab, strength test of gears lab and materials testing of gears lab.
