e g a s s e M From the President Sheriff Mike Jolley Harris County The Office Of Sheriff Is An institution Of Sacred Trust It has been six months since I became President of the Georgia Sheriffs’ Association and what a fast six months it’s been. As I traveled around the state representing the Association, I have observed firsthand the respect the Office of Sheriff has with our citizens. It is respect earned through years of hard work not only enforcing the laws of our great state, but also attempting to influence public policy in order to enhance the protection of the public. Many people know that the sheriff is the chief law enforcement officer of the county, but they may not understand the inherent authority that comes with the Office, especially as it relates to influencing changes to state law. Each year our Association staff and many of the sheriffs travel to Atlanta in an attempt to influence legislation concerning public safety and law enforcement. Your local sheriff is an expert in these areas and how state laws and the resulting mandates affect our local communities. For this reason, your legislators should be talking with your sheriff on matters that potentially affect or change the enforcement of the law within these areas. As a citizen you also have a responsibility to talk to your local sheriff so that the sheriff’s office can serve you better. 2 / The Georgia Sheriff Of course, another important part of our sheriffs’ service to you is the Georgia Sheriffs’ Youth Homes (GSYH). Since the inception of the GSYH over 50 years ago, sheriffs have offered a safe and secure home environment for Georgia’s abused, abandoned and neglected children. This will remain a priority for our organization and I truly believe God has honored this commitment to the youth of our state. The Office of Sheriff is an institution of sacred trust, larger than any one person. As elected sheriffs, we have been entrusted by the citizens to keep the peace, ensure domestic tranquility and provide for the defense of those who are unable to defend themselves. I am very grateful to my fellow sheriffs for their commitment and hard work. We are all honored to serve the citizens of our great state. Over fifty sheriffs and a number of deputies were on hand to express their interest in several critical issues impacting our communities and the Office of Sheriff. Published quarterly, the magazine is designed to keep our supporters and sheriffs statewide informed and aware of information about the Association and Georgia’s law enforcement community. The Georgia Sheriff / 3 The New Year Ushers In Growing Needs A new year always brings an assessment of needs for those of us at the Georgia Sheriffs’ Youth Homes. As the wrappings and decorations for the holidays are set aside and packed away, thoughts always turn to the year ahead and all that it brings to the staff and children. While resident directors and other staff members plan for 2008, they must take into account school requirements, sports activities, health care, holidays and vacations, special needs, and the daily necessities of food and clothing for more than 100 children! The needs for the homes vary. Each campus supports outdoor activities for the residents, so many of the requests are for outdoor equipment for gardening or lawn care. Many campuses have asked for cleaning supplies—a definite requirement when caring for active children! Furniture is needed at some homes to outfit new cottages or replace worn items which have seen much use. Each campus has asked for new bed linens (twin size), including sheets and comforters. Bath towels are also needed in some homes. Quality kitchen equipment is a necessity when it comes to feeding growing, hungry, children. Food processors, microwave ovens and other appliances can facilitate food preparation and aid in kitchen efficiency. As you read the “Needs List” on the facing page, carefully consider how you could be involved in fulfilling these needs for our Youth Homes. Could your civic association sponsor a piece of equipment? Are you looking for a project for your hunt club or class? Would your family be interested in taking on a year-long venture? From the first of November through December, it takes everyone working together to get our large family ready for the Christmas season. A tree is decorated in each cottage, office, chapel, gym and other buildings where parties and dinners are held. The grounds on each campus are lit up with Santas, snowmen, reindeer, and the manger scene. No one is left out when it comes to making sure our children have a good Christmas. Frank Bryant, Food Service Manager, is recruited to help decorate the tree in the Cline Hall dining room. Josh and Larry, who were home from college, got in on the action. The boys in Futch Cottage gather in front of the tree they decorated. At the Annual Boys’ Ranch Christmas Party, the boys put on a Christmas show for all the guests. The food was wonderful, the decorations were beautiful, and the entertainment was unsurpassed! 6 / The Georgia Sheriff T Cherokee Estate residents were given a pizza and jewelry party, and each resident was able to choose a piece of jewelry. Ambar admires the beautiful jewelry and makes her selection, which she said was very hard, because it is all so pretty! he children of Cherokee Estate and MountainView greatly appreciated gift cards provided by a faithful supporter, Ms. Carolyn Smithson. Ms. Carolyn wanted to do something special for others at Christmas and thought of Cherokee Estate and MountainView. She drove up from Alpharetta and presented gift cards to each of our residents. The residents at Cherokee Estate and MountainView extend a warm thank you to Ms. Carolyn. MountainView residents thank Ms. Carolyn for her generosity at Christmas. The Georgia Sheriff / 7 R ecently, Pineland Director Shayne Goddard attended the LaGrange Lion's Club weekly meeting, where he was presented with a check from the club to help provide Christmas gifts for the boys at Pineland. The LaGrange Lion's Club has been a big supporter of Pineland over the years. On behalf of the children and staff, we extend our thanks to all of the members. Shayne Goddard receives a donation from President Susan Burdick on behalf of the LaGrange Lion’s Club. G eorgia Sheriffs' Pineland/Camp Pioneer recently held its annual Christmas Party for the boys. Friends and supporters astonished the staff by showing up in large numbers to share in the annual opening of Christmas presents by the boys. The event has come to be known by the boys as “the countdown to tear off!” The staff and children would like to thank all who attended and participated in this magical event, and would like to extend a special thank you to all who provided gifts for the boys. Mr. Walter, a houseparent, is asked if just one present can be opened early. T he Bird-In-Hand Plantation in Sumter County held the 4th Annual Clay for Kids Fun Shoot, raising $12,000. Owners Bruce and Justin Johnson were the perfect hosts for the Clay for Kids Fun Shoot. The Georgia Sheriff / 19 T he following is third in a continuing series of articles on the Office of Sheriff. It is the responsibility of the Sheriff to maintain peace, protect life and property and provide service to the community. Specific duties of the Office of Sheriff today include: providing law enforcement and traffic safety services, operating the county jail, serving as an officer of the court, and serving criminal warrants, subpoenas and civil papers. Each Georgia county has one elected sheriff; in turn, the sheriff appoints deputies to assist him in carrying out their official duties. Operating the County Jail: In Georgia and throughout the country, jails perform an important role in the criminal justice system. Most sheriffs’ offices maintain and operate county jails. Currently, functional jails exist in 148 of Georgia's 159 counties. Georgia’s sheriffs are responsible for supervising inmates and protecting their rights. They are also responsible for providing inmates with food, clothing, exercise, and medical services. The costs related to the administration, maintenance and operation of these facilities are borne by county units of government. However, Georgia law mandates that the responsibility for all operational matters lies exclusively with the sheriff. In the mid-1970’s, jails and prisons saw a sudden increase in lawsuits filed by inmates in protest of their conditions. Since that time, many changes have been made all across the country to standardize jail environments and levels of care. National and state accrediting agencies, professional sheriffs’ organizations, and the courts have worked together with local authorities to provide more appropriate custodial care for offenders. Many Georgia jails provide multiple services for diverse inmate populations, including medical care, religious services, educational programs, parenting classes, anger management classes, pro20 / The Georgia Sheriff grams for drug and alcohol addiction, and access to a law library. Some Georgia jails are approved federal housing facilities and—if space allows— house inmates for the United States Marshal’s Service and the United States Bureau of Prisons. Georgia taxpayers have realized the value of inmate work details, which are made up of lowrisk inmates who volunteer to be a part of the work details. These crews, which are supervised by certified deputy sheriffs, provide a savings for counties by completing maintenance and roadside clean-up projects. Inmate labor is also used for kitchens, laundries, cleaning, and maintenance in many counties, providing an additional savings. Georgia sheriffs have learned to be proactive and creative in addressing many issues. While they are responsible for jail operation, they must also supervise construction; ensure that capable staff are recruited, trained, and outfitted; and keep abreast of legal requirements. The Office of Sheriff has changed a great deal from the days of a few cells in a brick jail, but Georgia’s sheriffs are striving to maintain standards of safety, care and security. The MUSCOGEE COUNTY JAIL COMPLEX has a bed capacity of 1069 and consists of the Columbus Stockade, the 1939 Jail, the 1984 Jail Complex, and the newly constructed 2002 Jail Facility (shown). The Muscogee County Jail Complex houses local, state, and federal offenders and suspects. Food and medical services are located within the facility. The 2002 Jail Facility was funded with revenue bonds. The Muscogee County Jail Complex is an example of utilizing existing structures effectively while adding new space with construction. December Command College Graduates F ive deputies representing four sheriff’s offices graduated in December from the Georgia Law Enforcement Command College at Columbus State University. The graduates received their Georgia Law Enforcement Command College Certificates at an awards banquet on December 14, 2007, and a Master of Public Administration diploma on Saturday, December 15 from Columbus State University. The Command College, in association with Columbus State University, provides law enforcement executives with intense, professional training in managing public service organizations effectively. Lt. A Boys’ Ranch resident carefully unwraps his present at the pizza and sub party. O n Saturday, December 1, 2007, the Chatham County Sheriff’s Office arrived at the Boys’ Ranch in Hahira with a tractor-trailer full of toys for the residents. About twenty staff members, as well as the Law Enforcement Explorer Post, made the three-hour trip. After unloading the presents, the Explorers gathered the children for some fun and games and a pizza and sub party for the children. After the meal, the children could hardly contain their eagerness, so the Chatham County staff members passed out the presents. It was all worth the time and effort to see the children’s faces as they opened their presents. To see them jumping up and down with glee, or touched to the point of tears, brought a tear to the eye of even the strongest among the Sheriff’s Office group. Many vowed to return for the annual trip. The Chatham County Sheriff’s Office Christmas party at the Boys’ Ranch is largely funded by the annual Poker Run in April. Additionally, many staff members provide gifts from an anonymous “wish list” written by the children. The tractor-trailer load of gifts for the residents at the Boys’ Ranch is unloaded with the help of members of the Chatham County Sheriff’s Office, Law Enforcement Explorers, and residents. The Georgia Sheriff / 21 Governor’s Challenge Award Winners Received New Law Enforcement Vehicles In Special GOHS Ceremony L aw enforcement officers from 37 North Georgia counties met in Gainesville to celebrate a one-of-a-kind awards presentation with the Governor's Office of Highway Safety (GOHS). What made this year’s Governor’s Challenge vehicle presentation event so special is that both winning agencies were from the same north Georgia county. The coveted Governor’s Challenge vehicles were presented to the Hall County Sheriff’s Office and the Gainesville Police Department, neighboring agencies and partners in the GOHS Northeast Traffic Enforcement Network (NETEN). Sheriff Steve Cronic and the Hall County Sheriff’s Office received a police-package Harley Davidson Road King for their development of a new Motorcycle Safety Program to help raise community motorcycle safety awareness. Hall County became the first-time vehicle award winner in this high-profile Governor’s Challenge category. The Challenge Vehicle presentation ceremonies were held at the Georgia Mountain Center in Gainesville during the annual meeting of four North Georgia GOHS Traffic Enforcement Networks. The annual Governor’s Challenge Awards event leading up to these vehicle presentations is a unique GOHS incentive program designed to award outstanding achievements in highway safety enforcement and education. Governor’s Challenge recognizes the dedication of Georgia law enforcement officers to increase safety belt use, slow down 22 / The Georgia Sheriff speeders and reduce impaired and aggressive driving. Fourteen North Georgia traffic enforcement agencies represented at the Gainesville “Quad Network” meeting were recipients of International Association of Chiefs of Police state or national awards for their outstanding performance behind the badge and their dedication to saving lives on Georgia’s highways. The National Sheriffs’ Association also awarded Special Category recognition to the Forsyth County Sheriff’s Office with an Overall Traffic Safety Unit Award and an Underage Alcohol Enforcement Award. Lt. Mike Sellers of the Rockdale County Sheriff’s Office uses a ground antenna to locate the frequency of Project Lifesaver radio transmitter. M ore than a dozen Georgia sheriff’s offices are taking part in a lifesaving national program aimed at protecting vulnerable adults and children. The program, Project Lifesaver, is designed to locate missing persons who are victims of Alzheimer’s, autism, or other disorders. Project Lifesaver uses a waterproof wristband, programmed with a radio frequency, to keep track of victims who may wander as a result of a mental disability. If the victim wanders, one telephone call to the sheriff’s office will activate a network of searchers with a locater. The team would mobilize to the point where the victim was last seen, riding a perimeter set up in the area. If the victim is not located through the preliminary search, ground antenna would be utilized to pinpoint the frequency of the victim’s wristband. The Rockdale County Sheriff’s Office has been utilizing the program for more than two years and has trained several deputies and volunteers in the use of the tracking devices. The Rockdale County Sheriff’s Office has joined with the nearby Fayette County Sheriff’s Office for air support in the event of a missing Project Lifesaver registrant. Rockdale County Sheriff Jeff Wigington said the national average for locating a person with Project Lifesaver transmitter is thirty minutes, which could provide great peace of mind for families. Families who register with the sheriff’s office also provide a photo of the person and pertinent information when they file. The Georgia Sheriff / 23 Property crimes (thefts, burglary, stolen vehicles, etc.), are increasing in many areas of the country. It can be very frightening to return to your home or business after being away to find that your property has been entered and your personal items stolen or damaged. You can help protect yourself and aid law enforcement in finding the criminals and recovering your property if you follow these practices for safety and security: • When you return to your home or business, always do a quick visual inspection for signs of forced entry. These signs may include broken windows, removal of screens, doors kicked in, or locks damaged. If you see signs of forced entry, do not enter. It is important that you stay outside of the building. Call 9-1-1 immediately, but try to do so from a safe location, such as a neighbor’s house or your own vehicle. If necessary, leave and drive to a safe location. • Do not enter the building without law enforcement. When they arrive, advise them of any weapons, animals, alarms, or dangerous conditions in the building. They will let you know when it is safe to re-enter your home or business. When they do, don’t touch anything without first asking. Try to do a walk-through with the deputy to advise of any stolen or damaged items. • If you enter your home or business before noting signs of a burglary, leave immediately and call 9-1-1. • If you return to your vehicle and see signs of damage, entry, or theft, call 9-1-1 immediately, and do not touch anything. You can help law enforcement recover your property by providing as much information as possible on any stolen items, such as complete descriptions, make, model, color, or any serial numbers or identifying marks. It is often helpful to also make a video or photo journal of valuable items and provide it to law enforcement. Ask your insurance company if they recommend inscribing identifying marks on electronics or other valuable items, such as lawn equipment.
