TheOtsegoCountyFairAssociation,Inc.managementreservesthefinalandabsoluterighttointerprettheserulesand
regulationsandarbitrarilysettleanddetermineallmatters,questions,anddifferencesinregardthereto,orotherwise
arisingoutof,connectionwith,orincidentaltotheFair.
Themanagementreservestherighttoamendoraddtotheserulesandregulationsasinitsjudgmentmaybedeemed

Exhibitorsarerequiredtomakethemselvesacquaintedwiththepremiumbookandregulationssoastomake
certaininwhichsectionsanddepartmentstheirentriesbelongaswellasperiodofexhibit.Exhibitorsmustuse
separateblanksforentriesineachdepartment.
2. PlaceforMakingEntries.EntriesmaybemadebymailorinpersonattheOfficeoftheEntryClerk,Fairgrounds,
Morris,NY.ChecksshouldbemadepayabletotheOtsegoCountyFairAssociation,Inc.Tagswillbeheldatthe
EntryClerk’sOffice,wheretheymaybecalledfor.
3. ClosingofEntries.EntriescannotbemadeaftertheclosingdatespecifiedforeachdepartmentontheEntry
Clerk’scalendar.
4. Allexhibitsmustbeenteredinthenameofabonafideowner,suchownershiptohaveexistedatleast30days
previoustothetimeoftheshowing,unlessexhibitedbytheoriginalproducerorfabricatorofthearticle
exhibitedandproofofownershipmustbepresentedbytheexhibitoronrequestoftheFairAssociation.No
judgesorsuperintendentsshallbepermittedtoenterexhibitsincompetitionforpremiumsinthedepartment
withwhichtheyareconnected.
5. ExaminationofEntryCards.Exhibitorsarerequestedtoexaminetheirentrycardsatthetimeofmakingentries
sothatifanymistakeshavebeenmade,theycanbecorrected.Nopersoncanmakeanychangeorwithdraw
anyarticleenteredforcompetitionorexhibitionafterhavingonceenteredit.THISRULEWILLBERIGIDLY
ENFORCEDINALLDEPARTMENTS.THEREWILLBENOREFUNDONENTRYFEES.
6. DisplayofEntryTagsandRibbons.AnentrytagmustbeattachedtoeachexhibitinFloralHallandtheAntique
Departments.ThistagwillbefurnishedbytheEntryClerk,afterentrieshavebeenmade.Allentrytagsand
ribbonsmustbedisplayedduringtheexhibition.Noconsiderationwillbegivenbyjudgestoanyarticletowhich

CompetitionDefined.Competitionisdefinedasacontestforsupremacybetweentwoormoreproducts,or
articlesoranimalsownedbyseparateexhibitors.Exhibitorshavingnocompetitioninaclassorsectionwillbe
awardedasjudgesthinkdeservedunlessotherwisenotedunderSpecialDepartmentRulesandallpremiums
shallbeawardedsubjecttotheactionoftheBoardofDirectors.
Onlyexhibitorsmaypurchaseanexhibitorpass.PleaseseeEntryClerkforpurchasingFairpasses.
Anexhibitormayshowasmanyanimalsashehasenteredinsingleclasses,butmayreceiveonlytwo
premiumsperclass.Allanimalsshowningroupclassesmusthavebeenshownintheirindividualclasses.
ComputationofAgesofAllAnimals.Theagesofallanimalsmustbegiven,andsatisfactorilyverified,if
required.AgesofallanimalsshallbecomputedfromJanuary1st,todetermineinwhatclassestheanimalsshall
beentered.(Exceptasotherwisenoted.)
DisplayofExhibitsandAnimals.Exhibitorsmustshowtheirexhibitswheneverandinsuchamanneras
requiredbytheexecutiveofficesinchargeofthedepartment.Allanimalswillbeshownintheringand
exhibitorsmustbereadytobringthemoutwhencalled,eitherforjudgmentorparade.Alllivestockexhibitors
mustmaintainaclean,attractiveexhibitduringtheentireweek.Failuretodoentailsforfeitureofallprizes.
PlacingofExhibits.Allexhibitsmustbeinplaceatthepropertime,ontheopeningdayoftheFair,exceptas
otherwisenoted.
RemovalofExhibits.Noexhibitmayberemovedfromthedisplayuntilafter8:00pmSunday,exceptlivestock:
cattle6:30pm;sheepandswine7:30pm;goats8:00pm;horses8:30pmwiththeexceptionof4-Hauction
animalsONLY—seedirectorinchargetoremoveanimal.Exhibitorsshowingmorethanonespeciesoflivestock
mustabidebythelatesttimeofreleaseiftruckingmorethanmorespeciesatatime.Thisrulewillberigidly
enforced,anditisthepurposeofthemanagementtohaveallexhibitsontheclosingdayequallyattractivein
everydepartmentatanytimeduringtheweek.
ExhibitorsResponsibleforEntries.TheFairManagementwillnotberesponsiblefortheomissionifanyarticle
oranimalnotenteredstrictlyinaccordancewithitsrules.
StallsandForageforAnimals.StallsorpensforlivestockwillbereadyforexhibitionstockonedaypriortoFair
opening,untilthecloseoftheFair.Nofeedorbeddingofanydescriptionwillbefurnishedtolivestockor
poultryduringtheexhibition.Therewillbeafeeof$2.00perstalland$3.00perpen.

17. Allanimalsexhibitedmustberegisteredintheirrespectiveherdbooks,unlessenteredincommercials,gradeor
marketclasses.Registrationnameandnumbermustbegivenattimeofentry.Allregistrationcertificatesmust
beavailableforexaminationbytheDepartmentSuperintendentatanytime.
18. Tickets.Admissiontogroundsbyticketonly.
19. EntryFees.AllexhibitorswillbechargedanentryfeeoneacharticleenteredasdefinedbyDepartmentRules.
20. Liability.Everypossibleprotection
21. PaymentofPremiums.Premiumcheckswillbepaidtothewinnersofthevariousawardsasshownonthe
Judge’srecords.Exhibittakenfromfairpriortopublishedreleasetimewillforfeitpremiums.Inpaying
premiums,noevidenceofawardshallberecognizedexcepttheJudges’bookproperlysignedbytheJudgesand
notfromribbonsthatmaybeattachedtoexhibits.Shouldstormyweatherorunavoidableoccurrenceinterpose
thefairtoreducethenetreceiptsbelowtherequiredpremiums,theManagementreservestherighttopay
premiumsonaproratabasisafterallexpenseispaid.Premiumswillbepaidwithin60daysofthecloseofthe
Fair.Allchecksissuedforpremiumsmustbepresentedforpaymentwithin60daysfromthedateofissuance.
Anychecknotcashedwithinthe60dayswillbeconsideredadonationtothefair.

Protests.Allprotestsmustbeinwriting,muststateplainlythecomplaintandmustbedeliveredtothe
Secretarywithin6hoursafterthecauseoftheprotest,withadepositof$25.00.
Judges.Asfaraspossiblethesinglejudgesystemwillruleandgreatcarewillbetakentoselectthosewhoare
qualified.Nopersonorpersonswillbeallowedtointerferewiththejudgeinthedischargeoftheirduties.
PersonswishingtoexplaininregardtotheirexhibitscandosothrutheSuperintendentoftheDepartment.In
caseananimalorarticlehasnotbeenentered,thejudgemustnotawardapremiumorhaveitenteredafter
entriesclose.Noconsiderationshouldbegivenbythejudgetoanyarticletowhichtheentrytagisnot
attached.Whenjudgeshavereasontodoubtthepedigreeofanyanimalorbird,orthepresentationmadeon
anyarticle,theymustreportatoncetotheSuperintendentofthatDepartment,whowillgathersuchevidence
ashecanattheSecretary’sofficeorbyothermethods.Whereexhibitshavebeenerroneouslyentered,the
judgesmayhavethesamecorrectedbyanEntryClerkbeforetheyjudgetheclass,butnotafter.Noadditions
toorchangesintheJudge’sRecordshallbemadebyanypersonexceptanEntryClerk.Thedecisionofthe
judgesshallbefinalinallclasses.

andgoodsportsmanship.Theirconductinthiscompetitiveenvironmentshallalwaysreflect
thehigheststandardsofhonoranddignitytopromotetheadvancementofagricultural
education.Thiscodeappliestojunioraswellasopenclassexhibitorswhocompetein
structuredclassesofcompetition.Thiscodeappliestoalllivestockofferedinanyeventata
livestockshow.Inadditiontothe“IAFECodeofShowRingEthics,”fairsandlivestockshows
mayhaverulesandregulationswhichtheyimposeonthelocal,county,state,provincialand
nationallevels.
Allyouthleadersworkingwithjuniorexhibitorsareunderanaffirmativeresponsibilitytodo

relatingtheretoisprohibited.
2)Owners,exhibitors,fitters,trainers,orabsolutelyresponsiblepersonsshallprovideanimalhealth
certificatesfromlicensedveterinariansuponrequestbyfairorlivestockshowofficials.
3)Juniorexhibitorsareexpectedtocareforandgroomtheiranimalswhileatfairsorlivestockshows.
4)Animalsshallbepresentedtoshoweventswheretheywillenterthefoodchainfreeofviolative
drugresidues.Theactofenteringananimalinalivestockshowisthegivingof,consentbythe
owner,exhibitor,fitter,trainerand/orabsolutelyresponsiblepersonforshowmanagementtoobtain
anyspecimensofurine,saliva,blood,orothersubstancesfromtheanimaltobeusedintesting.
Animalsnotenteredinaneventwhichculminateswiththeanimalenteringthefoodchainshallnotbe
administereddrugsotherthaninaccordancewithapplicablefederal,stateandprovincialstatutes,
regulationsandrules.Livestockshallnotbeexhibitedifthedrugsadministeredinaccordancewith
federal,stateandprovincialstatutes,regulationsandrulesaffecttheanimal’sperformanceor
appearanceattheevent.
Ifthelaboratoryreportontheanalysisofsaliva,urine,blood,orothersampletakenfromlivestock
indicatesthepresenceofforbiddendrugsormedication,thisshallbeprimafacieevidencesuch
substancehasbeenadministeredtotheanimaleitherinternallyorexternally.Itispresumedthatthe
sampleofurine,saliva,blood,orothersubstancetestedbythelaboratory,towhichitissent,isthe
onetakenfromtheanimalinquestion,itsintegrityispreservedandallproceduresofsaidcollection
andpreservation,transfertothelaboratoryandanalysisofthesamplearecorrectandaccurateand
thereportreceivedfromthelaboratorypertainstothesampletakenfromtheanimalinquestionand
correctlyreflectstheconditionoftheanimalatthetimethesamplewastaken,withtheburdenonthe
owner,exhibitor,fitter,trainer,orabsolutelyresponsiblepersontoproveotherwise.
Atanytimeafterananimalarrivesonthefairorlivestockshowpremises,alltreatmentsinvolvingthe
useofdrugsand/ormedicationsforthesolepurposeofprotectingthehealthoftheanimalshallbe
administeredbyalicensedveterinarian.
5)Anysurgicalprocedureorinjectionofanyforeignsubstanceordrugortheexternalapplicationof
anysubstance(irritant,counterirritant,orsimilarsubstance)whichcouldaffecttheanimal’s
performanceoralteritsnaturalcontour,confirmation,orappearance,exceptexternalapplicationsof

substancestothehoofsorhornsofanimalswhichaffectappearanceonlyandexceptforsurgical
proceduresperformedbyadulylicensedveterinarianforthesolepurposeofprotectingthehealthof
theanimal,isprohibited.
6)Theuseofshowingand/orhandlingpracticesordevicessuchasstrikinganimalstocauseswelling,
usingelectricalcontrivance,orothersimilarpracticesarenotacceptableandareprohibited.
7)Directcriticismorinterferencewiththejudge,fairorlivestockshowmanagement,otherexhibitors,
breedrepresentatives,orshowofficialsbefore,during,orafterthecompetitiveeventisprohibited.In
thefurtheranceoftheirofficialduty,alljudges,fairandlivestockshowmanagement,orothershow
officialsshallbetreatedwithcourtesy,cooperationandrespectandnopersonshalldirectabusiveor
threateningconducttowardthem.
8)Noowner,exhibitor,fitter,trainer,orabsolutelyresponsiblepersonshallconspirewithanother
personorpersonstointentionallyviolatethiscodeofethicsorknowinglycontributeorcooperate
withanotherpersonorpersonseitherbyaffirmativeactionorinactiontoviolatethiscodeofethics.
Violationofthisruleshallsubjectsuchindividualtodisciplinaryaction.
9)Theapplicationofthiscodeofethicsprovidesforabsoluteresponsibilityforananimal’scondition
byanowner,exhibitor,fitter,trainer,orparticipantwhetherornotheorshewasactually
instrumentalinorhadactualknowledgeofthetreatmentoftheanimalincontraventionofthiscode
ofethics.
10)Theactofenteringananimalisthegivingofconsentbytheowner,exhibitor,fitter,trainer,or
absolutelyresponsiblepersontohavedisciplinaryactiontakenbythefairorlivestockshowfor
violationofthisCodeofShowRingEthicsandanyotherrulesofcompetitionofthefairorlivestock
showwithoutrecourseagainstthefairorlivestockshow.Theactofenteringananimalisthegivingof
consentthatanyproceedingsordisciplinaryactiontakenbythefairorlivestockshowmaybe
publishedwiththenameoftheviolatororviolatorsinanypublicationoftheInternationalAssociation
ofFairsandExpositions,includingFairsandExposandanyspecialnoticestomembers.
11)Theactofenteringofananimalinafairorlivestockshowisthegivingofverificationbytheowner,
exhibitor,fitter,trainer,orabsolutelyresponsiblepersonthatheorshehasreadtheIAFECodeof
ShowRingEthicsandunderstandstheconsequencesofandpenaltiesprovidedforactionsprohibited

All exhibitors must read and adhere to the General Rules listed below, NYS Ag and Markets
regulations and the IAFE Code of Show Ring Ethics as published in this Fair Book.
General Rules
-The Horse Show Committee reserves the right to combine or split classes if entries warrant and
to change the order or the ring in which classes will be run if deemed necessary
-The Horse Show Committee reserves the right to remove any animal from the fairgrounds
whose behavior or health is believed to be a danger to itself or to others.
-Entry fees are $6.00 per class for pre-entry, $9.00 per class day of show, Lead Line is $1.
-Pre-Entries must include payment to qualify for pre-entry fee. Do not mail your Rabies/Coggins.
-Pre-entries can be mailed to: Otsego County Fair Association, PO Box 469, Morris, NY, 13808
-No refunds for scratched classes. Exhibitors can add classes no later than 3 classes ahead.
-Prize money will be paid by check and mailed to exhibitor: 1st $15, 2nd $10, 3rd $5 and 4th $3
-Classes with “No Entry Fee” have no payback (Championship, Groom’s Class, Sit A Buck, etc.)
-Classes with fewer than four entries will be paid from the back of the class and up.
-Stallions can only be ridden in open classes and by exhibitors 18 years and older.
-Classes and patterns to be exhibited and judged to AQHA standards, rules and regulations.
-PER NYS LAW, all exhibitors under the age of 18 years must wear a properly fitted and
certified ASTM/SEI helmet at all times when mounted, in and out of the show ring. No
exceptions will be made. Helmets must be inspected at time of registration.
-Proof of current Rabies vaccination and negative EIA test must be shown at time of registration
-Showmanship, Equitation on the Flat and Horsemanship do not contribute to day end points.
-Stalls are available for a $10 fee. There is a limited number available. To make reservations,
call the Otsego county Fairgrounds at 607-263-5289.

Ifantibioticsaredetectedinthemilk,allusersoftheparlorwillhavetosupplyamilksampleforeach
milkinganimal.Individualsorpartiesfoundhavingantibioticsinmilk,whichwasprocessedthroughthe
parlor,willbeliableforallfinanciallosscreatedbycontamination.Weregrethavingtotakesuchsevere
measures,butfinditnecessarytoprotectallthoseindividualsusingthemilkingfacilities.
2.TheAssociationreservestherighttoacceptorrejectanyentry,andtoreturnanyentryfeebeforethe
openingorjudgingoftheshowwithoutbeingliableforcompensation.

GAS AND DIESEL TRUCK PULLING RULES

GENERAL EVENT RULES
1. All trucks must be registered 30 minutes before start time. Late entries that are not
signed in and teched will not pull. The order you sign up in, is not the order you will pull
in**
2. Pit Pass is $10.00 for (1) Driver and (1) Helper per truck. All others are spectators and
must sit in the grandstands. This is for SAFETY.
3. Trucks will line up and be teched, scale in, and immediately be put in line to pull. Driver
only must remain near his truck at all times. No mechanical adjustments will be allowed
in line after the tech and scale in.
4. Max Hitch height is 26”. This will be rechecked when you are next in line to pull.
Cheating your hitch height will be grounds for DQ
5. Trucks will not be allowed to re-enter the pits after tech and weigh in until after they pull.
6. All classes will pull to a floating finish
7. All drivers must attend the drivers meeting, Drivers may not send a representative for
them. Questions or complaints must be addressed BEFORE the start of the pull
8. When called to the pull, you will have three minutes to get hooked to the sled or you will
be disqualified
9. Trucks are allowed to shutdown and restart only under the 75’ rule
10. All street legal trucks must be registered and insured
11. All drivers must possess a valid drivers license
12. 2.5 Diesel and 6500 Street Legal (Stock) Trucks may not be hauled to the pull
13. Judges discretion and ruling is final, No protests permitted
14. All class payouts for trucks will be as follows:
1st Place: $150.00 2nd Place $75.00 3rd Place $50.00

tech inspection without.
6500 Street Legal (Stock)
1. All trucks must be NYS Street Legal, registered, inspected, and insured. All documents
and plates must match. Truck may not be hauled to the pull
2. Street Legal-DOT rated tires only. No grooved, cut, sharpened, or altered tires of any
kind permitted. Must be used the exact way tires were manufactured. No tire chains,
studs, or duals.

3. No front hanging weight or hiding weight in the front of the vehicle, or inside cab. All
weights must be safely secured inside the truck bed and unable to fall out. Any weights
that fall out is automatic DQ
4. Hitch must be class 3 or better receiver style only and rigid in all directions. Loose
swinging style clevis is not permitted. Must hook from the furthest part of the rear of the
rear of the truck. (If your tail lights extend farther than the bed floor with the tail gate
removed, the furthest point is your tail light, not the bed floor)
5. No Aluminum engine blocks or heads
6. Truck beds must be solid
7. Absolutely no solid blocking of any kind
8. No nitrous oxide
9. OEM Manufacturer intakes only
10. No Headers allowed
11. Standard Un-leaded Pump Gasoline only. (Absolutely no aftermarket fuel or Fuel
additive allowed of any kind) If tech determines illegal gas is being used due to smell or
visual inspection, truck will be disqualified
12. E85 use permitted ONLY if E85 compatible from the factory.
13. One single feed carburetor permitted, or factory fuel injection
6500 Street Enhanced Gas
