ANACONDA 2010 CONDUCTING PROTECTION OF THE STRATEGIC STATE BOARDER DURING A LOCAL CONFLICT IN COOPERATION WITH GOVERNMENT AND LOCAL ADMINISTRATION The exercise closes 6-years cycle of combat systems synchronization 27th September – 6th October 2010 Dear Guests, Anaconda 10 is the biggest military exercise of joint Polish Armed Forces. In the exercise participate soldiers from: Polish Land Forces, Polish Air Forces, Polish Navy, Special Forces, Inspectorate for Armed Forces Support, Military Police, Inspectorate for Medical Corps and forces of Ministry of Interior and Administration. As an Operational Commander, I am responsible for planning, preparing and conducting one of the biggest joint operation since several years. Not only will Anaconda 10 verify soldiers abilities and skills with regard to joint actions under single command, but also test the equipment of Polish Armed Forces. The equipment is the result of positive changes in the Polish Armed Forces and the process of its adaptation to the modern battlefield requirements. The practical part of the Anaconda 10 exercise will present you the effectiveness of decisions made by Operational Command. While observing the soldiers, I would like to draw your attention to the unity of actions of soldiers from all military components. The exercise will require enormous effort, determination and abilities to perform tasks in the same time and place. Realization of orders and tasks by subunits will enable us to evaluate their level of training and preparation to complex operations during a local conflict. This year’s exercise closes 6-years cycle of combat systems synchronization. That is why its most significant aim is to test and perfect the command system in order to keep Polish Armed Forces ready to protect our country against potential conflicts. We certainly wish such conflict would never occur, nevertheless, the role of a soldier is to be permanently prepared for possible scenario which may appear, even the most horrific one. I am pleased to invite you to read this brochure which will introduce you to the details of the exercise and help to have a wider perspective on its course. Lieutenant General Edward Gruszka Operational Command of Polish Armed Forces is Directing Staff: Exercise Commander: LG Edward Gruszka The exercise’s goals: a) To improve the system of command and realization of tasks in planning and conducting the joint operation in accordance with the War Command System; b) To evaluate the abilities of cooperation with authorities of public and local administration within the confines of support during the joint operation. Chief of Staff-Deputy Exercise Commander: MG Jerzy Michałowski Operational Command of Polish Armed Forces was formed as a result of transformation of command system of Polish Armed Forces to command actions and joint operations in Poland and abroad. Operational Command of Polish Armed Forces commenced its activity on 1st July 2004. Tasks for peacetime, crisis and wartime were also specified in the same period. The main responsibility of Operational Command is to be in command of Polish Military Contingents in missions and operations abroad. Since the moment of establishment the Operational Command have been in command of all branches’ contingents in NATO, UN, EU as well as coalition missions and operations on three continents. The exercise’s locations: - Polish Land Forces Training Centre Orzysz; - Air Force Training Center Ustka; - Marine and Land Battle Camps of Polish Navy; - Commanding Posts. ANACONDA 10 EXERCISE’S PARTICIPANTS OPERATIONAL COMMAND OF POLISH ARMED FORCES POLISH AIR FORCES Ustka training ground: - 1st Tactical Air Squadron; - 2nd Tactical Air Squadron; - 3rd Transport Air Squadron; - 1st Air Defence Missile Brigade; - 3rd Radar Brigade; - 78th Air Defence Missile Brigade; - 1st Radio-electronic Reconnaissance Centre. POLISH NAVY POLISH LAND FORCES Ustka training ground: - 7th Coast Defence Brigade; - 9th Brigade of Armored Cavalry; - 14th Anti-Armored Artillery Regiment; - 16th Artillery Regiment; - 49th Combat Helicopter Regiment. Training Centre Orzysz: - 15th Mechanised Brigade; - 1st Artillery Brigade; - 25th Brigade of Air Cavalry; - 6th Air-mobile Brigade; - 2nd Engineer Brigade; - 49th Combat Helicopter Regiment; - 9th Liaison Battalion; - 5th Command Battalion; - 3rd Support Battalion; Command Posts: - The Cracow Mechanised Corps; - 15th Mechanised Brigade. Training marine ground: - 3rd Ship Flotilla; - 8th Coastal Guard Flotilla; - Naval Airborne Brigade; - Hydrographic Squadron Support - 6th Radio-electronic Centre; - Naval Support Division; -Communication and Command Navy Centre. INSPECTORATE FOR ARMED FORCES SUPPORT Training Centre Orzysz: - 1st Logistic Brigade. SPECIAL FORCES - Special Forces Coordination Team (Warsaw). Genesis of the conflict MILITARY POLICE Training Centre Orzysz: - Military Police Battalion Operational Group; - Military Police Manoeuvre Platoon. The exercise’s conflict has economic and political background caused by monopolistic practices of Baria - the main exporter of oil and gas to Western countries of Euroland. During the first decade of XXI c. the political leaders of Baria and Monda were replaced by the new government that began the expansion to make countries of Euroland dependant on their sources of energy. Additionally, Monda put forward the territorial claims against Wislandia. INSPECTORATE FOR MEDICAL CORPS Epidemiological Reaction Centre Training Centre Orzysz: - Epidemiological Reaction Team; - Health Treatment Team; - Medical Evacuation Team. UNITS OF PUBLIC AND LOCAL ADMINISTRATION Operational Groups of: - Interior affairs of Ministry of Interior Affairs and Administration; - National Police Headquarters; - Fire Brigade Service Headquarters; - Polish Boarder Guard Headquarters; - Warmińsko-mazurskie voivodeship; - Podlaskie voivodeship; - Lubelskie voivodeship; - Mazowieckie voivodeship. In this situation, Wislandia commenced the program aimed at diversification of oil and gas sources that inflamed the conflict with Baria. Finally, Baltic Sea Pact attempted to achieve the political aims with military measures, making use of Monda forces. The armed conflict is local, with medium intensification of fights. However, it can not be excluded that the conflict will engulf other countries. TACTICAL EPISODES Polish Land Forces components: - The frontline defense; - Defense in depth; - Launching an attack; - Airborne operations among enemy force; - Fire support (defense and attack); - Anti-aircraft protection of forces; - Logistic support of operation (supply, evacuation and repair, MEDEVAC). Polish Air Forces components: - Gaining air supremacy; - Fighting against; - Counter amphibious warfare; - Supporting Land and Navy in their operations; - Search and Rescue operations. Polish Navy components: - Destruction of enemy warships and anti-submarine warfare; - Mine reconnaissance and destruction; - Mines transshipment; - Radio-electronic reconnaissance and jamming by Radio-electronic Reconnaissance Ship and Navy Aircraft; - Replenishing of supplies; - Combat support (rescue, navigation, hydrometeorological, elimination of the results of mass destruction weapon, engineering support). Military Police, Special Forces and unmilitary defensive structures of state components: - Special operations (reconnaissance, destroying of objects); - Counter-diversion actions; - Convoys protection; - Forces movement regulation; - Investigation actions; - Prevention; - Special protection; - Perfecting, within the confines of defense preparation, procedures of activation the resources of Ministry of Interior and local authorities to provide needs and support for Polish Forces during the joint operation on home territory.
