PUBLIC INVOLVEMENT PLAN Existing Conditions and Fatal Flaw Analysis Study Washingtonia Drive Extension From St. Johns Heritage Parkway to N. Wickham Road Brevard County, Florida The purpose of this Public Involvement Plan (PIP) is to assist in providing information to and obtaining input from concerned citizens, agencies, private groups (residential/business), and governmental entities. The overall goal of this plan is to help ensure that the study reflects the values and needs of the communities it is designed to benefit. A schedule of events and a list of documentation exhibiting compliance with these procedures are included. This plan is in compliance with the Florida Department of Transportation’s Project Development and Environment (PD&E) Manual, Part 1, Chapter 11. I. The project team will identify existing conditions, conduct land suitability mapping, identify regional traffic needs and develop an initial purpose and need statement. Fatal flaws and windows of opportunity shall be evaluated and documented. REGIONAL CONNECTIVITY The study area is located within unincorporated Brevard County, Florida and the City of Melbourne. In general, the existing land use along the corridor is predominantly classified as residential land use. Other land uses in proximity to the corridor include commercial and conservation designations. Based upon the available information from the City of Melbourne and Brevard County, future land use in the study area is anticipated to remain consistent with existing land use patterns. Communities in the area include Chestnut Run, Fawn Cove, Flora Fauna Estates, Lake Washington Acres, Lake Washington Estates, Lakewood Estates, Lakewood Manor, Oak Hammock Estates, Strom Park, The Willows, Viera Central, Watersong at Viera, Woodshire Preserve. Moreover, Quest Elementary School is located within the project vicinity. This facility, combined with the St. Johns Heritage Parkway, will provide needed north-south capacity from Malabar Road in the City of Palm Bay to Viera. The proposed improvements have the potential to enhance mobility, increase connectivity to other roadways, redistribute traffic and thereby improve Level of Service (LOS), provide direct access for emergency responders and reduce local trips on I-95. EMERGENCY EVACUATION The Washingtonia Drive extension corridor in Brevard County is located near multiple roadways; such as I-95, SR 404, and SR 518; that are part of the evacuation route network established by the Florida Division of Emergency Management. The roadway extension will help connect residents to the evacuation route network which is critical in evacuating residents of coastal areas, increasing the capacity of traffic that can be evacuated during an emergency evacuation event, and enhancing emergency evacuation and response times. 4 SAFETY The proposed Washingtonia Drive Extension will accommodate projected increases in travel demand and facilitate corridor mobility. Thus, it is anticipated that operating Levels of Service (LOS) and ultimately the overall safety in the area will be improved with this project. TRANSPORTATION PLAN CONSISTENCY The project is consistent with the FY 2012/13 – 2017/18 Capital Improvements Element of the Brevard County Comprehensive Plan and the Cost Feasible Plan component of the Space Coast Transportation Planning Organization’s (TPO) 2040 Long Range Transportation Plan (LRTP). FUTURE REGIONAL GROWTH The proposed construction of the Washingtonia Drive extension, in combination with the St. Johns Heritage Parkway, will provide relief to many of the roadways within the regional network. This extension will serve as a vital alternative to I-95 between Viera and the City of Palm Bay. BICYCLE AND PEDESTRIAN FACILITIES The existing Washingtonia Drive does not currently provide for bicycle or pedestrian features. The proposed improvements along this section of the corridor may include the addition of a paved shoulder or bike lane and a multi-use path on the west side of the roadway. III. PROJECT GOALS The following goals and objectives have been defined for this study: IV. IDENTIFICATION OF AFFECTED COMMUNITIES AND STAKEHOLDERS This project traverses through the City of Melbourne and unincorporated Brevard County. The demographic of the study area was obtained through a Sociocultural Data Report (SDR) analysis. A copy of the SDR is attached to this PIP. The project team will follow FDOT’s PD&E Manual, Chapter 11 Limited English Proficiency (LEP) guidelines, which describes the factors to be considered to determine if LEP services should be considered for this project. Based on the 2010 Census Data, the percent of the total population within the vicinity of the project who reported that they speak English “not well” or “not at all” is less than 5%. This includes people who speak Spanish, Indo-European languages, Asian and Pacific Island languages, and “Other” languages. Based on an evaluation of the four LEP factors, we have determined that bilingual translation and distribution of materials within the project vicinity will not be necessary for this project. The following local, state, and national public interest groups or organizations having a direct or expressed interest in the project study have been identified and will be contacted by the FDOT. In addition to working with the media, a number of different notification techniques will be used throughout the study process. Aside from formal advertisements placed in Florida Today prior to any public meeting, the newspapers may be directly notified of project updates to be included at the discretion of their editorial staffs. A brief description of all techniques is listed below. Letters/Newsletters: Invitational and informational letters and newsletters will be distributed to elected and appointed officials, property owners/tenants, business owners/operators, and interested parties, as feasible. It is anticipated that a maximum of two newsletters will be distributed for this study approximately 21 days prior to any public meeting. Notices may be handdelivered to residences and businesses located directly along the project corridor as deemed necessary by FDOT. News/Press Releases: News/press releases will be handled by the District Five Public Information Officer prior to each public meeting. Public Notices/ Display Ads: Public advertisement will consist of a display advertisement published in the area newspaper with the largest circulation, once, prior to the public meetings. 10 Public Announcements: In order to distribute project information, fliers will be made available to organizations such as neighborhood/civic groups, the FDOT, Brevard County, the Space Coast TPO, and the City of Melbourne to publish in existing newsletters and websites. Any such correspondence will be coordinated through the District’s Public Information Office. Direct Mail List for Public Meetings/ Hearing: The following will be contacted by direct mail in order to obtain input throughout the project development process and/or in order to provide project information: Those whose property lies, in whole or part, within at least 300 feet on either side of the existing Washingtonia Drive corridor and within the project extension corridor area, as well as other local citizens who may be impacted by the construction of this project. This portion of the mailing list will be based on the County Property Appraiser’s tax rolls. Local elected and appointed public officials or individuals who request to be placed on the mailing list for this project. Public and private groups, organizations, agencies, or businesses that request to be placed on the mailing list for this project. Techniques: Presentations to Local Officials: Presentations will be given to local officials and agencies such as the TPO prior to the public meetings and at the conclusion of the study to apprise local officials of the project status, specific location, and design concepts, and to receive their comments. Public Information Meetings: Two public meetings, a kick-off workshop and alternatives public workshop, will be conducted as required by the FDOT, to present the project and the conceptual project alternatives being considered, and to obtain comments from the general public. Project Visioning Team (PVT): A local advisory group will be selected with the assistance of local governments; composed of local citizens and/or agency representatives having an active role in the community, such as representatives from impacted/interested local 11 and regional agencies, the TPO and committees, and neighborhood associations or other groups within the project area. This group will be organized at the beginning of the project and responsibilities include branding/logo development, issues and opportunities and technical insight. It is anticipated that two meetings will take place throughout the study process. Informal Meetings: In addition to the scheduled public workshops, there could be additional meetings with the public, elected and appointed officials, public agencies, or civic groups. The purpose of these meetings will be to apprise the attendees of the project status, specific location and design concepts, and to receive input. Title VI and Related Statutes: Information about the Title VI Program will be provided in the presentation, by signage, and through availability of personnel, on the Title VI Program and the Relocation Assistance Program. Americans with Disabilities Act Compliance: Notification of the Department’s intent to comply with the Americans with Disabilities Act (ADA) will be provided in public advertisements for the public meetings, in invitational letters to property owners and tenants and local officials, and in handouts. Project Website: Project information, graphics, and other materials will be available on the project website, www.cflroads.com. The website address will be included in all public involvement materials. The public involvement manager will also utilize existing websites of local community organizations and municipalities affected by the project and request that project information be added to their sites. This will serve as an additional resource of information for the community. 12 Public Outreach Activity Schedule: VII. COORDINATION WITH BREVARD COUNTY AND CITY OF MELBOURNE Copies of aerial maps depicting all corridor alternatives under consideration, along with draft copies of engineering and environmental study documentation, will be furnished to the County and City for review. Updated information will also be forwarded to the County and City prior to the scheduled alternatives public workshop for review and comment. VIII. ANALYSIS AND SUMMARY OF PUBLIC COMMENTS A Comments and Coordination Report will be developed to summarize the public workshop results and recommendations. The report also will contain the overall input provided through the other public involvement techniques utilized in the study process. The report will be forwarded to the District Environmental Management Engineer. IX. PUBLIC INVOLVEMENT DURING THE PD&E PHASE It is anticipated that the PD&E project manager will maintain the appropriate level of public involvement activities throughout the PD&E process. These public involvement activities may include additional coordination meetings with local government and environmental permitting agencies, work sessions and small group meetings, as directed by FDOT.
