The school was built in 1930 and is located at 100 Highland Road on a 6.494 acre parcel in the Town of Vinton. The two story main building consists of 62,760 sq. ft., including a two story annex facility with 6,980 sq. ft. An additional 11.335 acre parcel and a 10,920 sq. ft. school bus maintenance facility are also available. Formerly used as an educational and vocational training facility (1930-2010), the building offers a unique opportunity to be re-purposed for mixed-use commercial, educational, cultural or residential uses. The available site consists of 2 parcels totaling 17.829 acres, and is currently zoned R-2 Medium Density Residential. Property summary: • Within walking distance to downtown Vinton and convenient access to recreational and commercial amenities including the new Vinton Library (under construction) • Located in a mixed use area with nearby and adjacent land uses including residential and commercial, with adequate buffering between properties. • Virginia and National Historic Landmark potential designation and historic tax credit eligibility (A developer could be eligible to receive up to 45% of construction costs back through the use of Tax Credits). • Conditions Assessment Study completed in 2006, available upon request. • Environmental study completed in 2012, available upon request. • Town of Vinton zoning designation: R-2 Medium Density Residential. Proposals should include the following: • A development plan for the property to include the parcel(s), building(s) and use(s) proposed for the project. • For redevelopment projects including the use of Historic Tax Credits, offerers must demonstrate a willingness to provide a performance security for the project and experience with the completion of projects of similar size. • Evidence of market compatibility and economic feasibility. • Proposed terms of the acquisition, including offer amount and timeline for completion. • Business Plan and Financial Plan, including project benefits to the Town/County • A biographical summary and experience description of lead participants Roanoke County seeks to convey the property and structures in “as-is condition.” Roanoke County reserves the right to reject all proposals without cause. Roanoke County will consider re-subdividing the property at the request of the offerer. Evaluations and award of proposals will be made based upon the following criteria: • Proposed purchase price and/or development concept • Value-added benefits to the Town/County • Proposed use and compatibility with the Town of Vinton zoning, land use and comprehensive plan • Return on Investment – job creation and revenue generation from the project • Demostration of ability to perform/complete the project. Review of proposals begins on October 26, 2015 and will continue until an acceptable offer is received and a contract negotiated.
