‘MAGIC’ is in the AIR - Message from Superintendent Gary Patterson
Our District’s theme for 2010-2011 is ‘Make Learning Magic’. As you visit campuses throughout the District, you will see the
theme in many classrooms, hallways and offices. The East Central Family will be focusing on the following beliefs as we make
2010-2011 a ‘MAGICAL YEAR’:
1. We are a learning organization with a culture of continuous improvement.
2. Teachers are the most important influence on the quality of learning. Every teacher is a leader; every leader is a
teacher.
3. We are all responsible for creating engaging learning opportunities for every student, every day.
4. We will create a safe and caring environment where students are motivated, interested and engaged in high
quality, relevant work.
5. We will work closely together and support each other in our efforts to improve the educational experiences for all students.
6. Quality schools are the responsibility of the entire community.
Hopefully, you have noticed the ‘magic’ occurring across the district by our talented staff. Our transportation, food service, warehouse, maintenance and
custodial staffs did a superb job of getting our year off to a great start. On campus, our administrators, teachers and support staff work their ‘magic’ daily as they
design and deliver the highest quality work for students. They are the best any district could ‘wish’ for and we are fortunate to have them leading our students.
‘Magic’ is definitely in the air on the High School Campus and both staff and students are very proud of their new surroundings. Thank
you to all students and parents for your patience and flexibility as we finish the work at the high school. All work, except for the gym and cafeteria expansion, should be complete this fall. I’m pleased to let our community know that the construction project is on time and well under budget.
I am also pleased to announce that the Board of Trustees approved a balanced budget for 2010-2011. These are difficult financial times and our
state funding sources are in question again, due to an anticipated $18 billion state shortfall next biennium. Our trustees have been fiscally responsible in their oversight of our financial well-being, and insisted on balancing the budget and remaining fiscally conservative in these uncertain times.
Parents, if you haven’t activated your “TxConnect” account, please do so. TxConnect allows you to access current information about your child’s
attendance, grades and assignments. You can access TxConnect through our website. If you do not have your child’s ID number, you can call 6492343 and ask our technology department to assist you. This is an excellent way for you to stay on top of progress during these busy times. Thanks

School Board President
Steve Bryant
The next month is a critical time for our school district. No, there are no TAKS test scheduled, there is an election scheduled. A critical election for the future of, not only the East
Central ISD, but for every school district across the state of Texas. I have written in the
last few issues about the need to evaluate our legislators’ performance as it relates to
school districts and the adequate funding for our students. What do they say as opposed
to what they actually do? During every election cycle our candidates tell us how important
education is to our state and our future. What do they do when they actually get into the
legislative session about education? Do they actually roll up their shirt sleeves and get
to work or do they tell us how complicated the issue is and eventually do nothing? We all
know that products cost more today than they did yesterday, yet no significant increases
in education funding is made available to school districts. Our property tax bills go up
every year but the money designated for our schools does not. When you pay your tax
bill the school district taxes are not delivered to the District, they are given to the State
to be distributed. I will give you two simple examples of funding issues; in the allotment
for transportation the funds for operating our busses has not been changed since 1984.
The allotment for deaf education has not changed since 1982. In over 26 years our representatives have not been able to do the hard work that we elect them to do, but in every
election cycle they tell us how important education is. This issue does not end at the state
level; the people who represent us at the national level have done exactly the same thing.
I urge you to be educated voters during the November election cycle and I urge you to
vote. In addition to state and national elections we also have an ECISD trustee election
in November. Please take the time to find out who the candidates are, what they stand
for and how they have performed while in office. Be a voter, but be an educated voter!
John Glenn Elementary recognized by the Texas
Business and Education Coalition for high performance
John Glenn Elementary is among the 4% of Texas public schools that made the TBEC (Texas
Business and Education Coalition) Honor Roll for 2010. The award recognizes schools that
have demonstrated three years of consistent, high performance in all subjects compared
to other schools serving similar student populations. TBEC Honor Roll schools have the
highest percentage of students performing at the state’s most rigorous standard, i.e. commended, in every subject. John Glenn, along with the other TBEC Honor Roll schools, will
be recognized in November at an awards reception and dinner in Austin sponsored by HEB.
Trustees set 2010 tax
rate same as last year
At the August 20 school board meeting, trustees set the tax rate for 2010
the same as the rate was for 2009 i.e.,
$1.3195 per $100 of assessed value. This
is $1.04 for maintenance and operation of
the District, and .2795 cents for debt service to retire school construction bonds.
Board Adopts Balanced
Budget
In August, the school board adopted a
2010-2011 balanced budget of $95,749,685
that includes $64,606,497 for the general operating budget, $4,550,950 for the
special revenue child nutrition budget,
$8,592,238 for the debt service budget, and
$18,000,000 for the construction budget.
Financial Accountability
Rated Highest
For the eighth year in a row, East Central ISD received the highest rating of
“superior achievement” on the School
Financial Integrity Rating Systems of
Texas (FIRST). This is an accountability system that evaluates the financial
health of every school district in Texas.

Please make sure that your children attend school every day -unless they are sick.
It is important that students learn what is
taught every day so they don’t fall behind
in their academics. It is also important
that the District receive the state funding
that is based on average daily attendance.

TAKS tests for each subject and each subject group.

Outstanding Students/Programs
ECHS students graduate with college credit
A group of East Central High School students graduated this year with not only a
high school diploma, but also with an associate degree or up to 60 hours of UTSA
college credit under the state’s Early College High School program. East Central
High School’s early college program is
one of eleven programs throughout the
state that graduated seniors this year.
Early College High Schools serve students who would not otherwise consider
going to college. It offers a high school
diploma and up to 60 college credit hours
or an associate of arts degree. The target
population includes first generation college-goers, low-income students, minority
students, and English language learners.
Early College High Schools give students a head start in successfully pursuing a college degree by providing dual
credit at no cost to students, transition
from high school to college, rigorous instruction in accelerated courses, and
academic support to help students succeed. The program is funded through the
Texas Legislature and private foundations.
ECHS Students selected by American Legion for
Boys and Girls State Leadership Conference
Each year local American Legion posts
select juniors who hold outstanding traits in
citizenship, leadership, and academics to
attend the one-week Boys and Girls State.
The purpose of the conference is to provide
an intensive leadership experience by exposing the youth to a mock state government
program with other outstanding youth from
across the state. Students are encouraged
to participate in debates, to run campaigns
for offices, give election speeches, establish party platforms, and participate in the voting process. The event lasts an entire week.

was held at Texas Lutheran University in Seguin.

Jonathan Riemenschneider and Jared Pieniazek represented ECHS at American Legion Boys State which was held at the University of Texas in Austin. Jonathan was elected to the position of Presiding Judge-Court of Criminal Appeals and Jared was elected to the position of Associate Justice-Supreme Court.

ECHS Junior Joseph Mora went with the
Youth Orchestra of San Antonio in June to
China. They performed at the Beijing Concert Hall, the Shanghai World Expo, and
a joint performance with the Hong Kong
Youth Symphony in Hong Kong. He toured
the Great Wall of China, the World Expo,
Tiananmen Square, the Forbidden City and
the Summer Palace. He played both the
clarinet and bass clarinet for the concerts,
and one of the highlights is that the grand
finale of the concerts began with his solo!

For Parents/Community - News to Use
2010-2011 Flexible
School Year
This year, students in grades 4-12 in East
Central ISD may be released from school
on May 20th - nine days earlier than their
classmates. IF they are successful on
TAKS and meet promotion and attendance
criteria. This incentive is made possible as
part of the Texas Education Agency’s Optional Flexible School Year Program. The
program allows school districts to modify
their instructional calendar to provide a flexible year program to meet the educational
needs of its students. This is a reward for
students meeting the criteria that the District
outlines with their last day of the instructional year being May 20, 2011. Students
not meeting the criteria will continue attending the regular school calendar through
June 3, 2011 with small group instruction
focused on their individual needs. Students at ECDC and the elementary schools
will all attend school until June 3, 2011.

School Health Advisory
Council Focus
on Healthy Nutritional
Habits
The East Central School Health Advisory
Council is a group comprised of individuals
who represent parents, community members, and school staff working together to
improve the health of all students, families,
and staff through coordinated school health
programs. The committee’s primary focus
this year will be in promoting the general
wellness of all students through balanced
nutrition, the foundation of good health.
Because health and success in school
are interrelated, schools can achieve their
primary mission of education when students and staff are healthy and fit – physically, mentally, and socially. While families
are the main caregivers and educators of
their children when it comes to health and
nutrition, it is a goal of the District to help
prevent unnecessary injury, disease, and
chronic health conditions. Look for Parent Link messages and other reminders
throughout the year as we work together in
promoting healthy behaviors. If you would
like more information on the School Health
Advisory Council and our wellness/nutrition

EC Bullying: Let’s
‘Talk About It’
As a reflection of our district’s commitment to fostering a safer, more comfortable
learning environment for students and faculty, we are proud to introduce a new program called ‘Talk About It’. ‘Talk About It’
is an anonymous online messaging service
for students to connect with designated
faculty members from ANY computer with
internet access to alert them about school
related or personal concerns such as bullying, confrontations, or other related issues.
With increasing incidents of bullying and
cyberbullying nationwide, we wanted to
find a program that would address these
issues within the East Central School District. We believe ‘Talk About It’ is the program for us. Within the next two weeks,
designated staff members and all students
at Heritage Middle School, Legacy Middle
School and East Central High School will
go through a short introduction and training
session to learn how to use the program.
Once trained, the students will be able to
access ‘Talk About It’ via our East Central
Website from any computer with internet
access to alert faculty members about
any school related or personal concerns.
AnComm’s ‘Talk About It’ is found in
19 states and is being used in 122 public schools throughout Texas. After talking this past summer to several of the
schools that are using the new program, they reported a significant decrease in bullying and other related issues that may occur on their campuses.

Good Nutrition for all
Students
Good nutrition is necessary for student success in school. Your children may be eligible to receive free or reduced price meals
in the school cafeterias. Research shows
that children who get good nutrition everyday do better academically in school.
East Central ISD participates in the USDA National School Lunch Program that offers nutritionally balanced meals to all students. We are
delighted to have all students as customers. We
offer an incentive of $2 for every $20 payment.
Menus, special diet request forms, contact information, and additional nutrition links including a link to on-line payment can be accessed at ecisdcafe.net
Meals are analyzed for nutritional value as
required by program guidelines and offer a variety of choices. Fresh fruits and vegetables
and whole grains are included as we continue
to make school meals healthier than ever.
Online applications for the Free and Reduced meal program can be accessed

A paper copy of the application is available
at all schools and may be turned in at school
or at the Child Nutrition office at 6634 New
Sulphur Springs Rd. We can also mail an application to the students’ home if requested.
The application information is always confidential. The list of eligible students is not published or posted. It is against program guidelines to identify the eligibility status of students.

Professional Development
East Central Design Academy
June 2010
East Central hosted its first district-wide Design Academy
June 7-10 at Legacy Middle School. The purpose of the
Academy was to provide teachers the opportunity to collaborate and design engaging work for students. Over 150 staff
members experienced a fresh new approach to professional development and curriculum design. Led by trained academic ‘coaches’, teachers from campuses across the district
designed engaging units and participated in coaching circles
to reflect on their work. Units are being implemented in the
classrooms throughout the year to assure our students learn
at high levels and have a profound grasp of what they learn.

Asbestos-related Activities
As required by the federal government, this
will serve as notification to the school district constituency of current and pending asbestos-related activities for East Central ISD.
On September 7, 2009, an EPA accredited inspector/management planner performed the mandatory
three-year reinspection of asbestos-containing materials for the district. This reinspection is used by districts
as a time to check condition of asbestos materials, update records, and review current regulations. Each of
these projects has been completed by the district, and
another reinspection will not be required until 2012.
The independent inspectors have located and
identified asbestos in the school, and they have
made recommendations for proper control should
potential hazards exist. This inspection process
is followed by the management planning process,
which enables the district to determine the hazard if one exists, and take corrective actions to insure the health and safety of students and faculty.
As required by law, a designated person completed a surveillance of any asbestos-containing areas
in January and July 2010. This was done to ensure that any potential hazard is kept to a minimum.
A copy of the management plan, reinspection document and surveillance documentation will be kept in the office of the superintendent, and may be examined upon request.

• 2003 ECHS graduate Erik Pieniazek,
son of Bernard and Melodye Pieniazek,
completed an Ironman triathalon August 29
in Louisville, Kentucky.
• ECHS 1996 graduate Jill Pape Kramer
has been named head coach of the West
Virginia University volleyball team. Her Big
East team is currently ranked No. 1 in digs
per set in the nation in the latest NCAA statistics.
Family Educational Rights and
Privacy Act , 20 USC 1232g
The East Central Independent School District maintains general education records required by law. The
District makes available to parents and guardians information concerning their child enrolled in school. Until
parental rights are legally terminated, each parent or
guardian has access to the records unless the student
is 18 years of age and no longer dependent. After
that time, only the student has access to the records.
Parents, guardians, the student, and officials of the
district with legitimate educational interests are the
only persons with general access to the records. The
District also forwards educational records on request to
a school in which a student seeks or intends to enroll.
Certain other officials from various governmental
agencies may have limited access to the records.
Some items of information are directory in nature
and may be released to anyone without consent, unless a parent or student objects to its release in writing
within 10 days after the issuance of this notice. The following is directory information: a student’s name, address, telephone number, date and place of birth, participation in officially recognized activities and sports,
weight and height of members of athletic teams, dates
of attendance, awards received in school, most recent
previous school attended, and other similar information. Objections to release of any or all directory information would be directed in writing to the principal.
If, after receiving the records, parent or student
believes that the contents include misleading or incorrect information, an informal hearing will be conducted to give that individual the right to challenge the
record’s contents. The principal should be contacted
for this hearing. After following the administrative procedures under Board Policy, the parent, guardian, or
student has the right to file a complaint if (s)he feels

GED Testing Information
GED tests will be administered in the evenings at East Central High
School. Pre-registration is required. Call 210-581-1188 for an appointment to register. A valid Texas driver license or Texas DPS/ID
card and a Social Security card are required at the time of registration. An annual non-refundable scanning/processing fee of $75.00
is due at the time of registration. A $10.00 fee is required at registration for each test. A $15.00 fee is required at registration for any
retest. If you reserve a spot for a test, and you are unable to attend,
you will not be eligible for a refund.

Solar panel project donated to
District
The ECISD has received a donation of solar panels to
be installed at East Central High School in an open space
between the Anthony B. Constanzo Math/Science Building
and the Hornet Stadium. The project will be linked into
a web based site for use in classrooms. The donation, a
$15,000 value, comes from Juwi Solar Inc., a partner with
CPS Energy and Duke Energy, for the construction of Texas’ largest solar farm, the Blue Wing Solar Project, located
in the ECISD near the intersection of IH 37 and U. S. 181.
