For almost 40 years, PCS has worked with
various partners to impact the community.
This long journey has been sustained by many
individuals and organizations who shared our
vision and mission.
Dear Co-Labourers,
FY 2012/13 was another eventful and fruitful
year of serving and meeting the needs of the
community. We are heartened by the strong support from our
partners and donors.
In facing challenges in the changing social landscape, the
Executive Committee has put in place a succession plan for Board
renewal. Last November we saw the retirement of Mr Wee Char
Lee and Mr Johnny Lau from the Board. We thank Mr Wee for
his service of 35 years and Mr Lau for serving 36 years. At the
same time, we also welcome Mr Leong Kok Ho and Mr Samuel
Tan to the Board.
Last year at our annual planning retreat “Seizing Opportunities
and Staying Ahead”, we outlined some important strategic
thrusts to help in our goal-setting for the years to come. Four
critical areas identified are Capability, Profitability, Compassion
and Unity. We will continue to review and align ourselves in these
four critical areas in order to adapt to the community’s needs.
In the area of pre-school education, PCS is rolling out a Valuesinspired Purpose (ViP) Curriculum. The Curriculum seeks to lay a
good foundation for furthering the character development of
the children. Recently, a Special Needs Unit has been set up to
offer services to pre-schoolers with special needs and to provide
their parents with much needed support.
Next year marks an important milestone in the history of the
organization – our 40th Anniversary. We will be planning for a
modest but meaningful celebration with all our stakeholders.
We also hope to gather feedback from all our partners and
supporters in planning for the “new way foward” in the next
decade.
From being one of the founding members of St. Luke Hospital
and St. Luke’s Eldercare, PCS is considering to expand its services
in the long term care sector. We are working with the Agency
for Integrated Care to explore the needs in this area.
Let us soar to greater heights in impacting the community
together!
I would like to take this opportunity to thank our staff and
management, fellow Board members, donors and volunteers
who have co-laboured together to impact lives and inspire
tomorrow’s community today.

Stewardship Report
(FY 2012/13)
In
FY 2012/13, PCS touched the lives of some 3053 through
our various services islandwide. As we continue to serve and
meet the challenges and needs of the community, we are aware
that there are still many unmet needs in our midst.
It is a challenging environment but with opportunities ahead. It is by
staying united and having a collaborative mindset that we are able
to forge a new way forward. We would like to thank our partners
and supporters for journeying with us.
At our organization’s planning retreat “Seizing Opportunities,
Staying Ahead” in October last year, the retreat started with our
Executive Director giving an overview of the organization’s current
capability and financial position. PCS has grown from strength
to strength over the last 39 years with 37 services and 23 centres
providing services from infant to eldercare.
PCS now has a total of 6 partnership programmes:

The challenge ahead is how we can continue to capitalize on our
current strength and seize opportunities for future growth in the

PCS Children Services
ENROLMENT
GROWING AND GLOWING
As of 31 Mar 2013, the enrolment for various children services in the
13 centres was 909 children.
Since the establishment of the first PCS
centre for a playgroup in 1978, the
number of centres has expanded to 13,
providing a range of children services
from infant care, toddler play, childcare
to student care.
In Nov 2007, PCS was awarded Centre
for Specialization in Integrated Childcare
for Children with Special Needs by the
National Council of Social Service to integrate preschoolers with
special needs into the mainstream.

INTEGRATED CHILDCARE PROGRAMME (ICCP)
Currently, 6 of our childcare centres are providing such integrated
programme for children with learning disabilities and 1 other centre
for playgroup toddlers.
Six of our childcare centres offer the ICCP for children with special
needs. Each centre can take up to 10 children.
In Sep 2012, we proudly shared our
joy with Mdm Ong Yock Lan, staff
of PCS Ghim Moh Centre, who won
the Outstanding Early Years Educarer
Award from from Ministry of Social and
Family Development.

INTERVENTION CUM EDUCATIONAL
PROGRAMME (I.C.E)
CURRICULUM
With almost 40 years of experience in the children educational services
and a team of committed Curriculum Specialists, PCS has developed
its own in-house curriculum and resources.
Moving forward, PCS will be rolling out a Values-inspired Purpose (ViP)
Curriculum, to underscore the importance of laying the foundation
for character building and inculcating good values for further holistic
development of every child.
PROFESSIONAL DEVELOPMENT
PCS believes strongly in the professional development of staff and has
been conducting a series of in-house training courses and workshops
every year. These courses and workshops were conducted for work
related skills and even for staff personal development.

BUILDING PARTNERSHIP WITH
PARENTS
Parents’ involvement in a child’s learning
is of paramount importance and parents
are strongly encouraged to participate in
the centre’s organized activities.
With parents’ involvement, teachers
have greater accessibility to interact with
parents. Such opportunities can build
stronger collaboration with parents and
help in understanding more of the child’s
learning needs.
SIGNIFICANT EVENTS
The Annual Kids’ Camp that the children
looked forward to was held on 25 May
2012 at Singapore Zoological Gardens. The
theme for the event was “An Adventure
at the Zoo” and about 150 children from
10 child care centres participated in the
Kids’ Camp.
On 24 Nov 2012, parents proudly watched
their children marched across the stage to receive their graduation
certificates. The occasion marked the 31st Annual Graduation
cum Concert of the graduating K2 children. The children too, put
up a series of delightful performances, cheering many hearts as they
presented on the theme, “Saturday Matinee”. The Guest of Honour
for the event was graced by Rev. Goh Hock Mei.

Making a Difference For Parents
and Children…
Dear Teacher Flori,
My son was diagnosed with ASD when he was 3 years old. We found it
difficult to find an integrated child care programme that would accept
him. We finally found one at Presbyterian Community Services. At first,
our son could not talk and express well, and ignored other children. He
joined ICE at PCS Tampines childcare and then moved on to ICCP.
Through teacher Khatijah and other teachers’ guidance, our son has
shown improvement in areas of understanding and parallel play. He
could follow school routines although at times he gets distracted due to
his sensory problems. I thank the teachers for their patience in guiding
our son.

For the past few weeks of attending ICE programme, I feel that Brandon
has improved, for instance, in completing tasks. He can now fix a 5-piece
jigsaw puzzle successfully. I think the idea of picture cards is quite useful to
Brandon, as it helps him to request for objects. It also helps him understand
better. This will improve his social interaction. I hope that Brandon can
qualify for ICCP programme, in order for him to explore, and
have a chance to get along with his peers.

Moving Forward
In line with the Ministry of Social and Family Development (MSF)
overall efforts to enhance the quality, accessibility and affordability
of centre-based childcare, PCS has to find creative ways to recruit and
retain quality staff and also to provide innovative programmes. Thus,
it is our commitment to continually review our childcare policies,
practices and programmes to keep abreast with the rapid changes
that are taking place in the childcare industry in recent years.

The Challenges of Ageing-in-Place…
Singapore has one of the fastest ageing population. It is estimated that by 2030, 19% of the population will be age 65 and above. The
majority of those above 65 years old in Singapore are the young-old aged 65 to 74 years (60.27%). The old-old aged 75 to 84 years formed
30.91% while the oldest-old, aged 85 years and over, formed 8.82%.

To encourage the elderly to age-in-place, accessibility and availability to community support is necessary and vital. Our mission is to reach out
to the frail and homebound elderly and supporting them to live in the community for as long as possible.

The Story of Mdm Koh Kien Hong, 93...
The Story of Mdm Tan Hung, 98…
Mdm Koh Kien Hong, 93, lives alone
in a 1-room rental flat at 106 Jalan
Bukit Merah for many years. She
comes to our centre to join our
activities and especially enjoys the
karaoke session.
Madam Tan Hung, 98, is the
oldest member of Sarah Seniors
Activity Centre. She lives alone
in a one-room rental flat. She
refuses to stay with her children
as she wants to be independent,
doing all the house chores and
marketing herself.
During our home visit, we discovered
that her house needed some
m a i n t e n a n c e a n d r e p a i r s . We
arranged for a group of volunteers
to visit her and give her flat a new
look with a new paint job.
Perhaps because of living alone,
she looks forward to the staff’s
home visitations and loves to
share her life stories with us.
A leaking basin and loose window
grill was also fixed by a contractor. All jobs were done free of
charge.
Mdm Tan also enjoys the events
organised by the centre. She is
grateful for the love and care
showered onto her.
Mdm Koh is happy with the new look of her flat and thanked us
and the students for the assistance rendered.

The Story of Mr Loke Lau Tan, 94…
SARAH SAC was started in 1998 with the support of MSF and
NCSS to serve the elderly residents of Blk 104, 105,106 and
110 Jalan Bt Merah.
Mr Loke Lau Tan, 94, is a widower staying at Block 104, Jalan Bukit
Merah. He is staying in a two-room rental flat with three of his sons.
His children are all working in the day and are not able to spend
much time with him.
Mr Loke is a member of Sarah Seniors Activity Centre since 16
October, 2009. He comes regularly to the centre for the community
lunch. He also participates in the centre’s activities such as Bingo
and other activities organized by volunteers. He looks forward to
coming to the centre everyday.

Mr Koh Chye Kim, 80...
Mr Koh, 80, and his wife have been
staying at Golden Pines Studio
Apartment for the past twelve
years. Mr Koh keeps himself
fit by participating in the daily
exercise programme organized by
Evergreen Circle every morning.
However, recently, he was admitted to the hospital for pneumonia.
The staff visited him and was told by Mr Loke that he looks forward
to be back at the centre again.
Despite his gout condition a few
years ago, he persevered with
his morning exercise routine.
Not only is he fitter than he was
twelve ago, he has made many
friends and developed a more
positive outlook in life!

DORCAS HOME CARE
The Story of Mdm Soon Nam Kee, 84…
The Story of Mdm Lee Leck Moi, 95...
Mdm Soon, 84, is the mother of 8 children. She is staying with her
retired son’s family. All of them are working during the day so
there was no one to spend time with her. She used to spend her
afternoons playing cards with her neighbor but was not happy.
Mdm Lee Leck Moi, 95, widowed, stays with her adopted son, Beng
Soon, 61, in a 2-room flat at Tanglin Halt Rd. Suffering from lower
limb weakness, hypertension, cataracts and anaemia, Mdm Lee was
referred to us for meals and escort services in March 2010 when her
son was hospitalised.
Ever since she came to our centre three years ago, she became
happier and looked forward to each day. Mdm Soon enjoys the
activities organized by the centre and looks forward especially to
her favorite karaoke session. She has made many friends now and is
grateful for a centre like ours.
After Beng Soon’s discharge, meals were delivered to him too since
he was still frail and undergoing recovery.
Evergreen Circle Neighbourhood Link was started in 2001 with
support from MSF to serve the elderly residents of Tampines.

Mdm Lee had a hip-screw insertion last year after a fall which
fractured her hip. Since then, she has been wheelchair-dependent.
To ensure Mdm Lee’s safety, Beng Soon, who does not talk much
and often keeps to himself, has to keep an eye on her safety despite
his own medical conditions like mental dullness, hypertension and
anxiety attacks, rendering him unable to care for Mdm Lee at times.

Meals delivered
With hot meals delivered daily to their doorstep and transport
provided when Mdm Lee requires it for her medical appointments,
it enables them to continue living in the community which they
have been so accustomed to, after staying there for more than 30
years.
Dorcas Home Care was established in October 1992. It was
jointly set up by the Ministry of Health and PCS, and supported
by the National Council of Social Service. We were the first to
operate the meals-on-wheels service in Chinatown area. The
service was later expanded to include other components of
home help service. It now serves the south-western region of
Singapore.
* Since November 2012, we ceased to accept referrals for
housekeeping, laundry and personal hygiene due to changes in
Home Help Service, concentrating on meals and escort services.

The Emergency Relief Scheme (ERS) provides short-term relief to individuals
and families in need of temporary financial assistance, regardless of race,
religion or nationality. The scheme enables those individuals and families
facing hardship to meet their immediate needs while they seek long term
help from other sources.
The main eligibility criteria are immediate financial need arising from a
sudden death, imprisonment or illness of the primary or secondary wage
earner, lack of family support eg. abandonment of the family by a spouse or
abandonment of elderly by their children.
This fund was started in September 1995. For the last
17 years, ERS has helped some 2024 applicants and
their families, disbursing a total of $1,216,328. For
FY 12/13, a total of $38,350 was granted to 77 needy
beneficiaries. The sum granted to each applicant varied
from $100 to $500 and the period of support ranged
between 1 and 3 months.
Our main sources of referrals and approved cases
for FY 12/13 came mainly from Voluntary Welfare
Organisations (16 %), Family Service Centres (44 %),
Hospitals (24 %) and Churches (13 %).

Mr B, 34, homeless and jobless…
Mr B was sleeping in the open void deck after he lost contact with all of his
family. He was a patient of IMH. Unable to find a job due to his psychiatric
condition, he resorted to collecting empty cans and selling them for a few dollars
each day for his meals.
Mdm L was married to a Singaporean but has since divorced due to his gambling
issues. After her husband sold their house, she had no place to stay and had to
temporary put up in her friend’s place. Unable to work as she was 8 month’s
pregnant, the medical social worker from KKH referred her for financial
assistance…
PCS extended $300 per month assistance to him until he was able to apply for
other longer term financial assistance and rental housing.

SIGNIFICANT EVENT
Volunteers from Orchard Road Presbyterian Church organized an outing event to the
Singapore Flyer for 85 elderly from Sarah SAC. It was their first time on the Flyer.
Providence Presbyterian Church organized a free-of-charge eye examination for 33 elderly
from Sarah SAC, inclusive of consultation and a pair of glasses was given for those who
needed them.
KDK Pte Ltd staff organized a community outreach event for 154 elderly from Sarah SAC.
Activities included a buffet lunch, fun games, karaoke, and instant photo shooting for the
elderly.
Annual Singapore
Conference on Ageing
(ASCA)
Held at Orchard Hotel, the theme of this conference is Mental Health and Ageing. Jointly
organized with Gerontological Society of Singapore. Minister for Health, Mr Gan Kim
Yong was the Guest of Honour. Keynote speaker was Prof John H. Growdon from Harvard
University.
Alice Lim Library
With a donation of $5,000 from the late Mr Henry Lim, the Alice Lim Library was set up in
TaRA@JP. Mr Raymond Lim was invited to officially open the library.

“An Adventure at the Zoo” was organized for the Kindergarten 2 children of all 10
childcare centres. About 150 children participated in the event.
Love Walkathon 2012
This is a fundraising event for our welfare programmes. Held at Labrador Park. Guest of
Honour was Rt Rev. Dr Steven Gan. Close to 1000 participants came to support our cause.

SIGNIFICANT EVENT
Golden Pines residents, staff and volunteers of Evergreen Circle celebrated the 11th
Anniversary of the centre. GOH Mr Masagos Zulkifli MP for Tampines GRC was invited to
grace this occasion. Volunteers from Springfield Secondary put up a mini-funfair.
Kovan Superstar 2012 Finals was held at Heartland Mall from 1.00pm to 6.00pm.
Mr Michael Tan, Chairman of Paya Lebar Kovan CC was there to grace the event and
together with the support of Xtreme Youth Zone Inc. Advisor, Mr Laurence Wee and
Committee Members.
Evergreen Circle staff and volunteers distributed a total of 136 groceries bags to needy
residents of rental block 885A in Tampines. Groceries were donated by companies through
NE CDC. There was also a free blood pressure check by volunteer nurses from Sembawang
Presbyterian Church. A booth was also set up to inform and register those age 65 and
above for screening regarding early detection of dementia and depression.
Grace Orchard School celebrated its 10th anniversary on 25 August with a carnival for
students & their families, and a ‘spinning of plate’ record setting event at the school
premises. Mr Ang Wei Neng, MP for the Jurong GRC, was the Guest-of-Honour at the
event.
City Gas Pte Ltd hosted a buffet dinner for 157 elderly from Sarah SAC. CEO of City Gas, Mr
Ng presented a cheque of S$3,000.00 to our ED, Mr Laurence Wee.

SIGNIFICANT EVENT
A Corporate Training was conducted for all staff on the theme, “What it takes to SPARK?”
Mrs Jenny Kwek, from St Andrew’s Centre for Early Childhood Education, Dr Ang Beng
Choo and Mr Chew Chong Theng, from Ministry of Education were the Theme Speakers for
the occasion.
Mrs Lim Yock Lan from Ghim Moh Childcare was awarded the Outstanding Early Years
Educarer 2012 by the Ministry of Culture, Youth and Sports (MCYS) at the MCYS Annual
Child Care Seminar. The award was presented by Acting Minister Chan Chun Sing.
Grace Orchard School received the MOE NCSS Innovation Award 2012 for the following
project – Authentic learning of soft skills through a systematic and progressive school-tocommunity approach. The award was presented to the school at the Special Education
(SPED) Conference organised by MOE on 2 November 2012.
PCS 31st Graduation Concert was held at Kwa Geok Choo Auditorium, Methodist Girls’
School, in celebration with about 160 children graduating from our childcare. Rev. Goh
Hock Moi was invited to grace the occasion as the Guest of Honour.
Orchard Road Presbyterian Church (ORPC) and PCS Eldercare jointly organized this
Christmas event for the elderly beneficiaries under PCS. The event was held at ORPC. Rev
James Lim was invited as guest speaker and local Celebrity Cui Xia was the guest singer.
About 300 elderly attended the event.

Dorcas out for a shopping trip to Giant IMM. Thereafter, they were given a lunch treat as
well as performances by the volunteers.

Report on the Financial Statements
We have audited the accompanying financial statements of Presbyterian Community Services (the “Society”), which comprise the statement
of financial position as at 31 March 2013, and the statement of financial activities and statement of cash flows for the year then ended, and
a summary of significant accounting policies and other explanatory information.
Management’s Responsibility for the Financial Statements
The Society’s management is responsible for the preparation of financial statements that give a true and fair view in accordance with the
provisions of the Singapore Charities Act (Chapter 37) (the “Charities Act”), the Societies Act and the Charities Accounting Standards, and for
such internal control as management determines is necessary to enable the preparation of financial statements that are free from material
misstatement, whether due to fraud or error.
Auditor’s Responsibility
Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with
Singapore Standards on Auditing. Those Standards require that we comply with ethical requirements and plan and perform the audit to
obtain reasonable assurance about whether the financial statements are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The
procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial
statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s
preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances,
but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the

Opinion
In our opinion, the financial statements are properly drawn up in accordance with Charities Accounting Standards so as to present fairly, in
all material aspects, the state of affairs of the Society as at 31 March 2013 and the results, changes in funds and cash flows of the Society for
the year ended on that date.
Report on Other Legal and Regulatory Requirements
In our opinion:
(a) the accounting and other records required by the regulations enacted under the Societies Act to be kept by the Society have been properly
kept in accordance with those regulations; and
(b) the fund-raising appeals held during the period of 13 March 2012 to 26 May 2012 and 22 June 2012 has been carried out in accordance
with regulation 6 of the Societies Regulations issue under the Societies Act Chapter 311 and proper accounts and other records have
been kept of the fund-raising appeal.
During the course of our audit, nothing has come to our attention that causes us to believe that during the year:
(a) the use of the donation moneys was not in accordance with the objectives of the Society as required under Regulation 16 of the Charities
(Institutions of a Public Character) Regulations; and
(b) the Society has not complied with the requirements of Regulation 15 (fund-raising expenses) of the Charities (Institutions of a Public
Character) Regulations.
