Engaging amenities, a variety of residential products, and commercial development are all supported by the backbone of the community; Urban Agriculture. This unique development idea will connect with the past and prepare for the future through a creative design team with innovative solutions. Each element of the project is a puzzle piece that combines to form a timeless project that is true to itself, and an asset to the surrounding community. DOCUMENT PURPOSE A Design Review Board (DRB) as defined in the approved development agreement with City will be established for the Lakin Ranch community. The DRB will review all site plans, plats, and residential architecture to compare against these Design Guidelines, as approved by the City. The DRB will be the sole reviewing body as it relates to aesthetics and conformance to the Design Guidelines. The DRB will not be responsible for reviewing submittals as they relate to engineering. These Guidelines will define the aesthetic character and the following aspects of the entire Lakin Ranch community: Site Planning; Parks and Open Space; Monumentation; Landscape; Architecture; and Signage. Where there is a conflict between the Guidelines and any of the City requirements, the Guidelines will supersede the City’s requirements. These concepts are preliminary and subject to change or be refined based on more detailed design, planning and engineering study. COMMUNITY ORGANIZATION The regional context of Lakin Ranch along with the current and anticipated marker demands, offers an opportunity to create a community which strives to meet the needs of the residents as well as those of the City of Avondale. The planning and design reflects a commitment to creating a community and neighborhoods based on timeless principles. Fundamentally, the goal is to create a superior living environment, serving the recreational, educational, retail and housing needs of the residents. The City of Avondale has a rich agricultural history and has been an integral part of the valley’s growth and success. Lakin Ranch, through it’s community design and landscape framework, strives to exude those characteristics which make Avondale special. URBAN AGRICULTURE DEFINITION: The practice of cultivating, processing and distributing food in or around a village, town or city. The primary identity of Lakin Ranch will be established at the community level. At this level, the physical design of the gateways, arterial roadways, community architecture and landscape will create continuity and unifying elements for Lakin Ranch. I Overview 1 Lakin Ranch Design Guidelines KEY GOALS AND OBJECTIVES GUIDING THE MASTER PLAN 1. The product of a flexible development strategy • Developed in phases that balance market demand with infrastructure service • Create lifestyle systems which can adapt to changing demands/demographics 2. A community that provides a superior living environment within Avondale • Develop a variety of land use types to provide housing, services, recreation, and education opportunities within the community. • Provide a community which emphasizes education, recreation, and open space. • Create and seed soft infrastructure programs and facilities to encourage social interaction. • Provide a variety of housing types and densities in each phase, which serves as a board range of family types and demographics. • Create a community structure which emphasizes connectivity within Lakin Ranch as well as to local and regional services. • Emphasize the unique aspects of the area and agricultural history of Avondale. • Create clear hierarchies of open space, public places, and private realms. • Create clearly definable neighborhoods and/ or villages which demonstrate their own special character and personality, within the context of a strong community framework. 3. A place of distinct, vital neighborhoods: 5. Environmentally Responsible: • Offer a diversity in home types. • Provide multiple market segmentation in each phase. • Create smaller than typical builder parcels for a finer grained neighborhood texture and broader diversity. • Explore alternative solutions to street edges, walls, setbacks, and building form. • Create identifying focal elements for each neighborhood. • Create opportunities for interactivity and connectivity. • Emphasize climate responsive sitting and materials. • Balance low water use/native compatible landscape with agrarian theme and historical precedent. • Create drainage systems which maximize opportunities for recharge and minimize offsite flows. • Emphasize dual use open space areas (detention/ active/use fields). 4. A community we can be proud of: • Create a community rather than real estate transactions. • Create a community that ages gracefully (timeless), not one which is trendy. • Maintaining the vision through economic cycles. • Create a community which is clearly a notch above others in the region and doing so not through finishes and impractical capital improvements, but through a strong community organization, distribution of amenities, and by providing land opportunities for community needs (schools, parks, etc.). II Community Goals and Objectives 2 Lakin Ranch Design Guidelines SITE PLANNING The neighborhoods are designed to accommodate various single-family residential lots including, but not limited to, a cluster type product, and traditional single-family lots of varying sizes. Neighborhoods are designed to be “park focused,” which is part of the vernacular of Urban Agricultural planning principles. Promoting an active lifestyle outdoors is the central anchor for the community with a traditional grid street network promoting connectivity to all of the neighborhoods, which are oriented to take advantage of the view of the Estrella Mountains to the south. Primary Community Design Objectives and Guiding Principles that Lakin Ranch Proposes: • Create opportunities for Urban Farms that will connect the community to its historical roots in agriculture; • Emphasize a variety of land uses to provide housing (at many socio-economic levels), services, recreation, and education opportunities; • Create the physical facilities and establish soft infrastructure programs to encourage “community” building; • Provide a variety of housing types and densities in each Village and each phase to serve a broad range of family types and demographics; • Create clear hierarchies of open space, public spaces, and circulation patterns; • Incorporate the dedicated Heritage Park Site which celebrates the agricultural history of the region; • Create neighborhood structures based on more traditional neighborhood forms; • Offer diversity in home types and architectural styles; • Incorporate alternative solutions to street edges, setbacks, and building forms; • Organize neighborhoods around a centralized park or open space and provide interconnectivity to adjacent neighborhoods; • Emphasize climatic-responsive siting and materials; • Balance low-water usage/native landscapes with agrarian/homestead landscape concepts; and • Create dual-usage open spaces that facilitate recreational use while functioning as storm water retention and recharge opportunities. III Site Planning 3 Lakin Ranch Design Guidelines LAKIN RANCH MASTER PLAN III Site Planning 4 Lakin Ranch Design Guidelines TYPICAL BLOCK Neighborhood designs should promote a safe environment for residents by minimizing the lengths of blocks and four-way intersections ACTIVE ADULT OPTION ACTIVE ADULT MIXED PRODUCT Within the active adult neighborhoods, multiple product types and lot sizes are permitted within a single neighborhood and can be intermixed within the same TYPICAL BLOCK LENGTHS III Site Planning 5 Lakin Ranch Design Guidelines NEIGHBORHOOD EDGE ARTICULATIONS • A varied street edge should be provided along major road corridors to provide visual interest • Pedestrian connectivity from major road corridors into neighborhoods should be provided approximately every 1200’ when feasible BROADWAY EDGE ARTICULATION III Site Planning 6 Lakin Ranch Design Guidelines TYPICAL NEIGHBORHOOD ENTRY CONFIGURATIONS • Parks should be an area of focus for the neighborhoods • Major transportation corridors should terminate onto open space • Residential homes should be orientated towards the parks • Parks and open space should be accessible by multiple means of transportation • No residential lots should be accessed from the neighborhood entry TYPICAL ENTRY III Site Planning 7 Lakin Ranch Design Guidelines ARCHITECTURE Lakin Ranch responds to the future needs of the community by providing residential products characterized by high quality, diverse housing choices, a broad range of amenities, and a significant amount of open space. Lakin Ranch will consist of Urban Agricultural style neighborhoods and residential architecture that is complementary to the overall theme of the community. The architecture must consider compatibility with surrounding context, including building style, form, size, color, material and roofline. The architecture of the community must maintain a truth to its defined style (ex. Spanish Colonial homes must be easily identified as Spanish Colonial style, etc.) and architectural design elements shall include the following details as they apply to the particular architectural style: • Each builder should provide distinct architectural styles compatible with the overall design and development of the community; • No adjacent home or home directly across the street shall have the same floor plan and elevation; • A variety of architectural floor plans should be provided; • All facades should be articulated, including variation in massing, roof forms, and wall planes, as well as surface articulation; • Elements that add detail and visual interest, scale and character should be incorporated; and • Potential example styles include, but are not limited to: craftsman/tudor; monterey; italian; and spanish colonial. Lakin Ranch will be designed around an extensive system of parks, trails, urban farms, and open space providing a wide variety of recreational opportunities for the residents. The amenities will cater to adults and children alike and are intended to promote organized activities as well as encourage “free play”. Lakin Ranch’s open spaces, landscaped areas, and parks are designed to encourage a healthy lifestyle by promoting land uses that foster an economically sustainable and socially dynamic community. The community recreational opportunities include: the Urban Farm Network, Village Clubs, Pocket Parks, and Regional and Local Trails. The hierarchy of open space elements is intended to provide a variety of recreational opportunities. Community, village and neighborhood levels of open space, each programmed to be complimentary to the overall system, will be within easy walking distance of the homes. Nowhere else has high quality commercialized farming been integrated with residential and commercial development as an open space amenity. These areas utilize previously undevelopable land in SRP easements by employing commercial farming practices made accessible for recreational and educational activities that enrich the community. As well, the urban agriculture weaves throughout the community and acts as the thread that ties the community together. The Urban Farm Network, utilizing the major utility easements, comprises over 70 acres of land and generally orient in an east to west configuration through the site. The design concept for the community embraces these Urban Farm/open space corridors and extends the parcel open spaces and connectivity into this open space corridor. Amenities within the corridor will include items such as: • Urban farming; • Circulation focused to promote walkability and the opportunity for residents to use all of the parks, not just the ones in their specific neighborhood; • Seating/picnic areas; • Quality shade along the edge conditions; • Programed amenity areas; • Connection to regional trail systems such as the Tres Rios Greenway, as well as community trails weaving throughout the entirety of Lakin Ranch, and • Useable turf. The goal is to create a strong landscape structure that relates to the hierarchy of land use and open space. The following are concepts intended to describe design intent and proposed palette. Specific landscape design will occur in subsequent phases. VII Community Landscape Concept 30 Lakin Ranch Design Guidelines LANDSCAPE ARCHITECTURAL CONCEPTS • Consider the use of materials, colors, textures, layout, etc. to connect the phased developments as a single, integral community. • Emphasize the agrarian heritage which is the predominant land use/landscape characteristic of the site. Consider an agricultural landscape typified through the use of materials, layout, water channels, materials, groves, details, etc. • Provide zonal transition through the organization of the Lakin Ranch community. Consider a progression of spaces through a “naturalized” landscape character; an ordered, “agrarian” landscape character. • Provide variations within the trail and drainage areas to support and bisect the zonal transitions within the community. Consider the trail system as a predominant, natural, functional, and active drainage “spine”, with landscaped paseos branching into the structure of the individual neighborhoods. • Maintain and enhance street continuity and hierarchy as an overlay to link the landscape zones and to organize the main boulevard as an activity area. Consider the use of common landscape elements to unify the streets. • Strengthen individual neighborhood character and diversity within the structure and zonal transitions of the Lakin Ranch community. Consider the use of themed neighborhoods, organized around/within common, active, themed open space areas. • Integrate a landscape character to accentuate the community activity areas. Consider the hierarchy of open spaces as an opportunity and amenity; an integral thread in the fabric of the Lakin Ranch community. • Provide maximum penetration of the development edges along the open space areas. Consider the use of view walls/privacy walls; grade changes; cul-de-sac treatments; layout; and zonal transitions. • Consider microclimatic and visual features to humanize the open space areas. Consider the use of shade, water, visual identification of nodes, architecture, sculpture, programmed spaces, elements of surprise, etc. LANDSCAPE CHARACTER TEXT ANALOGS TRANSITIONAL LANDSCAPE CHARACTER Informal Clustered Xeric Indigenous DRAINAGE Active Meandering COMMUNITY TRAIL SYSTEM Minor Dense Pedestrian Linkage Interface STREETSCAPES Transitional Access Corridor Structural Collective “AGRARIAN” LANDSCAPE CHARACTER Historical Ordered Nostalgic Flowering VII Community Landscape Concept 31 Lakin Ranch Design Guidelines Lakin Ranch Plant List BOTANICAL NAME TREES Acacia anuera Acadia salicina Acacia smalli Acadia stenophylla Bauhinia congesta Bauhinia congesta 'Lunariodes' Caesalpinia cacalaco smoothie Cercidium floridum Cercidium microphyllum Cercidium praecox Cericidium parkinsonian Chamaerops humilis Chilopsis linearis Chitalpa tashkentensis* Citrus aurantium 'Bergamia' Citrus reticulata Citrus paradisi X C. reticulata Citrus sinensis Citrus sinensis 'Arizona Sweet' Fraxinus angustifolia Fraxinus greggi Fraxinus velutina 'Rio Grande' Fraxinus velutina 'Fan West' Fraxinus velutina* Ligustrum texanum Lysiloma microphylla Olea europea 'Swan Hill' Parkinsonia hybrid Pinus eldarica Pinus halepensis Pistacia chinensis Platanus wrightii Populus fremonti Pithecellobium flexicaule Prosopis chilensis Prosopis SA hybrid 'Thornless' Prosopis juliflora Prosopis glandulosa Prosopis velutina Prunus caroliniana Prunus cerasifera 'Artopurpurea' Pyrus kawakamii 'Bradford' Pyrus kawakamii Quercus buckleyi Quercus virginiana Quercus texana Rhus lancea Schinus terebinthifolius Sophora secundiflora Sophora secundiflora 'Silver Peso' Tipuana tipu VII Community Landscape Concept COMMON NAME Mulga Willow Acadia Sweet Acacia Shoestring Acacia Anacacho Orchid Tree Pink Orchid Tree Thornless Cascalote Blue Palo Verde Foothills Palo Verde Palo Brea Desert Museum Palo Verde Mediterranean Fan Palm Desert Willow Chitalpa Bouquet Orange Tangerine / Mandarin Orange Tangelo Robertson Orange Arizona Sweet Orange Raywood Ash Little Leaf Ash Fan-Tex-Ash Fan-West Ash Arizona Ash Privet Tree Desert Fern Swan Hill Olive Desert Museum Mondel Pine Aleppo Pine Chinese Pistache Arizona Sycamore Cottonwood Texas Ebony Chilean Mesquite Thornless Mesquite Arizona Native Mesquite Honey Mesquite Velvet Mesquite Carolina Laurel Cherry Purple Leaf Plum Bradford Pear Evergreen Pear Texas Red Oak Southern Live Oak Texas Red Oak African Sumac Brazillian Pepper Tree Texas Mountain Laurel Texas Mountain Laurel Tipu Tree 5 32 Lakin Ranch Design Guidelines Lakin Ranch Plant List BOTANICAL NAME Ulmus parvifolia* Ulmus parvifolia 'Allee' Ulmus parvifolia 'Bosque' Vitex agnus-castus Washingtonia filifera Washingtonia robusta SHRUBS Acacia greggi Aloygne huegelii Ambrosia deltoidea Anisacanthus therberi Bougainvillea 'Barbara Karst' Bougainvillea 'La Jolla' Bougainvillea 'Rosenka' Bougainvillea 'San Diego Red' Buddleia marrubiifolia Caesalpinia gilliesi Caesalpinia mexicana Caesalpinia pulcherrima Calliandra californica Calliandra eriophylla Callistemon citrinus Cassia artemisioides Cassia nemophila Celtis pallida Chrysactinia mexicana Cordia boissieri Cordia parvifolia Dalea frutescens Dalea frutescens 'Sierra Negra' Dodonaea viscosa Dodonaea viscosa 'Purpurea' Encelia farinosa Eremophilia x summertime blue Eremophilia maculate 'Valentine' Ericamerica laricifolia Feijoa sellowiana Hibiscus rosa-sinensis diamond head Hyptis emoryi Justicia californica Justicia spicigera Larrea tridentata Leucophyllum candidum 'Thunder Cloud' Leucophyllum frutescens Leucophyllum frutescens 'Compacta' Leucophyllum frutescens 'Green Cloud' Leucophyllum frutescens 'White Cloud' Leucophyllum hybrid 'Rain Cloud' Leucophyllum laevigatum Leucophyllum langmaniae 'Lynn's Legacy' Leucophyllum langmaniae 'Rio Bravo' Leucophyllum pruinosum 'Sierra Bouquet' VII Community Landscape Concept COMMON NAME Lacebark Elm Allee Elm Evergreen Elm Chaste Tree California Date Palm Mexican Fan Palm Catclaw Acacia Blue Hibiscus Triangle Leaf Bursage Desert Honeysuckle Shrub form Bougainvillea Bush Bougainvillea Bougainvillea Bougainvillea Wooly Butterfly Bush Yellow Bird of Paradise Mexican Bird of Paradise Red Bird of Paradise Baja Red Fairy Duster Fairy Duster Lemon Buttlebrush - Columnar Form Feathery Cassia Desert Cassia Desert Hackberry Damianita Texas Olive Little Leaf Cordia Black Dalea Sierra Negra Dalea Hop Bush Purple Hop Bush Brittlebush Summertime Blue Valentine Shrub Turpentine Bush Pineapple Guava Double Red Hibiscus Desert Lavender Chuparosa Mexican Honeysuckle Creosote Bush Thundercloud Texas Ranger Texas Ranger Compact Texas Ranger Green Cloud Sage White Cloud Sage Rain Cloud Sage Chichuahuan Sage Lynn's Legacy Sage Rio Bravo Sage Sierra Bouquet Sage 6 33 Lakin Ranch Design Guidelines Lakin Ranch Plant List BOTANICAL NAME Leucophyllum revolutum 'Sierra Magic' Leucophyllum sp.
