Westmount’s efforts to go green
have paid off. It was awarded a five
bloom rating, courtesy of the
Communities in Bloom organization, and a honourable mention for
its highly-efficient Westmount
Recreation Centre (WRC) during
the 2014 National Symposium and
Awards ceremony in Charlottetown,
P.E.I, earlier this month.

City councillor Patrick Martin noted
Westmount’s unhindered attention to the
WRC which opened to the public last
November.
“The WRC added some park space and it is
the only building in the world like it,” he said.
He also mentioned the bond it created
amongst Westmounters as a result of the recreation facility. Leagues of adults and youth
have formed, to add a sense a community
around the arena.
“It is wonderful to see people come toge-
ther like that,” said Martin.
Six million dollars were raised by the community, demonstrating how important this
project was to some. Martin is hoping that this
type of project catches on worldwide – the
WRC did receive attention everywhere.
The WRC was featured in the fall edition
of SABMag, a magazine on the latest commercial ‘green’ buildings in Canada.
“The final result, following a compressed
18-month construction period, is a bold and
innovative solution which optimizes
patrick.gougeon@tc.tc

and promotes the best topographical and
contextual features of the site and the park
while providing Westmount residents with
high performance, functional and stimulating
communal and sport facility,” wrote the
authors, Erik Marosi and Shawn Moscovitch.
During his visit to Westmount in mid-September, Montreal Mayor Denis Coderre
visited the WRC. He admitted to being astounded by it. The renowned sports fan not only
applauded the state-of-the-art ice rinks and
pool, but the overall charm of the underground facility.
“I believe in underground projects. It is the
way of the future,” he said.
One of the interesting features of the WRC,
and one that played into getting Gold LEED
certification, is the fact that the energy used to
freeze the ice – energy that creates squandered
heat – is used to heat the water of the pool.
“It reduces considerably the energy costs,”
said Martin. “The heating costs were between
$70,000 and $80,000 yearly.”
The city councillor is going to be divulging
a study in the next few months about the
WRC’s first year – including costs saved by the
city by constructing the building.
Communities in Bloom is a non-profit
organization whose national program encourages the enhancement of green spaces.

The city was judged according to the overall contributions of municipal council and
departments, industries, businesses and the
private sector with respect to the following criteria: tidiness; environmental action; heritage
conservation; urban forestry; landscape and
floral displays.
The WRC helped played a role in the environmental recognition award as its the first
Gold LEED underground recreational facility
in Canada.
“In 2013, Westmount completed a remarkable project with the building of a Gold
LEED underground arena with two rinks and
a pool which allowed the roof to be fully landscaped adding an acre of park land,” judges
Evelyn Alemanni and Richard Daigneault
wrote in the July evaluation.

Proposed dog run sites not without issues
Westmount Municipal Association’s dog run survey for public continues

“At this point, we feel that after encouraging all Westmounters to weigh in on our survey, we’ll have a better view of what
Westmounters really want,” he said.
A majority of respondents to the ongoing
survey have thus far indicated a preference for
a dog run located outside the park, according
to the WMA.
Some residents, however, do favour
Westmount Park as a viable location, Starr
noted.
“This is a very divisive issue,” he said.
Starr added a location, outside of the park,
to the mix.
Public property behind the former
Westmount Train Station is a possibility. “It’s a
fairly large space that isn’t being used by anybody,” said Starr.
“I scratched my head when Hodgins and
Associates did not include that one in the possibilities,” he added.

Upcoming poll for all of Westmount
Though a date for the dog run poll, promised in August, has yet to be announced,
mayor Peter Trent told the Examiner the city
will heed the opinion of all of Westmount.
“It’s more representative,” Trent said.
An announcement with respect to the date
may be made at the next city council meeting
scheduled for Monday, according to the
mayor.
We’re glad Canada has a special day for seniors. But a national
strategy for their care would make their day even better.

fit the criteria established by the authors of the
study, such as: size, accessibility by foot, and

The three proposed sites targeted by
Hodgins and Associates dog run study
of the southwest sector are not without
problems, according to the head of the
Westmount Municipal Association.
The green space at the corner of Sherbrooke
Street and Melville Avenue, the area right
across from the children’s play area in the
middle of Westmount Park, and the shuffleboard court “may not be the best places,” Peter
Starr told the Examiner on Tuesday. The city
has been without a dog park in the southwest
sector for two years following the closure of the
Lansdowne dog run due to the construction of
the Westmount Recreation Centre (WRC),
The first two locations are adjacent to children’s play areas as deemed by the 11-page
report; and the shuffleboard court is “the last
quiet place in the park to relax,” said the WMA
president.
However, the WMA, Starr insisted, won’t
take a position on the best possible location for
a dog run in the park.
That decision should be up to
Westmounters, via the WMA’s dog run survey
available at the association’s website.

Police save young driver in distress
renaissancequebec.ca
Driver initially pulled over for traffic violation
● anthony.abbondanza@tc.tc
Two Montreal Police officers helped save a
driver suffering from a respiratory ailment after
they initially pulled her over for a traffic violation at 8:30 a.m. on Sept. 23 at the corner of
Mountain and Severn avenues.
When constables Marc Desgroseillieres
and Fay Savard pulled up to the vehicle, which
had previously made an illegal left turn at the
intersection, the 18-year-old driver was in
distress, according to Const. Stephan
Laperriere of Montreal Police’s Station 12
neighbourhood headquarters.
With the arrival of the requested ambulance delayed, the officers decided to transport
the woman to the Montreal Children’s
Hospital.
Const. Steven Goldberg was called in to
provide back-up. He later transported the
woman’s vehicle to the hospital.
According to Const. Laperriere, the driver’s
condition improved following medical
assistance.
The driver, he added, won’t receive a fine
for the traffic violation.
“We are humans after all,” said Const.
Laperriere, jokingly.
The figure, he conceded, is consistent
year-round.
“It’s not a lot,” said Const. Laperriere,
adding “we don’t, however, consider it normal.
This is what we’re getting reports of.”
Since he took his post at Station 12,
Laperriere said the figure has been quite
stable.
A designated investigator, along with a specialized task force, is looking into the matter.
Throughout the summer, cars across
Westmount have been targeted for the personable valuables found within. Items typically
stolen include laptops, iPhones, smartphones,
and sunglasses.
“It’s important to hide your stuff,” Const.
Laperriere pleaded. “Don’t make it accessible.
Don’t allow people to think you have stuff in
your car.”
As for the possibility the larcenies are committed by the same individual: “It’s not always
the same person. This can be a crime of opportunity, where a person sees there’s something
in the back seat and decides to act,” said the
constable.

City officials to meet
with SNC-Lavalin again
● anthony.abbondanza@tc.tc
A delegation from the city of
Westmount will meet with SNCLavalin officials next Tuesday to
discuss solutions to the noise levels
produced at the McGill University
Health Centre’s (MUHC) superhospital, the Examiner has
learned.
A recently-formed technical committee is
expected to update city officials on solutions to
the noise level which Westmount’s sound engineer experts deemed beyond the limits allowable by its noise bylaw in July, said mayor
Peter Trent in a conversation with the
Examiner on Tuesday.
“We expect they’ll present to us concrete
solutions,” he said.
City officials and SNC-Lavalin came to an
agreement in a mid-September meeting at the
Notre-Dame-de-Grace-based hospital to
exchange information at subsequent
meetings.
“We agreed, since they were now prepared
to work with us rather than be in denial of the
noise at the beginning, we were prepared to
give information,” said Trent.
The noise began last April when SNCLavalin started testing its cooling and ventilation systems, to the dismay of nearby
residents.
Company officials, in turn, said the noise
was only temporary and would be resolved
once testing is completed.
“We are very happy to say that we are working hands on and are eager to resolve this
situation as soon as possible,” said Lilly The hospital is slated to open sometime in 2015. TC Media – Examiner file photo
