Details of all district marches and services can be found on page 4. by Ian Blyth LOCAL Government is being urged to engage more with its citizens and give them more say in how rate income is spent within the municipality and Macedon Ranges Shire appears to be moving in this direction. Councillors attending the Rural Summit in Halls Gap last week were told that the traditional view of councillors being the sole decision-makers needs to change. “Councillors should actually be the facilitators of the community’s decision-making process,” keynote speaker, Cr Gaetano Greco of Darebin City Council said. “They should be embracing participatory budgeting as a fundamental way of how councils operate with their community in order to make decisions,” he added. Participatory budgeting is a practical, democratic process which allows a community to own their decisions instead of enduring council decrees.” Cr Greco cited examples from his own council in introducing a new level of citizen engagement. Darebin invited a cross section of residents to form a citizen jury to decide how council could best spend $2 million to improve the community through the use of infrastructure funding. Jury membership was canvassed from a cross section of citizens drawn from a board spectrum of community organisations. The jury met between May and August in 2014 to discuss and agree on eight recommendations for council’s consideration. Council’s parks and gardens staff are preparing the areas around the two sites for the project, which will go on display on ANZAC Day, April 25. The tribute is part of the 5000 Poppies project, a nationwide community crafting project that began in Melbourne in 2013. Michael McCoy, one of Australia’s leading landscape designers, will be helping design the display. “We currently have over 2000 poppies for the day and will be exploring options for a more permanent display following the centenary,” Ms Cockram said. Darebin is the first council in Victoria to introduce participatory budgeting, giving residents decision-making power over how capital works money is spent in their neighbourhoods over two years and delivering on council’s commitment of open and accountable democracy. Macedon Ranges Shire Council CEO, Peter Johnston, while stopping short of committing his council to a participatory budgeting program, agreed that consultation is an important and evolving part of decision-making. “Council has, and will, continue to use a range of methods to consult with the community, in line with its community consultation framework. “Council has not considered what resources and planning would be required to undertake a participatory style consultation. We will continue to consult in a range of ways to ensure there is always community input into our decision-making.” He said that participatory budgeting was one of many consultation methods on the spectrum of public participation, as recommended by the International Association for Public Participation. Mr Johnston added that Macedon Ranges councillors do not see themselves as the sole decision makers, but rather see consultation as a process of informed, two-way communication between council and the community prior to a decision being made. “While council has the ultimate decision-making role, community input is vital to this process. Council always aims to facilitate good decision-making by gathering community input using a range of consultation methods. We recently updated our community consultation framework to expand on the range of methods and approaches that we use,” he said. Participatory budgeting has found its way into the policy toolbox of hundreds of local governments across the world, from its birthplace in Brazil – its traction into Australia is somewhat slower than in other parts. [tab] Meanwhile Macedon Ranges Shire Council has commenced its 2015 2016 budget preparation process with a special council meeting to resolve to publically advertise the draft budget and invite public submissions. This meeting will be held at 7pm on Wednesday, April 29. The community will have one month to provide input to the draft budget until the close of submissions at 11am on Friday, May 29. There will be an additional opportunity for residents to present their submissions in person at a council meeting at 7pm on Wednesday, June 3. A council meeting will then be held at 7pm on Wednesday, June 17, to consider submissions and adopt the budget. Equine study now closed COMMENTS on the draft Equine Centre Feasibility Study that looked at a range of options for a facility to be established in Macedon Ranges have now closed. The draft report was open for community comment via the online survey from Monday, March 2, to Thursday, April 2. Written submissions were accepted until 5pm Friday, April 10. The local community showed considerable interest in the two information sessions in March and many got in touch with Council officers during the exhibition period. There has been a lot of interest with more than 800 surveys completed to date and 109 people who attended information sessions. Council is now reviewing the survey data and, based on the feedback, will be preparing a report with recommendations for consideration. Stadium ready MACEDON Ranges Shire Council is inviting residents to celebrate the first community use of the newly complete double court stadium in Gisborne. This achievement will be celebrated by a ‘community tip-off’ match on Monday, April 27 from 4.20pm until 5pm. The celebrations will showcase a fun match of basketball and netball between the Macedon Ranges Netball Association and The Gisborne Bulldogs Basketball Club. The match will be followed by light refreshments and community members are encouraged to take a tour around the new double court stadium and its facilities. “This is a great opportunity for the community to celebrate all their hard work in achieving such a fantastic indoor sporting facility for residents of Gisborne and its surrounds,” Mayor, Cr Jennifer Anderson said. The new double court stadium will be used by the Gisborne Secondary College where it is located, Gisborne Bulldogs Basketball Club, Macedon Ranges Netball Association, Sunbury Basketball Association and Gisborne Soccer Club. “We appreciate the Gisborne Secondary College’s assistance with this joint use facility and look forward to working with them for the benefit of both their students and the general community,” said Cr Anderson. The $4 million facility is jointly funded by the Victorian Government ($2.5 million) and Macedon Ranges Shire Council ($1.5 million). An official opening is being planned. Curtain call: director Ian Dixon discusses his film with MRFS President Christine Wangarek. Director visits film buffs THE Macedon Ranges Film Society hosted Melbourne director, Ian Dixon, at its last meeting. The film, Crushed, was made and produced in Melbourne and director Ian Dixon met with film society members for the screening. He explained to the group the inspiration behind the film and discussed some of the finer points of film making. Crushed, made in 2008, explores the notion of love when it comes up against duty and the difficult position this can create. In May, the MRFS will pay tribute to one of the comic greats, Robin Williams, who died in August last year. Mike Nichols’ The Birdcage, the remake of the classic French farce La Cage aux Folles is bound to bring tears of laughter to the audience as Val (Dan Futterman) attempts to introduce his parents to his bride-to-be, a young woman who has been brought up in protected circumstances. His gay father, Armand (played by Williams) and his flamboyant partner, Albert (played by Nathan Lane) try to make things go as smoothly as possible, but it’s a comedy after all, so expect the unexpected. The Macedon Ranges Film Society meets on the second Wednesday of every month so this film will be shown on Wednesday, May 13, at 7.15 pm at the Woodend Community Centre. Seeing true value in apprenticeships EMPLOYERS in the Macedon Ranges are being encouraged to take on an apprentice or trainee as a way to bring fresh ideas to their business and keep young people employed in their local community. Macedon Ranges Shire Council will hold a free workshop in conjunction with VECCI and Worksafe on Thursday, April 30, to give local businesses an understanding of what’s involved. “There’s no doubt that local businesses who employ apprentices and trainees are adding value to their communities,” Mayor, Cr Jennifer Anderson said. “There are many benefits to businesses too. Come along and find out about what an apprentice can do for your business, and the range of incentives for those who choose to take this step,” she said. Emma Atkins, winner of last year’s Trainee & Apprentice of the year category in the Macedon Ranges Business Awards, will discuss her apprenticeship journey with workshop attendees. Emma is employed by Bella, The Cut & Colour Salon, in Woodend. “My experience was highly rewarding and I thoroughly enjoyed having the opportunity to gain experience in such an outstanding salon,” she said. Emma added that it was important it is to increase employment opportunities available to young people in the shire. Tuesday, April 21, 2015, NORTH CENTRAL REVIEW / THE FREE PRESS Aquathon series success THE final Aquathon for 2015 was held on Sunday, April 12, at the Gisborne Aquatic Centre, to coincide with the centre’s 10th birthday anniversary celebrations. This was the last of the four race series and it didn’t disappoint, measuring up to the success of the first Aquathon held earlier in the year in Lancefield. New competitors from the Gisborne area joined in the fun along with the series candidates who competed in at least three of the four races. In near perfect conditions, competitors in the long and short courses commenced the run leg. They headed through Jackson’s Creek Reserve around to the Botanical Gardens, completing a looped course crossed Jackson Creek back to the Aquatic Centre. Our lead cyclist Wayne Brown had several competitors hot on his tail as he led them through the course. The pool was where the action took place with several lead changes between the short course competitors, however Patrick Matthews, again, was the clear winner in the long course. Sixteen mini course competitors lined up for their event to complete a 500m run and a 50m swim. A large crowd of parents and grandparents lined the course to provide encouragement for these upcoming athletes. Congratulations to the series winners, Cameron Anderson—Short Course (male), Kezia Laker— Short Course (female) and Patrick Matthews—Long Course (male) and to all competitors who completed either individual events or the series. Thanks were given to the volunteers who supported the Macedon Ranges Aquathon Series and to all the sponsors for providing fruit, prizes and donations throughout the events. 3 Cross cleaned for ANZAC Day Impressive display: Romsey Country Women’s Association’s treasurer Susy Jarman, Jenifer Gluyas, Wendy Foster, president Pat Muddyman and craft leader Melva Beer arrange knitted poppies ahead of ANZAC Day. CWA’s ANZAC poppy tribute DOZENS of red hand-knitted poppies will pay homage to those who served in war at the Romsey/Lancefield ANZAC centenary commemorations. The Romsey Country Women’s Association has been working tirelessly to create more than 100 poppies for the special tribute since January. Many of the poppies will form an arrangement that will be laid with wreaths at the cenotaph and will be kept at the Romsey RSL following the service. As part of the ANZAC centenary, the CWA group will also take on an embroidery project which will see the names of about 250 service men and women from Romsey stitched into a fabric wall hanging. The embroidery will hang in the Romsey Mechanics’ Institute near the Romsey RSL clubrooms. Each of the names will be accompanied by a knitted poppy. The Romsey CWA group has about 11 members and are always seeking more support for community projects and for new members to join. The CWA has been involved with various groups over the years and projects such as creating pamper packages for oncology at The Kilmore and District Hospital, making aprons for primary school groups, and helping to put on morning teas at local fundraising events. “If you like doing things for the community then come along,” president Pat Muddyman said. The Romsey CWA meets on the first Thursday of the month for a meeting and craft session, and the third Thursday of every month for a craft day. “You don’t have to be experienced to take part,” treasurer Susy Jarman said. “Many members seem to have their own area of expertise and will teach others new skills. We support each other. It’s about women empowering women.” For details about the group drop into one of its next meetings at the Romsey Mechanics’ Institute. ROMSEY, Lancefield and Riddells Creek residents will have the opportunity to commemorate the ANZAC Day centenary at the Mt Macedon dawn service with free buses running from each township. The 21m high Cross, which was first built in 1935 and rebuilt in 1995 after it was hit by lightning, required a specialist contractor experienced in heritage restoration work to undertake the cleaning. This year’s service will again see free bus services operate from each major township across the Macedon Ranges. All private cars will be directed to Tony Clarke Recreation Reserve. Buses will operate from Gisborne, Woodend, Romsey, Lancefield and Riddells Creek. While the market is a popular monthly event in Kilmore, the Scouts decided that the significance of the ANZAC centenary far outweighed any benefits the market may bring to the town on Saturday. The plaintiff in the Mickleham bushfire class action is Steven Elliot Williams. He is suing the defendants on his own behalf and on behalf of all persons who suffered personal injury, loss of or damage to property and economic loss (as outlined above) as a result of the Mickleham bushfire. Those other persons are called the “group members”. The effect of the class action on the group members is explained below. The defendants to the class action are AusNet Electricity Services Pty Ltd (“AusNet Services”), Hume City Council (“Hume CC”) and Active Tree Services Pty Ltd (“Active Tree Services”). Briefly, Mr Williams alleges that AusNet Services owned and operated a three-phase 66kV electricity sub-transmission line which in part runs adjacent to the eastern side of Mickleham Road between Mount Ridley Rd and Bardwell Drive, Mickleham (“the powerline”). Mr Williams alleges that Hume CC had duties to manage vegetation in the Mickleham Road Reserve and that Active Tree Services were contracted by AusNet Services to have responsibility for the assessment of vegetation clearances surrounding the powerline. Mr Williams alleges that on 9 February 2014 the Mickleham bushfire started because of breach of duties by AusNet Services in the maintenance and operation of the powerline and by Hume CC and Active Tree Services in vegetation management in the vicinity of the powerline. Mr Williams claims compensation and other remedies for himself and for each of the group members. All defendants deny they are liable for the Mickleham bushfire, and are defending the class action. AusNet Services has also made counter-claims against Hume CC and Active Tree Services in response to Mr William’s allegations. The claims made by Mr Williams are set out in a “Further Amended Statement of Claim” filed in the Court. AusNet Services has filed a Defence and Counter Claims. Hume City Council and Active Tree Services have also filed defences. What does it mean to be a group member? The plaintiff in a class action does not need consent from the group members to start or run the class action. A person is a group member if they fit the definition of group members set out in the court papers filed by the plaintiff. If the Court makes orders or gives a judgment, or the class action is settled, the results are “binding” on the group members. This means that if the class action is successful, group members may be eligible for a share of the compensation. If the action is unsuccessful, group members will not be able to sue on the same claims in any other litigation. If you fit the definition of “group member” set out earlier then member then you need to make a choice between the following three options: you are already a group member in the Mickleham class action. You do not need to remain a group member. If you do not wish to be a group member then you can “opt out” of the class action. This procedure is explained below. Option A – register to participate in any settlement If you are not a client of Maddens Lawyers and you wish to participate in any settlement then you must complete the “Notice of Registration” which is Form A below. This is not a costs agreement with Maddens. It simply registers you as a group member so that you are “bound” by the class action. This means that if the action is successful then you may be entitled to compensation. If the action fails then you will not be able to sue the defendants for the same claims in any other litigation. If you wish to register you must do so by sending your Form A notice to Maddens Lawyers at the address shown on the form, before 22 May 2015. This date is called the “Closure Date” in the class action. 3. Will group members be liable for legal costs? Group members will not become liable for any legal costs simply by remaining as group members. However, if the class action is successful and there is a judgment or settlement that results in compensation becoming payable to group members, then: • first, the Court may make an order that some of the compensation be used to help pay a share of the “common” costs incurred by Mr Williams in bringing the action for the benefit of the class. Mr Williams will ask for that order if the occasion arises; • second, judgments and settlements in class actions often involve procedures requiring group members to submit claims for a share of the available compensation. You might want to engage solicitors to assist you with those procedures. Whether you use the same solicitors as Mr Williams (Maddens) or other solicitors, you are likely to need to enter a costs agreement with those solicitors and they will charge you for that work. Option B – cease to be a group member by “opting out” If you do not wish to be a group member then you must complete the Form B “Notice of Opting Out” below. If you opt out then you will cease to be a group member. The class action will not affect your rights. If you wish to bring a separate claim against the defendants then you may be able to do so, but you should seek independent legal advice if you wish to take that course because time limits will apply to your claim. If you wish to opt out you must do so by sending your Form B notice to the Supreme Court before the Closure Date of 22 May 2015. Maddens are acting in the class action on a “no win, no fee” basis. If the action is successful then the costs they will be entitled to charge will include a premium (“uplift”) permitted by the Legal Profession Act. The uplift will be calculated at 25% of the professional fees covered by the no-win, nofee arrangement and will form part of the costs shared by successful group members. Option C – do nothing and lose your rights in settlement (but not judgment) If you do nothing – that is, neither register nor opt out – then you will remain a group member and be bound by the outcome of the class action. If there is a successful judgment you will be able to participate in the implementation of that judgment, but if there is a settlement you will not be entitled to participate in the settlement. That means you would lose your rights to sue, but also not be entitled to compensation. 4. What if you had insurance? Many group members had insurance but sometimes the insurance did not cover all the items lost (uninsurance), or did not cover the full value of a given item (underinsurance). If you received insurance payments, but think that the insurance did not fully compensate your losses, you will be a group member in respect of any uninsured or underinsured losses (together, above-insurance losses). If you wish to be a group member to claim any aboveinsurance losses, you need to register using the procedure described below. Your insurance company will need to register separately to recover compensation for the insurance payout made to you. You and your insurer are also entitled to “opt out” your respective interests, if either of you wishes to do so. Your insurance company will be separately notified about its rights in this regard. It is very important that you act promptly in deciding what you want to do. The fish, found at the council reserve on the corner of Piper and White streets, were recently reported to the Environment Protection Authority by a local resident who regularly uses the walking tracks around the creek. EPA officers visited the site last week to investigate the incident and take samples to help determine the cause of the fish deaths. The affected fish are believed to be mostly carp and tench. Fortunately there have been no reports of dead native fish or platypus. The creek is recognised as a local habitat for platypuss and some native fish species. Mitchell Shire Council’s Parks and Environment Unit has recorded sightings of platypus between Union and Mill Streets as recently as 2013. Goulburn Valley Water cleaned up the site last week, believing the cause of the spill was due to a blockage of tree roots and fat solids built up in sewer pipe. GVW operations manager Steven Nash said the blockage was cleared by 11am on the day it was reported and efforts were made to remove fish and begin a clean-up. “The fats people wash down their sinks do make a difference,” Mr Nash said.“We have put in place a program to further repair 7 Mother’s Day raffle on soon MEMBERS of the Kilmore and District Hospital Auxiliary are now selling tickets for their annual Mother’s Day raffle. Sewer spill: residents were warned away from Kilmore Creek after a sewer spill last week the pipe over the next five weeks. “We will clean the sewer out again to minimise any risk. We also have an officer in town checking grease traps.” Signs have been erected by Mitchell Shire Council warning the public to avoid contact with the creek and advising that livestock be kept away. A spokesperson from the EPA said no new reports of dead fish at Kilmore Creek have occurred since the EPA was first notified of the incident on April 13. EPA is assisting Goulburn Valley Water to clean up the dead fish and is continuing its monitoring of the waterway, which includes testing samples of water from the creek. Results are due back shortly. Recent rainfall has provided the system with a significant flush which has helped improve the creek’s water quality. Local drinking supplies have not been affected. GVW continues to monitor the waterway. Signs warning the public to avoid contact with the creek and advising animals to be kept away will remain in place until water quality has returned to normal levels. They were members of the 100 Year Ride-Back making the journey home for those who couldn’t after the Great War 100 years ago. The riders were retracing some of the tracks that the young men from country Victo- ria took to enlist in the war. Many left on horseback and headed for Melbourne and many never came back. The silent riders in blue are coming back on their behalf. Their path covers distances similar to those of a daily ride for the Light Horse. The trio had left Melbourne two days earlier, overnighting in Whittlesea and pausing in Wandong on their way back to Corryong on the upper Murray. One rider carried a lantern lit by the eternal flame at the Shrine of Re- membrance and was flanked by two bearing Australian flags. Corryong residents, Heidi and Mark Walton, along with Bridget Waters trained for seven months for the marathon ride which, by the time they reach home, will have covered over 500 kilometres. Ms Waters had family members who served in WW I, while Mr Walton is a relation of Sir William Glasgow, who was appointed major in the 2nd Light Horse Regiment and sat with Churchill and Roosevelt during peace talks at the end of WWII. No doubt they were reflecting on their heritage as they watched the school children place their poppies on the new memorial, themselves making a significant contribution to the day. The ceremony finished and the riders left as quietly as they had arrived – completing the first part of their ride by bringing home the souls of the 31 Wandong lads who did not return. With those words the Governor of Victoria, His Excellency the Honourable Alex Chernov, unveiled and dedicated the town’s new war memorial. “It is a wonderful monument and one that the people of Wandong and district can be justifiably proud,” His Excellency said. The memorial is the latest addition to the Wandong Memorial Park and sits beside the iconic black Saturday memorial – which too is an homage to courage and sacrifice. The memorial was inspired by the Seymour Vietnam Veterans Memorial Walk and shares the same impressive Digiglass display with imagery on both sides of a single glass sheet. The crowd of close to 500 people listened as His Excellency encapsulated the history of the town’s commitment to the Great War and the conflicts that followed. Successive speakers told of the 31 local lads who did not return and the Lieutenant from Wandong who became Victoria’s first VC hero. Lieutenant Leslie Cecil Maygar who was born in Wandong on May 27 1868 and became a recipient of the Victoria Cross, for service in the Second Boer War. At the completion of the dedication of the memorial wreaths were laid by his Excellency, Rob Mitchell, Member for McEwen, Cr Rodney Parker, Mitchell Shire Mayor, representatives of the RSL, veterans of World War II and the Wandong Primary School Captains. The 325 students from Wandong Primary School each them placed a poppy at the foot of the memorial. Proud adults looked on as the bagpipes sung their mournful tune. The school was closed for the occasion, but the kids did not seem to mind – after all it’s not every day that a Governor comes to town. The service concluded and around 100 people then moved to the Wandong Public Hall for the launch of Karen Christensen’s book, “There Was a Soldier, Who Wandered Far Away.” Karen’s work sprung from research of those who served from Wandong for the memorial. Karen delved into the history of the local soldiers and of the difficult times for the small community that was left behind. Proceeds from the book will enable the Wandong History Group continue its work. The memorial committee secured both Federal and State government grants along with funding from the Wallan Bendigo Community Bank. Now that she has retired, she is keen to start travelling and has decided to reignite her passion for painting once again. The family were pioneers of Sunday Creek, and William, like his uncle and brothers, was a member of the citizen’s rifles, spending four years in the 15th Lighthorse. He enlisted in the AIF on January 29, 1916, and was appointed to the 24th Infantry Battalion – 9 to 12 Reinforcements. William, No. 4742, was single and a farmer. He was 23 years and seven months old, five feet 6¾ inches with blue eyes, auburn hair and a fair complexion. His next of kin was his father, John Neill of High Street Broadford. William embarked on April 4, 1916, aboard the HMAT Euripides, along with his brother Allan and three of his local mates. During the months of training in England, William was struck down with a case of measles and was admitted to the Brimstone Bottom Hospital for two weeks. In early September he was in France at the transit depot at Etaples and two weeks later marched out to the front line. Patrolling in the extreme cold and labouring in the sodden trenches of the front line took its toll on many of the men and in late October, William was sent to hospital after becoming sick in the field. He was found to have Goitre and sent back to England for further tests. By February 1917 it was decided William was unfit for duty and he embarked aboard HT Ulysses bound for Australia. Discharged June 25, 1917, William was awarded the 1914-15 Star, the British War Medal and the Victory Medal. After the returning to Australia, William was employed by the Postal Department and was, for many years, stationed in various parts of the State. He married Ruth Eileen Reid in 1919 and the couple had a son, John. After retiring the family moved back to the area, living at Tyaak before William’s ill health prompted their move back to Melbourne. Call 13 20 50 Nicholas was born at Broadford in 1888, son of Abraham and Angelia Sophia Neill (nee White). Nicolas, like his father, was a saw miller - the family running a saw mill at Strath Creek before moving to Elsternwick, where Nicholas was living at the time he enlisted on March 1, 1918. He was appointed to the 36th Australian heavy Artillery Group. Nicholas, No 1379 was 28 years and four months old; he was single and five feet eight inches tall, with brown hair, brown eyes and a fresh complexion. His next of kin was his father Abraham. He embarked at Sydney on June 5,1918, aboard RMS Orontes. In August that same year, Nicholas marched into the heavy Artillery Training Depot at Devonport, England to begin training before being deployed to the front. Unfortunately, ten days later he was transferred to the 4th Scottish General Hospital in Glasgow with influenza and a week later it had degenerated into Pneumonia and he died. Nicholas was buried at the Western Necropolis, Glasgow with full military honours, the following description of the funeral was sent to his grieving parents in Australia: Burial report regarding funeral, 25/10/1918 The deceased soldier was accorded a full military funeral, Firing party, Bugler and Pall-bearers being in attendance. The coffin was draped with the Union Jack and surrounded by beautiful wreaths sent from; Lady Primrose, Mrs Jarvis, hospital patients and staff. Patients from the hospital followed the remains to the graveside and the last post was sounded. The grave will be turfed and an oak cross erected by the A.I.F. London. Two parcels were sent back to Nicholas’s family, one from the hospital in Scotland which contained two coins, one money belt, two razors, one letter, one holdall, one mirror in case and £8.14.11, the other from his Barracks in Tidworth containing his clothes, pipe, books and wallet. Members from the Rotary Club of Southern Mitchell recently joined over 400 other Rotarians from neighbouring clubs to hear about the wonderful service occurring throughout District 9790. This year’s theme focused on young people and how Rotary can harness their enthusiasm to providing improved service in the future. Daniel Flynn is CEO of the “Thankyou Water Group”, a social movement centred on a business he founded when he was just 19 years. Initially it was to provide clean drinking water to third world countries but now it also distributes hygiene products and some food aid. By taking profits from everyday consumer products he was able to start funding lifechanging projects, many of which are also focussed on education. Daniel’s presentation highlighted his ability to think outside the conventional model usually followed in a business set up and in particular the use of social media to advertise and rapidly expand the concept. ‘Why not do it this way ….’ quickly allowed him to think outside the square. The products are found at leading supermarkets throughout Australia. Ashley Fletcher is a committed environmentalist who financed her trip as a member of the 2014 Antarctic Youth Ambassador project. She was one of 20 people worldwide and gave a passionate insight into the need to keep Antarctica protected from future mineral exploration and development. Holly Ranson a young Rotary president, who has been Young Australian Volunteer of the Year, spoke about the challenges facing leadership team building today. She was chair of the 2014 G20 Youth Summit in Australia. Her presentation highlighted ways that organisations can recruit new members using social media and the branding. It is important to stress what makes Rotary appealing (answer the question – why do I find Rotary interesting?) rather than listing the projects that it supports. Holly’s suggestion for future growth in Rotary used the enthusiasm of youth and the new opportunities based around social media, mixed with the experience and wisdom of older members. This conference allowed the Southern Mitchell Rotary Club members to hear about the fantastic service being carried out by our youth and will inspire them to greater things in the future. Letters to the Editor Burning problems Cross about the crossing EDITOR: There was a lot of burning off happening recently. I am opposed to burn-offs. They increase the problem next year in that the carbon content of the soil is increased and more luxuriant growth occurs. The burn-offs kill lots of life on and in the soil and this leads to an imbalance of nature in that rotting humus gets burnt and future soil is destroyed. Lightning strikes are part of the cycle of nature which we should live with and not replicate. Fire breaks are needed for protecting houses but that can be achieved without burn offs. I find it quite odd that the fire stick method has become an honoured management technique. We have inherited a misconception of its use. The extreme bushfires like that of 2009 can’t be stopped or controlled by burnoffs. Michael Daunt, Heathcote Junction. EDITOR: A few days ago we at Wandong had a near miss at the railway pedestrian crossing that again prompts my committee to ask the railway authority concerned. When are they going to make the crossing safe for pedestrians? We had a mother of twin four year old boys crossing from Rail St heading for the shops and skate park. One of the toddlers was a little in front of the mother and the second one who with a slightly heavier bike was having trouble over the rough path when a train heading north came around the bend. The train driver could obviously see what was happening and sounded his horn, the mother could only yell to the child in front to stay there and hope he did so, as the train continued through the station separating her from that child. We are most thankful that the child did as his mother had said, and stayed where he was, so no real harm was done this time except for a mother who twenty minutes later was still in shock and shaking because of the near miss. Our committee has asked on several occasions that something be done about the crossing. I am told we have the only pedestrian crossing between Melbourne and Seymour that does not have proper controlled gates and warning system in place. Do we have to wait until someone is killed before something is done to protect our community? David Moran. Wandong, Heathcote Junction Community Group Wonderful dedication EDITOR: I cannot let go past without comment the wonderful day that the town of Wandong- Heathcote Junction experienced on April 15 for the dedication of the new war memorial. My comments are directed to the Wandong Primary School, the whole school attended. The children then quietly took their places and sat while the service was underway, then led by the captains who respectfully laid the school wreath and vice captains the whole school then placed poppies in tribute to our soldiers. The grade six children were given the task of pairing with the foundation class children and helping them to lay their poppies. This they did very diligently holding the hands of the little ones as they guided them through the field of crosses. The school leadership group then attended at the hall where my book, “There Was a Soldier, Who Wandered Far Away was launched. The children sat quietly together during the speeches then began to help the caterers by handing the food around to all present. It was a delight to have them attend and their assistance on the day was invaluable. The children were polite and respectful of the event and an absolute credit to the school. Firefighters across the state attended more than 30 burn-offs which had spread out-ofcontrol, or weren’t registered with authorities. CFA State Duty Officer Craig Brownlie said rainfall earlier in the year had resulted in a significant amount of vegetation growth. “We understand residents want to conduct private burn-offs in areas where fire restrictions have ended, but we ask the community to follow some basic rules,” he said. “We’re urging people to do the right thing by checking conditions and registering their burn-offs.” Burning off undergrowth and other vegetation is generally permitted outside of the Fire Danger Period, however landowners should register their burn-off with the Emergency Services Telecommunications Authority (ESTA) by calling 1800 668 511. “Any calls to Triple Zero about smoke sighted at particular locations are cross-checked with the burn-off register. When nothing is listed firefighters are required to attend,” Mr Brownlie said. “Calls to unregistered burn-offs take volunteer firefighters away from workplaces, families and potentially genuine emergencies. “So if you haven’t registered your burn you can expect fireys arriving at your property asking you to ‘please explain’.” Landowners can also reduce the risk of a fire spreading by never leaving a burn-off unattended and checking the weather forecast. PAUL Torre, senior applied scientist for air and odour at Victoria’s Environment Protection Authority, says consumers should at least ensure their new wood heater meets Australian standards, while a few simple tips can ensure any wood heater produces less smoke. “Wood heaters are a nice thing to have. The thing is that people should consider, if they are really concerned about air pollution and the health impacts, maybe to look at other forms of energy and heating,” Dr Torre told AAP. “I think it’s worth considering that because people should consider that smoke does impact on health, and it would be good to manage and reduce those impacts. “But there are practical ways to reduce those impacts.” Cold, still autumn and winter nights are the prime time for air pollution from wood heating, especially in regional areas off the natural gas system. On still nights, smoke drains into lower areas and can hang in the air as late as noon the next day, affecting people including those with respiratory or heart complaints, Dr Torre said. The heater’s design and the fuel it burns are major factors in the smoke it emits, he said. Dr Torre’s tips to minimise wood heating pollution include ensuring your new wood heater meets the Australian Standard, regular maintenance, cleaning the heater and flue once a year, burning dry wood, preferably hardwood, and opening the heater’s vents to enhance combustion and prevent smouldering. The works will greatly improve the safety of what has been an intersection known for collisions and near misses in the past. VicRoads reports that over the past five years, there have been three recorded casualty crashes at the intersection. The $440,000 project included installing a dedicated right turn light at the traffic lights, extending the right hand turn lane, as well as resurfacing the intersection to improve its skid resistance. The works commenced on October 20 2014 and were completed April 2 2015. The completion of the works has been welcomed by both Steph Ryan, Member for Euroa and Jacklyn Symes, Member for Northern Victoria. Fortunately the project was one that missed being axed due to a change in government. The positive outcome is that it was announced by the former Minister for Roads, Terry Mulder and completed by the current minister, Luke Donnellan. The initial funding was part of the former government’s $10.8 million Safer Road Infrastructure Program (SRIP). The project was completed under the similar sounding Safe System Road Infra- structure Program (SSRIP). But then a rose (in this case a road) by any other name would look the same complete. Both projects essentially have the same objective of improving driver safety, pedestrian safety and road maintenance, particularly in high-risk areas to reduce crashes. Jacklyn Symes said that the Northern Highway is the major route through Kilmore connecting Heathcote, Bendigo, Echuca and Melbourne’s northern growth areas,” Ms Symes said. “Rutledge Street is also one of the few existing east-west connecting roads in Kilmore that attracts traffic to the Kilmore school precinct, hospital and the fire station. The works also included a new asphalt surface across the whole intersection to improve its durability and provide better waterproofing and new line marking was also applied to enhance driver’s awareness of the new lanes and intersection turning points. Steph Ryan added that while she was concerned about future planning for regional roads and the loss of some funding programs from last year, she was pleased to see the project go ahead and see completion under the present government. “I am pleased that Jaclyn Symes supports the project which the Coalition Government put into place,” Ms Ryan added. YOUNG people aged 18-25 years are about three times more likely to be killed in a car crash than older more experienced drivers. The Transport Accident Commission (TAC)believes that the one way to change this is to provide relevant driver safety education for schools. The TAC has developed a range of school resources which can be taught alongside the core road safety school program. The range of secondary school resources are targeted at AusVELS (Victorian Essential Learning Standards) and the VCE (Victorian Certificate of Education). These secondary resources complement the core material for each subject and we have tailored a specific program for each of these subjects: Many community groups, schools and the general public are very concerned about the level of road trauma among young drivers, and are motivated to address this. To support community groups and schools to deliver effective community and school based road safety for young people, TAC has arranged for the development of resources to help local program development and delivery. In addition, the introduction of Victoria’s Graduated Licensing System (GLS) has shown very promising outcomes in terms of improvements in young driver behaviour. Probationary drivers have more crashes than anyone else using the roads, and car crashes are the number one killer of young people. The graph above shows that the first year of driving on a probationary licence is the most dangerous. TAC research has identified that a learner driver is relatively safer with a supervising driver to help. This is why Victoria has a long learner driver period and a 120 hour requirement. The highest crash risk is associated with new P1 drivers who have the highest risk of crashing than they will ever have as a driver. The P plater’s crash risk will go down over the first few years of driving experience. This is why Victoria has a four year probationary period for most new drivers. A young driver’s risk of crashing will slowly decrease for many years after the obtaining of a full licence. The 17's were much appreciative of the boys playing today. We kicked with the wind and had a handy lead at the 1/4 time break, however it was the efforts in the 2nd quarter that help us set our day. Last half we continued to move the ball forward any way we could and was rewarded for their efforts with a 10 goal win. With numbers improving at training and the belief in what we are trying to do we will see results as the season continues. To run through all school terms for 2015, the open age competition invites female basketballers to get back into the game or for new players to give it a try. It starts at 7.50pm on Tuesday nights and costs $6 per game with uniform singlets provided to players for the season. Seymour Basketball Association is hopeful the competition will grow and become a regular fixture in the wider community which will then in turn provide the Lady Blasters with an additional talent pool for recruitment. Open age competitive sport has enormous benefits which includes helping adults meet their recommended 30 minutes of activity per day and giving participants an opportunity to meet new people and also develop individual and team skills. As well as providing a much needed stress relief from the usual routine of the work week, players learn to improve their athletic skills and also have a laugh and encourage their team mates. Playing a team sport, no matter how good or bad the team is, is a ton of fun and this fuels great self-esteem and pumps good energy into our lives. Short Passes by “Rover” Dedication TONY Ottobre was an ACK student from 196871. He came to college from Reservoir and was part of the 330 strong boarding group in those, by today’s standards, fairly spartan times. He enjoyed those years and though recalling he was “not an academic” there was plenty to like about the rough and tumble of boarding school life. Tony is but one of many who may not have excelled in the classrooms of his time – but by initiation and hard work has prospered down the years. He came with his wife Lynn recently to have a nostalgic look around the college (which he barely recognised) and Kilmore township. For a couple of seasons in the eighties, he played B-Grade for Kilmore Cricket Club and enjoyed it very much. Lynn was 15 when Tony decided she was the “one”. From Bundoora, she is an impressive lady. The couple have two children, a son Michael who is a personal trainer in South Yarra and a daughter Jenni, who was married at Easter time. “The happiest day of our lives” said the proud parents. For it is a miracle Jenni has survived for her dad to be able to walk her down the aisle. Four years ago, Jenni was diagnosed with GBM, one of the worst types of brain tumour. Survival chances are very low. The parents tried everything in their quest for their daughter’s survival. Tony spent countless hours on the internet researching options and these studies led to lengthy trips to Germany and the USA for intensive treatment. After many dark periods, there was finally a breakthrough late in 2014 against all the odds. HHH From humble beginnings in “Australian designed Excellence in Lighting” Tony has built up a fine business. He is Managing Director of LED Technologies P/L at his Bundoora based factory. He is a compassionate and really good boss who treats his employees well. He is grateful he has been blessed with the financial resources to dedicate much time and money to “save” his daughter. And he acknowledges his wife Lynn’s tremendous support across a four year intensive “labour of love.” Tony and Lynn at ACK. HHH Richie’s visit Richie Benaud, a true legend of cricket led the Aussies on their successful Ashes Tour to England in 1961 and he was largely the key to a sensational final day win at Old Trafford in what was one of the greatest tests of all time. Late in ’61, after the team returned to Australia, Benaud and the brilliant left hand bat Neil Harvey visited Assumption and spoke to the college cricketers for about an hour. A couple of “old boys” of the time reminded me of this in the wake of Benaud’s passing. FROM THE BOUNDARY by “Rover” Brothers: eight brothers from the Handcock family of Myrrhee, near Wangaratta, went to the Great War. Jack (top row, centre) was killed on Gallipoli. Frank (top row, right) lost a leg at Broodseinde. Charles (bottom row, second from right) died from pneumonia a day before the war ended. The Spirit of ANZAC ALONGWITH countless others from all areas of life, very many footballers and cricketers paid the supreme sacrifice in the two “Great Wars.” Among remarkable stories that have survived down the years is the true one of the Aussie cricketer, a brilliant outfielder who, in the conflict of 1914-18 spent hours on end catching enemy grenades and hurling them back to explode whence they had come from. HHH As the historic centenary of ANZAC approaches this column quotes from a celebrated speech given at last year’s dawn service at the shrine in Melbourne. The speaker was Neville Clark (AM) a former hugely admired headmaster of mentone Grammar. Neville, winner of the Victoria Cross in Vietnam, was a great host of ACK students whenever they visited Mentone for summer and winter sports. Lest we Forget “We come to this sacred place, not to glorify; certainly not to celebrate (the modern cult of celebrity would have been unrecognisable at ANZAC: as CJ Dennis’s Ginger Mick knew, “It’s crook to tell / A tale that marks for praise a single one”) If we are true to the purpose for which the shrine was built, however, we come to commemorate. The Australian and New Zealand Army Corps gave to two new nations a new spirit which neither of them could have imagined before. “Australians and New Zealanders knew they had to fight in 1914 because they knew the cost to themselves if the British Empire should go down – they’d go down with it. Australian’s and New Zealanders have not fought in wars to gain anything; Australian’s and New Zealanders have fought in wars not to lose something – freedom. To protect their new nationhood – and their freedom – the ANZAC went to war with a spirit of determination which has marked their successors ever since. “The determination, for instance, of the tragic, successive waves of the Light Horse in the charge at the Nek in order to give the equally heroic New Zealanders the best chance of seizing Chanuk bair, tactical key to the Gallipoli Peninsula. “The determination shown at Passchendaele by the machine gun section commander who wrote down his orders for his section, all of whom had – like him- volunteered to man a potentially fatal outpost. His orders? 1.This position will be held and the section remain here until relieved. Fresh from the frontline: troops from the 5th Division, playing football in mid-September , 1918. 2.The enemy must not be allowed to interfere with this programme. 3.If the section cannot remain here alive, it will remain here dead, but in any case it will remain here. 4.Should all the guns be blown out, the section will use Mills grenades and other novelties. 5.Finally, the position, as stated, will be held. “The section did indeed remain until relieved, fully 18 days later, and these orders became so famous along the Western Front that for many years they were promulgated in British Army orders and, in 1940 at Dunkirk, were hailed in the press “as the spirit that won the last war.” And the author, and section commander? A Tasmanian clergyman. “The determination fo the bomber command aircrews to fly straight and level through the death zone to give themselves the best chance of hitting their targets in the Ruhr Valley. “The determination of the captain and crew of the HMAS Yarra to protect a three-ship convoy by steering their own diminutive craft directly into the path of the Japanese heavy cruiser squadron. “The determination of the walking wounded from Kokoda not to clog up the “fuzz-wuzzy” stretcher line but to keep moving themselves, if necessary by crawling on their knees. “The determination of the POWs that no Australian should die alone on the Railway of Death. “The determination of the nursing sisters to maintain their honour and show no fear to their captors after the Banka Island massacre. “The determination of the exhausted division in the pivotal coastal sector at Alamein to bring upon themselves if necessary the whole weight of the Afrika Korps counter attack to enable abreak out further inland. “The determination to mount the slopes of Maryang San, to advance through the rubber trees of Long Tan, or to search through the green valleys and up the desert crags of Afghanistan. “The determination to keep the home fires burning until the boys came home. “This spirit of determination has led inevitably to sacrifice, not just the fact of sacrifice which, between 1914-1918 for instance, resulted in irreparable loss for two young nations, but also a spirit of sacrifice, a team spirit if you will, through which many lives were saved by selfless acts of courage, for the sake of comrades in arms, and ultimately for freedom. “Greater love hath no man than this, that a man lay down his life for his friends.” Tuesday, April 21, 2015, NORTH CENTRAL REVIEW / THE FREE PRESS 39 SPORT Three on the trot for Zebrinz Muller tops by ‘Pegs’ ROMSEY based Leon Corstens and his son Troy made it three wins in succession with Zebrinz ($11) at Caulfield on Saturday. Ridden by Chris Parnham, the four-year-old gelded son of Sebring and Tycoon Milly blitzed a smart field in impressively winning the $250,000 Gallagher Bassett Vobis Gold Mile (1600m). Zebrinz defeated Varboss ($8.50) by 2-1/4 lengths with Belorum ($19) third. The gelding has now won four races with two minor placings from his 15 starts. A strong field took to the course on a a warm, sunny afternoon with virtually no wind however the recent rains, consistent dews and the re-cycled water saw the fairways softening and greening quite consistently, thus was much decreased run and balls did pick up mud. The autumn scarifying, fertilising and seeding of the greens is almost finished but all players had to deal with greens of inconsistent speed and they had to accept that some putts would make a sudden deviation on their way to the hole. The softer greens allowed the low markers to aim directly at the flag knowing their balls would hold and greatly decreasing the distance of their putts. There was a wonderful atmosphere in the rooms after the round as everyone caught up with people they may not have seen for many months. Muller carded 40 points from Les Gaunt 39, Scott Williams 38, Michael Mccarten 37 and Bruce Robb 36. Lyn Robison led in the ladies with 40. Bob McLennan and Rob Rea were nearest the pin. LGC stableford winners A great ride: Connections of Zebrinz with the gelding after the trophy presentation. A Maloney and S. Stevens won Lancefield Golf Club’s multiple stableford event on Saturday. The duo carded 80 points to take the win. Florence Meyer topped the second round of the ladies Silver Spoon stroke event last Wednesday with 99-23-76, from Jenni Venell 104-27-77 and Tina Baker 113-34-79. R. Mau won the men’s stroke event last Tuesday with 90-17-73. Redbacks ready to ‘rock and roll’ by Catherine Mogridge IT is not an easy task preparing to defend a premiership and championship season in football. Just ask Romsey’s Dean Helmers. However, despite some prominent losses and the high level scrutiny all reigning premiers endure at the start of a new season, Helmers is confident the boys are ready to “rock and roll.” “People will definitely see a completely different looking side in 2015. It won’t be that stronger, big bodied unit we were but a sleeker, faster group,” Helmers said. “As a coaching group we aren’t expecting miracles. We know we have had some big losses and every player is so important in the effort to win a premiership. “We know once we can get the side playing the best running and fast style of football that will suit these boys and give the side time to gel we will be right up there. We don’t want to worry about games we may drop in this process when we know it won’t take long to hit our stride.” The Redbacks have lost key names in Matt Davison, Shaun Austin, Travis Mills, Ash McNaughton, Anthony Trigg and Angus Storey, all key elements of the undefeated powerhouse of 2014. “Yep these losses are tough but I am very confident in the potential of the group we have now. It’s will mean a different set-up, a different game plan that will take time to implement as it is very difficult to work on this when you haven’t finalised your list, but now we have done that as of last week, we can get to work on preparing these boys to play no-nonsense footy,” Helmers said. “We may have had some losses but look at who we still have with the likes of Ben Way, Phil Lobb, Mitch Farmer, Brad Mitchell and Chris Petroro still on board and the inclusions of Chris Burkett, Joe Said and Zach Said who I consider will probably be the best player in the competition. “There is a lot of upside to this list and while everyone is talking about Diggers Rest, Sunbury and Macedon, I am happy to back my boys against anyone. The Redbacks have struggled over the preseason with Helmers acknowledging a lack of game related practise due to player unavailability. “It is hard when work commitments make it very difficult for the whole group to come together on a regular basis and set things in place but a practise match last week against Bacchus Marsh showed some real positives with a very young Romsey side, with perhaps eight or nine young guys, playing strong, competitive football against a very well-drilled and mature Bacchus Marsh outfit.” Romsey went down in the match by five goals but were missing several key players and were ex- tremely happy with the way many of the young, up and coming Redbacks and fringe players have obviously applied themselves over the pre-season. Helmers considers himself one of the luckiest coaches in the competition thanks to the professionalism and support the executive of the club provide him in his role as senior coach. “Every minute I am at the club, I am supported by the committee in some way. It is great and not every coach has a present and dedicated group of people running the club and doing everything they can to ensure I can do my job,” Helmers said Helmers will be joined by newly appointed senior assistant coach Andrew Bubb in 2015 while the guard from 2014 returns with Leigh McInerney reprising his well respected role as Reserves coach and Mick Carroll still taking charge of the young and future talent of the club with the Under 18s. “We just can’t wait to get started with a home game this week, where we can unfurl the premiership flag and are just more than ready to embrace the massive challenge ahead this season, “ Helmers said.
