Chamber Continues
Teacher Jobs Effort
Local school budgets, board rosters and
tax levies have now been authorized
by voters throughout the county, but a
Chamber task force continues efforts to
promote saving some jeopardized teaching positions in Elmira.
“The school district and county leadership have been helpful with this crusade,” said Chamber Chair Bill Benedict (Magee Point Associates). “We’re
hopeful some new cost savings might
happen, might save some jobs in the
classroom. That’s what we’re all trying to
achieve,” he explained.
As noted in earlier editions of this
newsletter, the task force hopes to parlay
the current collaboration into a longterm effort. The task force hopes to
help schools meet future budgets while
nonetheless improving the quality of
education.
COSBE Leaders Begin Planning Programs
COSBE (Council of Small Business Enterprises)leaders recently began
organizational work on projects to serve small business. Pictured from left to

The Board of Directors of the Eldridge Park Carousel Preservation Society is proud to announce
that the Park will open for the 2011 season starting Memorial Day weekend. We would like to
inform you of some of the milestones we have achieved to date.

 Since the reopening of the carousel in 2006 we have seen over 150,000 rides. The
Carousel continues to delight both young and old and everyone in between. Nothing else
in our community can evoke such nostalgia.
 The Dance Hall opened in 2007. The transformation from a storage building to a
Victorian dance hall amazed us all. The floor was salvaged from another local landmark,
the former Centenary Methodist Church on South Main St. We have had countless
weddings, receptions, reunions, concerts, birthdays, fundraisers, and other events.
 In 2008, Jasper reappeared on Eldridge Lake. We have had over 12,000 rides on Jasper.
Jasper returns this spring.
 In 2009, we added the paddleboats, the corporate pavilion, and the barbecue pavilion.
There are only 20 other paddleboats like these in the world.
 In 2010, the miniature golf course debuted. It quickly became one of our most popular
attractions. It is a one of a kind creation with waterfalls, ponds, statues and benches from
Europe, hundreds of plants, the mini train ride, Mark Twain study replica and the golf
course itself.
 For 2011, we are planning the first phase of a makeover of the midway. This will further
enhance the park which has become the center of our community.
 Our Independence Day celebrations have brought over 20,000 people to the Eldridge
Park each year. Many have commented that the fireworks displays were the best that
they had ever seen. This year’s event is scheduled for July 2 and promises to be better
than ever.
All of this was made possible by the good people of our remarkable community. As we look
forward to more and greater milestones, we thank the community for that legacy of support.

Alumni News
Last month my classmates and I graduated from Leadership Chemung. While most of the group had lived in the area
for quite a while, I had recently moved to take over the directorship of the Chemung County Library District.
After spending 29 years in the military I wasn’t as worried about the leadership part. I thought taking the course would be the
perfect introduction to the community and give me the necessary background to better perform my job here at CCLD. I had
the luxury of being able to sit back and listen to the different presenters and concentrate on how it would apply to the library
district and its staff. While I learned many things, I think what struck me most was how the others in the class would speak
with so much pride about the area, while still acknowledging the issues and problems we face.

During the course we visited a wide variety of local sites such as the airport and the county jail- which never fail to provide an interesting point of view.
We also had the opportunity to see two cultural gems of the area- the incredible collection of the Arnot Art Museum and the architectural splendor of
the Clemens Center. There was the opportunity to meet some representatives from our community and the opportunity to learn from their
perspective. We can now take that knowledge, see how we can contribute, and perhaps how we can do better.
And this, for us new graduates, is the hard part-now we have to actually be leaders! Wasn’t it so much easier when we were just listening and learning?
Who among us is going to step up and tackle the immense challenges of downtown development, energy issues and workforce development?
After all, we didn’t take this program just for fun. Our respective organizations didn’t pay the fee -- nor give us the time off -- without expecting to see
some return on their investment. We invested our time and our employers’ money in an effort to make things better for the Southern Tier. Now it’s
time to take the knowledge we gained here and put it into action.
I will miss the program as we won’t be able to listen to leaders giving us real world examples of what we’re doing well, what we’re doing wrong and what
else needs to be done. Sadly, we won’t have any more fascinating discoveries about our region on topics some of us thought we already knew pretty well.
We’re not going to change this region on our own and shouldn’t be expected to. One of the most valuable lessons we learned was that we have each other. We have this amazing leadership network and many other networks that we are all part of. Now we have to put those “networks of networks” to use.

Chuck Belanger Earns Ambassador Recognition
Chuck Belanger is the Manager of The Sign Man
located in Elmira. He has been with The Sign
Man since 2007 and also works for Nexgen
Wireless, a preferred Sprint dealer. Chuck has
been with the Member Services Council since
2009. He also sits on the Chemung County
Executive’s Advisory Commission on Natural
Energy Solutions Business Opportunities
Subcommittee. “Volunteering for the Chamber
has opened many networking opportunities that have expanded my

The Member Services Council (MSC) is a volunteer group of Member Ambassadors of the Chemung County Chamber of Commerce.

Haines to Provide Internet Yellow Pages, Mobile and iPad Applications
Haines Publishing, Inc. has teamed up with InformationPages, Inc. to upgrade their internet yellow pages, mobile phone and iPad applications. “We are excited about our new
opportunity to offer our customers a state-of-the-art, multi-platform advertising channel

The service upgrades include viewing search results on www.yellowone.com three different ways - list, map and book view. The new mobile products feature voice navigation for
Apple iPhone and Android users, while the Apple iPad application has been specifically

Sweeney Enterprises Client to Host Youth Baseball Camp
Young baseball players between the ages 5 and 13 have the opportunity to strengthen their
baseball skills at the Matt Burch Championship Baseball 6th Annual Summer Baseball Camp
June 27 – June 29, 2011 from 10:00 am – 12:00 Noon at the Corning Little League Complex. Co-sponsoring this year’s camp, with Matt Burch Championship Baseball, will be the
Corning Community YMCA.
The fee for the three-day camp is $75.00 per camper and $60.00 per camper for Corning
YMCA members. A family discount of $5.00 is also offered for each additional sibling after
the first sibling pays the full fee. A youth baseball group rate, of three or more campers from
the same family, is available for $60.00 per player.
Overseeing the camp will be Matt Burch, Manager of the 2007 Elmira Pioneers New York
Collegiate Baseball League Champions. Joining Burch as camp instructors will be several area
baseball coaches and players.
The former standout from Thomas A. Edison High School played professional baseball for

The number of gliders taking to the skies in the Soaring Capital of America
continues to soar! Harris Hill Soaring Corporation saw a 16% increase in
glider rides last year over 2009—a continuation of an upward trend that
started several years back.
A popular tourist draw, glider rides on “The Hill” are currently offered on
weekends, but will be available daily from 10-6 beginning late-June. The unique
topographical features and spectacular views offered at Harris Hill prompted
Amelia Earhart herself to declare it among the world’s finest gliding facilities
during a visit here in 1936, and it continues to attract both flight enthusiasts and spectators across the globe. In addition to the daily
rides, Harris Hill will also be the host site for a regional soaring contest from July 31—August 6, 2011.

their listing might look like with all the bells and whistles, the listing of the Chamber itself includes all the opportunities;

In addition to the directory enhancements, the site also offers members the ability to post job openings and upcoming
events directly via submission forms on the site. Furthermore, a limited number of member advertising options are being
offered on the site and are value priced at only $50 per month.
The tourism promotion site at www.marktwaincountry.com will be launched later this summer. Although that site has a
different market orientation and structure, the Chamber is working to assure that both sites are not only compatibly linked
but also complement each other in serving visitors to the sites.
The marktwaincountry site is not only of interest to tourists; it is also a valuable attribute to member firms which are
recruiting staff –and their families- from afar. “It needs to portray the region’s lifestyle attributes so that it can be a useful
tool for relocation,” explained Ms. Keeley. “It has to supplement that great job offer and help close the deal,” she said.

Push Continues for Property
Tax Cap
Health Exchanges in New York
The Business Council of New York State, Inc. recently
launched a radio spot in support of Governor Cuomo’s
proposed two percent property tax cap.
A little over a year ago, as Congress was debating how to
reform health care delivery, an idea that seemed simple
enough was to create new marketplaces, called
“exchanges,” where consumers can comparison shop for
health insurance.
“Each day shows more reasons why New Yorkers need a
property tax cap and lower government spending,” said
Heather Briccetti, acting-president & CEO of The Business
Council of New York State, Inc. “The news continues to show
business climate rankings where New York is near the bottom
of all states, polls show young New Yorkers leaving the state,
and continued research shows New York’s property taxes to
be much higher than most states.”
As with many other aspects of implementing the health
overhaul law, state-based insurance “exchanges” offer both
opportunity and challenge to states as they grapple first
with the decision on whether they want a state-based
exchange, or whether they wish to cede this process and
market to a federal exchange.
Governor Cuomo has been traveling the state to outline his
specific legislative priorities, including the property tax cap
plan.
Most states, including New York, are now just focusing on
how best to implement an exchange and what changes in
state law are needed to make that happen. These changes
need to occur this legislative session to enable New York to
access federal grants made available to help offset the cost
of implementation. The Business Council will be advocating
for an exchange model that puts small business as its
primary customer.
As the push for a property tax heats up, The Empire Center
has launched a new property tax search tool at its
SeeThroughNY.net website where New Yorkers can evaluate
detailed information on their property tax burden.
If done well, exchanges could make it easier to compare,
buy and enroll in health insurance. But if designed poorly,
experts warn healthy people could avoid the exchanges,
leaving them to sicker people with rising premiums.
The Empire Center has also issued a report ranking the “Top
20” and “Bottom 20” effective tax rates in every region of the
state, along with a ranking of effective tax rates in cities. The
rankings are based on data from the state comptroller’s
office.
Some key issues The Business Council will be asking the
legislature to consider as they proceed with setting up the
model for NY’s Exchange: the State should not be both
regulator and exchange operator; do not build a one-size
fits all model; guided customer choice is key; and flexibility
on plan design is important.
“Failing to enact a property tax cap and reforms to lower the
cost of state and local government will continue driving jobs
and people out of the state,” added Briccetti.
Business Council Opposes
Prevailing Wage Requirements
The Business Council strongly opposes legislation that would
broaden the scope of the state’s public sector prevailing wage
requirements for certain private sector service employees and
create criminal penalties for violations.
This legislation alters existing labor law provisions that were
created to establish wage requirements for public sector
building service employees to apply to broad new categories
of employees, including service work for private sector utility
companies, and numerous other categories.
The extension of wage requirements to service workers for
utility companies would be inappropriate and result in
increased costs to the ratepayers. Estimates from just three
of the State’s utility companies are that the added costs to
ratepayers would exceed $37 million annually.

Young New Yorkers Leaving the
State
A recent NY1-YNN-Marist College poll finds that 1 in 3 New
Yorkers under the age 30 plans to move to another state at
some time, while 1 in 4 adults overall plans an exodus from
the Empire State within five years.
“Right now, many young people do not see their future in
New York state,” said Marist pollster Lee Miringoff.
“Unchecked, this threatens to drain the state of the next
generation.”
According to the survey, most of those who plan to move
will do so because of economic reasons including jobs, the
cost of living, and taxes. Although the recession has been
officially over for months, many New Yorkers still feel the
