The Kimball County Board of Equalization
of Kimball County, Nebraska, met in regular
session at 8:30 a.m. On Tuesday, July 19,
2016, in the Commissioners’ Meeting Room
of the Courthouse in Kimball, Nebraska.
Notice of the meeting was given in
advance by publication in the Western
Nebraska Observer. A copy of the proof
of publication is on file in the office of the
County Clerk. Notice of the meeting was
given to the members and a copy of their
acknowledgment of the receipt of notice and
the agenda are on record at the office of the
County Clerk. Availability of the agenda was
communicated in the advance notice and in
the notice to the members. All proceedings
hereafter shown were taken while the convened meeting was open to the public.
Following the Pledge of Allegiance and
prayer by the Reverend Carla Gunn, Pastor
of the First United Methodist Church,
Chairman Engstrom called the meeting to
order at 8:30 a.m. County Clerk Cathy
Sibal was present and called the roll with
Commissioners Larry Engstrom and Tim
Nolting answering.
Commissioner Daria
Anderson-Faden joined the meeting at 8:48
a.m. County Assessor Sherry Winstrom and
Deputy Assessor Annette Brower were present. Attorney Matt Turman, legal counsel
for the Board, was present. Dawn Fossand
and Aleta Pearson, staff reporters for the
Western Nebraska Observer, joined the
meeting at 8:34 a.m. The public was represented.

Tuesday, July 19, 2016
Chairman Engstrom announced the Open
Meetings Act Poster is posted on the east
wall of the meeting room.
Copies of
the Open Meetings Act are available upon
request.
Moved by Nolting, seconded by Engstrom
to authorize the Board’s signatures on the
acknowledgment of receipt of notice of
meeting and agenda, and to approve the
agenda as prepared and the minutes of the
July 5, 2016, regular meeting and the July
6, 2016, special meeting as printed. Roll
call vote: Aye: Nolting, Engstrom. Absent:
Anderson-Faden. Nay: None. Motion carried.
Correspondence received and placed on
file in the County Clerk’s Office: None.
Moved by Nolting, seconded by Engstrom
to approve and authorize the Chairman’s
signature on two tax corrections, Nos. 201617-Property ID 530162716-RE (530162716),
and 2016-18-Property ID 530162723-RE,
as presented and reviewed by Assessor
Winstrom. Roll call vote: Aye: Nolting,
Engstrom. Absent: Anderson-Faden. Nay:
None. Motion carried.
Assessor Winstrom and Clerk Sibal advised
the Board of efforts made to contact other
appraisal companies to see if they would be
interested in submitting a proposal for the
county-wide appraisal review of residential
and building sites for all classes of property
in Kimball County. Winstrom reported on
responses she received advising her that
the companies she had contacted were
not available.
Clerk Sibal reported she
received an email from an appraisal service in Scottsbluff requesting information
about the specifications for the county-wide
appraisal review.
Discussion was held on the proposals
received from Stanard Appraisal Services,
Inc., to provide appraisal services for the
appraisal review of residential, commercial
and rural residential/agricultural improved
properties. The cost for residential property
is proposed at $53,775, rural residential/
agricultural improved property at $65,395
and commercial property at $62,325.
Following the discussion, Nolting moved,
Anderson-Faden seconded to acknowledge
receipt of the three proposals from Stanard
Appraisal Services, Inc., to provide appraisal
services for a county-wide appraisal review
and to authorize Matt Turman, legal counsel for the Board, and Assessor Sherry
Winstrom to negotiate the terms of the
contracts to be submitted at the August 2,
2016, meeting. Roll call vote: Aye: Nolting,
Anderson-Faden, Engstrom.
Nay:Nnone.
Motion carried.

There being no further business to come
before the Board of Equalization on the 19th
day of July, 2016, Anderson-Faden moved,
Nolting seconded to adjourn the meeting at
8:54 a.m. to meet again to finalize the 2016
Valuation Protests at 8:30 a.m. on Monday,
July 25, 2016, and in regular session at
8:30 a.m. on Tuesday, August 2, 2016, in
the Commissioners’ Meeting Room on the
first floor of the Courthouse or upon the call
of the County Clerk. Roll call vote: Aye:
Anderson-Faden, Nolting, Engstrom. Nay:
None. Motion carried.
