During the past month I have attended the following meetings:
16.9.03:
Lake Butler Committee Meeting
21.9.03:
Machinery Committee – Caterpillar Demo
23.9.03:
Machinery Committee – Komatsu Demo. Council has traded on
Komatsu Grader on a new Komatsu on very favourable terms).
24.9.03:

3.10.03:
AGM for Local Government Association and LGA Finance Authority –
both in Adelaide on the same day.
5.10.03:
Opened the new Robe Bowling season.
10.10.03: SELGA Meeting in Mt Gambier. Whilst there I was able to first hand
inspect the renovation of the old Town Hall. This project is costing the
Mt Gambier City Council close to $4M, of which about $800,000 is
being spent on the Town Hall. I pass on this information purely in view
of the Public Meeting held on.
13.10.03: Hall/VIC/Library Public Meeting in the Robe Institute. I was very
pleased to see a good attendance on this important subject and I know
every speaker spoke from their heart. Council will be collating a report
on the 2 surveys and the letters since received and this report will
probably come before the next meeting.
14.10.03: Lake Butler Steering Committee
Workshop with all Councillors on the Marina project
Strategic Planning Workshop
Normal monthly Council Meeting. Five or six people in the
public gallery which was pleasing to see.
20.10.03: Addressed the Limestone Coast Regional Development Board at it’s
meeting at Robe. The subject was “Robe – the future and its needs.” In
addition I have given several radio interviews on the marina project.
Marina Redevelopment
At the last council meeting Council approved the Masterplan for the Harbor which includes a long term vision and plan. Council is hopeful that Stage 1 could commence by
May 2004. For more details on this important vision for the harbor, please see a full
comprehensive report in this newsletter. A copy of the Masterplan is available for you to
view at either the Library or the Council Office.
The last month has been extremely busy and I know personally that all Councillors have
also attended many meetings and it is pleasing to see that the workload is being shared
by all. Thankyou.

ROBE VISITOR INFORMATION CENTRE
Robe has still been quite busy for October, with the weather veering between windy and sunny. There
have been many International Visitors on the move through Robe this month and this will continue
through until early December.
The centre has been successful in gaining some funding and we will be sponsoring a workshop on
‘Customer Service in Tourism’. The workshop will be conducted by International Retail consultant John
Stanley. There is an ad in this newsletter for the workshop, please come, listen and learn.
ROBE PUBLIC LIBRARY
The feature author for November is Australian author Di Morrissey. Come into the Library and look at a
display of the authors work from the 1st of November. This added feature to the Library has proved to
be very popular since it was instigated.
I attended a Regional Library Conference in Mount Gambier from the 17th to the 19th of October. I
spoke in the local section of the conference about ‘Robe, a multi use facility’. The presentation was
very well received, especially when the keynote speaker from the Central Highlands Council of Victoria
spoke about the problems that country libraries faced. She stated that their survival was dependant on
libraries integrating with other Council services or building partnerships with other organisations. She
was very impressed with what Council had achieved here. Copies of the presentation have been
requested by two Librarians to take back to show their particular Councils what can be achieved. I
would like to say a big thank to the Council Office staff who helped me so much with the presentation.
In particular, Leonie Fennell for taking some wonderful photos for me to use in the presentation.
In conjunction with the Robe Lions Club, staff are collecting donations of Christmas gifts to be
forwarded to Anglicare for distribution to needy families in the community. Gifts can be left at the Visitor
Information Centre. Please indicate who the gift is intended for ie. girl/boy, age etc.

Highlight of the day would have to be the two
live lobsters kindly supplied by the
Professional Fishermen, that the media/writers
took numerous photos of, and had a chance to
hold.
The freshly cooked lobster and barramundi
were also very, very popular, along with the
bush foods encrusted shark cooked in local
Olive Oil.
Our wineries also received a great deal of very
exciting exposure.
This all goes to putting Robe in the National
and International spotlight, and to those
people who gave their time to travel to
Poltalloch Station from Robe (2 hour drive
each way!) to promote all that Robe has to
offer I thank you greatly.

Ron White
In the recent passing of
Ron White, the District
Council of Robe lost a
valued and respected
workmate and a key
contributor to Robe’s
development over the past 28 years.
Ron joined Council in November 1975 as the
Overseer of the Works Department having
previously worked with the Highways
Department. At the time Ron’s role was very
“hands-on” and he worked along side the
outdoor staff. Robe itself was much smaller than
today with many vacant blocks in Robetown
itself, and sparse housing at West Beach,
Barrowman’s Drive, Woolundry Road and along
The Esplanade at Long Beach. Many “older”
subdivisions such as Hateley Crescent, Sargent
Close, Apex Lane, Sanders Court, most of Long
Beach past the Long Beach Caravan Park, parts
of Harold Street, Thompson Road and
MacFarlane Street had not been developed.
Under Ron’s management, the majority of Robe
streets were constructed or reconstructed by his
team.
As Robe grew, so did Ron’s responsibilities and
he studied for and achieved his Advanced Works
Manager’s Certificate and became a member of
the Works Supervisors Group. Ron shouldered
the extra duties that the new Works Manager
role demanded including responsibility for up to
12 outside staff, planning, budgeting, equipment
purchasing, and administration duties. Ron also
inherited a growing list of responsibilities
including traffic management, STEDS
maintenance, public liability issues, greenwaste
and he also became the HarbourMaster of the
Lake Butler Boat Haven. Ron was responsible for
the development of the Council Depot and
Robe’s Industrial Estate and he was instrumental
in the redevelopment of the Old Gaol and
Squash Court area utilising unemployment
project participants.
Ron ensured his Council role also contributed to
the community and he was renowned for his
good-natured approach and tireless assistance
with community events such as the 150th
Celebrations, Encounter 2002 and the Robe
Village Fair. In recognition of Ron’s significant
contribution to the District Council of Robe,
Council will be erecting a park bench with a
brass memorial plaque on the corner of the
Royal Circus and Cooper Street facing the sea.

CCOWS Report
Last week I was in Canberra at child care service
meetings which discussed common concerns across
Australia.
Our reflections and discussions will be the
information upon which the Minister for Youth and
Childrens Services, the Hon. Larry Anthony, will
advise the Government about future policy.
It is vital for us to keep informing the Government
about the particular needs of the families and
children living in isolated, rural and remote areas.
Among the issues discussed were high demand for
places, secure funding, a need for infrastructure
and support services.
Access to services is a high priority in rural centres
with both children and families able to benefit
from quality care.

The weather was inconsistent, but enthusiasm was

Economic Development Report
Lake Butler Marina Masterplan approved!
The Lake Butler Marina redevelopment project has
produced a Masterplan to improve channel and
lake access, provide more moorings, improve
harbour facilities, and an environs upgrade
enhancing its local and visitor appeal. The
preparation of the Masterplan and detailed
commercial precinct design was supported by
funding from the Commonwealth Government
under its Regional Assistance Programme,
administered by the Department of Transport and
Regional Services. The District Council of Robe
received funding of $88,000 from DoTaRS through
the South East Area Consultative Committee.
The MasterPlan includes a long-term vision for the
area and a Development Plan achievable in 3-5
years. The Development Plan includes 54, 20
metre commercial fishing berths, 16, 15 metre
recreational boating berths, 32, 10 metre
recreational boating berths and 36, 7 metre
recreational boating berths. There are also 3, 20
metre berths for large visiting yachts. The design
includes a new boat maintenance yard and
washdown area, new commercial unloading jetties
and a new fuel jetty. There is also provision for a
café / kiosk and marina user amenities as well as
walking trails around the lake and a foreshore path
to a Guichen Bay lookout near the old slipway.
Stage 1 is planned for commencement in May
2004 of the development will include rectification
of the breakwater, dredging of the lake,
construction of Marina Arm 1 with 48 commercial
berths and new commercial wharf facilities. There
is a process of development and EPA approvals,
prudential report preparation, legal contracts,
construction drawings and tenders to be
completed prior to commencement and hopefully a
Commercial Berth Prospectus will be issued in
February 2004. The construction of recreational
moorings should commence in 2005. To ensure
you receive a berth prospectus for commercial or
recreational berths, you should register your details
at the Council office. Those with current moorings
or on the mooring waiting lists will automatically
receive the appropriate prospectus material.
The MasterPlan is available for perusal at the
Council office or the Robe Public Library & Visitor
Information Centre. There will be a display in the
Robe Institute Hall from 27 October 2003.

Dr Justus improving our
lives with natural therapies...
The township of Robe is definitely
growing, but it is also growing in skills and talent.
Tamara Justus is just one of the many newcomers to
Robe who have embraced the town and its people
and brought with her a knowledge of natural
therapies.
Born in Adelaide, Tamara moved to Robe in 2001.
“I love it here—we are so lucky to live in such a
beautiful town with pristine beaches and fresh
seafood. There is such a diverse range of people in
Robe and I find them a pleasure to work with.”
Dr Tamara Justus, of Robe Natural Therapies, lives
in Robe with her partner Rob Von Bertouch who is a
local professional lobster fisherman.
Whilst completing her PHD, Tamara taught Biology at
FUSA and worked for the company “Microbial
Technologies” developing a biological product to
control lice and flyblow on sheep. This involved
jetting sheep and testing wool samples for its
effectiveness. She also owned a part-time natural
therapies business in Adelaide.
Tamara’s PHD involved looking at genes which are
involved in increasing mutation rate in cells.
Mutations in DNA can ultimately lead to cancer in
cells. Her research project involved developing a
cell-based reporting system which detects if a
substance is mutagenic and may cause cancer. The
FUSA are currently looking into applying a USA
Patent for this system to market it for diagnostic
testing in research labs.

Her degree in Molecular Biology has opened many
doors for Tamara. During a conference presentation
of her work at Mt Buller VIC, Tamara was offered a
highly sough after research position at Harvard
Medical University in the USA in order to conduct
breast cancer research by analyzing the DNA of
cancer patients.
Her career could also enable her to assume positions
that involve scientific research and lecturing at
Universities.
But Tamara has preferred to take a more “hands-on”
approach through her business Robe Natural
Therapies which she has established following the
running of a part-time business in the city. Tamara
saw it as “the natural thing to do”. She believes there
is often a lack of services present in rural regions.
“I have found that there is a need for such a health
service. Working with people and their health is also
rewarding. I find this type of work gives a lot of job
satisfaction compared to lab-based employment.”

According to Tamara, health is not just about eating
well and exercising regularly. “We also need to address the emotional, mental and spiritual sides of our
being. This termed a holistic approach to health –
looking at a person’s total health by addressing the
whole picture and not just one facet of their being.”
Tamara offers a range of health treatments and often
will find herself combining a number of techniques to
suit the individual client. Myotherapy and massage
are useful for treating various types of pain, from
neck & shoulder to back pain. These techniques
increase circulation and blood flow and are also
excellent for people of all ages, especially diabetics
where good circulation is important.
Essential oils are also part of Tamara’s approach to
health as they have many beneficial properties which
have been demonstrated via scientific research.
Blends of oils can be applied to reduce infection,
inflammation and pain. They are also useful for
treating emotional and mental problems as they act
on the olfactory system which is linked to the brain.
For example oils that uplift the emotions may help
promote a feeling of well being for mild depression.

A Mighty Wind

Art Exhibition
This year the Village Fair Art Exhibition is looking
to be bigger and better than ever with expressions
of interest from throughout Australia.
Tony and Marian Dawson have again got behind
the Robe Community and are the major sponsors
of this popular and prestigious award.
The exhibition, to be held at Wilson’s at Robe will
be officially opened on Friday, November 28th at
6:30pm providing locals keen to secure a
purchase the opportunity to beat the crowds
arriving for the Fair Saturday morning.

Appreciation Award
Every year the Robe Lions Club
presents a member of the Robe

lane boat launching ramp at Lake Butler. The
facility includes two floating pontoons, four
lanes, wash down area, toilets & car and trailer
park.
